I thank the Chair of the Energy Security and Net Zero Committee. He is right that as well as top-down Government policy, we must unlock the huge public desire of people to play their part and make sure we have the right information in place. That will be provided and produced as soon as possible.

The Minister will welcome measures that many businesses are already undertaking simply because they are the right thing to do, including traditionally carbon-intensive industries, such as cement manufacturing. Cemex in my constituency is investing to use decarbonised raw material and trialling the use of hydrogen in the combustion process, which will significantly reduce the amount of CO2 generated by every tonne of cement manufactured in Rugby?

My hon. Friend is right, and he is right to champion those industries that are working so hard to decarbonise already. As my hon. Friend says, we have the net zero hydrogen fund, which will provide up to £240 million by 2025 to support the development and construction of new low-carbon hydrogen production plants, which will be able to assist in cement as well as other industries.

At a time when the cost of generating electricity is falling thanks to the increasing use of renewables, my constituents do not understand why the price of electricity remains linked to the price of gas. I know that the Government are undertaking a review of electricity market arrangements. When might they expect to see a change?

My hon. Friend is quite right to ask that question. We would all like to see gas setting the price of electricity more frequently. That is why we are accelerating the take-up of renewables, which were so pitifully low in quantity when Labour was in power. We need a Conservative Government to keep up progress and lower bills right across the country.

T5. There is no point reducing our emissions in the UK if we simply cause them to be produced elsewhere in the world by importing manufactured goods, often from countries where higher emissions may be embodied. A carbon border adjustment mechanism can allow for that, although here in the UK we are behind Europe, which already has a CBAM in place. What progress is being made to develop and implement a CBAM to address the risks of carbon leakage?

On 30 March the Government launched a consultation to explore potential measures on carbon leakage, including a carbon border adjustment mechanism, mandatory product standards and measures to grow the market for low-carbon products. The consultation closes on 22 June and I hope my hon. Friend will consider contributing to it. It is worth noting that full implementation of the EU CBAM will not begin until 2026.

In Rugby, we are proud of the rate at which we provide new homes. I recently visited Barratt Homes’ Ashlawn Gardens development, where I heard that intending purchasers of new homes now place an enormous priority on the size of their energy bills. Does the Minister agree that it is important for house builders to promote the thermal efficiency of their products?

I entirely agree with my hon. Friend on that. This is why we set up the energy efficiency taskforce, to work with industry to make sure that we take forward a tremendously transformed situation from the appalling one in 2010 and accelerate and move forward even more quickly in the future.

3. What steps his Department is taking to support small and medium-sized businesses to export.

Helping SMEs to export is a high priority for the Department, and we are working through our overseas network, through online services on great.gov.uk, which has had more than 3 million visitors, through our international trade advisers and through export finance. Last year, 79% of companies supported by UK Export Finance were SMEs. Mr Speaker, if, like Roger Federer, I can press on—albeit without the same grace—I would say that exports from the west midlands increased in value by more than 80% between 2010 and 2016.

It is great news about the west midlands, but a constituent of mine who has a small business providing services around the world came to tell me about the challenges he faces in getting appropriate banking facilities and about the need to minimise losses on currency transfers. What steps is the Department taking to make sure that UK banks provide the facilities, support and advice that SMEs need in order to export?

As my hon. Friend will know from running a business, and as I do from my experience, this is a challenge and a work in progress. But we have established strategic relationships with the five leading UK banks. UK Export Finance launched a partnership with those banks in October 2017 to help not only exporters, but those who supply exporters, to easily access Government-backed financial support.
