I hope that the hon. Gentleman will take the opportunity, through a consultation that seeks to establish as much common ground as possible on our priorities for the future, to work with colleges and employers to ensure that the reforms that are needed are put in place so that we can equip his and all our constituents with the skills that they will need to get good jobs in the future.

I applaud the Secretary of State for putting life sciences front and centre of his industrial strategy and point out that the industry’s largest customer is the national health service. Will he therefore confirm that, as part of his review of procurement, the NHS’s inflexible and unimaginative procurement processes will fall within the scope of the review, not least in relation to drugs, devices, therapies and diagnostics?

It is evident that this is a whole-Government Green Paper; not just my Department but all Departments are joined in it, and the Health Secretary is an enthusiastic participant and will want to be part of those conversations —advised, I am sure, by the expertise that my hon. Friend brings to the subject.

I will take that point away. On the immediate impact, I know that the local enterprise partnership is engaged in ensuring that the delays will be overcome.

Many will commend the Secretary of State for putting science, and in particular life sciences, front and centre in his industrial strategy. I wonder whether, as he plans the future of that industry, he could work closely with the Secretary of State for Health, given that the attitude to innovation of the industry’s largest customer, the national health service, will be critical to the industry’s growth in the decades to come?

I certainly will. I was interested to read my hon. Friend’s article in the newspaper earlier this week, which made that point. It is important that the Government take a collective approach, and I have already had discussions with my right hon. Friend the Health Secretary about how we can make the most of the NHS in life science.

I should be happy to see that e-mail, and if the hon. Lady speaks to me after the debate, I will of course take the matter up. However, I think it only fair to expect those who are fortunate enough to be earning a decent salary not to continue to benefit from the subsidy that would otherwise be available to housing associations. The revenues raised by it will remain with housing associations so that they can build up more properties.

I join the Secretary of State in applauding the advent of neighbourhood plans, which have been adopted with enthusiasm by many communities in my constituency, but will he bear in mind that the one organisation that has the power to destroy his policy is the Planning Inspectorate, and will he urge it to respect the wishes of the local community and stay well away when a neighbourhood plan is being developed or is in place?

As a former councillor and, indeed, ward colleague of my right hon. Friend, may I express my violent enthusiasm for the Bill? So enthusiastic are councils across the country that I am sure my right hon. Friend will be carried shoulder high into the next Local Government Association conference that he attends. [Laughter.] Does he agree, however, that many of the worries he will hear expressed here today, and in other places, stand in the way of what could be a golden age for municipal and county government? Does he agree that one of the critical things we must all realise is that councillors are not second-class politicians, that they can be trusted to make large and significant decisions about their areas and communities, and that too often in the House we look down our nose a little at councillors and feel that we should retain a little too much power because they cannot be trusted?

Order. The jocularity of the hon. Gentleman’s intervention was equalled only by its length. May I gently say to Members that interventions must be brief? We do need to make some progress. The Secretary of State is always generous in giving way, but Members should not abuse that.
