Considerable work is being done to ensure that we continue to bid for and host major sporting events. We have had numerous events during the course of the last three years. Hosting such events is good for the economy and tourism and of course inspires people to get involved in sport. I am sure that next year’s Ironman triathlon in Staffordshire will boost tourism even further, and I will do everything I can to ensure that a Minister attends the competition at the appropriate time.

The trouble is that a large number of the events organised around the country, which many people travel to both from overseas and from within this country, are organised by local authorities. However, local authorities up and down the land are cutting these events, quite simply because they do not have enough money and these events are not one of the statutory provisions that they have to make. Will the Government finally own up and admit that it is their cuts in Westminster to local authority budgets that are cutting off our noses to spite our economic faces?

No, I do not agree with what the hon. Gentleman says. Considerable amounts of money go into marketing the country. The GREAT campaign has been very successful and the Chancellor recently announced a 50% increase. The local growth fund, the regional growth fund and the coastal communities fund have also been helpful in growing tourism locally and organising major sporting events.

My hon. Friend makes a good point. It is important to deal with these cases in a timely manner. National waiting times for ESA appeals are actually down, from 21.5 weeks in December 2011 to 16.7 weeks in December 2012. The figures are even better in Scotland, but of course more needs to be done.

That is a very good tie, by the way, Mr Speaker.

Does the Minister agree that so many incorrect first decisions having to be overturned by judges not only causes massive grief for the families concerned but incurs significant additional cost to the taxpayer? That is a double whammy. Surely it is time we got this right.

The judiciary provides feedback, which is being considered. In November 2012, over 60% of appeals allowed by tribunals had reasons for the decisions attached. As I indicated in response to the question before last, we are looking at a new pilot, and I will write to the hon. Member for Edinburgh East (Sheila Gilmore) about it.

Defendants such as the NHS were required to pay inflated success fees under the old regime, as well as after-the-event insurance premiums. In 2010-11, the NHS Litigation Authority paid £200 million to claimant lawyers. Under the new reforms, those costs will be reduced, allowing more money to be spent on patient care.

I, too, warmly congratulate the hon. Lady on her new job. I am sure that she will be an absolute star. May I urge her, however, to think carefully about no win, no fee agreements? Last week, scurrilous and despicable low-lifes in France invaded the privacy of a young woman who is able to take legal action because she is very wealthy, but many people in this country, including the Dowler family, would never have been able to take legal action in a privacy case had it not been for no win, no fee arrangements. Can we please, please ensure that we do not chuck the baby out with the bath water?

I hear what the hon. Gentleman says, but we firmly believe that, while meritorious claims will continue to be made, unnecessary and avoidable claims have to be deterred. Legal aid will, of course, be available for those who need it most, and for the most serious cases, under the exceptional funding rules.
