It is a pleasure to serve under your chairpersonship, Mr Twigg, and I congratulate my hon. Friend the Member for Newport West and Islwyn (Ruth Jones)— I hope I have got that right—on securing today’s debate and on her excellent speech.
The RSPCA is not just the UK’s largest animal welfare charity, but one of our nation’s most treasured and recognisable institutions. For a startling 200 years, it has been kept afloat thanks to the generous donations of the British public, which just goes to show that we truly are a nation of animal lovers and cherish the work done by the charity to help animals. The RSPCA’s work stretches across every part of the country, and I look forward to visiting my local branch on Friday. It is a shame that the life of an MP is not more compatible with pet ownership, otherwise I would not be leaving there empty-handed; in fact, I would probably leave with an armful.
The RSPCA’s workload is staggering. Last year, it averaged more than 2,500 calls every single day, received more than 20,000 abandonment calls and rehomed 27,000 animals. We appreciate all that it does. It is heartbreaking to hear stories of pets being abandoned by their owners. Sadly, the cost of living crisis and the surge of so-called pandemic puppies have created a perfect storm, whereby more and more people cannot afford to properly care for their beloved companions.
That is counterintuitive, isn’t it, because having a pet can be one of the things that keeps people’s mental health so fit and together. As I mentioned earlier, the cost of running my local centre is £1,300 a day, but where they can match pets with people, those people often benefit enormously from improved mental health because of the company of an animal.
I thank the hon. Member for that pertinent point. Throughout covid, which was stressful for everyone, people’s pets were their comfort and also their form of exercise. It is proven that dogs will calm us down when we are in distress and give us something to get up for in the morning.
As difficult as it can be, the RSPCA is always there if owners can no longer afford the cost of owning a pet. There is never an excuse for abandonment, but however the animals get to the RSPCA, it is there for every one of them. I am an animal lover; my father adopted a dog for me when I was a child and I adopted a cat some years ago. When I adopted the cat, I was surprised at the thoroughness of the vetting: we were interviewed, and someone came to my home to check the garden, to see whether we were on a busy road and to do the matching mentioned by the hon. Member for Wells and Mendip Hills (Tessa Munt). It is comforting to know that pets that have sometimes been abandoned are going to the right people in the right places who can look after them. I imagine that looking after a Chihuahua and looking after a Great Dane are different things— I have not had either, but I imagine there are different focuses and different housing abilities when doing that.
The ban on puppy and kitten smuggling is long overdue. The previous Government dragged their feet on it for far too long and animals have suffered as a result, so I look forward to hearing from the Minister about his plans in that area.
I also welcome our manifesto commitment to work towards phasing out animal testing. Although it has been vital for many of our most important scientific and medical discoveries, technological advances mean we can look forward to an age where it is no longer needed. I hope the Minister can outline the way forward for us.
I am confident that the Government’s work on these issues will extend beyond our manifesto commitments, to ensure that we remain world leaders in animal welfare. Given the RSPCA’s expertise, we must listen when it calls for legislative changes. Colleagues have mentioned regulation, and the suggestion from my hon. Friend the Member for Newport West and Islwyn should be listened to. I will be interested to hear what the Minister says about establishing an animal health strategy, which I feel would have the support of Parliament, should it proceed.
I again thank my hon. Friend the Member for Newport West and Islwyn—I have said that so many times now that maybe I will remember it—for giving us the opportunity to celebrate 200 years since the RSPCA was formed. This debate has been a great chance to reflect on how far we have come and to discuss what more there is to do, and I look forward to seeing real progress in the years ahead. Most of all, I thank all those associated with the RSPCA—the donors, the workers, the board members and the fundraisers. I really want to congratulate them and wish them a happy 200th birthday.

Commons ChamberI rise in support of today’s motion to revive the Animal Welfare (Kept Animals) Bill. I hope that Conservative Members see that this issue stretches beyond party lines and will stand with us to improve the lives of millions of animals.
This year alone, hundreds of constituents have contacted me to call for more stringent animal rights. The Government’s introduction of the kept animals Bill two years ago was welcome. It included a wide range of long overdue measures, ranging from tackling the keeping of primates as pets to cracking down on puppy smuggling and banning live exports. I looked forward to the Bill’s progress and to working cross-party to ensure that it met its aims, but we now see that the Government were simply paying lip service to the millions who support those changes. Two years of delays and three Secretaries of State later, the Bill has been dropped for good, giving the green light to puppy smugglers and those who profit from such abhorrent practices—yet another broken Tory promise.
The 2019 Conservative manifesto was perfectly clear. It said, word for word:
“We will crack down on the illegal smuggling of dogs and puppies… We will end excessively long journeys for slaughter and fattening… We will ban keeping primates as pets”.
Like so many other promises, those commitments now lie in tatters.
Ministers now say they will take forward each part of the Bill separately but, after so many broken promises and no clear timetable, how do they expect the public to trust them to deliver? Two years ago, when the Bill was introduced, the Government
“committed to improving our already world-leading standards”,
but that is a far cry from the reality we see today. Under this Government’s watch, Britain’s proud record of being a leader on animal welfare standards is quickly diminishing. We are now falling behind Australia on banning primates as pets, behind the EU on ending the use of cages in farming and behind New Zealand on ending live exports.
Is the hon. Lady aware that, yesterday, we announced a consultation on banning primates as pets, which will enable us, through secondary legislation, to get that on to the statute book far faster than if we relied on the kept animals Bill? Does she agree?
I thank the hon. Member for her intervention. We already have a Bill ready to go. It is oven-ready. It reached Second Reading and was ready to go the full distance. Her party chose to put a stop to it.
That U-turn flies in the face of so many experts on the frontline tackling these issues. The Royal Society for the Prevention of Cruelty to Animals has warned that the UK is
“facing the prospect of a dramatic downward spiral in animal welfare.”
It makes no bones about it: while this Government dither, animals suffer.
We are a nation of animal lovers. Polling shows that 80% of the public agree that animal welfare should be protected by the Government through legislation. Very few issues garner as much widespread public support as this one. It is therefore all the more baffling that Ministers would choose to turn their backs on all those who wish to see change.
The only people celebrating will be those who benefit from these terrible practices that will now remain legal. It just shows whose side this Government are on: not the millions of us who want to see an end to the abuse and mistreatment of animals, but those who continue to profit from puppy smuggling and other despicable practices.
I know the Minister and have every respect for her; we have worked together on a number of issues over the years and I know of her compassion. I only fear that she has been sent here today to defend the indefensible. I hope Members will send a strong message today that we are committed to ending animal suffering once and for all by voting in favour of the motion.

That this House has considered funding for the Upper Don Trail.
It is a pleasure to serve under your chairpersonship, Mrs Cummins. I am delighted to have secured the debate to sing the praises of the Upper Don Trail. A trust of volunteers has worked so hard to bring out the best of that natural corridor through the north of Sheffield.
The Upper Don Trail is a natural trail that runs six miles along the route of the River Don from the city centre out to Stocksbridge. It takes in a combination of modern developments, historic woodland and industrial sites along its passage. In my constituency, the trail passes many notable sites, such as Hillsborough College, the Mondelez sweet factory, the Fletchers bakery, Sheffield Wednesday Football Club and the Béres factory, home to the world-famous pork sandwich shop, much loved by the people of Sheffield. In places, the route meets national cycle network route 627 of the Trans Pennine Trail.
To follow the route is to follow Sheffield’s industrial past—former steelworks and small manufacturing factories run alongside much of the route—and the story of Sheffield’s ongoing redevelopment and future potential, as many former industrial sites are going through the process of development. Currently, cycling infrastructure from the city centre to the Peak district through Hillsborough, Stocksbridge and Oughtibridge is a mixed bag. The trust’s ambition is to raise the standard across the trail to ensure that it is accessible, flat and off road, and follows the course of the River Don.
In many places along the trail, that ambition has worked well. Many developers and councillors have ensured that where sites are developed, the trail is included in the scheme. The trust, through hard work, has completed improvement works on 8 km of the trail, and has secured funding for a further 9.3 km. Only 2.5 km of the trail still requires a funding proposal. Although Sheffield City Council and Barnsley Council are both incredibly supportive of the scheme, their hands are tied by funding limitations and Government requirements for active travel schemes.
The signs of development can be seen as the route leaves Stocksbridge and heads towards the city centre. Indeed, just outside my constituency, the route through Beeley Wood is paved, opening a safe and popular route to walkers and cyclists away from the busy Middlewood Road North. The trail then runs along roads for a stretch before re-joining historic woodland at the Herries Road railway viaduct and Wardsend cemetery, a resting place for fallen soldiers from the first and second world wars. Despite losing its Commonwealth War Graves Commission status, the cemetery is maintained by a team of passionate volunteers who work tirelessly to ensure that the peace and natural charm are as open to as many people as possible.
As the trail enters my constituency, the disconnect becomes apparent, with users of the route having to walk alongside busy roads for a long period, and cyclists left with little choice but to continue along the busy dual carriageway into the city centre. I was pleased therefore to hear of investment by Sustrans, matched by Sheffield City Council, to construct a fully accessible route in my constituency between Herries Road and Wardsend cemetery. However, I understand that that exciting project has been put on hold, owing to engineering difficulties.
The trust remains committed to enhancing that portion of the trail. I was pleased to join them and other local groups for a work day in September to improve the existing footpath. The trust and many residents were disappointed when the planning committee decided not to include an active travel scheme to connect the trail by improving the existing on-road cycle route, but as a former councillor I know that planning committees must vote with the legislation. Therefore, I encourage the Minister to liaise with the Minister for Housing to ensure that planning officers and committees have more scope to ensure that active travel requirements are a condition of approving large developments.
The Upper Don Trail Trust’s emphasis on active travel and outdoor leisure activities is clear to see. The trail allows for a vast range of activities, ranging from rambling to rock climbing and cycling to kayaking. The trust works closely with local councils and other organisations to improve the trail’s accessibility and prominence. Sheffield’s seven hills and busy city roads may naturally put many people off cycling. After the Tour de France came to Sheffield, many local people took up cycling. The Upper Don Trail is benefitted by its mostly flat route, but the disconnected portions of the trail mean that it cannot yet claim to be a completely off-road network.
Active travel delivers immense benefits in a whole range of ways. The trust’s ambition is for people to use the trail on their daily commute as much as they would for leisure. Giving people the opportunity to travel to work, school or college in a more active way has been proven to do wonders for their physical and mental wellbeing. The NHS recommends that adults complete 150 minutes of physical activity a week. With active travel, that can be achieved through a 15-minute commute each way, five days a week.
The trust has identified that many are eager to cycle on their commute, but find the prospect of mixing with cars on busy roads daunting. That is reflected across the country, with research showing that 62% of adults feel that it is too dangerous for them to cycle on the roads near them. The Upper Don Trail Trust’s plans would allow cyclists in Sheffield to commute through tranquil scenery, surrounded by woodland, rather than through loud and busy junctions.
As we all know, active travel is a key tool in our fight against climate change. By encouraging people to commute via carbon-free methods wherever possible, we can help to care for our planet at the same time as improving air quality in the local area. Air quality is an ongoing issue in Sheffield, as it is in many towns and cities across the UK. Along with most other cities in England, Sheffield has reported illegal levels of harmful nitrogen dioxide in some areas. Those toxic fumes can cause respiratory problems, including asthma, and damage the respiratory tract. Long-term exposure has also been linked to chronic lung disease. There is therefore a strong public health argument for schemes such as the trust’s, which allow people to run, walk and cycle in woodland away from traffic. That would also help to improve the air quality in our urban city centres by encouraging more people to switch to carbon-free travel on their commutes, thereby reducing cars on the road.
The trust also does excellent work to ensure that activities on the trail are accessible to everyone. For example, the trust’s ambition is to have more accessible footpaths leading down to the Don river. That would provide better access to the river for wheelchair users and people with other disabilities, so that they can take part in activities on the river, such as canoeing.
An army of local volunteers works tirelessly to keep the trail going. That includes Friends of the Porter Valley, a brilliant group who conserve the Porter and Mayfield valleys, a short distance away from the Upper Don Trail. Volunteers from the group often come over to help to renovate and maintain the trail. I place on the record my thanks for their invaluable work.
The reality is that the trust’s ambitious plans need the proper funding to unlock the true potential of the Upper Don Trail. Fundraising often forms the bedrock for funding projects such as this. For example, the Friends of the Porter Valley managed to raise more than a quarter of a million pounds to make improvements to the mill pond at Forge Dam. Sadly, however, many parts of my constituency close to the Upper Don Trail have high levels of poverty and deprivation. Hence, it is difficult for the trust to fundraise enough money in those areas to fulfil its vision.
That problem risks creating a postcode lottery for the enjoyment of nature. Everyone, regardless of background, should have the right to access the natural woodland close to them. However, disparities between different areas mean that the less affluent could be left behind. If the Minister is serious about levelling up, that stark inequality must be addressed through Government funding.
Unfortunately, national funding has not been readily forthcoming for the trust. A focus on on-road cycle routes by the Department for Transport means that off-road routes, such as the Upper Don Trail, have struggled to find funding. However, it is eminently clear that the Upper Don Trail is so much more than just a cycle path: it is a way to preserve the beautiful woodland scenery in South Yorkshire, to be enjoyed by people from different backgrounds; and it provides opportunities for fishing, swimming, running, climbing, horse riding, improvement of mental wellbeing and enjoyment of nature. These trails often become much-loved community resources that inspire a huge amount of local support for maintenance, litter picking, organised walks and runs. It would be impossible to quantify the immense societal value of the trail, and I am in no doubt that investment into it would be money well spent.
I urge the Minister to look at the support that her Department can offer to give this project a boost. The mission of the Department for Environment, Food and Rural Affairs, as set out on its website, is to
“restore and enhance the environment for the next generation, leaving it in a better state than we found it.”
If there is one project where the Minister can make good on those words, it is the Upper Don Trail.

Commons ChamberThe situation with bass is precarious, which is why I and the UK Government pressed for emergency measures three years ago. However, we believe it is important that the current International Council for the Exploration of the Sea advice is benchmarked to take account of measures that have already been brought in. We will be arguing for a more proportionate package this December.
The key drivers of food price changes are exchange rates, weather events and oil prices. These factors affect all countries in the world, whether they are members of the European Union or independent nation states. We therefore assess the impact of leaving the EU on retail food prices to be marginal.
During the EU referendum campaign, the Secretary of State claimed that food prices would fall after a vote for Brexit, yet new data from the Office for National Statistics shows that food prices last month were up by 4.2% on 12 months earlier. My constituents will be feeling the pinch of those increases this Christmas. Will the Minister confirm that an analysis of food prices has been conducted, and that it is not just in his imagination? If he has published that analysis, when will it be in the public domain?
In the 18 months leading up to the referendum food prices fell by 7%, and in the 18 months since they have risen by 4%. Changes in food prices of plus or minus 5% are fairly typical. The fact is that whether a country is inside or outside the EU, the key drivers of food prices—weather events, exchange rates and oil prices—remain the same.
