Commons ChamberOne of the ingredients for a successful high street is having a post office in the mix. The Government have inherited a network of 11,500 post offices, and that number has been stable since 2010. Will the Minister commit to supporting high streets by maintaining the scale of the post office network in this Parliament?
Yes, we are determined to maintain and, indeed, strengthen the post office network. I suspect that the hon. Member will recognise that we inherited a Post Office with huge problems, which we are working with the new leadership of the Post Office to begin to tackle. We are looking at what new commercial opportunities there may be for the Post Office, and banking appears to be the most significant one. We are also working with the Post Office to identify some of its infrastructure problems, not least in developing a replacement for the Horizon scheme.

Commons ChamberI welcome the opportunity to close the debate. I thank the hon. Members for West Worcestershire (Dame Harriett Baldwin) and for Wokingham (Clive Jones) for their comments and questions, which I will try to answer before I make some final remarks about the statutory instruments.
The hon. Member for West Worcestershire asked if the UK Government support fair and free trade. I reconfirm our absolute commitment to supporting fair and free trade. We have made it very clear that trade is one of the key planks of the work of the Department. My right hon. Friend the Minister for Trade Policy and Economic Security, reporting to the Secretary of State, is leading work on a trade White Paper, which we will bring forward in due course. I am sure the hon. Lady will see the Government’s commitment to fair and free trade reflected in that document.
As the hon. Lady knows, when we were in opposition, we supported accession to the comprehensive and progressive agreement for trans-Pacific partnership. We are working to agree a number of free trade deals, for example with Switzerland, India and South Korea. She asked me about the trade envoys programme. We are sympathetic to such a programme continuing. We are looking at it closely, as she would expect, and we will bring forward an update to the House in due course.
The hon. Lady asked me about our views on trade with the United States. We recognise that the US is already a key export market for many British firms, and we want to look at all opportunities to increase trade with the US. I will come back to legislative reform more generally, but she is right to underline the message that we have to be on the side of wealth creators in this country if we want to see growth, more jobs and better pay for those in our communities. Winning export orders is fundamental to delivering growth, so a substantial amount of time in the Department is being spent thinking through what else we can do to support British businesses to win export orders overseas. UK Export Finance is one part, but not the only part, of that story, and we will bring forward our plans in due course.
I understand that Crawford Falconer, who had been in charge of a lot of the trade negotiations, is leaving the Department. Will the Minister tell the House what his plans are to fill that role?
I pay tribute to Crawford Falconer for his work for the Department and the country. He has already fed into the work that my right hon. Friend the Minister for Trade Policy and Economic Security is leading on the trade White Paper. Others in the Department are actively leading negotiations with a number of countries in support of our free trade negotiations and our ambitions for new free and fair trade agreements.
The hon. Lady asked me whether there is a need for further legislative reform to UK Export Finance. The Secretary of State has instructed UKEF officials to explore how we can increase the organisation’s overall financial capacity. That work is under way. We are committed to ensuring that UKEF can support British exporters now and into the future, but these statutory instruments are key in the short and medium term to helping it to continue to do its job.
The hon. Member for Wokingham (Clive Jones) gives me the opportunity to plug International Trade Week, which is taking place this week. I am glad to see that he at least has taken the advice that I wrote out for every Member of the House, encouraging them to reach out to exporters in their constituency, to support what they are doing already and to make them aware of further help that the UK Government could give them to win new export orders overseas. One message that we have sought to get across during International Trade Week is that we are absolutely committed to a reset in our trade relationship with the European Union. There is no doubt that the poor-quality trade deal with Europe that the previous Government negotiated has held back many British businesses from winning export orders in Europe. We need to reset the trade relationship with Europe in very practical terms. We committed, for example, to negotiating a sanitary and phytosanitary agreement, and to exploring more opportunities for mutual recognition of professional qualifications. We see next year’s trade and co-operation agreement review as another opportunity to look at what we can do to reduce the difficulties that businesses face in trading with our nearest neighbours.
The Conservatives talked down the opportunities for British businesses to win export orders in our nearest overseas markets. That was a huge mistake; businesses have told us so. We are actively looking at what we can do to change that.
If the hon. Member for Wokingham gives any message to the representatives of the company that he is visiting tomorrow, let it be this: please encourage them to look again at Europe. We recognise that there are difficulties, but we want to work with business to sort them out, because we genuinely believe that there are real opportunities. He asked whether I would meet him and representatives from Wokingham businesses. I would be very happy to. In that spirit, I commend the draft orders to the House.

I congratulate the hon. Member for Slough (Mr Dhesi) on securing today’s debate. It is worth highlighting that we have had a range of excellent speeches, eight of which were from Conservative and Democratic Unionist party colleagues, while there are five Labour Members here. The way in which the issues were raised in the debate, and the endorsement that the Conservative manifesto at the last election gave to the 0.7%, sets our record straight right off the bat, in terms of our commitment and our pride in being part of the movement that put 0.7% in statute—we are the only country in the world to have done that so far—and to the Government’s policy to retain the Department for International Development as a stand-alone Department. The reasons for that were well articulated by a range of Members.
I am a Minister in both the Department for International Development and the Foreign and Commonwealth Office. That makes a great deal of sense because, to highlight just one, South Sudan, of the worst humanitarian crises—where some of our biggest DFID budgets are—we can see that it is entirely a man-made conflict, and we need to work not only through providing humanitarian assistance, but by doing what we can on the political track to try to bring that conflict to a resolution. That is why it makes sense for me and the Minister for the Middle East to be in both Departments.
We have heard a range of excellent speeches, many of them focused on history and some of the lessons we have learned through history on how to do what we do more effectively. I pay tribute to my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), who spoke eloquently about the role of the Department, many of the people who have served in the Department over the years, and the role of overseas development assistance in soft power and Global Britain. His characteristic modesty did not allow him to mention that he, I think, came up with “UK aid—from the British people”. That is now widely used in our projects—I saw it on an Ethiopian water tank only last week. We should pay tribute to him for that; I know Ministers would like to see more of it.
The hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle) spoke about M-KOPA and CDC. I was glad to hear that, because I have not always heard a consistent message of support from Labour Members on CDC, the private sector development arm. It brings a great deal of private sector capital into development issues and M-KOPA, which he highlighted, is a particularly good example.
The Conflict, Stability and Security Fund plays an important role. I reassure colleagues that 100% of our 0.7% spending comes in a form that is approved by the Development Assistance Committee. We have pushed to change some of the rules over the years and have been successful in doing that, and my hon. Friend the Member for Cheltenham (Alex Chalk) highlighted one of those successes. We have also been able to get the allocation for peacekeeping up from 7% to 15%. The role of the UN peacekeepers is important and the Conflict, Stability and Security Fund providing the foundation of peace and security for development is vital.
My hon. Friend the Member for Stafford (Jeremy Lefroy) rightly highlighted the important work that has been done through the aid budget to tackle a wide range of diseases, not just malaria and neglected tropical diseases but diseases such as polio. He spoke of the need for long-term development funding, which we do primarily through the World Bank now. He is making a powerful case for the UK to have its own bank. He rightly highlighted the importance of the Small Charities Challenge Fund and the aid match projects that allow us to match one-to-one the wishes of the British public with spending.
The Minister will be aware of the SheDecides global movement, which supports the right of every girl and woman to make the decisions that only they should make. SheDecides Day is coming up fast. Will the Minister tell the House why the Secretary of State has not agreed to be an ambassador for the movement?
I cannot, because I was not aware of it, but I know that there is no one who women and girls around the world can count on more than our Secretary of State for her championing of the need to put women and girls first. It is putting women and girls first, and creating an environment where they do well, that enables the rest of the country to do well. That is vital and is incorporated in all of our programming.
The hon. Member for Harrow West (Gareth Thomas) also raised the issue of corruption, which is an example of where cross-Government working is so important, so that we can work with the National Crime Agency to tackle some of the financial flows and corruption that flow from some developing countries where we are spending overseas development assistance, through the UK courts and UK financial system. It is a good example of where we need to work across government.
Members discussed the fact that some other Departments spend overseas development assistance. Of course they do, for a range of things, whether that is trade, development, the work of the National Crime Agency, the work on the environment and plastics through the Department for Environment, Food and Rural Affairs, or the work that we do on tackling climate change, which needs to be joined-up across government. There was a wide outbreak of consensus on that.
The hon. Member for Strangford (Jim Shannon) raised an important, underlying function: for us to save lives through what we do with aid. He was absolutely right to highlight that. My hon. Friend the Member for Bexhill and Battle (Huw Merriman) highlighted the importance of value for money and being able to tell the British taxpayer that we are getting it. The debate has allowed us to highlight some excellent examples of value for money.
My hon. Friend the Member for North Warwickshire (Craig Tracey), who I thank for the excellent work he did as my previous Private Parliamentary Secretary—he would be welcome back any time; he just needs to support the withdrawal agreement—highlighted that it is not just that the money should be spent well, but that it could not be spent better. The hon. Members for Glasgow North (Patrick Grady) and for Liverpool, Walton (Dan Carden) also made supportive comments.
I am glad to be able to reassure hon. Members that it is indeed Government policy to continue with the excellent stand-alone work of the Department for International Development. We can point to a strong track record of delivering results. We will continue to work across Government in a joined-up way in trying to achieve the sustainable development goals by 2030. We have heard a lot about the past of the Department. The future of the Department must surely be about focusing on achieving the sustainable development goals and on spending more of our money in areas of extreme poverty.

Commons ChamberThe hon. Gentleman knows that that is worth a whole Adjournment debate in itself, so I will talk about the access to banking protocol instead.
The protocol means that when a bank decides to close a branch it must think carefully about the consequences of doing so, particularly when it is the last bank in town. We have heard today—this debate is timely—that Professor Russel Griggs has been appointed by the BBA to review how it has been working in its first year. All the points raised by Members will be excellent submissions to that review. I hope he will take the opportunity to meet hon. Members to hear at first-hand the feedback on the independent review of the protocol. I would like practical recommendations to come out of the review on how we can move forward. I think we all recognise there will be an ongoing review by banks on how they can best use their branches.
The Minister has a reputation for being one of the most reasonable of her colleagues on the Government Front Bench. Is she willing to receive a deputation from the people in the credit union and the responsible finance industry to see what else might be possible to help them to grow?
I am glad to confirm that all the occupants of the Government Front Bench are entirely reasonable and sane. I regularly meet members of the credit union industry. The hon. Gentleman’s point brings me on to credit unions specifically.
We think that credit unions are very much worth backing. As the hon. Gentleman will know, we have put a great deal of money into improving their technology. One of the challenges they have is scale: the smallness of some credit unions means that they need a communal IT platform. We have subsidised that to the tune of £38 million. I also want to highlight to the House that we have, in the past few days, launched a consultation—people may have missed it, with all the other news that has been coming out—on how the Help to Save product will work. I encourage credit unions to come forward with proposals on how they could be a part of this really important saving product.
Many Members have alluded to the important role that the post office network can play in solving this problem. As we know, this Government, like the last one, have committed to subsidising the network and making it viable. I dispute what the hon. Member for Ynys Môn (Albert Owen) said about the network having fallen from 11,900. The figure has stayed above 11,500—just over 11,600, I think—so there has been a small decline, but not the precipitous decline we saw when Labour was in government. Post offices are an important part of the solution. For example, the network’s opening hours have increased by nearly 200,000 as a result of the modernisation process.
Members have mentioned the importance of mobile phone signals, digital connectivity and our commitment on universal access. Those things are also an important part of the solution. Moreover, we currently have a record number of free-to-use ATMs in this country—about 45,000—and there is a commitment from the LINK network to continue expanding their number, particularly into harder-to-reach communities.
We have heard powerful and passionate contributions from the right hon. Member for Tottenham (Mr Lammy), my hon. Friend the Member for Brecon and Radnorshire (Chris Davies) and the hon. Members for Clwyd South (Susan Elan Jones) and for Harrow West (Mr Thomas), the last of whom talked about the affordable credit sector and the help we are giving to the mutuals sector. We have also talked about lending to small and medium-sized enterprises and the importance of the community finance network, which I know from my own constituency is very important. There are also now other platforms through which small businesses can access finance, such as peer-to-peer platforms and so on.
I do not have time to make all my points, but my door is open. We all aspire to ensure that as we go through this evolution we maintain good access to finance for everybody. Healthy competition is also important. The new starter banks—five have got a banking licence in this Parliament so far—are an important part of the solution, as too is the way firms are adapting branches to use technology to provide more services. I have run out of time—I want to hand over to the hon. Member for City of Chester to conclude—but this has been a very important and well-timed debate.

Commons ChamberI can confirm that the £15 million announced in the Budget will be allocated to the charities that the Chancellor announced. We have also announced a further £80 million of support for those kinds of initiatives to tackle violence against women in our society.
