Commons ChamberIt is a pleasure to take part in this debate. I stood here a month ago and said that now was the time for the rural voice to be heard. A month on, I am pleased to say that the rural voice has spoken and has been heeded, at least to some extent. I pay tribute to the way in which my right hon. Friend the Secretary of State has conducted the consultation, making time for colleagues in all parts of the House and councils from all parts of the country. He has turned a consultation exercise, which can sometimes seem like a rubber-stamping exercise, into a genuine engagement with people across the country.
I believe that my hon. Friend and I are on the same side on this matter. Does he agree that the test of a good Minister is that they are prepared to change when they are faced with a valid argument for doing so? That is what the Secretary of State has done following the representations that my hon. Friend, I and others have made. The deal may not be perfect, but does my hon. Friend agree that it is better than it was?
I expect that my right hon. Friend and I will always be on the same side on such matters. He is right in what he says.
One of the most important aspects of the settlement—the promise to look again fully at the needs of local government—is not actually in the settlement, and it is long overdue. As my right hon. Friend has just said, when the facts change, sometimes my opinions do, too. The fact is that this country has a fast-ageing population, as Labour Members have said, and the distribution figures show that older people are disproportionately to be found in rural, rather than urban, areas—[Interruption.] Some people are saying “Nonsense!” and “Rubbish!” I do not know what dataset they have, but just as there is a massive discrepancy between the amounts per head for rural and urban areas—it was 50% when Labour left power, and it is 45% now—

That this House has considered local government funding for rural areas.
I begin by thanking the Backbench Business Committee for selecting this motion for debate this evening and for rescheduling the debate to a time when more colleagues could attend. I also thank my co-sponsors, the hon. Member for Workington (Sue Hayman) and the right hon. Member for North Norfolk (Norman Lamb). Their support is testament to the fact that this policy area crosses all party divides.
In my 10 years in the House, I have raised local government funding of rural areas on many occasions, but it would be fair to say that progress has been slow. Somehow, those in the countryside are expected to put up with less, whether it is poorer connectivity with broadband or mobile signals, the availability of neighbourhood policing, or affordable and convenient transport links. Indeed, in most aspects of Government expenditure, rural areas get a raw deal.
Going back to my hon. Friend’s first point, does he agree that more and more people are accessing local government services via the internet? That should be a boon to rural areas, but it has not been, because broadband in some areas does not exist, while in other rural areas it is patchy, and overall it is rather slow. He and I have worked together locally on this issue. Will he confirm that there is no reason whatever why an area that is geographically isolated should be, or should remain, digitally isolated?
My right hon. Friend is quite right. That is not the main focus of today’s debate, but that is the context in which it takes place.
We are here today because the situation I have described is also true in local government, which provides so many of the public services on which our constituents depend. The central facts for the debate are these. Urban residents receive 45% more in central Government grant than their rural counterparts and pay £81 less in council tax per head. One may say, “Well, that’ll be because rural residents are better off. They can afford it. It’s reasonable. Their needs are less”, but the Government’s own average earnings figures show that residents in urban areas enjoy higher earnings than their rural counterparts, whereas those living in areas of significant rurality are the very poorest paid. So how can it be fair for poorer rural residents to pay higher council taxes than their richer urban cousins while receiving fewer services? This central unfairness is why, in 2012, along with Liberal Democrat and Labour colleagues, I set up the Rural Fair Share campaign. For many years, rural councils have been underfunded by central Government because of historic political choices and the formidable lobbying power of metropolitan authorities.
My hon. Friend is absolutely right. That is why so many colleagues are here tonight—
On this side of the House, but, I am pleased to say, in all parts of the House. They are here because they want a system that is fair to all. Conservative Members represent rural areas, but we also represent suburban and urban areas. We do not want a system that is reverse-gerrymandered, an unfair mirror image of the previous system. We want a system that is demonstrably and objectively fair to all, as far as such a system can reasonably be delivered.

Commons ChamberDoes the experience of the East Riding and Hull referendum lead my hon. Friend to be in sympathy with amendment 56 or against it?
It leaves me in a position of having profound doubts about amendment 56. I really appreciated the Minister’s interventions setting out what the Government want to do. The police reorganisation under the previous Labour Government was top down and people did not like it. It is not that we are neutral—my hon. Friend the Member for Christchurch was wrong to say that the Government have always said they would be neutral. The Government have a position and a vision, but I think it is much smarter to offer reassurances and tell people that, whatever we think, we are not going to push it on them, because we have seen that that does not work. People have to consent to it. There will be difficult council leaders who we will think are being a pain because of their own individual interests, but we should bind our hands and restrain ourselves from just pushing them aside. We need to listen and say to everybody, “Unless you can bang heads together yourselves and get a consensus, we’re not going to come piling in, because we’ve seen where that ends up.”
It might be a Labour Government’s instinct to think that they know better than the people, but it should be a Conservative Government’s instinct to recognise that they do not know better and that even if, in their opinion, the people are wrong—and history might show that they were wrong—it is the people who get to decide, and if they feel strongly about something that should be respected.

That this House has considered funding for schools.
It is a pleasure to serve under your chairmanship, Mr Walker, and, equally, to see so many colleagues from both sides of the House filling the Chamber on a Thursday afternoon. It shows the strength of feeling on fairer funding for schools and that many colleagues want to see a fair and just system.
I want to place on the record my thanks to the Backbench Business Committee for granting the time for the debate. The issue has support from more than 110 colleagues from both sides of the House; only a fortnight ago they signed a letter to the Prime Minister championing fairer funding for schools.
The premise of fair school funding awarded in accordance with a rational formula assessed on the basis of pupil need is a simple one and, one might think, uncontroversial. That statement, however, falls a long way short of the reality in England. The Association of School and College Leaders has calculated that this year the 10 best-funded areas will receive an average schools block grant of £6,300 per pupil, compared with an average of only £4,200 per pupil in the 10 most poorly funded areas. For a typical secondary school of 920 students, that equates to a budget of £5.8 million in the best-funded areas and £3.9 million in the least well-funded areas—a difference of £1.9 million in a relatively small secondary school.
Is my hon. Friend aware that I have had a meeting with the Secretary of State for Education, my right hon. Friend the Member on Loughborough (Nicky Morgan)? She is of the view that the existing formula is wrong, is unsustainable and needs to be changed, and she is consulting on that. Does he agree that the Government should be congratulated on being prepared to look at the matter? Furthermore, does he agree that Conservative Members seem to be pushing against a door that is, if not fully open, certainly ajar?
I am delighted to hear that my right hon. Friend met the Secretary of State. The delivery of fairer school funding was of course a manifesto undertaking by the Conservative party at the most recent general election and, I hope, played a part in securing the majority that our party enjoys in this Parliament.

Commons ChamberMy right hon. Friend is absolutely right. He and I have discussed this matter with the Chancellor, who has spoken to us about it separately on a number of other occasions. We also went in a group of 11 colleagues to see the Exchequer Secretary to the Treasury, my hon. Friend the Member for South West Hertfordshire (Mr Gauke). The reason for our only being 11 was that we did not think that there would be room for more around the table; it was not due to lack of interest. There is enormous concern about this issue.
I am delighted to say that, when we debated the matter last week, the Minister agreed to extend the consultation. The Chancellor confirmed that it was a genuine consultation and that the Government would look at the evidence from us and from those out there in the industry—everyone should get involved in that—and would be prepared to look at the matter in the light of the impact that the measure will have.
During the extended consultation, which we welcome, it has come to light that Britain is now in the throes of the worst economic slump for more than a century. Is that not a compelling reason on its own for the Minister to say, “I have reflected on this matter. I have decided that this is the wrong tax at the wrong time, and I am dropping it”?
My right hon. Friend is right. He and many other Members on the Government Benches who would not dream of opposing the Government’s general strategy, or even most of the specifics, have such profound doubts about this one policy that they are asking the Treasury to think again.

Commons ChamberIn truth, if we were starting with a blank sheet the tax system would look nothing like it does today, but we are not starting with a blank sheet. We have an industry with the characteristics I have described, yet at this of all times we are about to introduce VAT. Will it raise £500 million or £1 billion towards the massive deficit left to us by Labour? No. At best, it will raise £45 million a year while damaging the economy in east Yorkshire and in rural areas across the UK. As a practical politician, keen though I am on tax simplification, it is not obvious to me that this particular simplification is justified now. It is not, and the Government should think again.
The Government are consulting; they accept that they do not have all the answers and the proposal is out for consultation. The shadow Chancellor may not take it at face value that the Government are serious and that they are consulting properly, but I do. I have met the Chancellor and he has told me that that is the case, so I call on the Government to listen to the representations from the Chamber today and to those that will come from the industry over coming days and weeks, and to think again. Given the appalling inheritance from the shadow Chancellor, there is no embarrassment in looking hard at every area. There is a good intellectual case for the proposal in theory, but in practice it is a bad idea. It will not bring in enough money. It threatens many jobs and it should be rejected, as I am sure it will be.
There is a lot to be said on the issue, so does my hon. Friend agree that the Government would be wise to extend the consultation period?
My right hon. Friend is right. Having secured from the Chancellor an absolute commitment that there will genuinely be consultation, I ask the Government to extend the period and allow us to make the strongest possible case. It will also allow us further to expand the coalition in the House. Ministers will be aware that there is strong feeling in the Committee today that the proposal should be reconsidered. I look for a sign that they recognise the strength of feeling in the Chamber. The proposal does not make economic sense; we have not one but two enterprise zones in east Yorkshire. Why? It is because of the difficulties of unemployment in our area.
We have had great news. In all the years under the Labour Government when they spent so much money, did they reduce the tolls on the Humber bridge? No, they did not, but this Government have made the right decision. They are putting in commitment. This is a Budget for growth. It is a Budget that takes people out of tax. It is a Budget that reduces corporation tax. It is a Budget that will create employment in east Yorkshire, which is why we must make sure we get all the detail right. I am grateful that the Government are consulting. I recognise that it is a sign that they see room for manoeuvre. I want them to extend the consultation period and I look forward in due course to their finding other ways of dealing with the vast deficit left behind by the incompetents who sit on the Opposition Front Bench.
