Friend indicates, is that when decisions are taken about the release of prisoners, proper consideration is given to the impact of that release on the wider community. That is why this issue has been looked at, and I can assure him that it was an issue of concern when I was Home Secretary. But this is not just about the conditions under which prisoners are released; it is actually about how we ensure that we have measures in place to rehabilitate ex-offenders. That is why the work that has been done by previous Justice Secretaries, which is being continued by the current Justice Secretary, is important to ensure that we reduce reoffending by prisoners when they are released.
All I can say to the hon. Gentleman is that such matters are normally never discussed in public.
