I speak in favour of amendment 2, which was tabled by the Chair of the EFRA Committee, the hon. Member for Tiverton and Honiton (Neil Parish), and would put into law the World Health Organisation air quality limits.

I speak as the chair of the all-party parliamentary group on air pollution. I introduced my own clean air Bill four years ago, in 2017, at which time the Royal College of Physicians had already reported that 40,000 people in Britain were dying prematurely every year, at a cost of £20 billion. The figure is now thought to be 64,000 people. Air pollution affects people’s brains, hearts and lungs. The mental and physical health of unborn children is affected, as is young children’s concentration. It can also affect people in terms of depression, anxiety and dementia—so the list goes on. In fact, the number of covid deaths is up 8% for each microgram of PM2.5.

DEFRA claims that overall pollution has come down in the past 10 years, but the reason for that is that we have closed down our coal-fired power stations and exported our manufacturing. In urban environments, the deaths and the pollution are going up, and that is why we need these limits to be imposed universally. It is the poorest and most diverse neighbourhoods that are suffering most from the pollution and hence from the greatest levels of covid deaths. It is no good the Government saying that they will have average concentrations, where they average the amounts of concentration in a rural environment with those in a toxic urban environment. Those limits would not have saved the life of Ella Kissi- Debrah, who tragically died. The coroner’s inquest heard that the cause of death was the levels of air pollution that caused her asthma, which caused her to go into hospital 28 times in just three years before her tragic death. We want World Health Organisation universal limits applied so that thousands of children can be saved and protected.

It is everyone’s right to have clean air, and it is the Government’s duty to deliver that right. We therefore need amendment 2, which is a guiding light around which other targets can coalesce. It requires PM2.5 to be 10 micrograms per cubic metre by 2030. We need all Government Departments and public bodies to work together to achieve this, as set out in new clause 6. Unfortunately, the Government are just saying that they will have targets in 2022. Those targets will not be legally enforceable and they will be able to be changed. That simply is not good enough. For Ella’s sake, for the sake of thousands of children up and down Britain, and for all of us, we need World Health Organisation standards in legislation, and I hope that that will be agreed today.

Finally, I turn to new clause 11, tabled by the hon. Member for West Dorset (Chris Loder). I sponsored a plastics Bill in 2018. The fact is that there will be more plastic than fish in the sea by 2050. UK supermarkets alone produce 114 billion pieces a year. We need the producers and the polluters to pay a tax on virgin plastic. I would certainly support that, because millions of birds and animals are dying. We are ingesting the microplastics that get into fish and inhaling plastic that is in our clothes and washing machines. In a nutshell, as we approach COP26 we should be showing leadership to the world in stopping our oceans choking, stopping our children choking, protecting our air, protecting our oceans and protecting our environment.

This is a ground-breaking Bill. There is much of merit in it, although you would not believe it to listen to some of the contributions from the Opposition Benches. There are many good amendments, and I would single out new clauses 14 and 15 from my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) about linking housing targets and planning permissions.

In the limited time available, I want to talk about my amendment 5 on interim targets. Setting targets is easy. Governments like to set headline-grabbing targets, but too often the small print belies the ambition of the target, and the target date is in the dim and distant future. That can instil complacency and lethargy, because there is plenty of time to hit the mark and there is therefore no need to panic. When it comes to climate change, however, there is every need, if not to panic, at least to put our foot on the gas, metaphorically, and to act with urgency and immediacy.

The 2050 net zero target is almost 30 years away, and it should be a “last possible date by which”. It should be subject to a constant audit as to how quickly and by how far we can constantly bring that end date forward. It must also be an end date for a clearly set out progression to reducing harmful emissions and creating a net carbon environmentally benefiting economy. We need things to show a marked improvement from today, and so it should be with the natural environmental improvement targets in this Bill. My amendment is simple. It adds just four words in an additional subsection to clause 4, making it the duty of the Secretary of State to ensure that “interim targets are met.” That amendment would guarantee continuous incremental improvements in the natural environment, helping to keep all things environmental high up the Government’s list of priorities. It would bring the Environment Bill target framework into line with the approach of the Climate Change Act 2008, where there are five-yearly legally binding targets as milestones to the long-term legally binding target of net zero by 2050.

At the moment, the only recourse for the Office for Environmental Protection, if the Government miss an interim target, will be to criticise them in its annual report. That could of course be ignored by Ministers and Governments until the long-term target was missed, when enforcement action would actually kick in. Frankly, the power of policing this has to have more teeth than the ability of the environmental policemen to shout, “Stop, or I’ll shout ‘stop’ again!” Friends of the Earth has said:

“If these targets are not binding upon the Secretary of State it would be a huge missed opportunity to ensure the EIP system drives sustained, tangible environmental improvement—and would undermine the rationale for setting such goals in the first instance.”

Yet page 24 of the manifesto of the hon. Gentleman’s former party and page 36 of my party’s manifesto, on which Members of the Independent Group held themselves up to their electorate, pledged that Brexit would become a reality—no second referendum, no thinking about it again; they put themselves forward for election to make Brexit a reality. The remarks of the hon. Gentleman therefore just do not wash.

Then we have the SNP, which is interested only in Scotland in isolation. [Interruption.] SNP Members are at least consistent in ignoring the results of referendums.

A conspiracy of chaos across the House has used every tool at its disposal to frustrate the Brexit process, however at odds with previous commitments on the record to honour Brexit, and tried to induce us all to believe that it has all become so complicated that we should just call the whole thing off. That should not and must not happen.

Despite my having argued and voted for a solution to Brexit by supporting the Prime Minister’s deal on the last two occasions, as I am duty bound to deliver for my constituents who voted for me to do that, those who have consistently voted no to any solution now hold sway. The Act simply enshrines that conspiracy of chaos in law to extend the uncertainty.

The Act is an unprecedented abuse of parliamentary procedure, steamrollering the will of the minority through Parliament to change the rules of the game midway.

I will not give way to the hon. Gentleman —no.

Faced with that abuse, with the Prime Minister’s inability to control her Cabinet, her Government or indeed Parliament, and with the determination of some Conservative colleagues, who should know better, but seem hellbent on flouting the instruction of the people who voted them in, I see no obvious way out of the mess that the House will rally behind.

My biggest fear is the continued uncertainty that further delay will bring to business in particular, whether it is weeks or months—and we are now talking years. We have not just kicked the can down the road; we have kicked it into the cul-de-sac and are now kicking it round and round the cul-de-sac, getting nowhere.

I therefore want to make a plea directly to the EU. We hear that European leaders have increasingly bypassed the Government and Ministers and appealed to individual Members to gain some idea of what is going on. So I now make a plea to President Macron and Chancellor Merkel and her colleagues in particular: “Please put us out of our misery now, as this House and the Government appear incapable of doing. At tomorrow’s EU Council, please vote against further extensions to article 50 and oblige the UK to leave the EU on Friday on World Trade Organisation terms, given that you previously said you would honour any application for an extension only if there was a credible reason to do so. That credible reason does not exist. It is, after all, the default position that the Prime Minister always promised when set against a bad deal, and which all of us who voted to trigger article 50 and to pass the European Union (Withdrawal) Act 2018 wanted to achieve, as the vast majority did. If you agree to extend yet again, be in no doubt that you will unleash a further tsunami of chaos and uncertainty from which none of us will benefit. If the EU elections go ahead, it is highly likely that the UK will elect an army of Nigel Farage “mini-mes”, who, I am afraid, will wreak havoc with the European Parliament and wreck your calculations about the balance of power within the EU.

Let us be realistic: there is no prospect of any agreement between the Government and the Leader of the Opposition in the current talks, and there is certainly no prospect of an agreement that will carry the majority of Conservative Members with it. Moreover, it is likely that in a matter of months you will be dealing with another Prime Minister, with whom you may find it less easy to negotiate. If an extension runs for another year, you will have to resign yourselves to a further year of disagreement and obfuscation in the House of Commons, with the knock-on effects of chaos and the undermining of regular EU processes such as budgets and other measures to be negotiated.”

This is my appeal to the EU: “If you value your future, you do not want us to remain an integral part of it in the current circumstances. Do yourselves a favour, do this House a favour, do this country a favour, and say that the UK is out.” Then, armed with that certainty, let us all sit down constructively and pragmatically to decide what our future relationship will actually look like. Let it be one that works to our mutual benefit and sets a course on which we can remain friends, allies and trading partners in years to come, working together for a common purpose, but not as part of the same prescriptive organisation that this country, like it or not, voted to leave—and leave we must.

I am sorry that the right hon. Gentleman no longer has any school friends. Those who have abandoned the communities from which they came have proposed legislation to punish the poorest and reward the richest, which is a great shame. It is not too late for the Minister to think again about what is fair and right in distributive economics.

The reality is that the marginal impact of this change on the competitiveness of the City of London is very small indeed; it is not a serious argument. I can imagine the greed-fuelled lobbyists who come here on behalf of the City to demand an extra £145 million being the sort of people who say, “Oh, well, we have got to give these people more money, because otherwise they will leave the country.” We have heard all that before. In any case, many of those individuals have all sorts of tax havens, about which the Government pay lip service to investigating.

At the same time as we hear alleged concerns about those rich people avoiding tax, the Government say to them, “I’ll tell you what; here’s another 5p off the income tax.” People sometimes ask why there has been a 64% increase in bonuses this year. Could it be because the Government have provoked it, as people move their income from a tax year where they pay 50p to a tax year where they pay 45p? It was completely predictable, and it was even factored into the Treasury figures in the form of behavioural changes. The perverse thing was to hear the argument, “Oh, well, we are going to move to 45p instead of 50p because more money can be raised that way. Look, we are going to encourage our mates to move all their money to save tax”—[Interruption.] That proves that it is an absolute farce.

There is of course always a temptation not to listen when the hon. Gentleman is on his feet. Does he remember the Finance Bill 1997, on which Committee he and I both served? I remember him making a similarly prejudicial class-bashing speech then and accusing merchant bankers or anyone working in the City as parasites, yet this industry accounts for many billions of pounds of revenue to the Exchequer and employs 1 million people. Does he still hold to that completely outrageous view? From what he is saying, it sounds as though he does.

It is interesting to see that the hon. Gentleman has changed from his red braces to blue braces—and very nice, too! I obviously do not regard the whole City of London and the banking community as parasites, as they are a major engine for exports, growth and productivity in Britain. The issue is about managed capitalism and what is the acceptable face of capitalism. It seems to me that many people on the hon. Gentleman’s side are not at all concerned, as more and more money is given to people who have already acquired enormous pots of money.

The distribution of income has shifted massively since 2010. We have seen the incomes of a large number of people in the top 10% growing by 5.5% each year over the past two years—at a time when most people have had pay cuts or pay freezes, certainly in the public sector, or lost their jobs. We have heard the Government boasting—this is their latest creative thought—that an extra 1.2 million people are in jobs, yet that has been contradicted by the Office for National Statistics. Even if there were another million extra people in work, with no extra growth and no extra output in the economy, productivity is going down and things are not going well. Nevertheless, the answer from the Government is still to give more and more money to the richest people and less to the poorest, and that is supposed to get us out of the mess, but it does not.

This stamp duty on transactions is the tip of an iceberg. I am sorry, Mr Deputy Speaker, that I have come on to describe the entire iceberg rather than the tip at the top, which we are talking about. It is important for people to stand up and be counted on this issue. There is no justification for these extra few buckets of money being thrown in the direction of those who have most. There is a great need for a more balanced growth strategy, whereby there is investment in infrastructure across the piece and where the opportunities for tax and spend are more fairly spread, so that together we can build a future that works and a future that cares—a one-nation Britain of which we can all be proud. I do not think that this suggestion makes sense, so I am very much in favour of putting a halt to this £145 million handout to people who are already rich, as it will not make any appreciable difference to the competitiveness of the City of London.
