I advise my hon. Friend not to believe everything he reads in the press about a light legislative programme in the second Session, but there might be an opportunity, subject to what is in the Queen’s Speech, to make progress with the repeals of certain measures that are surplus to requirement. That is part of our deregulatory initiative, which we are anxious to pursue.

As you know, Mr Speaker, Swansea is the cultural capital of Wales. [Interruption.] In 2014, the world will celebrate the centenary of the birth of Dylan Thomas—a great literary icon and a great British and Welsh brand—in Swansea. Will the Leader of the House find time to debate a programme of events throughout 2014 to support inward investment and tourism, related to the centenary celebrations for Dylan Thomas, in the United Kingdom, Wales and Swansea?

I hope that the hon. Gentleman will catch your eye, Mr Speaker, during the St David’s day debate, for which I hope the Backbench Business Committee will find time. I noted some dissent from behind the hon. Gentleman when he claimed that Swansea is the cultural capital of Wales. He may have difficulty with some of his parliamentary colleagues.

There is a commitment to review the work of the Backbench Business Committee, which could embrace the issue of e-petitions. It is the case that an e-petition will not be debated, either here or in Westminster Hall, unless it is adopted by a Member, and the Backbench Business Committee then has the freedom, along with the Member who has presented the petition, to decide on what basis the debate should take place; and it might then be, as my hon. Friend said, a different debate. When we review e-petitions and the Backbench Business Committee, we could see whether there should be the latitude that we have at the moment or whether an e-petition should be debated automatically, regardless of whether any Member of Parliament wishes to put the motion forward.

A speech and language therapy programme at Feltham young offenders institute that reduced reoffending from 80% to 17% has been cut to save money. Does the Leader of the House accept that that is a false economy? Will he grant an urgent debate on the use of speech and language screening before prison and before school, as well as programmes to reduce offending and reoffending and to reduce the number of those not in education, employment or training, which at 20% in Swansea is the highest in Wales?

I applaud the work that is done at Feltham with often very vulnerable and disturbed young people. We had Justice questions on Tuesday; I am not sure whether the hon. Gentleman had an opportunity to raise the matter then. I will raise it with appropriate Ministers at the Ministry of Justice and see whether there is a way to protect that important programme.

My hon. Friend knows that there will be two days next week to debate the Armed Forces Bill, when there may be an opportunity to raise the matter. I heard his point of order earlier this week at a relatively late hour, and my right hon. Friend the Defence Secretary has made it clear that all service personnel who have a current qualification to parachute and are in a post where we might ask them to use that skill on behalf of this country must continue to receive specialist parachute pay in recognition of that. I recognise that this is a sensitive and emotive subject, and I hope that what I have said is of some help.

I am sure that you, Mr Speaker, and the Leader of the House will want to join me in congratulating Swansea City on their recent promotion to the premier league, but in addition will the Leader of the House provide time for an urgent debate on the further electrification of the railway line out of Paddington from Cardiff to Swansea in the light of the increased traffic due to that promotion, plus the extra convergence funding that might be available to subsidise the cost, and in the light of the Prime Minister’s statement in April in Swansea, when he said that the Government would look at the further extension of electrification to Swansea?

Many of my constituents, like those of my hon. Friend, who is my parliamentary neighbour, work at Porton Down, where they do vital work developing vaccines and other medicines. We make no apology for taking time to get that decision right, because it is a major programme that requires in-depth analysis and due diligence. The way forward will be decided soon and an announcement will be made at the appropriate time.

In Swansea, the Libyan community will be gathering on Saturday in support of a no-fly zone over Libya to stop the wholesale massacre of unarmed civilians. They also want us to consider the idea of an Arab-led ground force under the United Nations flag. When will we have an opportunity to debate these important issues, which are particularly important for those who have loved ones in Libya who are currently being killed?

The hon. Gentleman will know that I have announced a debate for next Thursday on north Africa and the middle east. NATO is considering a range of options, including the establishment of a no-fly zone, and in the UN Security Council we are working closely with partners, on a contingency basis, on elements of a resolution on a no-fly zone.

My hon. Friend is right. The spending reductions that we are planning for next year, of some £16 billion, are only £2 billion more than the figure pencilled in by the outgoing Chancellor of the Exchequer.

There is growing concern about the future of Remploy factories, which provide supported jobs for people with disabilities. Will the Leader of the House consider an urgent debate on ensuring that all public bodies include Remploy in their procurement policies for office furniture and other products, to support workers with disabilities and provide a level playing field for trade?

I understand the hon. Gentleman’s concern. The matter was raised at business questions last week, and I wrote to one of his hon. Friends about Remploy. I should like to send him the same letter. The Government have maintained support of some £555 million to Remploy to help it through the five-year modernisation programme, but I should like to write to the hon. Gentleman about the particular issue that he raised concerning public sector procurement.

I am sure that funds are available for that purpose somewhere in the Treasury.

The 41 damaged window panels were removed from the site on 22 January. Replacement work will begin on 12 February and will be completed by the end of the month. Orders were placed by the contractor following clarification and agreement on costs with the loss adjuster.

According to the police, Wind street in Swansea has the second highest level of recorded crime in Britain. May I ask the Leader of the House whether he is free on Saturday night to take a stroll down Wind street with me and to witness at first hand the outstanding work of the police in apprehending criminals? They made 48 arrests in December. Observing their work would help to inform the right hon. Gentleman in advance of the forthcoming debate on the police grant, as it demonstrates that cutting police numbers will endanger the safety of the public.

The former Home Secretary, the right hon. Member for Kingston upon Hull West and Hessle (Alan Johnson), made it clear that had his party been re-elected, there could have been no guarantee that police numbers would not fall.

It was not I who granted those powers. The House decided, without Division, to approve the unanimous report of the Standards and Privileges Committee, which carried the resolution to which my hon. Friend refers.

A constituent of mine who served in Her Majesty’s armed forces was hooded and beaten in a mock interrogation while serving in the Army. He suffered psychological damage, turned to alcohol and has since had his military pension reduced to 6%. When will we have an opportunity to debate the treatment of military veterans who have served so well in our armed forces?

In the relatively near future, we will be debating the Armed Forces Bill, which might provide an opportunity to raise such issues. I am very sorry to hear what happened to the hon. Gentleman’s constituent, and I will draw the attention of my right hon. Friend the Secretary of State for Defence to the incidents that he has just described.

My right hon. Friend the Chief Secretary will open the debate and my hon. Friend the Economic Secretary will respond. Who else takes part is a matter for Mr Speaker. However, I think it would be helpful if the former Prime Minister were able to come along and explain what steps he would have taken to address the deficit that he has left us with.

On the constituencies and boundaries Bill—the Parliamentary Voting and Constituencies Bill—the Leader of the House mentioned the importance of a variety of means of scrutiny. First, will he ensure that the recommendations of the Welsh Affairs Committee, which are to be published next week, will be taken seriously by him in his deliberations and by the Government? Secondly, will he confirm that the SIs will be dealt with before Report? Finally, will he ensure that the Welsh Assembly is properly consulted?

There is indeed a clear statement in the coalition agreement to reach a conclusion on party funding policy. My hon. Friend will know that the Committee on Standards in Public Life recently announced that it is holding an inquiry into party funding, which I welcome. I hope that we will be able to do something that the previous Government were unable to do, which is to reach a satisfactory conclusion on the issue—one that is fair to all parties and donors, and, importantly, delivers a system that the public can trust.

A three-year-old girl on holiday near Swansea this August was brutally savaged by a dog, leading to major facial injuries and heavy bleeding; she was airlifted to Morriston hospital. When will the Leader of the House consider a debate on minimum fines of £1,000 for actual bodily harm and of £500 for grievous bodily harm against owners of dogs that make such unprovoked attacks?

We would all like to extend our condolences to the family who were involved in that tragic incident. Time for a debate could be made either by the Backbench Business Committee or on the Adjournment. However, I will contact my right hon. and learned Friend the Secretary of State for Justice on the specific issue of the level of fines and ask him to write to the hon. Gentleman.

My hon. Friend makes a forceful case for a debate in Westminster Hall, so that Communities and Local Government Ministers can address the issues he has outlined, and see whether responsibility can be passed down to the locally elected local authorities in his constituency.

There is growing concern that further increasing student fees will deter students from poorer backgrounds. I am meeting Luke Young, the president of the Swansea students’ union, next week. When will the right hon. Gentleman timetable a debate on student fees, particularly when we should be tooling up all our young people, but particularly those from poorer backgrounds, for the recovery that we all hope is ahead?

That is a devolved matter in Wales. So far as England is concerned, we are awaiting the outcome of the inquiry by Lord Browne of Madingley. One of the key things that the Government will be looking at is exactly what the hon. Gentleman mentioned— whether any changes would impede or promote access to higher education by students from low-income families.

I hope that the dispute can be brought to a conclusion. It is a matter for British Airways, the trade unions and the staff to resolve, perhaps with the assistance of ACAS, but I note the hon. Gentleman’s request for a debate.

In Swansea, where I am meeting the chief of police tomorrow, there is growing concern about the relationship between increased job cuts and crime, and between education cuts and drug abuse. Given the plans to cut the police grant by £125 million, when will the Leader of the House find time to debate those issues, especially given that the previous Government reduced crime by a third, whereas the former Conservative Government doubled it?

May I thank those people who supported my Select Committee candidacy, even though I was unsuccessful?

There will be more resources available to police authorities this year than last year, despite the reductions that have been referred to. As I said earlier, the written ministerial statement indicates that the grant reduction requires the approval of the House, so that might give the opportunity to debate it.

When will the Leader of the House timetable a debate on the provision of respite care homes and, in particular, on their closure when there is an urgent need for them and no alternative provision? I am thinking, in particular, of the possible closure of Earlsmoor respite care home in my constituency. Does he agree that such homes should not be closed when no alternative provision has been made, given what is, in many cases, a thankless task carried out by thousands of carers?
