I thank my hon. Friend for that question. I know that he is focused, as I am, on reducing energy bills for his constituents and people across the country. I have already spoken about the extensive investment in solar not just in his constituency but across the country. People in Wolverhampton and across the country will also be benefiting from our action to reduce energy costs by an average of £150 this April. That is in addition to continuing the warm home discount for nearly 6 million eligible households this year.

There have been numerous references to the cost of energy and reducing that cost in the United Kingdom. Has any assessment been made by the Minister or the Department of the comments made by the International Energy Agency in the past few days, which seem to indicate we have one of the highest prices in the western world?

I think where the IEA and I would agree is that we need to get off the rollercoaster of fossil fuels and ensure we are investing in clean home-grown energy that people across the country can take advantage of to lower their bills.

The cost of energy has to come down, and one of my jobs as Minister for energy consumers is driving down the cost of bills, but we must also remember that the Government introduced a windfall tax on the oil and gas companies, and we have the price cap on energy, which caps the profits of energy companies. We will continue to take that action.

Despite the oil price being at a six-month low this week, energy prices remain stubbornly high. Given the onset of winter, what further steps will the Minister and his Department take by way of a warm home scheme?

We are taking action through the warm home discount, which is being provided to an extra 2.7 million households across the country, and the warm homes plan, which we will roll out before the end of the year.

We have committed to Scottish representation on the Migration Advisory Committee, which would go a long way to dealing with these issues, but it is for the Scottish Government to do things like build houses in areas where we need more migration in order to encourage people to come to live in Scotland.

9. Whether he has had discussions with the Scottish Government on the criteria for assessing the potential impact of planning applications for offshore wind near UNESCO world heritage sites.
