I have seen some incredible innovation in our defence SMEs. Such companies have the opportunity to transform the warfighting capabilities of our forces and to support our allies, but for far too many of them it has been too difficult to find the person who is awarding the contract, to navigate the process, to understand how to access the forward supply, or even to get security clearance to understand what their competitors are doing. This defence industrial strategy seeks to rectify those problems by creating a single new one-stop shop for SMEs so that all of them, in every part of the UK, can access MOD contracts and we can benefit from their innovation and agility.

I imagine that the timing of the defence industrial strategy is linked to the Defence Security and Equipment International conference that is happening in London this week, so could the Minister have a word with the Mayor of London, emphasising the importance of that event for the defence industrial strategy?

The brilliant brains in Malvern in my constituency have come up with something that is very topical and timely: a better way to deal with those who seek to spoof and jam the GPS signal. It was delivered with MOD funding, and is being sold to other countries around the world, but the UK does not seem to be buying it. Could the Minister look into that specific issue?

This morning I was on the bridge of HMS Mersey, one of our offshore patrol vessels, which is moored outside the ExCeL centre in east London as part of the DSEI conference. This is a huge opportunity for growth—and, of course, there are 10,000 defence jobs in London and an opportunity to grow even more in every part of the UK, including the nation’s capital.

What steps is the Foreign Office taking to guarantee the human rights of people in Sudan, especially since the President declared a year-long crisis in Sudan?

I am very glad the hon. Gentleman has had a chance to raise this, because it is a very serious situation, and we are engaging strongly with the Government of Sudan on the issues he raises. Most recently, I had a phone call with the Foreign Minister of Sudan in which I particularly drew attention to the women who were due to be flogged. I am very pleased to hear that they have subsequently been released.

T6.   I support the idea of a UK hospital ship, but it must not be used as a raid on the aid budget. Will the Secretary of State reassure me that it will not be used as a raid, and that we will keep our 0.7% on aid, not military spending?

The hon. Gentleman is very kind to invite me for another visit to his constituency. I shall look forward to it. He rightly raises the important issue of the skills that we need as a country for these highly skilled and important jobs. I know that the Under-Secretary of State for Defence, my right hon. Friend the Member for Bournemouth East (Mr Ellwood), will be very happy to meet him to discuss what we are doing as we ensure that we put in place that pipeline of skills.

I welcome the investment in the Dreadnought-class submarines, which will bring investment to Devonport dockyard in my constituency. Does the Minister agree that we also need to deal with the legacy of current and previous submarines and accelerate the slow pace of the submarine dismantling programme?

I congratulate the hon. Gentleman, who is the son of a submariner, on his arrival in this place. It is wonderful to have someone taking such a close interest in the matter. He will be aware that it is the subject of ongoing commercial negotiations. We will keep the House informed.
