Commons ChamberI am certainly going to answer the question, which is about the opportunities from CPTPP: a free trade area of 510 million people and 11 countries across four continents, with amazingly good chapters on date and digital, mode 4, an SME chapter, liberal rules of origin—all those things are great opportunities. Frankly, it is time that SNP Members started, for the first time, to support a trade deal. They opposed the trade deal with the EU; they opposed the trade deals with Japan, Australia, and New Zealand. I am hoping for the day when the SNP will, for the first time ever, support a trade deal.

Commons ChamberThat is one of the reasons we are investing £6.6 billion over this Parliament in energy-efficiency measures, which will include the ECO4—energy company obligation—measures that we debated in this House in July. We will have to see what energy-efficiency measures may be forthcoming from the Prime Minister in the coming days.
Many of my constituents are already cancelling their contracts with their gas companies. They are absolutely terrified. Churches and charities want to step in, but they are exposed to the commercial rates, with charities often seeing a tenfold increase. They want to provide warm banks to keep their communities safe, warm and well fed this winter. What steps are the Government taking to support charities and churches to ensure they can provide the warmth their communities need?
The hon. Lady makes a strong point that this is not just about consumers and businesses; everybody is being affected by the global rise in energy prices. This is not just a UK phenomenon, but a worldwide one. If she has cases of charities and others being unable to take out contracts or cancelling contracts, I would be happy to look into them with her to find out what is going on and to ensure that those vital services continue to get an energy supply.

Commons ChamberI return to what I said earlier. The situation we inherited from the last Labour Government is that renewables provided only 7% of our electricity mix; it is now 43%. When it comes to oil and gas taxation, the Government’s energy profits levy—the hon. Gentleman will know this, as I very clearly remember him debating it in the Chamber—is set to raise £5 billion this year, which is considerably more than the tax proposed by the Labour Front Bench, which he backed.
I just remind the Minister that it was Labour’s Climate Change Act that called for those targets to be set—in section 4. However, it seems that this Government were asleep at the wheel, knowing that there is a 5% deficit in terms of being able to attain—this is what the judgment said—their net zero target. Therefore, the Government’s inaction has led to the decision of the courts. The Government’s inaction is also leading to the absence of a new green deal for York. We have been promised that by his Department, which supports 4,000 jobs and the upskilling of 25,000 people with a new green deal, yet the Minister has not come forward with the money. When are we going to get that?
I was referring to the adoption of net zero, of course, which was by this Government in 2019. I answered a question earlier about the jobs being provided through our action on climate change and our move into renewable energy, which I would hope the hon. Lady supports. The hon. Lady suggests that this Government and this party are not taking the tough action that we need and not putting the money there, but we have pledged £30 billion to combat climate change over this spending review. That is a considerable sum and a considerable political commitment by this Government.

Commons ChamberThere is a lot in that question, but the scenario the hon. Lady paints is very extreme. She will know that we are looking actively at what we can do on the storage side. On producing energy, I find it a bit rich of the Labour party to criticise us. This is the party that said, in 1997, that there was no economic case for new nuclear power stations; the party that increased, rather than cut, our dependence on gas, which went from accounting for 32% of our electricity generation to 46% of it; and the party that failed to invest in renewables, which, over 10 years, have gone from accounting for 7% of our electricity generation to 43% of it. We will take no lessons from the Opposition on helping people with energy generation and with their bills.

Commons ChamberIt is time that the Government’s policy moved from a pause on shale gas production to a full stop. The people of this country have moved on, and so has the science. On Friday, the Under-Secretary, the hon. Member for Mid Norfolk (George Freeman), was in York looking at the BioYorkshire project, which will change and transform the future of our energy supply through the biofuels industry. Will the Minister not invest in that instead of old technology that simply will not deliver?
We do invest in biofuels. My hon. Friend had a very good and productive visit, and I thank everybody in York who received him. We do invest, and we make sure that this is part of our diversified energy mix. Diversification is absolutely key in the space of energy, as other countries have perhaps learned to their cost.

The right hon. Gentleman has asked a probing question. I would say that we have both those obligations. We are obligated to take action on climate change and reducing emissions, and the UK is a world leader in that regard. We are also obligated to deliver energy, at an affordable price, to the people of this country. The £9.1 billion package of support that the Chancellor announced last week, with the £350 rebate on bills, was intended to do precisely that.
The problem is that the Minister is still talking about 2050 when we have a crisis right now. It is clear that the Government refused to support a windfall tax on the energy companies so that they could invest in their oil and gas production, rather than the money going to our constituents who are struggling with their energy bills. That is not going to be settled, so may I ask the Minister why he will not impose a windfall tax on these companies so that they can contribute to the just transition and invest in green energy for the future?
The Chancellor outlined the disadvantages of a windfall tax at the Dispatch Box last Thursday, when he said that it was “superficially appealing” but probably counterproductive. He also said that oil and gas companies were paying corporation tax at twice the rate paid by other companies, and that taxing UK activity on something that is traded globally would probably cost UK jobs and drive up the price of retail fuel, and would certainly make the UK less energy-secure.

Commons ChamberI am absolutely committed to that. My BEIS colleagues who look after research and development are absolutely committed to making sure that British ceramics are not sold short when it comes to R&D. We have a huge commitment to the sector overall, which my hon. Friend will know from the many years that we have worked together, particularly on trade issues as they affect the ceramics sector, including trying to break down trade barriers to make sure not only that our industry flourishes here in the UK, but that our exports do as well. I commend the work that he and all of the Stoke Conservative MPs have been doing for the sector for some years now.
Missing from the plan is the retrofit skills strategy. The City of York Council has a backlog of more than 6,000 maintenance and retrofit jobs to do. How does the Minister expect those skills to come forward and how will people be trained? Why has he left it so late to upskill the workforce?
I agree with some of the points that the hon. Lady makes about the importance of skills, but I do not think that it is about our delivering the message late. This Government’s commitment to skills and to reskilling if necessary has been absolutely clear. It can be seen right the way across Government in the very close work being done together by BEIS and the Department for Education. I see it in so many sectors. I will mention again my visit to Aberdeen last week. I appreciate that Aberdeen is some distance from her constituency, but the sector there has to be able to reskill a lot of people from offshore oil and gas to offshore wind. It is that kind of thing that we need to see on a transition and a long-term basis. It is exactly this idea of making sure that we can retrain and reclassify people from today’s skills to fit the skills for tomorrow. That is absolutely part of our commitment.

Commons ChamberWe are seeking environmental provisions with all partners with which we are currently negotiating to ensure that future trade is sustainable and upholds the UK’s high environmental standards. The precise deals of any free trade agreement are a matter for formal negotiations.
Despite what the Minister says about calling for more control over trade, he has completely failed to advance the “polluter pays” principle through the carbon border tax, failed to advance the agenda at the G7, failed to put it into any of the trade agreements that he has drawn up and failed to put it into any of the negotiation frameworks that he is currently discussing. Can he tell me whether he will fail at the next stage when it comes to COP26? Is he already engaged in pre-negotiation talks with all the partners, and how will the principle fare on the COP26 agenda when the summits meets in November?
We take a strong interest in carbon leakage and in how trade deals with carbon. We are studying carefully, for example, EU proposals on the carbon border adjustment mechanism. At the World Trade Organisation in general, we are looking to advance our environmental agenda. The hon. Lady will know of the different measures taken by the UK Government; for example there is the UK global tariff, which reduced and eliminated tariffs on 104 environmental goods. We are also seeking good environmental chapters in all of our future free trade agreements.

My hon. Friend is right: this is about opportunity for the UK overall, and specifically for agriculture. It is a gateway to joining CPTPP. New trade deals will bring new export opportunities to British farmers. Global demand for beef and lamb is soaring. We should be wanting to fill part of that global demand. Meat consumption is projected to rise nearly 73% by 2050, particularly in the Asia-Pacific region.
I simply do not understand the Government’s logic: good-quality British farming undermined, high animal welfare standards compromised, jobs and livelihoods bartered away—all for no financial gain to British farmers, but at significant cost to our climate. Will the Minister assure me that he will not sign any trade deal with Australia until he has satisfactorily answered the five challenges that Minette Batters of the National Farmers Union has set out today, which have the full support of farmers—first protecting their interests, rather than his own?
I have already spoken about climate and the Australian Government’s commitment to the Paris accord, which we warmly welcome. We work very well together with Australia on environmental issues. On standards, I have already answered: there will be no compromise on our standards. May I say something about Australian animal welfare standards, as they sometimes get a little maligned in the press? They are ranked five out of five by the body concerned, the World Organisation for Animal Health—the OIE. Australia already sells naturally-grown beef and lamb into the UK. Our import standards will remain the same after the deal as before. For example, any hormone-grown beef would not meet our import standards.

At a time when our economy is in peril and just 44 days before we leave the transition arrangements, we still have no agreement with the EU. Fifteen continuity agreements are yet to be agreed, breaching the Government’s own deadline which the Prime Minister clearly said was immoveable, yet the Trade Minister comes to the Dispatch Box and says that he will extend provision into January. Will he tell businesses what will happen to their trade with those 15 countries on 1 January, so they can now make their plans?
It is relatively straightforward. If the agreement is made with the remaining countries and there is not the time to put it through the CRaG process before 31 December, it has the potential to be provisionally applied. The terms of that agreement will remain on 1 January in accordance with the existing EU deal going into that time, so there should be no interruption for businesses. Parliament will still have the opportunity, under the CRaG process, to give that agreement full scrutiny.

Commons ChamberYes, we have. We do that on a regular basis to make sure, as part of our wider work in the region, that UK foreign policy goals are achieved.
There is a difference between what is permissible and what is right. Since the bombing of Yemen commenced in March 2015, £5.3 billion-worth of export licences have been issued to Saudi Arabia, of which £2.5 billion have related to bombs, missiles and other types of ordnance. So what does the Secretary of State have to hide in not publishing the evidence on which to resume licensing arms and the trade in these deadly weapons?
I think I have already laid out to the House why these reports are not published: a lot are based on confidential information, which it would not be in the national interest for us to disclose. What we can say is that the incidents assessed to have been possible violations of international humanitarian law occurred at different times, in different circumstances and for different reasons. The conclusion was that they were isolated incidents. On that basis, we believe there is not a clear risk that the export of arms and military equipment to Saudi Arabia might be used in the commission of a serious violation of international humanitarian law.
