(Urgent Question): To ask the Secretary of State for Health and Social Care if he will make a statement on the Department of Health and Social Care’s recommendations on NHS staff pay.

This pandemic has asked so much of our health and care system. The whole country recognises how our NHS workforce have performed with distinction and gone the extra mile throughout this crisis, which has also had a huge impact on our economy. It has been and still is a tough time for businesses and all those who work in them.

As hon. Members will be aware, most of the public sector is having a pay freeze. However, even against that backdrop, we will continue to provide pay rises for NHS workers, as the Chancellor set out at the spending review. This follows a multi-year pay deal, which over a million NHS staff have benefited from and which includes a pay rise of over 12% for newly qualified nurses. We are also ramping up our investment in our NHS, with a £6.2 billion increase for 2021-22, as part of our £34 billion commitment by 2024-25, and £3 billion for supporting recovery and reducing waiting lists. As part of that, we are increasing the number of staff in the NHS, with over 6,500 more doctors, almost 10,600 more nurses, and over 18,700 more health support workers in the NHS now than a year ago. We are also on track to have 50,000 more nurses in the NHS by the end of the Parliament.

Last week, we submitted our evidence to the NHS pay review bodies, which are independent advisory bodies made up of industry experts. Their recommendations are based on an assessment of evidence from a range of stakeholders, including trade unions. They will report their recommendations in late spring, and we will carefully consider their recommendations when we receive them.

I can assure the House that we are committed to the NHS and to the amazing people who work in it. Just as they have been so vital throughout this pandemic, they will continue to be the very essence of our health service, together with all those who work in social care, as we come through this pandemic and build a health and care system for the future.

I am grateful to the Minister, but where is the Secretary of State? Why is the Secretary of State not here to defend a Budget that puts up tax for hard-working families and cuts pay for hard-working nurses? The Secretary of State has stood at that Dispatch Box repeatedly, waxing lyrical, describing NHS staff as heroes, saying they are the very best of us, and now he is cutting nurses’ pay.

Last summer, when asked by Andrew Marr if nurses deserved a real-terms pay rise, the Secretary of State replied:

“Well, of course I want to see people properly rewarded, absolutely.”

Yet now he is cutting nurses’ pay.

Last year, the Secretary of State brought to this House legislation to put into law the NHS long-term plan. He said from that Dispatch Box that his legislation represented

“certainty for the NHS about a minimum funding level over the next four years and certainty for the 1.4 million colleagues who work in our health service”.—[Official Report, 27 January 2020; Vol. 670, c. 571.]

That long-term plan was based on a 2.1% pay increase for all NHS staff. Every Tory MP voted for it, the Minister voted for it, and now every Tory MP is cutting nurses’ pay.

The Minister talked about the Budget. Where is the Chancellor? Where are his glossy tweets? Where is his video? Why did he not mention in the Budget that he was cutting nurses’ pay? Why did he sneak it out the day before in the small print?

This is happening at a time when our NHS staff are more pressured than ever before. In the midst of the biggest health crisis for a century, when there are 100,000 shortages, what does the Minister think cutting the pay of NHS staff will do the vacancy rates? Perhaps she can tell us.

The Minister talked about the pay review body, but she did not guarantee that the Government will implement any real-terms pay rise that the pay review body recommends. Why is that? It is because Ministers have already made up their minds to cut, in real terms, NHS pay in a pandemic. Our NHS staff deserve so much better. If this Government do not deliver a pay rise, it shows once again that you simply can’t trust the Tories with the NHS.

I absolutely recognise the importance of repeat testing, both in the NHS and in social care. Our policies, and the testing programmes that we have in place and are launching and taking forward, are based on the clinical advice as to what the right programme to have in place is. I have set out the programme for the NHS, which is based on the advice of the chief medical officer, and we have sought advice from the Scientific Advisory Group for Emergencies on what the repeat testing programme should be for the social care sector.

I am genuinely grateful to the Minister for giving way. We are trying to engage with the Government on what we think is a constructive proposal, and not to do the usual political knockabout. I did a bit of that yesterday at Health questions, as she knows, but today I am trying to adopt a different tone—

Trying, yes. Just so that we can understand this, is the Minister saying that the Government’s position on weekly testing of all NHS staff, whether symptomatic or not, is that that is not an appropriate clinical intervention—as distinct from saying, “We simply do not have the testing capacity at this stage, but it is something we would like to do in future”?

I am sure the hon. Gentleman was listening when I outlined the policy for the national health service. That is based on the chief medical officer’s advice. I think that is pretty clear. The Opposition’s position is not entirely clear, given that the hon. Gentleman started out saying “Weekly testing when necessary”, but said in his speech that it was weekly testing, whatever. On the other hand, we have been clear and the hon. Gentleman can look at the letter from NHS England and NHS Improvement to NHS trusts for further information.

I should move to the conclusion of my remarks—[Interruption.] Hold on, I thought we were not having any more political knockabout. We have established a national testing programme on a scale and at a pace that has never been seen before in this country. We will keep expanding that so that we can use high-quality testing to give confidence and certainty to anyone who needs it.

As I have set out today, there has been incredible action across our NHS and social care as we respond to this invisible killer. Thanks to the efforts of so many, crucial services have not been overwhelmed and all coronavirus patients who were admitted to hospital were able to receive urgent care. Because we have made such progress on slowing the spread of the virus, we have been able to ramp up other important services as part of our plan to get Britain back on her feet. However, we cannot be complacent and we must be ready for any increase in the rate of coronavirus infection and also for the winter, when, as hon. Members know, there is a greater risk of seasonal flu. As we keep ramping up services, we will ensure that we have the surge capacity to act quickly if necessary.

I want to finish by thanking the incredible NHS and social care staff who have been on the frontline of the pandemic. There has been a collective effort from so many, including healthcare professionals who have volunteered to return, and medical students, allied health- care profession students and nursing students who have stepped up at this important time for our country. The whole House and the whole nation are grateful to them for their heroic work.

My hon. Friend, who is extremely experienced, shows with great eloquence the dangers of this relentless outsourcing of services. It damages patient care and is not in the interests of the taxpayer.

I thank the hon. Gentleman for giving way. I remember well when I worked in the NHS under a Labour Government, before I was a Member of Parliament. All around me was talk of independent sector treatment centres, offering more choice through bringing in more private sector provision to the NHS, and PFI contracts. That was under the previous Labour Government, who I believe were trying to make the NHS give better patient care, but Labour has changed its tune. I am concerned that this seems to be all about ideology. I care—

None of us would want anyone to be paid any less, but it has been difficult but necessary, in order to control the overspending by Government and put right the financial mess that the country was left in after the last time the hon. Gentleman’s party was in government.

I agreed with the hon. Lady’s comments at the time of the debate on the Gracious Speech, when she said:

“I’m of the view we need to look at public sector pay in the light of increasing inflation.”

If those were her comments then, she should be joining us in the Division Lobby this afternoon.

I have given way to the hon. Lady once and I have been generous, so I hope she will forgive me if I do not give way again.

We have heard several examples of what vacancies in the NHS mean for services. We have heard about the walk-in centre in Wirral, but Macmillan Cancer Support warned last week that bigger workloads and vacancies in key roles are creating “unrelenting pressure” on the cancer care workforce and that some cancer patients are attending A&E because they cannot get help elsewhere. I have mentioned midwifery, and this summer we revealed that almost half of maternity units closed their doors to patients at some point in 2016, with understaffing often used as the justification. Earlier this year, I revealed FOI requests that showed a rising number of cancelled children’s operations, with 38% of trusts citing workforce shortages as the reason for those cancelled operations. Visit any hospital and doctors will talk about rota gaps, and the latest NHS staff survey reveals that 47% of staff view current staffing levels as insufficient to allow them to do their job properly.

Not only is the pay cap unfair on hard-working staff who are struggling to make ends meet, but it is unfair on patients, who suffer the direct consequences of under-staffed, overstretched services. We look forward to the Health Secretary telling us how he will use his newfound flexibility. We look forward to his telling us what remit he will set for the NHS Pay Review Body in the coming days. He has had all summer to think through his response to these demands. I know that he got into a big argument with Professor Stephen Hawking, but we will leave that there. The Health Secretary sets the remit—he tells the pay review body what it is able to provide—so we look to him to tell us what he is going to ask it to provide. We want him to tell us today when he will publish the remit letter.

I have been very generous to Government Members, and the hon. Lady has already had a chance.

The pay cap must be scrapped, and it must be done by giving the NHS extra investment. The self-defeating nature of this policy means that we are already spending £3 billion on agency workers, and the Government have found billions for corporation tax and inheritance tax giveaways, so this new flexibility must mean more investment. We will not tolerate hospital bosses being forced to cut services to find these funds.

My hon. Friend speaks passionately, as she always does, on behalf of her constituents and, more broadly, on mental health provision. Again, I hope the Secretary of State will respond to her on the specifics of that case.

My hon. Friend talks about patient care, and she is absolutely right. All of us, or at least many of us, in this House will have been getting stories from constituents telling us of their recent experiences in hospitals. I have been given a few, and I will share some heart-breaking examples with the House. Again, I will not reveal the names of trusts and hospitals, but I will pass them on to the Secretary of State after the debate.

Example No. 1 is of a mum of four children under 10 years old who has a secondary tumour in her liver. She was due to go into hospital this Thursday to have the tumour removed. Her surgery has been delayed for at least two weeks, so that the hospital could cope with the winter crisis and because no beds are available. She has not yet been given a new date.

Someone else got in touch with me this morning. Their wife has been on the waiting list for a knee replacement since April last year. An appointment for early December was cancelled owing to the hospital being on black alert. A few weeks later, the hospital phoned with an appointment for today, which was cancelled yesterday.

Again, these patients are not trying to score political points or to politicise matters. They are decent, hard-working people who are simply desperate for something to be done.

Conservative Members care deeply about patients. I personally follow up on the individual stories and challenges experienced by my constituents, but the hon. Gentleman has surely seen the guidance this week from NHS Providers, which is not always a friend of the Government, that said that we need to be careful when extrapolating from individual incidents in hospitals that are under particular pressure and implying that they constitute a wider trend. Yes, times are tough in the NHS, and there are winter pressures, but he should not make inappropriate use of individual stories.
