I will be brief. Unusually, I find myself in agreement with the hon. Member for Shipley (Philip Davies). We are perpetuating the myth that we as individual Back Benchers are legislators; other than in very rare cases, we are not. The reality is that if any Bill does not attract the veto of the hon. Gentleman or of anyone who cares to join him and does not have Government approval, it will most probably be procedurally talked out by a Minister standing at the Dispatch Box and making sure it does not pass. Unless and until we as a House decide we want to make this system work, it is a sham, and we are fooling the public into believing that Bills will be passed that never stand a snowball’s chance in hell of doing so.
