Given the damaging uncertainty over future investment in jobs that the Prime Minister’s EU renegotiation strategy is creating in the business community, will the Prime Minister today give a guarantee that he will not support an out vote in any future in/out EU referendum?

Since I made the announcement that there should be an in/out referendum on Europe, the investment coming into Britain has gone up. There are regularly times when Britain is getting more inward investment than the rest of Europe put together.

I will look carefully at what my hon. Friend says. Everyone has noticed the huge amount of improvements that have been made to the way in which streets, traffic lights and pavements are arranged for that purpose. I am happy to look at what he says and see what more needs to be done.

As I have explained, we will be spending £2.4 billion in this four-year period, which compares with £2.2 billion under Labour. I think the hon. Gentleman will find that 2.4 is more than 2.2. Also, by setting out the spending figures all the way up to 2020, he must ask the shadow Chancellor, who is back in the gesticulation game, whether, if he has a zero-based budget review, he has to admit to his colleagues that he cannot guarantee to match any of the spending we have announced. Silence.

I thank the hon. Lady for her question—she is absolutely right about raising the threshold before which people start to pay tax. It means that the tax bill for someone on the minimum wage working full time has been cut by one half. That is a huge change to help people who work hard and want to do the right thing. This Government are rewarding them. She mentions the IFS green budget, which came out this morning. I have not had that much time to study it, but one thing stood out. On fairness, it states:

“The whole set of tax and benefit changes introduced between the start of 2010 and 2015–16 will hit the richest households hardest.”

This Government are fair, and we are helping the hardest working.

Q12. The Leader of the Opposition asked the Prime Minister a very simple question to which he gave no adequate reply, so I will ask it again. What is the difference between a bedroom tax on the disabled and a mansion tax on millionaires?

I do not accept that the bedroom tax is a tax—it is about benefit. The fact is that, as a country, we are spending £23 billion on housing benefit. We must have a debate in this country about getting on top of housing benefit—the previous Government said that. Indeed, it featured in the Labour manifesto on which all Labour Members were elected. Since they have moved to the Opposition Benches, they have given up all pretence of responsibility.

My hon. Friend makes an important point, which is referred to in paragraph 75 of the summary document, but he needs then to go away and look at the bit of the very long report to which it refers. In paragraph 75, Lord Justice Leveson states:

“For the sake of completeness I have…set out in the Report the options that…would be open to the Government to pursue… in that regrettable event”—

that is, if the press do not agree to the principles of self-regulation. That would include pretty full-on statutory regulation, which is something we all want to avoid and Lord Leveson wants to avoid. Separately, my hon. Friend’s point about Ofcom is well made and I hope that the Leader of the Opposition will think carefully about that specific issue, because it requires further thought.

The Prime Minister alluded to what Lord Justice Leveson says about Alex Salmond’s attempt at intervention on behalf of Rupert Murdoch. Is he aware of Leveson’s conclusion that Mr Salmond

“stood ready to lobby first Dr Cable and later Mr Hunt”,

and that

“Acceding to Mr Salmond’s argument would have rendered the decision unlawful”?

I am afraid that in the time available I have not been able to get to that point—I think it is page 1312—but from memory, I would say that the issue with respect to the First Minister is that he was apparently having a conversation about the bid at the same time as asking for support at the election. The Scottish National party might want to reflect on that.

I think my hon. Friend makes an important point. This is a growing area of crime and criminality that takes advantage of people using the internet and often those who are vulnerable. That is why, as part of the National Crime Agency, we are setting up a new unit dedicated to tackling this problem that will work across agencies to catch criminals and take the steps she rightly speaks about.

Q8. A moment ago, the Leader of the Opposition asked whether long-term unemployment had risen by 96% since the introduction of the Work programme, but he did not receive an answer. I ask the Prime Minister again: has long-term unemployment risen by 96% since the Work programme was introduced?

I have given the figures for the Work programme: 800,000 people taking part and 200,000 people getting work. That is against a background where, over the last quarter, unemployment and the rate of youth unemployment have been falling and there have been more people in work. That is a record we can build on.

No, that is not what I have said. What I have said is that I do not support an immediate in/out referendum. I believe that we should show strategic and tactical patience, and then I want to see a fresh settlement for which we seek fresh consent. The right time to determine questions about referendums and the rest of it will be after we have that fresh settlement. That is what we should do.

The Prime Minister has repeatedly endorsed the United Kingdom’s membership of the EU this afternoon. Will he say something about the circumstances in which he would endorse withdrawal from the European Union?

What I have always said is that we should act in the interests of the whole United Kingdom, and I do not think our best interests would be served by leaving the European Union. That does not mean that we meekly and lamely accept the status quo. We are not happy with the status quo, as the British public are not. I am not a defeatist who says that you have just got to take what you are given. We have already shown in a small way, by getting out of the bail-out fund, that we can do better, and I want Britain to do better.

The coalition agreement commits us to real increases in that threshold. We have achieved that in Budgets over the past two years in spite of the difficult conditions that we face in the economy. I think it is a good idea to lift people out of tax. It particularly helps low-paid people, and it particularly helps low-paid women.

Q11. The Ministry of Defence is buying tankers from South Korea when the work could be done here. The MOD says it will “not consider wider employment, industrial, or economic factors”in procurement. Why will this arrogant and complacent Prime Minister not stand up for world-class British industry?

I do stand up for world-class British industry, and as I said, when I travel the globe, I am very happy to have British Aerospace and Rolls-Royce on an aeroplane with me, promoting Great British companies. It is just a pity that when I do that, I get attacked by the Labour party.

It is certainly one of the locations that are being considered, but the hon. Gentleman will know that a number of bids have been made by different towns, cities and, indeed, regions of the country, which all want to host this excellent innovation, the green investment bank.

Q15. Returning to the issue of the NHS and the pertinent question posed by the Leader of the Opposition, why has the Prime Minister broken his promise not to engage in another top-down reorganisation of the national health service?

What we are doing is abolishing the bureaucracy that has been holding the NHS back. We are going to cut, in this Parliament, £4.5 billion of bureaucracy—by getting rid of the primary care trusts and the strategic health authorities—all of which will be invested in patient care. The policy of the hon. Gentleman’s party is to say that real increases in NHS spending are “irresponsible”. That is his party’s view. We do not think that it is irresponsible—we think that it is responsible—which is why we are putting the money in, and he would take the money out.

My right hon. Friend the Foreign Secretary is working very hard with the United States to try to secure the issue and bring this chapter to a close. As the hon. Gentleman will know, we have also taken steps as a Government and as a country to try to achieve some closure to what happened in the past, through a settlement with the people who were in Guantanamo Bay and through setting up a proper inquiry to ensure that the British Government were not complicit in any way in the torture of people in Guantanamo Bay or elsewhere.

Q11. A moment ago, the Prime Minister was clear that it is crucial that Government economic policy be fair and be seen to be fair. Can he therefore confirm that the 50% tax rate on incomes above £150,000 will remain in place for the duration of this Parliament?

It does mean that we have a huge amount of influence in the EU, and that we do drive, particularly in the area of single-market policies. My hon. Friend makes the point that we have to ensure that we get value for money, however, and that is why I am so keen that we manage to achieve a freeze in the EU budget this year.

There is great concern throughout the business community about the implications of the Prime Minister’s walk-out from the European summit. Will he reassure the House that the uncertainty caused by that decision will not impact upon real jobs in the real economy of the United Kingdom?

I can certainly give the hon. Gentleman that assurance, because we can say to international investors, to businesses looking at Britain, “You have all the advantages of the single market—access to Europe’s markets—but we are not in the eurozone. Of course, we are affected by what happens in the eurozone, but our interests are just over 2%, whereas countries in the eurozone with budget deficits like ours have interest rates more like 5%, 6%, 7%.”

I am very happy to meet my hon. Friend. It is important that we have a fair deal for rural areas. There are obviously very big differences, particularly in the use of retained firefighters, but I am happy to meet him to discuss the issue.

I am sure the whole House will wish to join me in paying tribute to Lance Corporal Stephen McKee, 1st Battalion the Royal Irish Regiment, who died last Wednesday. He was a highly respected, selfless and committed soldier who will be sorely missed by all those who served with him. Our deepest sympathy is with his family and friends.

From September, military repatriations will no longer pass through the town of Wootton Bassett. I know the whole House will wish to join me in paying tribute to the people of Wootton Bassett. Their deeply moving and dignified demonstrations of respect and mourning have shown the deep bond between the public and our armed forces. It is more than 100 years since the title “royal” was conferred on a town. I can today confirm that Her Majesty the Queen has agreed to confer the title “royal” on the town of Wootton Bassett as an enduring symbol of the nation’s admiration and gratitude to the people of that town. The town will become Royal Wootton Bassett later this year, in a move that I believe will be welcomed right across our country.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

May I associate Labour Members, and those of all parties, with the Prime Minister’s condolences to the family and all who knew that brave serviceman?

The previous Government put in place the overseas victims terrorism compensation scheme. When will British victims of overseas terrorism receive compensation?

The hon. Gentleman makes an important point. This is something that we are looking at, reviewing and want to get right. My hon. Friend makes an important point, which is that other countries do better at endowing their universities and making sure that they have a wider source of income. But the fundamental issue is this: if we are going to look at how we are going to fund universities in the future, it cannot be right, and we will not get a proper expansion of higher education, if we just ask taxpayers, many of whom do not go to university, to fund that expansion. It is right that students—only when they are successful, only when they have left university and only when they are earning £21,000—should make a contribution. They should do so in the progressive and fair way that Browne and we have set out.

The Prime Minister will be aware of the Arctic conditions sweeping across central Scotland. Constituents of mine have been trapped in cars and buses overnight, they have been trapped in their own homes, and schoolchildren have been forced to spend the night in temporary accommodation. Can he assure me that the UK Government are offering all possible assistance to the Scottish authorities, up to and including the use of military personnel and equipment?

I can certainly give the hon. Gentleman the assurance that we stand ready to give any assistance in terms of how we are doing these things. Ministerial meetings at, in effect, the Cobra level, are going through what actions need to be taken. There is a bigger strategic supply of grit than there has been in previous years, the military stand ready to help and I can guarantee him that whatever needs to be done will be done.
