Commons ChamberI can give that reassurance to my hon. Friend. That is the essential difference between the programme of devolution that we are offering and what has been attempted in the past. Every proposal will come from local people. I do not have the power, still less the inclination, to force local people into any arrangements other than those for which they are enthusiastic.
Will the Secretary of State explain to me and the residents of Greater Manchester how the devolved £6 billion health and social care budget marries with the £7.1 billion that is currently spent in Greater Manchester? What will happen to the residents of Greater Manchester when that money runs out?
The hon. Lady, who is a Greater Manchester Member of Parliament, should talk to her leaders in Greater Manchester who put the proposal to the Government. The proposal was not invented in Whitehall and visited upon Greater Manchester. The leaders of Greater Manchester made the very good point that when there is a strong connection between the needs of the national health service and the social care of residents across Greater Manchester, it makes complete sense for them to be managed together. That was their proposal and, in line with what my hon. Friend the Member for North Wiltshire (Mr Gray) said, we were very pleased to endorse it.
As I said, this is just the start. We want to build on the ingenuity and experience of local councils and civic and business leaders in an area to attract private investment to match the public investment. The city and local growth deals that we implemented in the last Parliament have transformed £7 billion of funds from central Government Departments into £21 billion of local investment. This Budget represents a golden opportunity for local leaders to repeat that success on a grander scale. Furthermore, with measures such as the creation of new enterprise zones, for which an invitation has gone out to places across the country, and the extension of the coastal communities fund, we are determined that this invitation should be extended to all parts of the country.
12. What the replacement rate of council homes sold through the right-to-buy scheme has been since 2012.
Local authorities have three years from the date of sale of each home to replace the property. In the first year following the reinvigoration of the right to buy, there were 3,053 additional sales. Within two years—by the end of 2014-15—3,337 replacements were started or acquired.
I welcome the hon. Gentleman to the House. He must not have listened to my answer, because I said that there were 3,053 additional sales and 3,337 replacements, which is more than one for one.
The Institute for Fiscal Studies, Moody’s, the National Housing Association and the CBI, to name but a few, have raised concerns about the Government’s right-to-buy proposals. What assessment has the Secretary of State made of the impact of those proposals on the financial viability of housing associations and, in turn, their ability to build new affordable housing?
The impact of the policy will be to extend the aspiration of people across this country to own their own home, because 86% of people want to do so, and there is no difference between the aspirations of housing association tenants, council tenants and people who own their own home. That is the impact we are achieving through the policy.
The acceleration in the pace of affordable house building is happening right across the country, and it is our intention to put further fuel in that engine.
I find the Secretary of State’s complacency absolutely breathtaking. As my hon. Friend the Member for Lewisham East (Heidi Alexander) has said, the building of affordable homes is at a 20-year low. In my constituency, people are living in cars as a result of that and of benefit changes. Does the right hon. Gentleman find that acceptable?
I think that the Opposition were complacent about the record that they left and the poor quality of the policies that they proposed. In relation to Oldham and to Greater Manchester, I hope that the hon. Lady will welcome the Greater Manchester agreement and the city deal, which has explicitly created a housing fund for the area reflecting the principles of localism that my hon. Friend the Member for South West Wiltshire (Dr Murrison) mentioned. This will allow the leaders of Manchester to invest in more homes for Greater Manchester. That is a big step in the right direction.

Commons Chamber6. What steps he is taking to ensure that residents of Oldham East and Saddleworth constituency benefit from the Government’s constitutional and political reform proposals.
The residents of the hon. Lady’s constituency will benefit from the biggest devolution of powers from central Government to local government for decades. The Greater Manchester city deal and the growth deal agreement will put the transport budget in the hands of the people of Manchester; see the building of 15,000 extra homes over the next 10 years; devolve the skills budget, securing more and better training; allow 100% of business rate revenue to be retained locally; and bring together £6 billion of health and social care budgets to join up services. That is all part of this Government’s northern powerhouse initiative.
More than 112,000 people were made homeless in 2013, which was an increase of 26% on 2010. That can be directly attributed to the Government’s welfare policies, including their new sanctions regime, and to the lack of affordable housing. My office has been inundated with homelessness cases over the past few months. How does the Minister think the increase in homelessness will affect voter registration?
The hon. Lady’s initial question was about how the Government’s policies on devolution and constitutional reform have benefited her constituents and I set that out in terms. I would have thought that she would want to recognise that, as did the hon. Member for Blackley and Broughton (Graham Stringer). The front page of the Manchester Evening News put it in this way: “We’re All Winners!” Part of the gain for Manchester is that local people can make more of the local decisions, including those on housing, as I mentioned in my previous answer.
