It is a pleasure to serve under your chairmanship, Mr Rosindell. I congratulate the hon. Member for Mid Worcestershire (Nigel Huddleston) on securing this important debate on puppy smuggling. It is a subject close to my heart; indeed, I sponsored a debate on puppy farming in the previous parliamentary Session. I am therefore pleased in one sense that this debate is happening, but in another sense I am displeased that it has to happen. However, I congratulate him on making it happen.
Puppy smuggling is enabled—even encouraged—by third-party sellers such as pet shops and puppy dealers, which are vessels for the irresponsible, low-welfare commercial dog breeding, in the UK and abroad, commonly described as puppy farming. Endorsing any commercial puppy movement from abroad to the UK conveniently hands responsibility for any animal welfare standards designed to protect breeding dogs on puppy farms, and laws on puppy transportation, to the country of origin—well out of our control. This is clearly unacceptable, and can only encourage an even greater lack of breeder traceability, transparency and accountability than is found in legal puppy farming in the UK.
Putting an end to the legal sale of puppies through third-party agents licensed by the Government as pet shops—anyone in the business of commercially buying and selling puppies without their mums—and not just from high street premises, will go a long way towards eradicating the unacceptable activity of puppy smuggling. Little improvement can be made while this “legitimate” outlet—the market—exists.
Does the hon. Lady agree that banning third-party puppy sales might help to reduce impulse purchases, especially around Christmas?
The hon. Lady makes an extremely good point and pre-empts a point that I was going to mention later. I thank her for that excellent contribution.
The decision to implement a wholesale ban now rests with the Government, but despite the ongoing efforts of many wonderful parliamentarians, some on the Minister’s own party’s Benches, who have, for years, repeatedly raised this issue, the Government stubbornly continue to resist a ban. As recently as 17 October, the Minister told the House:
“We do not believe that a ban on third-party sellers is necessary”—[Official Report, 17 October 2017; Vol. 629, c. 820.]
That brief dismissal is unacceptable. It shows complete disregard for the suffering of the dogs and puppies, and for the emotional—and often financial—impact that has on owners. I would like to see the Minister tell those owners whose puppies die within a few days of purchase that banning the trade is not necessary, or visiting a licenced commercial breeding establishment, here or abroad, that sells smuggled or legally puppy-farmed puppies without their mums through pet shops and dealers and then saying honestly that it is necessary for those poor dogs to lead that kind of half-life. It is not necessary.
There is no possible justification for this appalling industry that sells pups from puppy farms, whether they are transported from abroad or bred in the UK. We cannot allow that to continue to be legally acceptable, because it cannot be done without causing some degree of harm. We all know that the Government know that, too. Moments after reassuring the Commons that a ban was not necessary and that it was better to aim for more robust licensing, the Minister effectively revealed that the Government already knew that that was not enough. Furthermore, he told the House not only that a ban was not necessary, but that
“that view is shared by many stakeholders.” —[Official Report, 17 October 2017; Vol. 629, c. 820.]
Only two—Dogs Trust and Blue Cross—have made their views known and continue to refuse to support a ban on puppies sold in pet shops. Will the Minister reveal who the “many stakeholders” are who do not believe a ban on third-party sales is necessary?
If an activity is licensed, it is supposed to be safe. The licence is supposed to reassure the public that the trader is to be trusted. To the public, it is an official legal stamp of approval. Yet the Government have no confidence that so-called robust licensing for third-party sellers will offer effective protection. By continuing to advise purchasers to buy only from reputable breeders, and to see the puppy with its mother in the place where it was born, the Government are essentially contradicting themselves and telling purchasers not to buy from those “robustly” licensed third-party sellers.
It takes an incredible amount of willpower to walk away when confronted by the reality of a puppy that seems to be in an unsatisfactory situation. The Minister said that consumer pressure would drive down the sale of puppies from third parties such as pet shops, but it is completely unrealistic to expect puppy buyers to separate the wheat from the chaff at the moment of purchase, nor should that burden rest with them. They will inevitably think of the puppy first and the consequences later. The British public should not have to try to make sense of the fact that Government guidance recommends seeing a puppy with its mother, while the Government are content to permit puppies to be sold without their mothers by third-party sellers in licensed pet shops.
The Government’s priority is to protect people by protecting puppies. Today, let us all send out a strong cross-party message that there is no justification for the existence of puppy smuggling, farming or trafficking—whatever hon. Members want to label it—and that removing their primary market is the first step toward eliminating that horrendous trade. Dogs and their people deserve better. I urge the Minister to please do the right thing. It would be a timely move, with the Christmas rush for puppies about to rear its ugly head. I urge him to commit to banning the third-party trade in puppies and removing the legal market for smuggled pups.

I am delighted to serve under your chairmanship, Mr McCabe. I congratulate the hon. Member for Bath (Ben Howlett) on bringing this extremely important debate to Westminster Hall. The sustainable development goals are universal and therefore must be applied both at home in the UK and internationally. I do not wish to reiterate the information that has already been relayed so well by colleagues, so I will focus briefly on some issues that have been highlighted as part of my work on the International Development Committee, which is currently undertaking an inquiry into the sustainable development goals.
One very pertinent and important issue that I would like the Minister to comment on is the collection of data—from a variety of sources, both governmental and beyond. We must be able to evidence the implementation of the goals and indicators that we have set. There are a great many ways to collect informative and necessary data in the UK and in developing countries. In many countries where such data have never been collected, we must first gain a baseline to show where we are now, but we must also have data that give us an understanding of the progress that is being made towards full implementation.
The hon. Lady is making a very good point. Does she agree that many developing countries will have difficulty collecting such data, and that this could be a great opportunity for DFID to do everything it possibly can to assist those countries to meet the required standard?
I agree entirely. It is key that we show leadership in this area, in which we historically have very good ability and understanding, and we can certainly lend our expertise to the rest of the world, including developing countries.
Data must be gathered from various sources. For example, if they exist at all, governmental data on child marriage are linked to the legality of child marriage. In countries where child marriage is illegal but still exists, such marriages are often not conducted in registered settings; they are cultural ceremonies and therefore unrecorded. People know that they are happening, but they are excluded from the data. We must therefore collect accurate data. Governmental data may not themselves be accurate. Household survey data are required, as are data from technologies such as mobile phones, imaging and other sources, to make sure that the data are accurate, particularly for people—such as women—who may feel too vulnerable to provide accurate data to governmental agencies that are collecting such data. Will the Minister comment on the support that DFID is providing for data collection, and the use of technology in that collection, and the methods it uses to verify statistics, so that it does not just accept them at face value?

Commons ChamberIt is a pleasure to speak in this debate. As we have heard, the sustainable development goals are a new universal set of goals, targets and indicators that UN member states will use to frame their agendas and policies over the next 15 years. Importantly, they outline a number of high-level objectives for countries, encompassing a broad range of social, economic and environmental objectives, including ending poverty, ensuring access to education and achieving gender equality.
Enormous progress was of course made on the millennium development goals, showing the value of a unifying agenda underpinned by goals and targets. The United Nations Secretary-General, Ban Ki-moon, has argued that since they have been in existence the MDGs have saved millions of lives and improved conditions for millions more around the world. Yet despite their success, the indignity of poverty has not been ended for all. As has also been highlighted, too many people have been left behind, particularly the poorest and those disadvantaged because of their sex, age, disability, ethnicity or geographic location. In addition, other major threats, including climate change, have not been fully tackled.
The sustainable development goals are due to be adopted at the UN summit later this month. They aim to build on the progress achieved by attacking the problems that have been neglected, but, importantly, by addressing the underlying root causes. The sustainable development goals must be integrated and interlinked, which the UN argues is crucial to ensuring that the purpose of the new agenda is realised.
At this point I would like to refer to my entry in the Register of Members’ Financial Interests and to my visit to Zambia during the recess, as part of a parliamentary delegation with the hon. Member for Plymouth, Sutton and Devonport (Oliver Colvile), to see patients and service providers in HIV and TB clinics. During that visit it become clear that addressing health and illness is also fundamentally about addressing basic standards of living and ill health prevention. Access to clean water, sanitation, clean energy and infrastructure are crucial. We were devastated to hear when we visited one clinic that a man had carried his young son to the clinic for 48 hours only for him to die on arrival. Timeous access to healthcare is as important as the provision of healthcare. Those issues must be addressed in an integrated manner.
Along the negotiation process, there have been those who have criticised the quantity of goals and targets proposed. Critics have warned that there are far too many to focus Governments’ attention and resources in the way that they must to galvanise a better world. However, as highlighted in evidence heard in a meeting of the Select Committee on International Development that I attended on Tuesday, it is recognised that the goals are visionary. Prioritisation is not about separating particular goals to focus on, but about taking an integrated and joined-up approach. By not approaching goals in an integrated way, we would miss opportunities and key synergies, and would risk running into tangible difficulties.
As other Members have stated, underpinning the new goals is an important framework, which DFID has led on, that aims to leave no one behind. That will ensure that the goals are met for all social groups and that progress on targets is disaggregated. The UN sustainable development agenda states:
“Recognising that the dignity of the human person is fundamental, we wish to see the Goals and targets met for all nations and peoples and for all segments of society…we will endeavour to reach the furthest behind first.”
That will require Governments across the world to address entrenched poverty and inequality, discriminatory beliefs and attitudes, and the challenges facing marginalised groups. In that regard, it is important that those most affected are able to participate in implementation, monitoring and reporting, as a fundamental part of ensuring that no one is left behind. Those groups must have a voice in both local and international implementation.
The hon. Lady makes an important point about accountability. Does she agree that the media, public opinion, academia and transparency are all important factors?
I agree that public opinion and a good research base are important in securing transparency.
One group of society that has seen particular inequality, marginalisation and extreme poverty is the disabled. One billion people globally have a disability, and 80% of them live in developing countries. Disability is both a cause and a consequence of poverty. Research from the World Health Organisation indicates that people with disabilities are over-represented among the persistently poor and are less likely than others to be able to move themselves out of poverty. It is also reported that people with intellectual disability and mental health problems face a high risk of social exclusion and discrimination. All these vulnerable groups must be assisted.
In March 2015, the DFID disability champion, Beverley Warmington, highlighted issues surrounding poor data on disability, which can lead to disabled people being overlooked by decision makers. We therefore look forward to thorough data collection, as other Members have mentioned.
In summing up, as already mentioned and importantly, the sustainable development goals are not about tackling problems only in particular developing countries; they apply to developed countries too. If the UK is to take on the universality of the sustainable development goals, we must ensure—and strive to make sure—that no one is left behind within our own country. I therefore look forward to seeing the Government applying the policies of the goals in an integrated manner right across all our policy-making decisions.
I welcome the sustainable development goals, although it will be inherently difficult to apply them in some areas. They are, however, visionary, and we must work together collectively, internationally and across the nations of our own country to ensure that they are applied as comprehensively as possible.
