The most important thing to support businesses in the voluntary sector is to come out of the covid restrictions and reopen our economy. Boosters remain the best way to save lives, reduce the pressure on our NHS and keep our country safe. It is a great tribute to those working in our NHS that almost eight out of 10 eligible adults in England are now boosted.

A year ago, Phil Grant of the DVLA tragically died of coronavirus. He was a man in his 60s with a heart condition who had previously been allowed to work from home during the first lockdown and was forced to go to work. A year on, just pre last Christmas, unions and management agreed that, after 700 cases of coronavirus at the DVLA, there should be new arrangements for people to work from home and a rota system to allow safety. The Government intervened and stopped that from being instated on the grounds that omicron was not as dangerous. Since then, we now have a cumulative figure of 1,700 coronavirus cases at the DVLA. Will the Minister intervene to enable the scheme agreed by both unions and management to be implemented for at least a couple of months and meet me urgently so that the safety of workers and their families can be protected?

My hon. Friend, and good friend, has raised two connected points. The first was dealt with earlier in points of order: it is the will of the House that decides the timings of debates, and the Chair addressed that point. As for the second, we discussed it at length during last week’s ways and means debate. We discussed the wider purpose in dealing with the consequences of covid and the backlog in care that needs to be tackled, but we also discussed grasping the nettle in relation to the long-term challenges surrounding social care—challenges that the House has debated repeatedly over many years.

The levy will apply UK-wide to taxpayers liable for class 1 employee and employer, class 1A, class 1B and class 4 self-employed national insurance contributions. However, it will not apply where taxpayers pay class 2 or class 3 NICs. It will be introduced in April 2022, and from April 2023 it will also apply to those working over the state pension age. As my right hon. and hon. Friends will understand, it takes time for Her Majesty’s Revenue and Customs to prepare its systems for such a major shift. That is why, as set out in clause 5, in 2022-23 the levy will be delivered through a temporary increase in NICs rates of 1.25% for one year only.

Does the Secretary of State agree that in principle hypothecation is to be avoided, and that what we should be doing is defining what spending is financially desirable and economically effective, and then asking a separate question: what is a socially equitable and effective tax regime? Those are two different issues, but we are smashing them together, and we do not even know what we are spending the money on. This is farcical, and it is being done in a mad rush.

I want to make some progress, and I have already given way once to the hon. Member for Swansea West (Geraint Davies).

Let me remind the House why this levy is necessary. As the Prime Minister and the Chancellor have said, the levy will enable the Government to provide additional funding to the NHS so that it can recover from the pandemic. Senior NHS leaders have made it clear that, without additional financial support, we will not properly be able to address the significant backlog in the national health service. However, it is going to take time to get everyone the care they need. In addition, our social care plan will create a dramatically expanded safety net for people in their later life. This means that, instead of individuals having to bear the financial risk of catastrophic care costs themselves, we as a country are deciding to share more of that risk collectively.

I join the hon. Lady in recognising the huge contribution that charities have made. In respect of specific tax measures, obviously they were dealt with by my right hon. Friend the Chancellor in the Budget last week, but I remind the hon. Lady of the £750 million of dedicated funding that has been provided to date in recognition of that important work.

The Secretary of State knows that Airbus contributes billions of pounds in taxation, employs tens of thousands of people and wants business continuity after a short transition period. Will he give an undertaking today that the European Union Aviation Safety Agency will continue as is—rather than us inventing new, bespoke regulatory systems for the sake of divergence—so that Airbus can plan ahead, invest and continue to make its contribution to our economy?

The hon. Gentleman correctly draws the House’s attention to an important issue, and one for the future negotiations. As he knows, however, in the political declaration there is scope for such participation. What was constructive and positive about the remarks of the President of the European Commission yesterday, which were reflected in the meeting with the Prime Minister, was the desire to build on that close partnership. The sort of areas where there will be detailed discussion will be on aircraft and other such sectors.

The hon. Gentleman will get an opportunity to see the withdrawal agreement Bill once the two urgent questions are finished. On amendments, he will be aware that the scope of the Bill is quite wide, but what amendments are selected will always be for the Chair—the Speaker or, indeed, the Chairman of Ways and Means.

The Secretary of State pretends that the Government are unable to make economic forecasts on a new Brexit deal, on the basis that things may change in the Commission or in the world economic environment, but of course the Treasury consistently makes forecasts on what the size of the economy would be relative to what it would be if we stayed in the EU versus various scenarios, so what he says is clearly false. The projection is that there would be a reduction in the size of our economy of approximately 5%. When will the Treasury and the Government come forward with a detailed analysis of how much poorer the poorest will be, how much more corporation tax businesses will have to pay when they face a huge burden of red tape, how the public accounts will be affected and what the impact will be? That way, people will be able to judge what is on the plate, having ordered it from the menu, and then vote again in a people’s vote, so that they get what they ordered from the menu rather than the Secretary of State’s garbage.

I was just pointing out an economic reality. One can set out, as the Treasury frequently does, broad landing zones, but forecasts are inherently difficult because there are so many variables that shape what happens. To say with absolute certainty where things will be in 2033, which is where the forecasts would be trying to determine a precise landing zone, is open to a significant challenge. When the Treasury presented the cross-Whitehall analysis last November, we saw such challenge not only from Government Members; it was also there in the sort of questions that the hon. Gentleman and other Opposition Members were asking.

What is remarkable about that intervention is that chambers of commerce up and down the country have been saying, “Back the Prime Minister’s deal” because they want the certainty that it offers. I am therefore grateful to the hon. Lady for drawing the House’s attention to the voice of business. It is not a voice that usually gets much of a hearing on the Opposition Benches. I note that the hon. Lady ducked the challenge. I have still not heard anyone on the Opposition Front Bench tell us how long an extension they seek.

Given that it is clear from the historic votes that we cannot agree the deal in this House, and given that the Government confidently say that they are reflecting what the people voted for, surely they have the confidence to put that back to the people, in which case the extension should be longer than the 22 weeks needed for a public vote—that is five months, of course. I therefore suggest that nine months is an appropriate period to keep all our options open.

The hon. Gentleman has not even persuaded Labour Front Benchers of his position. He says that he wants a nine-month extension, yet we have no clarity from the Labour Front Bench. He also says that he wants time for a second referendum, but I have yet to hear clarity about the question. Would there be two questions or three? Would “remain” and “leave” be on the ballot paper?

No, it is quite the opposite. What I am saying is that we have a very clear Government policy, which is that we will not revoke. We are absolutely clear on that and that is where the Government stand.

Is the Secretary of State aware of the case of Wilson and others v. the Prime Minister currently in the High Court, which argues that the EU withdrawal Act empowers the Prime Minister to trigger article 50 based on an advisory referendum and, if that referendum is found to be legally flawed, which it was because of the leave campaign, then the advice is void and, in the case of a general election, that would be ruled void? Therefore, will he look at that ruling, take guidance from it and, if they find in favour, revoke article 50, which they will be asking for?

I will be happy to, Mr Davies. As I was setting out before the votes, a number of key measures have been announced. I will elaborate on those further, but, before I do, I will address some of the points raised by colleagues across the House in this constructive and well-supported debate.

The hon. Member for High Peak very reasonably opened her remarks by putting some of the challenges in the context of the good work being done. She cited in particular the case of her constituents, Vinnie and Jo, which illustrates the fantastic work done alongside some of the challenges that we will come on to. She also mentioned specific issues faced in terms of geography and low population density.

The hon. Lady mentioned empowerment of 999 call staff as a specific issue. My understanding is that revalidation can be done by call handlers where they are clinically trained, but not where they are not. Even where they are clinically trained, it cannot be done if the initial 111 call is either a life-and-death call—a category 1 or category 2 call—or where the initial assessment has been done by someone from 111 who is clinically trained. There is a framework there, but I am happy to have a further conversation with the hon. Lady if she has areas of specific concern about how that guidance is operated. She will be aware that, in any event, only 12% of NHS 111 calls are referred to ambulance trusts, so the 12% is a subset initially; within that, there is a subset of those who are clinically assessed and what power there is. I am, however, very happy to have a further conversation.

The hon. Lady also mentioned funding, which I will come on to specifically. The trust has had additional funding, but on the challenges set out by colleagues from across the House, the trust is undertaking a demand and capacity review that will determine the level of additional resourcing required. That will inform the commissioning for 2018-19. Of course, it will have taken note of the concerns raised.

The hon. Member for Great Grimsby (Melanie Onn), who is no longer in her place, raised a point about whether there are peaks of demand linked to drug and alcohol-related calls. I am happy to pick that up as a specific action and investigate that further.

As so often when we debate matters of health, my hon. Friend the Member for Sleaford and North Hykeham (Dr Johnson) brought a much-valued practical experience to the debate. I was particularly struck with her comparison between the one-to-one staffing rate in intensive care and her concern about the number of crews, and how that interplays with the handover at hospital. As she will be aware, a lot of work is happening on hospital ambulance liaison officers and how hospitals deal with ambulances. NHS Improvement and NHS England are looking at that issue specifically in relation to this trust, but again she made a helpful contribution. I know she mentioned that she had spoken to the Secretary of State about the issue.
