I wrote to suppliers in January calling on them to halt the inappropriate use of prepayment meters and to provide transparency on the use of warrants in people’s homes. Along with a number of other steps, that has led to the cessation of that practice.

I take issue with the idea that the Government are somehow ducking our responsibility. As I mentioned, we are paying around half of household energy bills this winter. We took action—I will not repeat what it was—that brought the prepayment meter scandal to a conclusion. That work, and what happens next, is being looked at very carefully. Ofgem will look at what happens if there is no fall-back solution when energy bills are not being paid. That is a complex issue, but more will be said about it soon.

The news that British Gas broke into the homes of vulnerable people to force-fit prepayment meters is shocking, but bears little surprise to anyone who has had to interact with that company. The Government seem to cower from taking on the big energy companies as they continue to rip off the British people. Will those on the Conservative Benches finally act to protect such households and force energy firms to pay out and compensate now rather than at the end of the Ofgem review?

I do not think I could have been any more vocal about this issue. Indeed, we brought that practice, which the hon. Lady rightly describes as abhorrent, to a close. We are also not soft on the energy providers, particularly given the 75% taxation, which is at a level designed to ensure that we have been able to support, in part, the 50% reduction in people’s household bills. As I said in answer to the previous two questions, we will return with more on this shortly.

The hon. Lady described people as working in “servitude” if there are minimum service levels, but I point out to her that they would be paid for that servitude. At Network Rail, the average worker is on £46,000 of servitude and the average is £62,000 of servitude for train drivers. If we are going to have a serious debate about minimum service levels, I should say that they are designed to ensure that school kids can get to school again; that office workers, who may be on lower pay, can get to their job; and that the constituents of Members across the House can be guaranteed minimum safety levels during a strike tomorrow. The idea that that is somehow enforcing servitude is absolute nonsense.

I refer the House to my entry in the Register of Members’ Financial Interests. Government Members talk about hard-working members of the public, but will the Secretary of State acknowledge that trade union members are also hard-working members of the public? Will he confirm whether the reported £320 million has been paid to the train operators during these strikes because they are indemnified? How much of that £320 million would it have taken to settle the strikes? We have heard a lot about safety measures today, so when will the Government stop trying to force through driver-only operated trains, and when will the NHS get the workforce strategy that it desperately needs?

The Minister of State, Department for Transport, my hon. Friend the Member for Bexhill and Battle (Huw Merriman) reminds me that driver-only operated trains were introduced under the Labour Government. They are entirely safe; as I mentioned, they operate on my Govia line and I have never had a single constituent come to me to say otherwise. The hon. Lady asks whether trade union members are hard-working; I absolutely agree that they are. Many of them work extraordinary hours, as I already said, particularly in the health context but across the economy.

A responsible Government have to balance the pay in the public sector with the pay in the private sector and across all elements of the economy, which is why we have the independent pay review bodies. Unless the Opposition are now trying to destroy the independent pay review bodies and say that we should ignore them and go beyond what they say, I do not see a better alternative.

The hon. Lady fundamentally misunderstands the way that the railways operate in this country: the receipts are collected and the train operating companies simply receive the money for operating the service.

I will give way in a moment, but I think Labour Members will want to hear this. Perhaps it is why the Labour leader of Rotherham Metropolitan Borough Council said that the IRP was a “victory for common sense”.

Of course it is common sense. We have not just stuck to the original plans which would have spent an extra £18 billion. And what for—what would it have given the Labour party to include that extra £18 billion? It would have given 15 years of delays and just four minutes off the journey between Manchester and Leeds.

The Secretary of State talked about leaders and the quotes. I want to touch on the quote of the Metro Mayor of the Liverpool City Region, Steve Rotherham. He said that the penny-pinchers at the Treasury have won the day to roll out a “cheap and nasty option”. Isn’t that the case?

It is an extraordinary idea that £96 billion is “cheap and nasty”, but maybe this is a question of language. Those in Liverpool should know that the current journey time from London to Liverpool is 132 minutes and that will be slashed to just 92 minutes—“cheap and nasty”, but 92 minutes.

The common-sense approach we have taken delivers a plan that under the original plan would have been years and years in the making—until well after many of us had stopped serving in this House. This plan benefits smaller towns and cities, which would have been ignored under the plans Labour still backs. The smaller towns and cities would have seen no improvements at all; in fact, in many cases they would have seen deteriorating services, and let us face it, these problems have been known about for years.

The Transport Committee was told yesterday by the chief executive of the Driver and Vehicle Licensing Agency that work is being slowed down and that she holds regular meetings with Ministers to discuss work priorities. Does the Minister really believe that activities such as processing provisional licences and even personalised number plates, which I am told are still being carried out, are priorities for the DVLA during this lockdown? Does he agree with the Public and Commercial Services Union that only the most essential work should be happening there right now?

I do agree with the hon. Lady. It is right that only essential work should be taking place at DVLA, and I will check the reports she mentions. It is absolutely critical. I pay tribute to the people ensuring that essential work for key workers, for example checking databases for the police, has been able to continue. I appeal to the public to please use online facilities wherever possible, because that prevents people from needing to go into the office. I should mention that the UK Government have provided 2,000 lateral flow tests. That is now being expanded to every single DVLA worker, something the Welsh Government were not providing, and is helping to protect people now.
