It has brought calm to the Opposition to point out that only 7% of electricity came from renewables when they left power, but the figure is more than 40% today. If we look at energy efficiency and people who are struggling to heat their homes today, what percentage of houses had an energy performance certificate rating of C and above when Labour left power? [Interruption.] The hon. Member for Hove (Peter Kyle) wants to tell me from a sedentary position, but I will tell him that it was 14%. What is it today? It is 46%. The Conservative party is moving this country towards net zero, and not only are we doing that at home but we are leading internationally as well.
The Minister is absolutely right about the green revolution, in which our region in the Humber is playing such a big part. I ask him to reflect on the speeches that have been made today. If this was a clear vote on whether or not we should have fracking, I would be in the Lobby with the Opposition. On any binding vote, I will stick to my manifesto and election commitment to oppose fracking absolutely. Will he reflect on that? He was talking about how much we should be investing in green energy, and I urge him to continue in that vein.

I thank the hon. Gentleman for his intervention. 4G is a potential solution. The figure of 98% of residents having to be covered will be matched, I suspect, by other networks. It is a potential solution, but I still think that we should be able to deliver a good mobile phone signal and also broadband to people.
I congratulate my hon. Friend on securing the debate. In my home in the centre of Beverley, I lose signal with EE; and I am told by constituents that in the Vodafone shop in the middle of Beverley, there is no signal. It is a woeful level of service, and this infrastructure is critical to business in the area. It sends a message to those outside that we are not open for business. We are open for business. We need the Government to go further and faster to ensure that areas such as the East Riding are well served, not only in towns such as Beverley, where the service is woeful, but in the hamlets, where it is even worse.
My hon. Friend demonstrates an important point. Often when people think about poor coverage, they think about the very small communities that we have in our area—people who are 2 or 3 miles at the end of a farm track. Although it is true that they are affected, our market towns also have terrible signal problems. In my constituency, Broughton suffers particularly badly. Epworth also does; and in Beverley, the biggest market town in the region, the signal can be pretty woeful. That is not acceptable.
Let me move on to the survey of my constituents. My team has spent an awful lot of time inputting the data, for which I am very grateful. The results of the survey are as follows. About 15% of residents tell me that they cannot send a text or make a call from their own home, and 51% report some form of issue. Often, the signal comes and goes. They get one bar, suddenly no service, then they might be up to two or three bars. When residents are asked whether they can make calls outside or near their home, about half say that they still experience issues. The number of people who report that they have no signal at all is quite significant.
When residents are asked about using internet services on their phone—3G services—34% report no coverage inside their home, 40% report some coverage but experience issues, and just 17% have no issue with their indoor 3G coverage. That is a service they are paying for. The remaining 9% left the option blank, which I assume is because they do not use data services. Outdoors, 3G data coverage improves only a little, with 19% saying that they have no issues. Well over half of respondents report issues or no coverage at all for 2G calls and texts in some areas, and more than 70% report issues with 3G.
Particular problem spots that I have identified in my constituency are Broughton, Burton, Winteringham, Epworth and Haxey, in North Lincolnshire and, over in the East Riding, parts of Snaith and of Rawcliffe. Coverage in the marshland villages can be particularly poor. One constituent, Liz Sargeantson, a parish councillor in Reedness, explained to me that she has to hang out of the window with one arm pointing in a particular direction to get a signal. It is almost a case of one finger in the ear and it might be a bit better. It is a ridiculous situation.
In Burton, 55% of residents said that they had some issues with 2G indoors, and that is not a small village; it is a reasonably sized village and not that far from Scunthorpe, so we are not talking about the back of beyond. It was the case that 13% had no coverage at all and just 31% reported no issues; 46% of residents reported no 3G signal—
I am not going to give way, because I have quite a lot to get through and the Minister needs to respond. I am told by some of the operators that raising the height of masts from 50 feet to 80 feet might improve coverage by up to 150%. Mast heights can be controversial, however, so I will dip my toe in but say only that that may need to be looked at.
Another area of reform that I would like the Minister to consider is mobile switching. Under the current system, a customer has to contact their existing provider to switch. The consumer group Which? has led a campaign urging Ofcom to introduce “gaining provider led” switching, under which the company to which customers move would deal with the switchover. That would promote competition and allow customers to switch networks more easily.
I have outlined a fairly terrible picture of local mobile coverage, but I commend the Secretary of State, the Minister and the Government on achieving agreement with the networks to provide 90% coverage. The 98% requirement for 4G will, I suspect, be matched by other networks. The money that is coming into our broadband infrastructure is important. Although that deal is welcome, we need to know from the network operators what it will mean for local communities. I urge the Minister to put pressure on the networks to share as quickly as possible their improvement plans for each area.
Thinking about the broadband roll-out, some authorities have been pretty poor at giving people information, while others have been excellent. North Lincolnshire council has been excellent at sharing information on what is likely to happen. I envisage something similar where residents find out from operators—I understand that there are commercial issues as well, so it might not be quite this simple—what improvements are likely to happen in the future, which will allow them to make informed choices.
I am happy to have a Government who are finally trying to tackle the problem. Concerns have been raised about some of the potential changes to the code, but the people of Brigg and Goole are basically asking for the Government’s continued support to make sure that we get the service that we, as customers, are all paying for. Contracts are not always cheap, although compared with some countries, we are lucky when it comes to the level of competition in the market. However, we want the service that we are paying for. The deal that has been announced is excellent news, but residents want to know what it will mean over the next year or two.
I am sorry to interrupt a fine peroration to a brilliant and powerful speech, but I want to reinforce the points that my hon. Friend is making. When the Minister is looking at how to ensure that rural areas, which might be seen as marginal, are properly looked after, he would do well to consider Hull and the East Riding as a pilot area. We do not have lots of tunnels or lots of hills, so it is an easy area topographically. It is absolutely absurd that residents do not receive the service that they pay for in an area in which it would, technically, be pretty easy to deliver, but it is simply not happening.
I say to the hon. Member for Brigg and Goole that there are about 10 minutes left.
I am aware of that, Mr Robertson. I will end by saying that my hon. Friend the Member for Beverley and Holderness makes an important point. He is a doughty campaigner for his constituents in the East Riding. He made one slight error when he said that the pilot area should be the East Riding and Hull; he meant the East Riding, Hull and northern Lincolnshire.

Thank you, Mr Hollobone. It is a pleasure to serve under your chairmanship and to follow such a powerful, well thought-out speech by my hon. Friend the Member for Worcester (Mr Walker); he has done a sterling job since coming to the House in 2010. The turnout today is a reflection of not only the importance of the issue to our constituents, but the leadership that he has shown. He has shown that again today, with his powerful championing of the case.
The campaign for fairer school funding has been running for at least a decade. For too long, the extra costs faced by rural authorities have not been acknowledged properly by the funding system. A whole generation of school children, in places from Devon to Northumberland, have lost out. Seven years ago this week, I led a Westminster Hall debate on this very subject and it has become no less urgent since. As everyone in the Chamber knows, for many years the school funding system in England has operated on the basis of outdated data and in accordance with political priorities that channelled funding away from rural areas and into urban ones—based on politics, not need. In the 13 March statement on school funding, the Minister for Schools hit the nail on the head when he characterised the end result as
“opaque, overly complex, and, frankly, unfair to pupils, parents and teachers.”—[Official Report, 13 March 2014; Vol. 577, c. 427.]
The inequity is recognised across the political spectrum. In an article for The Guardian earlier this month, Fiona Millar—not exactly the greatest champion of the Government’s policies—admitted that
“the differentials between London and the rest of the country, which are often rooted in historical political decisions, are simply unfair.”
If Fiona Millar can see that, the case for change across the spectrum is overwhelming and needs to be acted on.
One does not need to look far to find glaring examples; the East Riding of Yorkshire is a case in point. It is a beautiful part of the world, but it does not conform to any lazy stereotype of rural affluence. Median gross earnings are below the national average and towns such as Withernsea, Goole and Bridlington have pockets of real deprivation. Mike Furbank, head of children and young people’s services at the East Riding council, has explained:
“As a rural authority we suffer the hidden deprivations of social isolation for children living in remote communities where families have limited access to services and the wider cultural life of the area.
These deprivations are not recognised in any formula and often the ‘goldfish bowl’ view of village life makes poor families unwilling to accept support or declare their eligibility.”
I am grateful. Obviously, I am also grateful for the extra funding for the north-east, but my hon. Friend is right to highlight the deprivation of Goole, in the East Riding part of my constituency. Does he share my shock that local Labour councillors in Goole have attacked me for campaigning on the issue and for pointing out how much less well off Goole was, compared with neighbouring Hull and Doncaster, although we have the same levels of deprivation?
The aim of the Rural Fair Share campaign, which I co-chair and helped to found, is certainly to ensure that fair-minded Labour Members of Parliament see the case as well. We have to ensure that the split is not partisan; we are looking for a system that takes scarce resource and allocates it on the basis of need. At a time of austerity, it is more rather than less important to get those allocations right. Such reallocations may be politically difficult, but because no more money is being thrown at the system every year, the unevenness becomes more apparent as the tide goes down and creates a more difficult challenge.
The East Riding has some good schools, but, regrettably, too many indifferent ones. Last June, Ofsted reported that in the East Riding a child has only a 66% chance of attending a good or better school, compared with 79% in England as a whole. Only 38% of secondary schools in the East Riding are rated good or outstanding, compared with 74% in neighbouring North Yorkshire. If the Minister compares the number of good or outstanding schools in the East Riding with those in neighbouring similar authorities, she will see a stark differential. In the light of those numbers, I ask her to reflect on the methodology that the Government have come up with to allocate that welcome £350 million.
I am aware that, given my position as Chair of the Education Committee, I ought to keep my language moderate, but was the person who devised the system sober? The Government have put things off; the national funding formula will come, but they have decided—politically or otherwise—that, a year before a general election, a fundamental reallocation is perhaps not politically deliverable. The interim £350 million to help the poorest-funded authorities, however, is welcome. But why is the money going to authorities in London that are not among the poorest-funded authorities? My hon. Friend the Member for Worcester touched on that, as did my right hon. Friend the Member for Berwick-upon-Tweed (Sir Alan Beith). We do not want to see the money stripped away from Northumberland; the Minister must have the courage, despite the publication of the allocations, to look again at the methodology.
The East Riding, because it was historically underfunded and had so many small schools, poured all the money it could into the schools block of funding and so had the lowest high-needs block in the country. The new methodology, however, looks only at the schools block. Under this intervention to help lower-funded authorities, what is the situation of the East Riding of Yorkshire—the third-lowest-funded authority overall when the whole quantum is considered? It is moving from being the third-lowest-funded authority to being the lowest-funded in the entire country. After many years of campaigning, that does not feel like a result. I ask the Minister to look again at how the money is allocated.

Commons ChamberI would like to say a few words on how my constituency has been affected. It was devastated in the 2007 floods. The impact on homes and businesses was far greater than it has been in the current floods, but, as others have said, flooding is devastating for every home and business. About 1,100 homes and businesses were flooded by the tidal surge in December that affected people around the Humber estuary. Whatever the cause, flooding has a tremendously strong effect.
I would like to praise the work of internal drainage boards in my area. The south Holderness internal drainage board undertook work to dredge Hedon Haven. Dredging needs to be done in the appropriate way and in the appropriate place—I can imagine dredging having a detrimental effect in the valleys mentioned by the hon. Member for Rhondda (Chris Bryant). The incredibly flat area of Holderness is effectively a man-made ecosystem. It is hard to see improved dredging, which would allow very slow-moving water to get out, leading to anything other than an improvement. It will not stop one-in-200-year flooding events having a negative effect, but it will make them last slightly less long with a less wide impact. Dredging also appeals to local people, who like to feel that those bits of the system that drain water away are kept in a state of usefulness.
One point I would like to make to the Minister is that when the Keyingham internal drainage board in my constituency was looking to carry out dredging at Stone Creek and Hedon Haven, the new Marine Management Organisation decided to charge it for a licence. We spent years pulling all the pools and the political will together to get the sign off to allow us to dredge and let the water out, but what happened? This glorified new quango came along and sent in a suggested bill for thousands of pounds to grant a licence, even though the Environment Agency, when it had done similar work elsewhere, had not charged anything. The MMO decided that it had to do so much more work it ended up charging £10,000 for that one bit of dredging. Will the Minister please ensure that quangos do not inflict charges that stop local people doing what is necessary to make sure that things are more sensibly managed?
After 2007, there was a good response from people who had, up until that point, not performed as well as they should; whether that was Yorkshire Water, the Environment Agency or the council. In our area, people did not know who owned the pumps, let alone whether they were responsible for keeping them going, but since 2007 they have worked together. In front of Willow Grove in Beverley, Yorkshire Water has done a great deal of work, and the local council then came in and worked closely with local residents. In 2007, a very beautiful row of houses was famously pictured all flooded. The picture went out around the world. A flood wall has now been erected in front of those homes, trees have been planted and the Westwood area has been restored. Local ownership really can work and we need to ensure we keep it that way.
We need to ensure that we have as broad an understanding as possible of catchments and their impact. That is why all the agencies involved—the hon. Member for Kingston upon Hull East (Karl Turner) who is in his place, Members of the European Parliament, Hull city council, East Riding council—supported setting up the River Hull Advisory Board, which I chair. The Environment Agency and others have supported finding the funding to try to have better modelling of the River Hull catchment, so that we can ensure the effective protection of agricultural land—which deserves consideration—rural areas and the urban areas in Hull. The truth is that we are all in it together and we need to ensure that we have a coherent and cohesive approach that works. I pay tribute to all the agencies that have worked together on the River Hull Advisory Board. We really are taking forward a better understanding and a better policy for the future.
My hon. Friend is entirely right about the need for catchment plans, but is there not a fear that, such as with the River Aire catchment plan in my constituency, funding will be factored towards the urban areas because of the formula? There is a perception that the River Aire plan is all about protecting Leeds and not protecting those of us a bit further down the river.

Commons ChamberWe know the argument about whether the figure is really 12% or 14%. Either way, however, Labour has not said how it would pay for it. It has made a range of spending commitments, including repealing various welfare measures, but it has not said how it would pay for them. It is fine to say, “Let’s limit cuts to 12%”, but it is incumbent on the Opposition, who after all aspire to government, to explain how they would pay for it. We did not hear that today.
I am unclear also about neighbourhood policing. In my area, we have seen a move away from neighbourhood policing. We went from ward-based policing—a lot of public money was spent on ward-based police stations that never opened to the public—towards larger local policing teams. That happened before this Government came to power. I heard Labour’s commitment to neighbourhood policing, but we tried it in Humberside, and we have now moved to area-based policing, which has been very effective. It contains elements of neighbourhood policing and best practice, but not quite as originally envisaged.
I concur with colleagues who are unsure whether to believe crime figures—I was critical of them as a local councillor, under the last Government, when major falls were trumpeted—although there has undoubtedly been a fall in crime, particularly in antisocial behaviour. I was a local councillor for 10 years, and it used to be an issue of great concern—there were issues with street corners and public places—but in my experience it has now abated. Nevertheless, I do not believe the crime figures as they are presented, not least because a lot of crime still goes unreported. In addition, there are many crimes that years ago would have been reported, but are not now. I had my car broken into five times in 18 months, but I did not report each crime, as would have happened perhaps 10 or 15 years ago. So although we should welcome the general fall in crime, I do not believe it has fallen as far as is claimed.
Local authorities can have an impact on local policing. We have seen an excellent example of that in north Lincolnshire under the leadership of Liz Redfern, who took over the council from Labour in 2011. [Hon. Members: “Hear, hear!”] Absolutely. She pledged to use local council funding to provide additional police community support officers in rural areas so that Humberside police could get on with policing in the urban areas, where the crime statistics showed such policing was necessary. We provided those additional PCSOs through local grants to the police, and only a few weeks ago, I welcomed the new PCSOs, Michelle Thorley and Dan Dreggs, who work out of Epworth and cover the whole of the isle of Axholme. They are doing a great job, funded by the local council.
Despite the massive cuts to local authorities we have heard about, the local council has also provided CCTV funding, and a new CCTV system is now coming into place in Epworth. Moreover, they, along with East Riding of Yorkshire council, have a sharing arrangement with Humberside police for fuel and vehicles, which is to be welcomed, while our police and crime commissioner, Matthew Grove, and his deputy, Paul Robinson, are working on a strategy for sharing buildings, which sometimes involves moving police stations into shared buildings. We must be careful to ensure a continuous presence—we do not want the services diminished—but in fact there is an increasing police presence, and in a couple of weeks a new station will open in my constituency.
The pressure on budgets has led to those developments, which we need to see more of, so I ask the Minister to ensure that funding for local authorities takes account of such innovative practices and working. In my area, Humberside police have received £1 million from the innovation fund to give police officers and PCSOs tablet devices so that they can get out on the front line and be more visible and do their work there, which is to be welcomed. We need funding to support those kinds of measures.
I am working through the 20-day police parliamentary scheme, which the hon. Member for Kingston upon Hull North (Diana Johnson), my near neighbour, completed a few years ago. I have found that incredibly useful. The weekend before last, I did two night shifts with an instant response team based in Clough road police station in Hull, which covers the eastern part of the city. It was an interesting experience. I have done a number of nights in Grimsby, which was also very interesting, as well as joining public order and traffic patrols in my area. I have been struck by how dedicated staff are, but I have also been struck by how under attack some of them feel. They feel the pressure of reduced resources, as well as changes to terms and conditions and to pensions. I have been very defensive on those, particularly on pensions, on which I have had some robust discussions with police officers.
I am more sympathetic on the issue of how thin the thin blue line can be stretched. I have been uncomfortable with the scale of reductions in spending, although I understand the reasons for them, given the legacy we came to office to deal with. But we have to be careful. We have protection for NHS and school funding. I hope that, in further reductions, we will look closely at policing. In the latest round there has been protection, but we need to move on that. I get a sense from local officers that they are at a point where they can hold the line at the moment, but a small upturn in crime figures might put them under pressure.
I have also been struck by how much of the police work is not actually police work, as has been mentioned. They seem to be massively involved in social work, and in dealing with family disorder and breakdown, alcohol misuse, drug misuse and serious mental health issues. A lot of police officers said to me that they would love to be able to spend their time fighting crime, but they are spending far too much time picking up failings in other services. That must be factored in when we look at the budgets.
Our police service does a fantastic job but I think reform was needed. In my 10 years as a local councillor in Hull, I remember that lots of money was showered on policing locally. Our police precept went up by 500 per cent in the 13 years of the last Government, and a lot of buildings were built that were not open to the public. A lot of money was thrown at initiatives that were not necessarily well thought through or assessed for their effectiveness. It was a question of “There is a problem. Let us throw some money at it and hope it works.” In lots of cases, it did not work. There was a huge waste of money and we are still dealing with the legacy of some of those issues, including the buildings that were built as part of Humberside police authority’s massive expansion programme of police stations that were never open to the public.
Money is not the answer to everything. We know that and I think the Government are going in the right direction in terms of trying to promote innovation. However, we have to be conscious of the fact that we are potentially getting to a point in policing where the line has been stretched very thin and we need to be careful in moving forward. I fear that if there is an upturn in crime any time soon, we may well not be able to respond as we would want to.
My hon. Friend mentioned the police and crime commissioner. Does he agree that we have seen a fundamental shift from a policing service that was too often looking to Whitehall to one that is grounded in the local community? Does he also agree that Matthew Grove in our area has done a great job of making sure that the police meet local needs, albeit they are struggling with limited resources?
Yes, I agree entirely. I shall end with the point that we need to look at whether the PCCs can take over the role of the fire authority as well and try to bring both services together.

Commons ChamberI am grateful to my hon. Friend, who led the Back-Bench business debate on Monday. He is absolutely right. The test for the rural fair share campaign, which I chair with my hon. Friend the Member for North Cornwall (Dan Rogerson) and the hon. Member for Workington, is to have an urban-based Labour MP, moderate and reasonable—quite a number are—if not exactly getting out the bunting and cheering at the prospect, then recognising the strength of the argument in favour of fairness and meeting the needs in rural areas.
It is not some sort of grab. I think that it was perhaps too easy under the previous Government, with a Labour majority, to use deprivation and the cry from the big urban areas to keep skewing the funding more and more. It was both politically convenient and the deprivation provided a kind of moral veil. The position we are in now, with a rural penalty of 50%, is indefensible. If it is defensible, will someone please stand up and make the case?
Age is also a key driver of cost. In rural areas such as the one I represent, we have both an elderly population and a great number of people on low incomes. That combination needs to be addressed, as does the cost of service delivery, because it is more expensive to deliver many services, although not all, in the rural East Riding than it is to deliver them in north Hull. The last thing I want to do is talk down the residents of north Hull or of any other part of the country, urban or otherwise, but we need to have another look at need and ensure that we, preferably with a broad consensus across the House, can have a settlement that is fair to all, even at a time of reductions in public spending, as we are seeing now.
I agree with what my hon. Friend has just said. Will he confirm that what we have actually heard today from Opposition Members is that they do not understand the argument about deprived communities, such as mine in Goole and across north Lincolnshire? They are continuing to defend a system that works against the interests of people in rural communities such as mine.
My hon. Friend is right. The Opposition have made it absolutely clear that they wish to maintain the unfairness that impacts on the services provided to his constituents day in, day out. That is their message. Further to that, every single Opposition Member who says that they do not want this level of reduction in the overall amount spent on local government is calling for that money to come from cuts to the NHS. That is the truth. The Labour party has made it clear that it will not protect the NHS. It is only the Government who are committed to doing so and Labour Members, in every impassioned speech they make, are calling for reductions in spending on the NHS—real-terms cuts in health—so that councillors’ pensions can be protected alongside services.

Commons ChamberNot quite. I am going to talk about east Yorkshire now; it is a disadvantage of representing two counties. [Interruption.] With almost perfect timing, my hon. Friend the Member for Beverley and Holderness joins the debate just as I move on to east riding.
We have a specific issue in a large part of east Yorkshire. Kingston Communications, the telephone service provider in Hull and the surrounding area up to Beverley, is a separate company that was developed by the local council. There is no BT provision in that area. KC’s internet service, Karoo, has a mixed reputation, but it is delivering broadband speeds of 100 megabits in parts of Hull. KC is, however, excluded from the national procurement framework. Will the Minister take into account the unique nature of the area, given that it has that historical network which specifically excludes BT? KC cables are installed not only in the area from Hull to Beverley but across the whole of east Yorkshire, and they could be tapped into as part of the roll-out.
The delivery of the East Riding’s broadband plan will be particularly difficult, because it is the most rural unitary authority in England. It has particular geographical problems and a lot of small, remote communities.
My hon. Friend will also know just how many small businesses there are in the East Riding of Yorkshire. It is not some rural backwater. There is a huge amount of entrepreneurial activity there, and it is increasingly reliant on access to the internet. That is why I congratulate him on securing this important debate tonight.
My hon. Friend is absolutely right. He is a passionate advocate of better broadband connectivity in his constituency, and I know that he takes a close interest in this issue.
If the funding gap for the East Riding broadband plan is greater than 50%, will Ministers look again at its funding allocation? We welcome the Government’s temporary announcement on broadband infrastructure planning, which we hope will speed up the roll-out. We also hope that safeguards will be put in place to accommodate reasonable objections, particularly in conservation areas. Will the Minister give a guarantee that the projects in east Yorkshire and north Lincolnshire are on course to be completed in 2015?
I am using the opportunity of this longer Adjournment debate to raise all these points, Mr Deputy Speaker, and I hope that it meets with your approval that I am taking more time than usual. There are two counties involved and the case for each of the broadband delivery plans is compelling. I hope that the Minister will be able to respond to my questions on wireless, on North Lincolnshire’s position on the list, on whether there will be a funding gap in the East Riding, and on whether we can look into the KC issue.
I thank my hon. Friend for that intervention. I should tell him, kindly soul that I am, that I mentioned those colleagues earlier in the debate. We are all on the same page on this issue.
My final point is on the same topic but goes off on a slight tangent. It relates to 4G. We know that 4G technology is going to play a part in the nation’s broadband solution, and it is particularly important for people on the go. For many, that is equally as important as their broadband at home. It is always good to cite a report in Parliament, and I should like to mention one produced by Capital Economics, which found that the deployment of 4G broadband could create or protect 125,000 jobs nationally and lead to £5.5 billion-worth of direct investment over the next three years, adding 0.5% to the UK’s gross domestic product.
We had a conversation recently with Everything Everywhere, which I believe is Orange and T-Mobile, and it has been given permission to roll out 4G on some of its spectrum—tomorrow, I believe. It is important that the 4G spectrum auction, which has already seen significant delays—I want to press the Minister on this point—happens as soon as possible, so that consumers can benefit from more competition in the market and have good access to superfast broadband not only at home, but when they are on the go, too. On those points, I conclude and look forward to hearing the Minister’s response and his assurances.

Commons ChamberI am grateful to my hon. Friend. Now that a 5% VAT rate has been introduced, does he agree that any Government, whether the coalition or a future Labour Government, would be ill-advised to return to this issue with any form of increase? The level of 5% can be accepted. People do not pay council tax on these caravans. We are talking about a compromise, but one that can last, that the industry can live with and that the political establishment should live with. Indeed, no Government should ever think of returning to the issue at any time while even someone as young as my hon. Friend is in this House.
I am being abolished at the next election anyway, so there are only three years in which the Government might have to worry about me. However, they would frankly be stupid—if that is not unparliamentary language—to look at the issue again. I think any Government will take note of the campaign.
The final assurance I seek from the Minister is that we will continue to be conscious that there will still be a potential impact, as was mentioned in interventions by the hon. Member for Kingston upon Hull North (Diana Johnson), who also fought valiantly. I hope that the Treasury will continue to monitor that.
In the final minute, I want quickly to say something about the Opposition’s VAT cut for millionaires, which I think is what they are proposing. Whereas we on this side of the House have decided to target tax changes at those struggling the most—for example, by raising the personal allowance and taking some of the poorest out of tax altogether—the Opposition policy is to issue a massive VAT cut for high earners and millionaires, and just to pepper money around. The Opposition are not quite sure how much—they have not told us, although we think the figure might be £12 billion—and they do not know for how long the measure would be in place. What a policy! The interesting thing we have learnt is that we now know that the Opposition’s official policy is to support, ultimately, VAT at 20%, because they have said that the measure would be temporary, meaning that they have therefore definitely agreed the 20% rate.

Commons ChamberI am grateful to the hon. Lady for her intervention and I share some of those concerns. I hope that, in this coming week, those on the Government Front Bench will be able to allay those concerns. Last week I visited an academy, called the Ashcroft technology academy. It has a centre it calls the ARC, which specialises in looking after children on the autistic spectrum, and an AWA—an academy within an academy—for children otherwise at risk of exclusion. By using those innovations, the academy has done a tremendous job of looking after those with special educational needs as well as intervening to ensure that there is not a higher than average number of exclusions from the school. Academies can be part of the answer and the innovation that they allow can improve the situation in the average school today.
I thank my next-door neighbour but one for giving way. On that point, does he agree that academies must not be allowed to use exclusions as a way of driving up standards? Does he also agree that what we heard from the shadow Secretary of State failed to recognise that the people in academies are teachers—professionals, and people in a caring profession who went into it for the right reasons? They care about children, and they are the same as teachers in any other state school.
I am grateful to my hon. Friend for his intervention and the last thing I would want to do is to disrespect those in the teaching profession. On the other hand, however, in any change in Government, it is enormously important to examine the incentives created for those on the front line. If those incentives incentivise the wrong behaviour, we can expect more of that behaviour.
It is true that academies have twice the rate of permanent exclusions of the average school. A question for those on the Front Bench to answer—perhaps the Schools Minister will do that when he winds up—concerns what steps can be taken to ensure that that rate of exclusions does not continue. What if that rate accelerates under the incentives for the schools in the academy system that have been made free? What powers will remain with the Secretary of State and with local authorities to ensure that that does not happen? We need to understand the incentives in the system. Not every teacher will be the best teacher and not every head will always be driven by the highest possible motives. It is necessary to build a system that is robust, even when it is staffed by people who are not of the highest possible calibre.
Such issues are why I am concerned by the speed at which the legislation is going through Parliament. It would be a great shame if something so potentially beneficial were damaged or discredited by over-hasty execution. The Bill delivers a Conservative manifesto commitment on a policy that has been clear for years, but none the less parliamentary scrutiny is necessary and beneficial for any policy. It should not be rushed and when it is, as the last Administration found, the errors usually rebound on the Government who put it through. I ask Ministers to think carefully about implementation this September—whether we are talking about hundreds or, perhaps, as few as 50 schools. Is it worth the candle to put the Bill through so swiftly? I shall leave Ministers to think about that.
I felt that the Secretary of State was quite right to move swiftly to halt the scandalous waste involved in the Building Schools for the Future programme, notwithstanding the fact that my Committee will take evidence from both the shadow Secretary of State and the Secretary of State next week. I am clear in my opinion on this subject, although I shall of course listen to the evidence and weigh it carefully along with my Committee colleagues.
The embarrassments caused were of the programme’s making, not the Secretary of State’s. His swift action took courage and will result in more building improvements to more schools in more need. Every day of delay cost money and cheated children and he did the right thing. I am not so sure about the speed of this measure, however, and that is why I ask him to reflect on that, but I am absolutely sure that history will judge his move on Building Schools for the Future as both brave and right.
