The hon. Lady makes a very good point. Although some of these responsibilities are devolved, I hope that other legislatures in our country will show an interest. My Ministers and I certainly engage with our partners in the devolved Administrations. We will continue to do so, and we will discuss this matter as well.

I, too, thank the Home Secretary for her statement. As a Nanaksari Sikh, I wear the five Ks every day as part of my religious observance, including the kirpan, and as a Sikh, I really struggle to express the feelings of sheer horror that this case has generated within me, my family and my friends. It absolutely has been a horror.

The senseless murder of Henry Nowak should be condemned in its entirety by everybody. A young man’s life has been taken in his prime, and I wish to express my and my constituency’s full sympathy with and condolences for the family of Henry Nowak, who have shown incredible dignity in their grief. I totally condemn the action of Vickrum Digwa, the mindless, senseless murder and the lies. There is simply no religious justification for his actions. I am relieved that our criminal justice system and the courts came to the same conclusion, and that sentiment is shared universally across the Sikh community.

This case has raised many aspects of concern for my constituents—Sikh and non-Sikh—including issues of safety and knife crime, and the freedom to practise one’s faith. Will the Secretary of State meet me and colleagues to discuss these issues further?

I thank my hon. Friend for his contribution. Let me again emphasise the dignity and the grace shown by Henry’s family. Their response has been something I do not believe I would have been capable of, if I had been in their shoes, and it is an example to us all.

On the broader issues, and there will be many issues in relation to this case, once the IOPC investigation has concluded we will be able to draw further conclusions on the facts, the police response and the wider problems. I am always happy to discuss with my hon. Friend the different issues raised in this case, and in particular how we get the right balance between the religious freedoms he and I both enjoy as members of faith minorities in our country and the need to make sure that public protection is never compromised.

Antisemitism is a terrible stain upon our country, and it is incumbent on all of us to work together to stamp it out wherever it occurs. Sir Andy’s findings, of course, do not suggest that anybody at the police force level acted because they were motivated by antisemitism or with malign intent, but it is undoubtedly the case that some individuals making representations to the police may well have been motivated by antisemitism. I also know others made, or wanted to make, good faith representations to the police about the fear of public disorder on the night, but some individuals will have been motivated by antisemitism. That is why it is so important that when the police carry out their duties, they follow the facts and that when they make their risk assessments, they do so on the basis of facts and their professional judgment as to whether something can go safely ahead. We all need to be able to trust the police when they assert what their risk assessment has told them. That has not happened here. Sir Andy will come back with further findings about the functioning of safety advisory groups. I am happy to discuss those with the hon. Member and others in this House, as well as wider policy measures that we will need to take as a Government and as a country to stamp out antisemitism once and for all.

I thank the Home Secretary for her statement. The west midlands is an incredibly diverse area, and this whole episode has had a significant impact on community cohesion and confidence in West Midlands police, particularly among the Jewish community but among all communities. I therefore add my voice to the calls for the chief constable to resign his position forthwith, and others involved in this shameful episode should also consider their position. The police have a duty to act without fear or favour. Engaging with selected people or organisations is always a recipe for disaster, particularly as community groups very often have their own agendas. As somebody who has engaged in many safety advisory groups over the years as an event organiser, it is clear that the rules need changing, that there must be more transparency and that the ability to manipulate their proceedings must be removed. Will the Home Secretary provide more information about the review into safety advisory groups that she has announced?

I expect to receive Sir Andy’s further findings, particularly in relation to how safety advisory groups function and what changes we might need to make, within the next couple of months—no later than that. I will return to the House to enable all Members to take part in a debate once those findings are out. I agree with my hon. Friend—in the end, we are all safer when we know that we can rely on the police to do their job without fear or favour. We do none of our ethnic minority communities, or indeed any minority community of any description, any favours if we allow a suggestion to take hold that the police change their responses to things based on which community is involved. Everybody is safe when we know we can trust the police to follow the facts and do their jobs properly.

What I would say to the hon. Gentleman is what I said in response to a question from another Liberal Democrat earlier today. It would be a pull factor, because we know that the ability to work in this country illegally is already a pull factor, which is why we are clamping down on illegal working—we have seen 11,000 raids, 8,000 arrests and the removal of 1,000 people with no right to be in this country. Let me also say to the hon. Gentleman that I have had the misfortune of having to look through the TikTok accounts and the various other ways in which the organised immigration criminals advertise their packages for people to get on to a boat in the channel in the north of France, and it is in all those marketing materials as well. We also know from the intelligence that we gather that that is one of the pull factors, and we have to deal with it.

I thank the Home Secretary for her statement, which I fully support. My constituency, like hers, is incredibly diverse, with people originating in countries across the world settled and contributing to our communities. One thing that people from all backgrounds have in common is that they detest the unfairness that the Conservative party allowed to creep into our asylum and immigration system. They also detest the demonising of their neighbours by members of Reform. Does the Home Secretary agree that the choice is clear: a choice between the chaos, handed over by the Conservatives, of a system taken advantage of by those who can pay the people smugglers, and a system of fair and safe legal routes for those who need them?

My own parents were migrants to this country in the late ’60s and ’70s. Migration is woven into the story of my family, and those of thousands of people I represent in my constituency of Birmingham Ladywood. I agree with my hon. Friend that ethnic minority Brits are just like every other kind of British: we value fairness and contribution as well. That is why those principles sit underneath all the policy announcements that I have made today.

I warmly welcome the Home Secretary and her team to their places. The Home Secretary will be aware of the recent horrific attack and rape of a Sikh woman in Oldbury, in my constituency, who reportedly had racist abuse directed at her. The case is being treated as a hate crime and a suspect is under arrest. What steps is the Home Secretary taking to support West Midlands police in securing justice in the case, and to address the wider concerns of the Sikh and other ethnic minority communities regarding the increase of racism in the public discourse, which can lead to targeted violence and damage community safety?

The horror of a sexual assault motivated by race or ethnicity is absolutely appalling. I am sure that the whole House will join me in condemning such crimes in the strongest possible terms. On the specifics of the case, it is an ongoing criminal investigation and it is imperative that we allow the justice system to do its work. I urge anyone with any further information about the case to get in touch with West Midlands police as soon as possible. I hope that my hon. Friend and Members across the House will have heard my comments earlier, when I said that this Government will not stand for any incitement to racial hatred or violence. It is imperative and incumbent on all Members of the House to ensure that we all jointly and collectively hold that line.
