I seek a little more clarification on that point. I absolutely accept the Minister’s points. I do not want to stray beyond the narrow interpretation of the regulations into uncharted waters, but he will be aware that sensitivities in relation to such issues, including among Members, are inevitably highlighted by individual incidents and accidents, a couple of which have been mentioned in this debate. We can see the river outside, and we know that tragic incidents occur on inland waters, too. Perhaps the Government will think about how they might be even more proactive in that process without necessarily resorting to major new secondary or primary legislation.

I sympathise with the hon. Gentleman’s intention to ensure that we do everything we can to protect life. One problem we face is in connection with the recent Court of Appeal ruling on what constitutes a vessel in the case of an accident involving a jet ski. The Railways and Transport Safety Act defines a ship as a “vessel used in navigation”. The Court of Appeal held that that means that, to be a ship, a vessel must be used to make ordered progression from one place to another. A vessel or buoyant craft simply used for having fun without the object of going anywhere does not fall within the meaning of “ship” in the Act. The Court of Appeal has therefore decided that a jet ski is not a ship within the legislation. We could be getting into difficult territory, because making that change would not simply be about amending legislation. If we needed to take action, we would need legislation that addressed some of the issues raised by the Court of Appeal.

We have had a useful discussion today that demonstrates the high regard that hon. Members have for the maritime industry and the vital part it plays in sustaining our nation’s wellbeing. In particular, it is evident that we share a strong commitment to upholding safety at sea. I welcome the support shown today for the regulations as part of the continuing effort to address the risk posed by excessive alcohol consumption by seafarers.

What an extraordinary spectacle we have seen on the Government Front Benches! As the hon. Member for Harrow East (Bob Blackman) said, a set of proposals are being brought forward on important issues, and my hon. Friend the Member for Hayes and Harlington (John McDonnell) has spoken at length—some might have thought that he spoke at too great a length, but that is not for me to judge.

During all that, however, those on the Government Front Bench have remained mute on an issue of great importance to Londoners and to us all. I want to know why the Government have taken that position. Has the Minister consulted with the great helmsman of infrastructure, the Chancellor of the Exchequer, who will not be happy that the Government are not putting forward a position on the Bill? If he wants to intervene on me, he is welcome to.

A number of amendments have been tabled that, in my judgment, have very little support, even on the Labour Benches and among London Members whom the Bill affects directly. My hon. Friend is absolutely right. Although an ambulance can use a bus lane when responding to an emergency, it is otherwise up to a local authority to use its discretion on that matter. Indeed, local authorities such as Labour-controlled Manchester and Sheffield do not allow ambulances in bus lanes. I have written to every local authority in the country to make that point and ask them to bear it in mind when they make their local decisions.

The Minister has talked in detail about privatising buses and bus lanes, but the process needs more than warm words from the Government; it means bus lanes with strong local management and control of funding. Why will the Government not sign up to our franchising proposals to allow communities and councils to plan a network that includes the bus lanes they need? Why, instead of real localism, have this Government presided over a failed record, with bus fares up 25% and 2,000 routes cut, and a broken bus market, which lets users down, but which Labour will fix in government?

The Government have a very good record on buses. Bus companies, including the one in my constituency, have very full order books, because they are investing as never before in new buses on routes such the one north of Whitby in my constituency. We have a very good record to protect.

May I extend the Government’s condolences to the families of the 283 passengers and 15 crew, including 10 British citizens, who were killed? Indeed, at the European Council in Luxembourg, we had the opportunity to express condolences to my Dutch counterpart; a very large number of the casualties came from his country. The ICAO has set up a taskforce to look at the provision of over-flights in conflict zones, and the UK is participating actively in that work.

May I associate myself with the Minister’s condolences to the families, not least our own UK citizens? After MH17 was shot down, I wrote to the Minister in August to ask how the Government would ensure that all airlines had equal access to recommendations based on authoritative intelligence about safety over specific conflict zones. I also asked him to reconsider his reserved powers so that passengers, pilots and airline staff in the UK could have confidence in the process. His reply was that he was looking into it. After eight weeks in which conflicts in Iraq and Syria have intensified those concerns, what changes has he made?

I have already explained that work is being undertaken at an international level. Indeed, the Secretary of State has power to direct airlines not to fly over particular locations and the independent Civil Aviation Authority can issue a notice to airmen—a NOTAM—instructing pilots not to fly over those areas. Ultimately, it is up to the airline and the captain to take the decision, based on the best available information they have.

I represent a constituency in the north of England and my constituents rely on regional airports. In fact, I would rather call them local international airports. Manchester is one of the premier local international airports and I very much enjoy using it. It has exciting plans for further development.

Regional airports fear that the Government are not doing enough for connectivity, not least to London. Those concerns are reflected in the most recent Davies commission report. In his Budget, the Chancellor grandly announced more money for the regional air connectivity fund, but name-checked airports that are not currently eligible. The ones that definitely are eligible still have no guidance on how to apply. In addition, Ministers still have no green light from Europe to say that airports with 3 million to 5 million passengers, such as Newcastle, can apply. Only one airport—Dundee—is confirmed to get any money so far. How can we be sure that airports such as Newcastle, Leeds Bradford and Norwich, or anywhere else for that matter, will get more support from the Government by 2015?

As the hon. Gentleman knows, the Government are very successful in negotiating in Europe when we need to get a deal. Having spent five years in the European Parliament, I know that we are always keen to engage and ensure that like-minded member states can come to an accommodation. We are optimistic that we can have a positive outcome with the European Commission. We will have further information for airports wishing to apply during the autumn when the details have been hammered out, so that we can comply with the state aid rules and ensure that the money goes to important regional airports such as Newcastle, which I know has aspirations to have flights to the United States.

The Government are blocking an EU directive that bus drivers should have disability awareness training. In January, the Minister promised me a review in March, but in response to a later question he seemed to back off that promise. With my letter on this to his Lords colleague at the end of March still unanswered, when will the Government keep his promise to the House and stop letting disabled people down?

I will certainly ensure that the hon. Gentleman receives a reply to his letter. I am somewhat surprised that he has not had one already, but I will find out what has gone wrong. As we discussed in Westminster Hall recently, the voluntary approach is working very well with over 75% of drivers having this sort of training, which is important to ensure that disabled people have equal access to all forms of transport.

A number of local authorities up and down the country are looking at intelligent ways of addressing that problem, including utilising dial-a-ride and community buses more. People tend to defend the status quo, but it is often the case that alternative solutions can be more acceptable, particularly to older people who travel during the daytime.

Does not bus availability also include bus accessibility? With fares going up and the number of services going down, are Ministers not making disabled passengers second-class citizens by ducking out of enforcing new European standards that require bus operators to give their staff disability awareness training, as rail operators have to do? The Transport Select Committee, disability charities and tens of thousands of disabled people think that the Government should sign up to that new standard. A month ago, the Minister promised in Westminster Hall that his Department would review the training opt-out in March. Will he now tell disabled passengers whether he will give them that support—yes or no?

As I made clear during the Westminster Hall debate, a large number of bus operators are doing this voluntarily, and we certainly support a voluntary approach, rather than regulation.

Absolutely—I could not agree more. Sadly, one of the problems that we face is that we are dealing, of course, with upgrading some Victorian infrastructure that was not built with disabled people in mind at the time.

I am sorry that members of the Select Committee were not entirely satisfied with the response to the Committee’s recommendation that the Government should require bus operators to introduce audiovisual systems across the bus network. We recognise that many people find audio and visual announcements useful for travelling, and we understand the social benefits of having such systems on buses—in fact, they are useful for all bus users—but we are aware that this technology comes at a considerable cost. Our findings show that installing audiovisual technology on all new buses could cost between £5.75 million and £9.7 million per year. These figures are based on projections that between 2,500 and 2,800 new buses could be registered each year through to 2015.

May I just make some progress, because there is good news?

We have previously written to the bus industry to encourage it to work in partnership with local authorities to see whether the uptake of these systems can be increased on a voluntary basis. However, the Government support the industry’s drive towards developing and promoting the use of smartphone technology to assist blind and partially sighted passengers, as well as able-bodied passengers, as an alternative to audiovisual announcements. Indeed, as the hon. Member for Hartlepool (Mr Wright) said, while the technology on the bus can give information to the person on the bus, smartphone technology can give that person information on their journey to the bus stop and at the bus stop, as well as other information that may be useful to them.

If we are not careful, we could be guilty of looking at the last generation of technology without looking at the next generation of technology, which has tremendous potential to give people information they need about all types of transport delays or updates. Indeed, the Government’s innovation transport systems catapult fund is available for this type of technology, and the Government and Transport for London are keen to share data and to make their data open, so that there can be innovation in the use of apps and other smartphone technology to ensure that people can access the information that is freely available.

I am grateful to the Minister for giving way and I strongly appreciate the point that he makes about leapfrogging from existing situations with audiovisual systems to the use of apps. Such apps may all be useful and helpful, but I caution him that the idea, the practice and the roll-out sometimes take a little longer than people think, even in this digital world. However, we are talking specifically about costs now for audiovisual systems. The Minister has quoted some figures, so will he make the results of that research publicly available to all Members and place them in the Library, so that Members can judge them for themselves?

Yes, by all means. I am happy to ask my officials to do that. However, we are keen to ensure that we do not place undue burdens on operators, many of whom—on certain routes—are facing particular financial difficulties, although I noted the points that were made about Stagecoach and its profitability.

I have already pointed out that in 2011 and 2012 we provided a total of £20 million in additional funding for rural areas. In some rural areas which are sparsely populated, there may be alternative solutions, such as dial-a-ride, car sharing or similar schemes, which may be more appropriate for the more remote rural areas.

While the number of bus passengers falls and fares rise, this Government have stopped the Vehicle and Operator Services Agency, which checked bus operators’ punctuality, doing so properly. People need to know how reliable their buses are, as will the new local transport bodies planning their services, so why are Ministers keeping consumers clueless and local transport bodies toothless?
