Commons ChamberThere will be questions to the Foreign Secretary on 21 February, which will provide an opportunity to raise Yemen. The right hon. Gentleman may wish to take other parliamentary opportunities available to him to focus on Yemen at greater length. The Government have never concealed the fact that trying to bring about a peaceful resolution to the conflict will be a difficult business. If there were an easy answer it would have been found by now. We continue to support the work of the UN special envoy on Yemen, who is striving ceaselessly to bring about the ceasefire that both the right hon. Gentleman and I wish to see. The Department for International Development continues to do what it can to bring humanitarian assistance to those who are in such need.
This week, a petition raised by the parents of April Jones, who lived in Machynlleth in my constituency, reached 100,000. April was just five years old when she was abducted and murdered. The person responsible, Mark Bridger, is now in prison. The petition calls for tougher sentences for those looking at child pornography on the internet and greater control of internet search engines. Will the Leader of the House urge the Petitions Committee to bring forward an early debate on April’s law as soon as possible?
I understand completely the way in which this appalling and tragic case has shocked the community of Montgomeryshire and the wish of so many people to see this debated in Parliament. As my hon. Friend will understand, it is not for the Government but the Petitions Committee to allocate time to debate e-petitions, but I am sure the Chair of the Petitions Committee will want to consider carefully the case he has made.

Commons ChamberI have to say that 5G is some way off, but I am pleased that we are investing in the research. The hon. Gentleman may be looking at our plans to clear the 700 MHz spectrum, which will provide even better mobile coverage, but I know that he will rise with me to applaud the licence deal that we did with the mobile operators to get 90% geographical coverage around the UK by the end of 2027, with his interests firmly in our hearts.
11. What plans he has to promote and strengthen the Welsh language.
Well, what can I say, except that we are committed to the Welsh language? We are committed to providing Government services in the Welsh language, and we are firmly committed to S4C.
Does my hon. Friend agree that S4C plays a key role in promoting the Welsh language in Wales? Does he understand that the widespread disappointment that people in Wales feel about the DCMS contribution was significantly reduced in the autumn statement?
I am afraid that my glass is half full on this one. We secured £83 million of funding for S4C in 2012-13, and that funding remained broadly stable for the lifetime of that Parliament. Even now, if we take into account the contribution made by BBC News, S4C will receive a guaranteed income of some £90 million a year. That is guaranteed income, which any other media company—obviously, apart from the BBC—would cry out for.

Commons ChamberI have not looked at those details in Marks & Spencer, but every company today benefits from being a responsible employer and a responsible organisation. The hon. Lady has made her point very articulately.
Will the Leader of the House schedule a debate in this Chamber on the protection, status and promotion of the Welsh language? Every Department here has a statutory duty to comply with Welsh language legislation. The Department for Culture, Media and Sport has a statutory duty to enshrine the Public Bodies Act 2011 to ensure that there is sufficient finance. Britain must not lose this beautiful culture, or treasure, that is “yr iaith Gymraeg”, and we need a debate to ensure that that does not happen.
I know that every Department takes this issue very seriously—in my time in two Departments, we were always careful to provide proper information to Welsh language speakers in Wales. I absolutely agree that to protect the diversity and culture of the UK as a whole we must protect the Welsh language, as well as the culture and traditional languages in areas now represented by the SNP. We have a duty to protect the diversity of the entire UK.

Commons ChamberI congratulate the hon. Lady on her election. The whole point of the reforms that we put in place in the previous Parliament is that, ultimately, the decisions rest with GPs. In my own constituency, where there was a similar situation, I consulted all the local GPs. It became clear that they did not want change, so change did not happen. I suggest that she does the same.
This morning, the Government issued two written statements about the future of onshore wind. They are important policy changes, especially when linked with the Prime Minister’s clear assurance two weeks ago that any wind farm without planning permission currently will not receive any subsidy whatsoever. May I add my request for a written statement so that we can explore the implications of those changes, particularly on my constituency of Montgomeryshire, which is threatened with desecration?
I very much hope that the changes we have announced today will prevent any such desecration. My comments about beautiful areas apply equally to the beautiful areas of his constituency. It is one of the loveliest parts of Wales, and I hope that the changes will protect his constituency for the future. I also hope that he will take advantage of next week’s Department of Energy and Climate Change questions to ensure that the Secretary of State gives him that further information that he is looking for.

Commons ChamberIt is about not only the needs of the whole kingdom, but fairness to the voters of England and to the representatives in this House of the voters of England. I hope that the hon. Gentleman will read the Command Paper and look at the options, because some of them are designed to determine whether there is English consent on English matters without excluding from those matters Members of Parliament from other parts of the United Kingdom. I will be interested to hear his views when he has considered that.
I greatly welcome the statement by the Leader of the House and the Command Paper. The enhanced settlement of devolution to Scotland and Wales inevitably means that the English question must be addressed. Does he understand the concern of the current Member of Parliament for Montgomeryshire, and indeed any future Member of Parliament for Montgomeryshire, that almost the entire health care delivery to that constituency is delivered in England—not a part of it, but almost all of it? It seems inconceivable that that MP would not have any say at all on those powers.
As I have already said, I very much understand that point. My hon. Friend has been very assiduous in making that argument over recent months. That is why at least one option does not exclude Members of Parliament from other parts of the United Kingdom from speaking and voting on these issues while determining whether there is English consent. It is also why we must be careful in how we define the cross-border issues, so that MPs are not unfairly excluded when there is such a strong structural relationship between the health care needs of people in parts of Wales and its provision in England.

Friend the Secretary of State for Business, Innovation and Skills has been dealing with these matters and has held a briefing about them, so I have no doubt we can furnish the hon. Lady with more details on these issues, but it is very important to maintain a commitment to free trade, which has been a characteristic of the United Kingdom over many centuries, and which has invariably brought greater prosperity to the people of the UK, as well as to people all over the rest of the world. The TTIP is another major opportunity to boost free trade across the world.
Q11. A vote next week in favour of an independent Scotland will have major, damaging implications for Wales. Does my right hon. Friend agree that my fellow Welsh citizens who care about the future of our Welsh nation should be hoping and praying for rejection of the break-up of the United Kingdom?
Yes, absolutely, and I think they are. I regularly consult at least one Welsh citizen, and on the evidence of that the Welsh are very much hoping and praying that the UK will not be broken up. My hon. Friend, I know, speaks very well for his constituents in mid-Wales. All of us in the United Kingdom would be diminished by the break-up of the United Kingdom. We are something greater than the sum of our parts, and that is well understood across the UK. The impact on Wales would be unmistakable.

Commons ChamberOf course, I have to remind the hon. Lady that the contract was awarded to Atos by Labour in the first place. As she says, we are exiting the contract early, and of course there will be a substantial financial settlement to the Department for Work and Pensions as a result. We will continue to monitor the performance of Atos until its exit early next year and we will find a new provider to deliver the best possible service for claimants.
Will the Leader of the House arrange for us to have a debate on the future of the beef industry in Britain, which is currently experiencing a catastrophic collapse in prices as a result of imports, in which we can focus particularly on the country of origin, whether it be Ireland or other European countries?
I am not sure whether my hon. Friend had an opportunity to catch your eye, Mr Speaker, during Environment, Food and Rural Affairs questions. If he did not, I will of course ask my hon. Friends at DEFRA to respond directly to him about the issues that he raises.

Bowel cancer is often a completely curable disease, but a key to successful treatment is early diagnosis. May we have an urgent statement about the effectiveness of bowel cancer screening programmes, particularly in relation to access to colonoscopies, and a comparison between the effectiveness of bowel cancer screening services in Wales and in England so that we can gain best practice?
I will ask my hon. Friends at the Department of Health to respond in detail, particularly on the point about comparisons. We should be very pleased that during this Parliament we have seen the roll-out of the bowel cancer screening programme across England. We look forward very positively to being able to roll out flexible sigmoidoscopy, as we plan over the next three years, which will enable not only early diagnosis of bowel cancer but early interventions. That will make a further big, positive step forward.

Commons ChamberThe Government have been very clear that in banks where we exercise a shareholding responsibility on behalf of the taxpayer, the level of bonuses will come down, bonuses should be paid in a form that can be recovered if people do not deliver and bonuses should often be deferred so that they can be linked directly to the long-term increase in the value of the business and the benefit to customers. Of course, there are many banks in which we do not have that shareholding responsibility. Those banks are subject to the law and to their shareholders, but that is as far as it goes.
What is important is that we have a more competitive banking system. That is what the Financial Services (Banking Reform) Act 2013 and the measures that we are putting in place will achieve. There should be more challenger banks. People can and should make their own judgments about which banks are providing them with the right service.
This afternoon a general debate on Welsh affairs will be held in this Chamber. Does my right hon. Friend agree that that is a hugely welcome development, so close as it is to St David’s day, and that it should be standard practice to hold a similar debate every year as part of the programme of the House?
I am grateful to my hon. Friend, and in this instance credit goes to the Backbench Business Committee. It has demonstrated that it is responsive to Members in this House, and the Welsh affairs debate today is very positive. I hope, for example, that Members will look forward to the changes that the Government are planning to bring forward in the draft Wales Bill, and it might be an opportunity for those on the Opposition Front Bench to explain why they are opposed to further devolution of tax powers to the Welsh Government.

Commons ChamberI am glad that my hon. Friend has had this opportunity to pay tribute to the work that is being done in his constituency. I cannot promise a debate immediately. He will have heard what I said about opportunities for questions, but it is important, none the less, that we have the opportunity to discuss how the implementation of our commitment to increase places for two-year-olds—this follows the introduction of our scheme for three-year-olds—will enable all young people to have access to the best possible early start in education.
At yesterday’s Welsh Grand Committee, the Opposition completely torpedoed what we thought was an all-party agreement to grant tax-raising powers to the National Assembly for Wales and to make the Welsh Government fiscally accountable. May we have a statement in this Chamber on what was a stunning U-turn by the Opposition so that we can expose Labour as an anti-devolutionary and anti-Welsh party?
I am interested in what happened at the Welsh Grand Committee. In fact, the Deputy Leader of the House and I visited it yesterday morning for the first hour of the debate. Like my hon. Friend, I was astonished to hear the Opposition saying that they were opposed to this major extension of devolution to Wales. We are in a position to give the people of Wales the opportunity, through a referendum, to decide whether they want devolution. The Opposition seem to be against that.
