Improving transport links with a new mass transit system for Leeds is critical to the programme that we undertaking. We are working with local authorities in Leeds; we are working with the Mayor of West Yorkshire, Tracy Brabin, and with the chief executive of Leeds City Council, Tom Riordan. Moreover, in Kirklees we are investing £65 million through round 3 of the levelling-up fund, with a new open market to provide regeneration in Huddersfield and, of course, the upgrade of the Penistone line, for which my hon. Friends the Members for Dewsbury (Mark Eastwood) and for Penistone and Stocksbridge (Miriam Cates) have been such brilliant advocates.
I, too, convey to Mr Speaker a “Get well soon” message.
In addition to the amenities in Yorkshire and elsewhere in the north, there is a wonderful real ale pub called The Bell Inn at Pensax, in the north of the Malvern Hills. May I put on the record my strong endorsement of its bid to the community ownership fund?
It sounds as if that particular inn, in the heart of Elgar country, is something behind which all of us on the Front Bench can rally. It sounds like an excellent candidate for the community ownership fund, which has seen scores of buildings taken back into public ownership by their communities for the benefit of all.

Commons ChamberWe are only following what the Labour party does. It was the Labour party that introduced the requirement for voter ID in Northern Ireland, as the Minister for the Constitution and Devolution, my hon. Friend the Member for Norwich North (Chloe Smith) pointed out earlier. It is also the case that one can vote in internal Labour elections only by using voter ID. I do not know whether there is an internal Labour election coming up soon. The shadow Chancellor of the Duchy of Lancaster, the right hon. Member for Ashton-under-Lyne (Angela Rayner), will be better informed on that question than me—[Interruption.] Sorry! Anyway, to vote in a Labour election, you need voter ID.
My hon. Friend makes a very good point. We do not currently have plans to do that, but she makes a fair point. As everyone knows, for the remaining hereditary peerages in the House of Lords, when an hereditary peer in any one of the party or Cross-Bench groups passes away, there is a by-election among those who are eligible, but at the moment in nearly every case the franchise and candidacy is restricted to men. That is something we should definitely look at.

Commons ChamberThe hon. Gentleman makes an important point, and we would like to continue participation in both those programmes, but obviously that depends to a significant extent on conversations that are still going on.
Can my right hon. Friend elaborate a bit more on his point about state aid? Is there state aid that we wish to give to UK companies that we were not able to do under the EU regime, or is the dispute more about the retaliation mechanism, as he put it in his statement?
My hon. Friend is absolutely right to say that this is significantly about the retaliation procedures, but it is also about the mode of governance by which we would report and notify the state aids that we might wish to issue.

Commons ChamberMy hon. Friend raises a very important question that is of concern to constituents across the United Kingdom. We are actively looking at the steps we can take after we leave the transition period to ensure that we can both maintain our commitment to providing a safe haven for those genuinely fleeing persecution and safeguard our borders. My right hon. Friend the Home Secretary has appointed Dan O’Mahoney to lead the United Kingdom’s response in tackling illegal attempts to reach the United Kingdom.
Financial services are this country’s biggest export sector. The Treasury Committee heard evidence from the Bank of England last month that equivalence could be a real problem, as it could be withdrawn quickly. Could the Chancellor of the Duchy of Lancaster update the House on how negotiations on financial services regulations are going?
I am grateful to my hon. Friend for raising that question, as a former Treasury Minister and a very effective advocate for one of the most successful parts of our economy. The granting of equivalence is an autonomous process within the European Union, but we are confident that the high standards of financial services regulation in this country command confidence not only in the EU but elsewhere. It is also the case that it is in the interests of EU citizens and companies that they have access to the broad and deep capital markets in London and across the United Kingdom.

He was a very distinguished civil servant, and it is certainly the case that those whom I know who work in the Foreign Office have nothing but praise for him. Talking about political appointments, the distinguished former Cabinet Minister, Paul Boateng, was appointed by a Labour Government as high commissioner to South Africa and, as I mentioned earlier, a Member of the House of Lords, Michael Levy, again a distinguished figure who was a fundraiser for the Labour party, was appointed as a special envoy to Israel. My own view is: Michael Levy, Paul Boateng—good appointments; David Frost—excellent appointment.
The National Security Adviser is clearly a very important role. It should be a separate role and I am sure that David Frost is well qualified to do it. On the confidentiality of secure Government information, could the Chancellor of the Duchy of Lancaster update the House on what happened to the investigation into the leak of the diplomatic telegrams from Sir Kim Darroch?
My hon. Friend, who was a distinguished Foreign Office and International Development Minister, raises an important point. This is an area outside my immediate responsibility, but I will report back to the House on it.
