Commons ChamberI am so very glad that we are here today and that we are getting to the final stage of this process. It has been a battle throughout, not least for the many victims and survivors of this terrible abuse. It has even been a battle just to get this legislation through the House today, and I pay tribute to everybody who has worked incredibly hard to get us to this point. My colleagues and I, other parties, the victims and others across Northern Ireland have lobbied incredibly hard to get this legislation through, and I am really grateful and glad that we have been able to achieve that. At times we expressed frustration and anger that these provisions were potentially not going to go through the House, but the Secretary of State did his best and succeeded, and we see the evidence of that today. This Bill will go through the House in exceptional circumstances, with so many people across so many different elements of the system having worked to make this happen, and I am so very glad—not for us, but for the victims and survivors of this dreadful abuse.
I am glad that those who have suffered through this process will be able to see the genuine care and empathy of all Members who have spoken on the issue thus far. The Secretary of State made a wonderful speech that was very much from the heart, and we could see that. I hope that the victims and survivors get some comfort from the fact that many people care deeply about this issue. I also pay tribute to the shadow Minister, the hon. Member for Ealing North (Stephen Pound). Once again, he made a beautiful and poignant speech that was truly from the heart. That will be picked up, heard and listened to by the victims and survivors, and I hope that it gives them some comfort.
The victims are very grateful for and conscious of the Bill’s progress today, and we hope that it will proceed apace. In addition, though, some have said to me that they are appreciative of and grateful for the empathy, support, sympathy and solidarity with them from across the community, as well as the concrete steps being taken today. Does my hon. Friend agree?

That this House has considered Government support for the economy and innovation in Northern Ireland.
First, may I say what a pleasure and privilege it is to serve under your chairpersonship, Dame Cheryl? I am particularly pleased to finally secure the debate. The Minister will be aware that I had secured the debate twice previously, and that it unfortunately fell twice because of the proroguing. I am glad to be here, particularly at this moment in time, to talk about the business and innovation community in Northern Ireland, which is such an important issue.
Will my hon. Friend join me in being extremely grateful that she did not succeed in securing the debate for next week?
Absolutely. Even when I saw that the debate was scheduled, I thought that I had jinxed the entire thing, and that it certainly would not be third time lucky. However, it is, and I am really pleased to be here, because I am passionate about supporting the economy and businesses in Northern Ireland.
The issue is particularly important at this pivotal time for Northern Ireland and our United Kingdom, of which our businesses are very much part. I will touch on a number of issues relating to business, innovation and the economy in Northern Ireland, and I will raise questions and issues on particular elements. I am grateful to the Minister for being here to respond.
First, I want to paint the broader picture in Northern Ireland. Northern Ireland has an incredibly proud industrial and manufacturing history. We have been world leaders. Many companies that were created and thrived in Northern Ireland, and have been world leaders, will be well known to many across the United Kingdom and the world. Northern Ireland has contributed in a valuable way, including to the economy of pre-partition Ireland and of this United Kingdom. We have been world leaders in manufacturing and industry.
Many generations in Northern Ireland have worked, created, innovated and led the way. They have been critical to our economy and the tens of thousands of jobs they created, changing lives. The mighty companies of the past put Belfast and the rest of Northern Ireland on the map. However, as we are all aware, times have changed, and some of those huge, mighty industries of the past have faded away or are disappearing. This is common not only in Belfast and Northern Ireland, but across the United Kingdom and in many other countries.
However, we must build on our incredibly strong foundation to move forward. Having spoken to businesses, universities, and people in my constituency and across Northern Ireland, I believe there is a huge appetite to do that. It is often said that we stand on the shoulders of giants, and that is true when it comes to the economy and business in Northern Ireland. We have a bright and optimistic future if there is application, support and the right environment to help our businesses, economy and companies grow.

Commons ChamberDoes my hon. Friend agree that just over year ago there was the most outrageous and disgraceful calumny in Northern Ireland as regards the reporting on the RHI scheme? A small number of journalists repeated the untruth that the money had been spent—had already gone up in smoke—and exacerbated people’s fears unnecessarily, leading to the beginning of a state of crisis even before the Government fell?
I thank my hon. Friend for that intervention. I absolutely agree. Language was used to the effect that the money had turned to ash.
We have to be aware that many people do not get the detail of some of these schemes. They are not privy to the information that those who are delivering a scheme or have examined it may be privy to. The language used gave the clear impression to people—this was a misunderstanding—that the money had disappeared, but that was not the case. Yes, it is disappointing that there were flaws within the scheme. I welcome the fact that we moved, and moved quickly, to eliminate any overspend on the scheme—this measure will virtually eliminate that—and to protect public money. I welcome the Secretary of State’s clarification about the projected cost saving of £450 million-plus over the lifetime of the scheme.
I welcome the fact that the regulations survived a legal challenge over the past year. That is an important point, because the situation caused concerns to be raised when we discussed it in the Northern Ireland Assembly. I welcome the fact that the courts looked at this and listened to the public interest. The Bill represents a continuance of those regulations. I urge the Secretary of State to consider implementing these mitigations on a more permanent basis, rather than their needing to being continued on a year-on-year basis. I understand that that was the intention prior to the collapse and, as my right hon. Friend the Member for East Antrim indicated, that would have happened following consultation with all the relevant parties about putting measures on to a much firmer footing.
I was disappointed that the shadow Secretary of State did not eventually give way to me, despite indicating that he would do so. I was in fact rising to offer support for what he was saying. I think that my record shows that I might have come across as a little critical in some of my interventions on the hon. Gentleman, but I have always tried to be informative as opposed to critical. I was going to tell him that the WAVE campaigners on pensions for severely injured victims of the troubles are over here at the moment. Along with my DUP colleagues and our party leader, I had the opportunity to welcome them to the House of Commons last night to speak to them about this issue in some detail.
I have been supporting those individuals and encouraging them to speak to as many people as possible about this issue. I extend my thanks to those Members who have met or will meet them, including the Scottish National party shadow spokesperson, the hon. Member for Edinburgh North and Leith (Deidre Brock). Such meetings are very valuable, because they have a very powerful story to tell. I was also going to say to the shadow Secretary of State that this issue extends far beyond Northern Ireland. It absolutely should be seen as an issue right across the United Kingdom, because there were many victims over the course of the troubles from right across the United Kingdom, and a number of them were severely disabled. Although there is no doubt that some elements of dealing with victims’ issues are devolved, this is a UK-wide issue.
The other issue I wanted to raise in support of the shadow Secretary of State relates to the fact that this is a legacy issue. As we have said, my party has been involved for many years in discussing how to deal with the very troubled and tragic legacy that arose from the troubles in Northern Ireland. In those discussions, there was an agreement across all parties that some of these issues happened at a time when there was direct rule and no devolved government. Some of the issues go much wider than Northern Ireland with regard to dealing with the legacy of the campaigns of violence. That would be recognised through the Government considering, drafting and bringing forward legislation to deal with a mixed range of issues, some of which would have been devolved and some that would not. I see no reason why such legislation could not contain provisions to support those who are very much in need of support through a victims’ pension. The people who are over here are victims of some terrible, terrible atrocities, and they are suffering the consequences. I urge those Members who have not spoken to them to take the opportunity over the next couple of days to do so.
With reference to business in Northern Ireland, I welcome the very positive words about looking into the establishment of a business forum to discuss these matters, because the Secretary of State and the Minister will both know from listening to people from the business community that they have some concerns. They think it is right that their voices are heard. Of course, there is a positive story about business in Northern Ireland, as outlined by my right hon. Friend the Member for East Antrim. Despite the political difficulties, business is doing well. Invest Northern Ireland is working hard. Businesses are benefiting through foreign direct investment. We want that to continue. We will be doing everything in our power, within our role, to work with our partners across Northern Ireland and across the House to try to ensure that Northern Ireland works and that we have the best possible outcomes for everybody across the community in Northern Ireland.

I have no objection whatsoever to any media organisation concentrating on events, particularly events of such import, but when it scandalously misrepresents things, as those comments and the comments of others did, and then the comments are changed after I and others confront the presenter about his misrepresentation, it proves that the BBC knows that it overstepped the mark in its initial comments. Nevertheless, I take the hon. Gentleman’s point. I have no quibble or argument with the BBC deliberating at length on the subject, but the issue was compounded by the presenter’s gross misrepresentation of the facts.
A substantial complaint about those inaccuracies was lodged with the BBC, and that is ongoing; the BBC has not yet comprehensively responded to the complaints, which are from eight months ago. The complaints process is obviously laborious and bureaucratic; for those who have not yet embarked on it, I can attest to that.
I will give another, very insidious example. “Spotlight” is an investigative programme in Northern Ireland that has won awards through the years. In October last year, BBC NI television broadcast an edition looking at people who had been victims of alleged shooting by police officers in the early stages of the troubles. It was critical of the police, and both serving and former officers were concerned about the one-sided picture that it portrayed.
Shortly after the broadcast, I was contacted by someone who informed me that the reporter who had conducted the interviews and carried out the broadcast on the BBC had been a serving police officer, so I wrote to the reporter in the following terms:
“I write to confirm some details regarding a recent BBC Spotlight programme. I would be grateful if you could answer the following questions.
1. Have you ever served as a police officer in Northern Ireland? If yes, please outline the circumstances that led to you leaving the police?
2. Have you ever been known by any other name than—”
And I named her. I continued: “If so, what?” My understanding was that she had married and that her surname had changed since the programme was broadcast. I continued:
“3. As the presenter of an investigative programme which was critical of the police, do you believe that you had a conflict of interest?
4. Did BBC NI ask you to complete the declaration of interest prior to this programme?
5. How much public money was paid to you for your services in that programme?”
The sixth question was the most critical:
“Does the below BBC News story from 10 years previously relate to you?”
That news story was about a serving police officer who was in court and faced a charge—not a terrorist charge. In his concluding remarks, the judge said to that police officer that she should have known better than to give her sister’s name instead of her name. He bound her over to be of good behaviour for a year on her own bond of £500, and warned her that she could forfeit some or all of that money if she breached the order. I am informed that the person who was in court subsequently left the police, joined the BBC and did a programme that was critical of the police. No explanation has been given as to why it is critical, or why that reporter did what she did. Did she state on a declaration of interest that she was a former police officer? Did the BBC know that and then allow her to do a programme that was critical of the police?
I leave you to guesstimate, Mr Bone, what would happen in the public arena if it was discovered, after I or anyone else in this House raised an issue, that we had an interest in it that we did not declare. That is why we, and the BBC, have declarations of interest.
I did not receive an answer to any of those questions. I did not even receive an acknowledgment. I submitted a request for this debate in March, but it did not go ahead at that stage. I asked the same questions, but did not receive a response then either.
Strange to say, this week, after I had applied for the debate a third time, I received a reply from the aforementioned Mr Mark Adair, who said:
“We have been made aware of your emails to a named BBC journalist”.
Nine months after I began this process, and 24 hours before a debate, I receive a response saying that the BBC has become “aware” of my emails! The reply continued:
“the BBC has robust arrangements in place to avoid any potential conflicts of interest…we would be grateful if you direct any future correspondence about BBC staff and/or policy to me or to our Directors Office.”
That avoided the question again.
The fifth and final area I wish to cover is declarations of interest. In Parliament, MPs, Ministers and civil servants are very aware of the need to declare interests and, as I said, the BBC also has a process for its journalists to declare any interests. When a constituent, using freedom of information powers, asked to see the declarations of interests of some BBC presenters and senior staff, the reply said:
“All staff are required to complete a Declaration of Personal Interests upon joining the BBC”.
That is good as far as it goes, but it went on to say:
“We will not be disclosing...because the information that you have requested is excluded from the Act because it is held for the purposes of”—
guess what?—
“‘journalism, art or literature.’”
That seems to cover everything. When someone does not want to answer questions, they use the cloak of “journalism, art or literature”.
Many people have contacted my hon. Friend and me with concerns about so-called news programmes. The issue is that programmes often now straddle news and entertainment. Many members of the public have contacted me with the concern that a narrative and agenda is set, and then programmes set about getting participants who support that narrative, which is emphasised with key messages throughout the programmes. My hon. Friend makes a particularly important point about declarations of interests, because unless the public know what those interests are, we cannot scrutinise properly whether a public service broadcaster is carrying out its public duties appropriately—regardless of whether the producers are contracted in or not—being fair and balanced, and presenting the facts and all perspectives so that the public have the best opportunity to come to their own conclusions on these important matters.
