Commons ChamberI thank the hon. Gentleman and he is absolutely right about the USA route. I have had many conversations and a lot of communication with my opposite number, Pete Buttigieg, the US Secretary of Transportation, in the US Cabinet. We have all wanted to work towards this point. It makes a very big and notable difference to the entire aviation sector, because so many routes are dependent on the US transatlantic route. To answer his question about the non-PCR, this will reduce the cost of a confirmatory PCR. I should mention that it is a devolved matter, so it will depend on the Northern Ireland Administration, but I have every reason to believe that we will all move in line, more or less, on this issue.
I warmly welcome the simplification of international travel, which will help the industry to get back on its feet and protect jobs. Will my right hon. Friend confirm that there is no way back to burdensome restrictions?

Commons ChamberIt is important to know that we are in a different phase of this coronavirus now, as never before have we had the majority of our population double vaccinated, and everyone is welcome to come forward—and, indeed, should come forward—if they have not been for their vaccinations yet. The rest of the world is not quite in that situation as yet but will want to get itself to that position.
For us, therefore, increasingly the focus is not so much on the specific case rates—after all, we are not vaccinating children yet, and we wait for the Joint Committee on Vaccination and Immunisation to let us know whether it is scientifically proven and advisable to do so— but on hospitalisations and deaths. Other countries will experience the same thing, and there is no reason, as we have seen throughout the coronavirus, to think that one country’s epidemiological situation is different from another’s. We know that while we may have been suffering from the delta variant, other countries, sadly, will be in the future; I hope that they can get themselves vaccinated in time.
The whole travel industry will welcome today’s decision, which will help build confidence in the industry and among passengers. Clear and concise guidance will be needed quickly for airports, airlines and travel agents to navigate the additional paperwork required to check passengers’ vaccination status, but given that some people cannot have the vaccine for medical reasons, what can be done to provide confidence that we are not moving towards a two-tier society?
My hon. Friend is absolutely right—the airline industry, for example, says that it is looking forward to working with the Government to continue this momentum and further open up markets—and I welcome his welcome for today’s announcement. He is also right to point out that there are some people who, for various reasons—I mentioned in my statement people who have been on a trial, for example—would not qualify under the normal circumstances. The other set of people, of course, are those who are clinically unable to have vaccinations for various reasons. We will bring forward guidance on all these issues.

I urge the hon. Lady to talk to her own Front Benchers, who are trying to remove the amber list entirely and chuck all those countries, presumably, into red; the hon. Member for Oldham West and Royton (Jim McMahon) is not able to tell us how many would go into green. Meanwhile, we are supporting Newcastle airport; as I mentioned, we have paid the entirety of its business rates throughout this crisis. The best hope of all for it is to get travel going again.
I have said this several times and I do not want to labour the point, but I will be returning to the House with full details of exactly how a double-vaccinated—fully vaccinated—status could help with international travel. I have also tried to explain why it is not quite as straightforward as the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) might imagine; for example, what do we do about children, who have not yet had their vaccination status confirmed?
I welcome the decision to loosen travel restrictions on double-jabbed Brits, but I also agree with other speakers regarding the need for a clear road map. However, whatever that road map contains, it will take time for passenger confidence to recover. Thousands of jobs in the travel industry are still at stake, so what will my right hon. Friend do to explore all options for further financial support for the travel industry?
My hon. Friend will know that I have been working with the Chancellor throughout this crisis, which is how £7 billion-worth of support has been provided to the travel sector. I also think it is very important, as my hon. Friend and others have said, to be able to set out as clear a path as possible to the reopening of international travel, notwithstanding the fact that, unfortunately, the virus is raging in different parts of the world and new variants of interest, at least, and sometimes variants of concern, are coming about on a monthly basis. We will do everything we can to put in place a system that involves both the traffic lights and the double-vaccinated status in order to provide a sense of certainty—as much as can be done in a global pandemic—for the aviation sector.

Commons ChamberLet me take that in reverse order. The hon. Gentleman is absolutely right that there are times when it would make a lot more sense for the money to go to the local authorities. However, for the sake of speed during this crisis, I have not wanted to add further complications, as the bus support grant has been literally a lifeline to various areas. This strategy will enable more work on the suggestions that he makes. With regard to franchising, and on his first point, we can talk about what happened in 1986, some 37 years ago, or we can talk about the future. This bus strategy and I want to talk about the future.
I welcome the steps outlined in the bus strategy to help operators and local authorities deliver frequent, more reliable, easier-to-use services. More comprehensive bus services will be needed, especially in rural areas such as East Devon, to protect both socially necessary and economically necessary routes and services. What plans does my right hon. Friend have to help people get the bus to work any time of day?
My hon. Friend is right to point out that, particularly in rural areas such as East Devon and in many other parts of the country, the social value of a route is often missed by the current formulas. That is one reason why, with this bus strategy, we have launched a £20 million fund to develop rural services that work better. A lot of that is about making sure that, to have that certainty, the service is more regular and is funded, even at times when it requires public support to be funded. There are other innovative ideas, including, for example, having buses available on demand. People are used to using an app to call a taxi. Why should they not be able to do that to have a bus route go via them in order to get to where they want to go? There are many very innovative ideas, which will be very applicable in rural areas as well.

Commons ChamberDriving tests are among the many things for which there is a big backlog due to the pandemic. I know that because my children are desperate to take their driving tests—or will be shortly. We are doing everything we can to bring them forward, particularly so that people who have already taken their theory test do not end up in a position where they have to pay again. We are doing everything we can. We have already extended the period of time. We have an issue in that we do not want people to take their practical test with a theory test that is so old that it would create new dangers on the roads, but I will look carefully at what the hon. Gentleman has to say.
On 12 April, my hon. Friend can look forward to seeing that report published. We will ensure that it contains a route not only out of lockdown for travel but, all being well, and as long the vaccination programme is going as it is at the moment here and internationally, for international travel. I stress to the House that while we are in control of our vaccination programme—44% of our adult population are now vaccinated—we do not have control over other countries’ vaccinations. That is why we think we will require a combination of vaccination and testing for international travel to work again. There is a lot to be done. We are working hard, along with my hon. Friend the Aviation Minister, and we will report back to the House on 12 April.
