Of course I shall look into the case, and I am sure my right hon. Friend the Secretary of State for Health will also be keen to look at it and get back to my hon. Friend. As he knows, the NHS is successfully seeing 51% more patients with suspected cancers than it was four years ago; survival rates have never been higher; almost nine out of 10 patients say that their care is excellent or very good; and the cancer treatment fund has helped thousands upon thousands of patients. But, of course, where possible we should always do more.

Q11. The Deputy Prime Minister has made a series of extraordinary claims today, but among the most extraordinary is the one, in response to a question from my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman), that pensioner poverty rose under the last Government—in fact, pensioner poverty fell dramatically. Will he explain to the House what his source for that claim is? It certainly cannot be the Institute for Fiscal Studies, which in 2010 reported that pensioner poverty fell dramatically under the last Government.

The source is that what we are doing is a whole lot better than the insult of 75p. We have delivered the largest cash increase in the state pension ever; we have delivered the triple lock guarantee for pensioners; and we want to put that into law, so that, unlike under Labour, pensioners on the state pension will know that because of this coalition Government their state pension will go up by a decent amount every single time. That is my source.

I will look carefully at what my hon. Friend says. Everyone has noticed the huge amount of improvements that have been made to the way in which streets, traffic lights and pavements are arranged for that purpose. I am happy to look at what he says and see what more needs to be done.

As I have explained, we will be spending £2.4 billion in this four-year period, which compares with £2.2 billion under Labour. I think the hon. Gentleman will find that 2.4 is more than 2.2. Also, by setting out the spending figures all the way up to 2020, he must ask the shadow Chancellor, who is back in the gesticulation game, whether, if he has a zero-based budget review, he has to admit to his colleagues that he cannot guarantee to match any of the spending we have announced. Silence.

I have to admire the front that the hon. Gentleman puts up. He simply does not answer any of the big issues on this. To take an example of forecasting, in our documents we take very sensible, reasonable proposals and look at how they would apply over many years to come—unlike when the Scottish National party forecasts oil revenues, when it takes all the best-case scenarios and then makes up numbers indicating that about £1.5 trillion of resources are available to Scotland. It is more like a tenth of that, but we never hear that from him.

There is no single legal definition of zero-hours contracts and it is not possible to get reliable estimates. The issue was discussed at the Scottish employability forum last week by my right hon. Friend the Secretary of State for Scotland, the Scottish Cabinet Secretary for Finance, Employment and Sustainable Growth and a range of Scottish stakeholders.

Many employers in Scotland insist that employees on zero-hours contracts be available for work even if work is not guaranteed. The Labour party has pledged to outlaw this practice and the Scottish Affairs Committee, under the chairmanship of my hon. Friend the Member for Glasgow South West (Mr Davidson), has initiated an inquiry. When will this Minister and this Government put themselves on the side of working people?

It is important that our work force remain flexible, but it is also important that they are treated fairly. Officials from the Department for Business, Innovation and Skills have undertaken work over the summer better to understand how the contract works in practice, with a view to taking action if widespread abuse is found.

We hope that those savings will rise to £15 billion in the current year, and potentially to £20 billion the following year, with a further £5 billion, at least, after that. If only the Leader of the Opposition had started to do this when he held my job, perhaps we would not have inherited quite the size of public sector deficit that we did, but I am afraid that he was showing weak leadership even then.

I thank the hon. Lady for her question—she is absolutely right about raising the threshold before which people start to pay tax. It means that the tax bill for someone on the minimum wage working full time has been cut by one half. That is a huge change to help people who work hard and want to do the right thing. This Government are rewarding them. She mentions the IFS green budget, which came out this morning. I have not had that much time to study it, but one thing stood out. On fairness, it states:

“The whole set of tax and benefit changes introduced between the start of 2010 and 2015–16 will hit the richest households hardest.”

This Government are fair, and we are helping the hardest working.

Q12. The Leader of the Opposition asked the Prime Minister a very simple question to which he gave no adequate reply, so I will ask it again. What is the difference between a bedroom tax on the disabled and a mansion tax on millionaires?

I do not accept that the bedroom tax is a tax—it is about benefit. The fact is that, as a country, we are spending £23 billion on housing benefit. We must have a debate in this country about getting on top of housing benefit—the previous Government said that. Indeed, it featured in the Labour manifesto on which all Labour Members were elected. Since they have moved to the Opposition Benches, they have given up all pretence of responsibility.

My hon. Friend makes an important point, which is referred to in paragraph 75 of the summary document, but he needs then to go away and look at the bit of the very long report to which it refers. In paragraph 75, Lord Justice Leveson states:

“For the sake of completeness I have…set out in the Report the options that…would be open to the Government to pursue… in that regrettable event”—

that is, if the press do not agree to the principles of self-regulation. That would include pretty full-on statutory regulation, which is something we all want to avoid and Lord Leveson wants to avoid. Separately, my hon. Friend’s point about Ofcom is well made and I hope that the Leader of the Opposition will think carefully about that specific issue, because it requires further thought.

The Prime Minister alluded to what Lord Justice Leveson says about Alex Salmond’s attempt at intervention on behalf of Rupert Murdoch. Is he aware of Leveson’s conclusion that Mr Salmond

“stood ready to lobby first Dr Cable and later Mr Hunt”,

and that

“Acceding to Mr Salmond’s argument would have rendered the decision unlawful”?

I am afraid that in the time available I have not been able to get to that point—I think it is page 1312—but from memory, I would say that the issue with respect to the First Minister is that he was apparently having a conversation about the bid at the same time as asking for support at the election. The Scottish National party might want to reflect on that.

I think my hon. Friend makes an important point. This is a growing area of crime and criminality that takes advantage of people using the internet and often those who are vulnerable. That is why, as part of the National Crime Agency, we are setting up a new unit dedicated to tackling this problem that will work across agencies to catch criminals and take the steps she rightly speaks about.

Q8. A moment ago, the Leader of the Opposition asked whether long-term unemployment had risen by 96% since the introduction of the Work programme, but he did not receive an answer. I ask the Prime Minister again: has long-term unemployment risen by 96% since the Work programme was introduced?

I have given the figures for the Work programme: 800,000 people taking part and 200,000 people getting work. That is against a background where, over the last quarter, unemployment and the rate of youth unemployment have been falling and there have been more people in work. That is a record we can build on.

No, that is not what I have said. What I have said is that I do not support an immediate in/out referendum. I believe that we should show strategic and tactical patience, and then I want to see a fresh settlement for which we seek fresh consent. The right time to determine questions about referendums and the rest of it will be after we have that fresh settlement. That is what we should do.

The Prime Minister has repeatedly endorsed the United Kingdom’s membership of the EU this afternoon. Will he say something about the circumstances in which he would endorse withdrawal from the European Union?

What I have always said is that we should act in the interests of the whole United Kingdom, and I do not think our best interests would be served by leaving the European Union. That does not mean that we meekly and lamely accept the status quo. We are not happy with the status quo, as the British public are not. I am not a defeatist who says that you have just got to take what you are given. We have already shown in a small way, by getting out of the bail-out fund, that we can do better, and I want Britain to do better.

It does mean that we have a huge amount of influence in the EU, and that we do drive, particularly in the area of single-market policies. My hon. Friend makes the point that we have to ensure that we get value for money, however, and that is why I am so keen that we manage to achieve a freeze in the EU budget this year.

There is great concern throughout the business community about the implications of the Prime Minister’s walk-out from the European summit. Will he reassure the House that the uncertainty caused by that decision will not impact upon real jobs in the real economy of the United Kingdom?

I can certainly give the hon. Gentleman that assurance, because we can say to international investors, to businesses looking at Britain, “You have all the advantages of the single market—access to Europe’s markets—but we are not in the eurozone. Of course, we are affected by what happens in the eurozone, but our interests are just over 2%, whereas countries in the eurozone with budget deficits like ours have interest rates more like 5%, 6%, 7%.”

I am very happy to meet my hon. Friend. It is important that we have a fair deal for rural areas. There are obviously very big differences, particularly in the use of retained firefighters, but I am happy to meet him to discuss the issue.

Q12. The Prime Minister knows, thanks to the Leader of the Opposition, that in nine months, the Government’s business growth fund has invested in precisely two companies. At a time when the economy is flatlining, is that good enough?
