I am happy to echo the many happy returns to the hon. Gentleman.

When people voted in the referendum, they voted to leave the European Union and to ensure that free movement came to an end. There were those who voted to ensure that we had an independent trade policy, those who voted to ensure there was no remit of the European Court of Justice here in the United Kingdom and those who were concerned about the money sent every year to the European Union. It is important that this Parliament focuses on delivering on those.

May I welcome the Prime Minister’s statement, particularly her commitment to waive the fee required to be paid by European citizens and her commitment to reach out, cross-party, in pursuit of a Brexit deal? We have to honour that referendum. Does she agree with me that while the position of the Leader of the Opposition on Brexit is crystal clear—he is for leave up north and remain down south—many Back-Bench Labour colleagues who have very serious Brexit-voting constituencies are looking for a way to honour the referendum result with us? Will she support those talks in trying to find a moderate, sensible, orderly Brexit that can deliver for the majority of the British people?

I thank my hon. Friend for pointing out the inconsistencies in the position of the Leader of the Opposition on this particular issue. I am working to ensure that we can deliver and find such a way through that enables us to leave the European Union, to leave in a smooth and orderly way, to leave with a deal and to leave with a deal that is good for people across the whole of the United Kingdom.

I have not had such a call as yet. I have my phone on. [Interruption.]

I think we should proceed with this debate. The Prime Minister’s original plan was to push through a deal without approval, as I pointed out, and she was forced into seeking approval by the courts. Since losing their majority in the 2017 general election, the Government have had numerous opportunities to engage with others and listen to their views, not just here in Westminster, but across the country. Their whole framing of the EU withdrawal Bill was about giving excessive power to the Secretary of State for Brexit at the expense of Parliament. It was a Bill of which Henry VIII would have been very proud.

Yesterday’s decisive defeat is the result of the Prime Minister not listening and ignoring businesses, unions and Members of this House. She has wasted two years recklessly ploughing on with her doomed strategy. Even when it was clear that her botched and damaging deal could not remotely command support here or across the country, she decided to waste even more time by pulling the meaningful vote on 11 December on the empty promise, and it was an absolutely empty promise, of obtaining legal assurances on the backstop—another month wasted before the House could come to its decision last night.

Some on the Government Benches have tried to portray the Prime Minister’s approach as stoical. What we have seen over the past few months is not stoical; what we have witnessed is the Prime Minister acting in her narrow party interest, rather than in the public interest. Her party is fundamentally split on this issue, and fewer than 200 of her own MPs were prepared to support her last night. This constrains the Prime Minister so much that she simply cannot command a majority in this House on the most important issue facing this country without rupturing her party. It is for that reason that the Government can no longer govern.

Yesterday, the Prime Minister shook her head when I said that she had treated Brexit as a matter only for the Conservative party, yet within half an hour of the vote being announced the hon. Member for Grantham and Stamford (Nick Boles) commented:

“She has conducted the argument as if this was a party political matter rather than a question of profound national importance”.

How right he was, and how wrong the Prime Minister was to threaten him before the vote took place.

I know that many people across the country will be frustrated and deeply worried about the insecurity around Brexit, but if this divided Government continue in office, the uncertainty and risks can only grow.

When those cross-party talks start, which of the Scarlet Pimpernels will come? Will it be the Leader of the Opposition who campaigns for remain in London and the south-east, or will it be the Leader of the Opposition who campaigns for Brexit up north? We need to know.

There has been no offer or communication on all-party talks. All the Prime Minister said was that she might talk to some Members of the House. That is not reaching out. That is not discussing it. That is not recognising the scale of the defeat they suffered last night.



It is not just over Brexit that the Government are failing dismally, letting down the people of this country. There has been the Windrush scandal, with the shameful denial of rights and the detention, and even the deportation, of our own citizens. The Government’s flagship welfare policy, universal credit, is causing real and worsening poverty across this country. And just yesterday, under the cover of the Brexit vote, they sneaked out changes that will make some pensioner households thousands of pounds worse off. Those changes build on the scourge of poverty and the measures inflicted on the people of this country, including the bedroom tax, the two-child limit, the abominable rape clause, the outsourced and deeply flawed work capability assessment, the punitive sanctions regime and the deeply repugnant benefits freeze.

People across this country, whether they voted leave or remain, know full well that the system is not working for them. If they are up against it and they voted remain, or if they are up against it and they voted leave, this Government do not speak for them, do not represent them and cannot represent them. Food bank use has increased almost exponentially. More people are sleeping on our streets, and the numbers have shamefully swelled every year. The Conservative party used to call itself the party of home ownership; it is now called the party of homelessness in this country.

Care is being denied to our elderly, with Age UK estimating that 1.2 million older people are not receiving the care they need. Some £7 billion has been cut from adult social care budgets in the past nine years. Our NHS is in crisis, waiting time targets at accident and emergency—[Interruption.] I am talking about waiting times at accident and emergency departments and for cancer patients that have not been met since 2015 and that have never been met under the Government of this Prime Minister.

The NHS has endured the longest funding squeeze in its history, leaving it short-staffed to the tune of 100,000 and leaving NHS trusts and providers over £1 billion in deficit. The human consequences are clear. Life expectancy is now going backwards in the poorest parts of our country and is stagnating overall, which is unprecedented —another shameful first for this Government and another reason why this Government should no longer remain in office. That is why this motion of no confidence is so important.

When my right hon. Friend the Prime Minister was winding up the debate yesterday evening, she said that our country could ultimately make a success of no deal—although she of course was emphasising that she did not believe that that was the best outcome. That was before the vote. The outcome of the vote a few minutes later is one to which the Prime Minister certainly must respond.

The feeling in this House—432 Members, of whom I was one—is that the Prime Minister’s deal, however good she thinks it is, is a bad deal, and I have heard nothing from the Prime Minister that implies that she accepts the verdict given by the House last night that her deal is a bad deal. The Prime Minister was right to anticipate such a scenario. In her Lancaster House speech two years ago, she feared that the European Union would only offer us a bad deal—a punishment deal, as she put it. She therefore emphasised that no deal would be better than a bad deal, and she emphasised all the benefits that come from no deal—including our ability to trade freely across the world and our ability to be able to enter into a new economic model—and from being masters of our own destiny as an independent nation. Those were the benefits of no deal that she set out. Obviously she, like everyone else, wanted to get a good deal. As we have not got a good deal, I plead with my right hon. Friend to ensure that she does not close the option of no deal and, indeed, intensifies preparations for no deal. That is the best way of concentrating the minds of those in the European Union that we are serious about an alternative.

If someone goes into a negotiation and says, “The only alternatives are to accept the deal or stay in the European Union,” what will happen? The European Union is holding us to ransom. We need to be saying that we are confident, we believe in ourselves and we can make a great success of no deal. Unfortunately, that has not been the negotiating stance of the Prime Minister and her advisers, and we are suffering as a consequence.

Last Saturday, I had a public meeting in my constituency attended by more than 200 people. A lot of anxiety was expressed about whether the Brexit we have been promised will be delivered. It was great to hear the Prime Minister reasserting her commitment to deliver Brexit, but if she does not deliver that with the deal that was rejected last night, how will she deliver it if she rejects the no-deal alternative? My constituents were worried that they could see the referendum commitment to leaving the European Union somehow being undermined by the Prime Minister and the Government. That in turn was undermining their trust.

My hon. Friend is making a compelling case that we should go back to Europe and renegotiate. He knows that we are at the end of the process and time is running out. He also knows, and I think regrets, that we are not ready for no deal. Is he not actually making a case to extend article 50 to get the right deal that he will support?

No, I am not. Two years ago, we were told by the Prime Minister that nothing was agreed until everything was agreed and that everything was going to be agreed within two years. We now know that effectively nothing has been agreed, certainly as far as the future relationship is concerned. Just trying to buy more time will not solve the problem; we need to leave the European Union on 29 March and then we can have negotiations following on from that where we will be standing on a level playing field and able to stand up for our own interests. We will have called the European Union’s bluff. It is trying to undermine our ability to be able to do what we want.

If someone is unsuccessful in a conflict, we expect the victor to impose conditions on the vanquished. What is happening here is that the European Union is seeking to impose conditions on us because we have the temerity to want to leave the European Union. That is wholly unacceptable and the Government’s negotiating position has been supine throughout.

It is a privilege to follow the right hon. Member for Belfast North (Nigel Dodds).

We gather this afternoon to debate the Leader of the Opposition’s motion that he should be Prime Minister. That, I think, will unite the Conservative party more than any other motion, and indeed unite the nation—long overdue after the divisions of Brexit.

If you will forgive me, Mr Speaker, I want to ask, channelling my inner “Monty Python”, “What have the Conservatives ever done for us?” Let us ask, “What has this great party ever done for us?” [Interruption.] Hon. Members are right: our record may not pass scrutiny when one thinks about the mess we inherited from the Opposition. We have stabilised the public finances, cut the Labour deficit by 80%, led a jobs-led recovery, creating over 1 million jobs; we inherited unemployment of 2.5 million—[Interruption.] The Opposition are barracking because they do not like to hear it, or hear it broadcast to the nation, but the nation should hear it. We have created over 1 million jobs in an extraordinary jobs-led recovery applauded by the International Monetary Fund.

I will give way when I have finished this point.

We have introduced a national living minimum wage, helping over 2.4 million workers. One would think that Opposition Members would cheer that, but no—they are not cheering because they want this election for a different reason. I will continue the list. We have introduced over 3 million apprenticeships, giving a whole generation of non-academic youngsters access to the workplace. We have introduced welfare reforms. While I do not think that we have got those totally right, the Opposition have taken every opportunity not to introduce sensible and positive reforms and work with us, but to vote against every single welfare reform on principle, flying in the face of the public’s wish for a welfare system that is there for those who need it but is not taken advantage of. Not only that, but we have introduced tax cuts for the lowest paid—not the highest paid, on whose earnings we rely to fund public services, but the lowest paid. Some 32 million of our lowest-paid workers have benefited from Conservative and Liberal Democrat-led tax cuts under the coalition Government.

I have not finished, Mr Speaker, because not only have we put in the money to the NHS that Labour promised at the last election, but we have put in more. With £20 billion of funding, the NHS is always safe under Conservative leadership. We have introduced a massive commitment on mental health, for which I pay personal tribute to the Prime Minister. This party, not the Opposition, made it clear that parity between mental and physical health must be achieved.

We have introduced a pioneering industrial strategy that has been welcomed by Peter Mandelson—once a distinguished member of the Labour party’s Front Bench—and I am proud to have played my part in it. We have also committed to spend 2% of GDP on defence and have launched two new aircraft carriers and a new fleet of fighters. That is not enough, but defence is safe in this country. Even on housing, where we have not achieved all that we should, we have built 1.3 million homes, 400,000 of which are affordable—more than the Labour party, which is complaining now, ever did in its 13 years in power. We have also led a renaissance in education, with over 1.9 million children now in schools judged by Ofsted as good or outstanding—1.9 million more than under Labour. Labour wants a vote of no confidence in this Government, but that is a record of which no one should be ashamed.

My hon. Friend is making a good case for why this should be a vote of no confidence in Her Majesty’s occasionally loyal Opposition, but does he agree that it should also be a vote of no confidence in the EU’s negotiators, who have continually failed to provide the legally binding annexe on the backstop that would make all the difference to the deal?

My hon. Friend is probably right, but I do not want to be distracted from focusing on the issue at hand.

Meanwhile, the Leader of the Opposition—our putative future Prime Minister—has broken promise after promise. On tuition fees, he promised a younger generation that he was going to reverse them and then reversed the promise. On debt, he wants £1,000 billion extra in borrowing and spending, taking us right back to square one after we tidied up the mess that we inherited. Mayor Khan has presided over a knife-crime epidemic in London. He talks about it but does not deal with it. The shadow Home Secretary, Diane Abbott, cannot add up, let alone defend the police when they try to clamp down on crime. The truth is that the Labour Front-Bench team are exploiting the Brexit divisions—[Interruption.] I hear the heckling from Labour Members. They do not like what I am saying, but they are going to have to hear it if they want a vote of no confidence. I will not dwell on the appalling unleashing of bigotry and intolerance on the Labour Front Bench that has turned a once-great party into a disgrace.

On Brexit, the truth is that Jeremy Corbyn, the Leader of the Opposition, is the Scarlet Pimpernel of Brexit. In the north, they seek him here, the champion of Brexit for the northern Labour seats. In the south, they seek him there, the champion of remain. [Interruption.] The truth is that the Labour Front-Bench team, who are heckling me now, have more positions on Brexit than the “Kama Sutra”. Will the real Jeremy Corbyn please stand up? In the pantomime politics—

Will the real right hon. Member for Islington North please stand up? To channel my inner Leader of the Opposition, I was speaking this morning to Mark from Castleford on talkRADIO, who said to me that we do not need an election, because we do not have an Opposition, that Labour do not have a policy, so there is no choice, and that we need Parliament to get on and implement Brexit.

By contrast to the cowardice of the Labour Front-Bench team, I want to highlight the bravery of many Labour Back Benchers, particularly the Members who had the guts last night to stand up for their constituents and vote for a moderate, sensible Brexit. The hon. Members for Dudley North (Ian Austin) and for Bassetlaw (John Mann) and the right hon. Members for Rother Valley (Sir Kevin Barron) and for Birkenhead (Frank Field), along with the hon. Members for North Down (Lady Hermon) and for Eastbourne (Stephen Lloyd), knew that if we break our promise to the British people, this place’s credibility will be damaged.

Parliament must sort the situation out. I welcome the Prime Minister’s conversion to cross-party discussions, and I hope that the real right hon. Member for Islington North enters the room.

If I could finish this point, it might respond to some of the comments. Rather than focusing on the legal mechanisms that we now have to avoid the backstop and ensure that if it is used, it is only temporary, the real question that the House needs to ask itself is whether it is in the EU’s interest for the backstop to be used, and if it is used, for it to endure. The EU’s original proposal for the backstop would have split the UK into two customs territories and given only Northern Ireland tariff-free access to its market. It barely changed the EU’s orthodoxy. It was wholly unacceptable to us, but the backstop that we have succeeded in negotiating no longer splits the UK into two customs territories. It gives the whole UK tariff-free access to the EU’s market without free movement of people, without any financial contribution, without having to follow most of the level playing field rules, and without allowing the EU any access to our waters. The backstop is not a trick to trap us in the EU; it actually gives us some important benefits of access to the EU’s market without many of the obligations. That is something the EU will not want to let happen, let alone persist for a long time. I recognise that, as is clear from the contributions from my hon. Friends, some Members remain concerned. I have listened to those concerns, I want us to consider how we could go further, and I will continue to meet colleagues to find an acceptable solution.

As the Prime Minister confronts the inevitable contradictions at the heart of this process on behalf of the nation, is it not worth remembering that the vast majority of Members, including on the Opposition Benches, voted to trigger article 50 and voted for the referendum in the first place? Could I also remind her that out in the country her commitment to pursuing this is hugely admired? Given that this issue divides all parties in this House—indeed, on the Government Benches it even divides the factions—would it not be sensible next week, as Parliament begins to take back control, to consider a free vote?

It is important that all hon. Members remember not only that the House voted overwhelmingly to give the decision on whether to leave the EU to the people in the referendum, but that the House voted by a significant majority to trigger article 50 and so to continue that process of leaving the EU and that, as I said earlier, at last year’s general election about 80% of the vote went to parties that had in their manifesto a solid commitment to deliver on the Brexit vote. We should all remember that when it comes to voting on the motion next week.

The hon. Lady raises an important point. We want young people to feel secure if they are walking through the streets or gathering in a park with their friends. In looking at the concern that has been expressed about crime—in particular, I recognise the concern that has been expressed about knife crime and levels of knife crime—we need to tackle the issue in a number of different ways across the board. It is about ensuring that we have the right powers for the police and that we have the right system in the criminal justice system, but it is also about providing education for young people about the risks of carrying knives and about providing alternatives to those young people who are tempted to join gangs, because a lot of the crime that we see is related to gang activity. This is something that has to be addressed across the board, and I recognise the importance of doing that to ensure that young people have the security, safety and confidence that they need.

Unlike the Leader of the Opposition, I and other colleagues have read the draft withdrawal agreement and the many briefings. It is clear to me that the Prime Minister and her Cabinet have laudably tried to reconcile the demand for continuity of market access today with freedom to diverge tomorrow. Is not the truth of the backstop as drafted that if—and as—we were to exercise our regulatory freedom, whether in agri-food or data protection, we would allow the EU to harden the border between Great Britain and Northern Ireland? Can the Prime Minister reassure me, and seek reassurance in Brussels today, that the draft does not contain a trap, whereby if we dare to diverge, we will undermine our Union?

As my hon. Friend will know, and as I set out earlier, if it is necessary to have an interim arrangement to provide the guarantee in relation to the border of Northern Ireland, there are a number of ways in which that can be achieved—the backstop, as identified in the protocol, the extension of the implementation period, or alternative arrangements—and work is being done on them.

The backstop is intended to be a temporary arrangement, and for that limited period of time. If my hon. Friend just casts his mind to a practical thought about what could happen, if we were in the situation where the backstop had to be in place for a matter of months, for example, it would be right for the United Kingdom to give the commitment that we would not be looking to diverge from regulations during that period and that we would ensure that we kept that free access for the goods from Northern Ireland coming into Great Britain, as we have committed in the withdrawal agreement—in the text that is set out—and as we had committed previously. That will of course be a decision for us, here. What is important is that we have a means of ensuring that the backstop remains temporary. The best means of doing that is what we are doing at the moment: negotiating the future relationship, which will ensure that the backstop, if it is ever used, remains temporary, and preferably is never used at all.

I thank the right hon. Gentleman for his remarks, and for the tone in which he made them. He is right: after the attacks by al-Qaeda, it was very clear that the then Government were putting in place a whole new structure of response in terms of counter-terrorism. UK Governments have been consistently looking at hostile state activity for many years, but in our national security capability review, as we look at our ability to react to the threats that we now face, we will of course ensure that the structures within Government are such that it is possible to co-ordinate properly the actions that we need to take.

I welcome the statesmanlike tone of the Prime Minister’s comments. They were in stark contrast to those of the Leader of the Opposition, whose Soviet ramblings would have done no benefit to Russia Today. May I urge her to be uncompromising in signalling that British and European liberal democratic values are not negotiable, and that this Government will not allow this country to be a playground for Kremlin kleptocrats? Will she consider aggressive cultural sanctions to hit Mr Putin and his team where it hurts, and, in particular, will she consider boycotting sporting events?

I thank my hon. Friend for what he has said. I assure him that, as I have said to others, we will consider a range of activities—a range of responses—and I will update the House further at the earliest opportunity. Let me also confirm that we will continue to defend the democratic values that underpin us as a country, but wish to do so alongside our allies. It was remarked earlier that the international rules-based order is under threat from Russia. I have to say that it is also under threat from others, and it is important that we stand up and robustly defend it.

I am very pleased to welcome the investment—and the continued investment—that Siemens is making in the United Kingdom. I meet the senior directors of Siemens from time to time to discuss their investment in the United Kingdom. We have been clear, as I said in my speech on Friday, that we have been listening to businesses. That is one of the reasons why we have talked about maintaining high regulatory standards in goods crossing borders, so that we can maintain that good trade access between the United Kingdom and the European Union in the future.

May I congratulate my right hon. Friend on a reassuringly and typically business-like speech on Friday? It sent a clear message that there will be no hard Brexit, only hard choices. Will she reassure me and the UK life sciences sector that her proposal for associate membership of the European Medicines Agency means that we will be able to sell medicines into Europe and continue to lead in the pioneering technologies of tomorrow’s medicines?

I am very clear about the important role that the life sciences industry plays in the United Kingdom, and I pay tribute to the work that my hon. Friend has done with it here in the United Kingdom. We wish to explore the possibility of some form of associate membership of those agencies. That is in the interests not just of the UK but of people across the EU, in terms of getting medicines to market more quickly.

I understand that more than 8,000 Carillion workers have had their jobs safeguarded, but, of course, that is no comfort to those made redundant and their families. The right hon. Gentleman raises a specific point about the Midland Metropolitan Hospital. The Department of Health and Social Care and NHS Improvement are working with the trust and the private finance initiative company so that work can recommence as soon as possible.

Does my right hon. Friend agree that behind the smiling beard of the Leader of the Opposition lies the real threat to this country’s economy—the shadow Chancellor and his reheated, hard-left Marxism? Can she reassure me and the businesses of this country that the Conservative party will put jobs, prosperity and growth before ideology?

The judgment that came out of the American Department of Commerce is a preliminary one. We await the final judgment of that Department, and the issue can then go to a trade Commissioner. We continue to work with the US and Canadian Governments, and Boeing and Bombardier, to bring about a resolution to this dispute and protect the important jobs in Northern Ireland. I understand that my right hon. Friend the Business Secretary will be making a statement on the matter tomorrow.

After the funfair of the conference season, may I welcome the Prime Minister back to her place as leader of this party, this Government and this country, and to the serious business of government? I congratulate her on the steely determination that she showed last week, including her setting out of an inspiring commitment to see this issue through on behalf of the next generation.

When the Prime Minister heard the Leader of the Opposition refer to Labour’s policy of a transition phase, did she, like me, think that that must be the one that she herself announced in her Lancaster House speech? The only transition in Labour that I see is the one from a once great party to a party of Venezuelan socialism.

My hon. Friend is absolutely spot on, on both counts. Indeed, in my Lancaster House speech, I said:

“I want us to have reached an agreement about our future partnership by the time the two-year Article Fifty process has concluded. From that point onwards, we believe a phased process of implementation”

to enable us to

“prepare for the new arrangements…will be in our mutual self-interest.”

So we thought of the implementation period quite a long time ago.

I support the Gracious Speech, except the proposal for a Bill on HS2, which I shall oppose, as I have done so far. I will support my constituents relentlessly on that matter.

I turn to Brexit. [Laughter.] What a surprise! Leaving the European Union is a given, even for my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke). It follows that we will leave the single market and the customs union, as stated in the article 50 notification letter and in our manifesto. I disagree with my right hon. and learned Friend on the question of the single market and the customs union. The European Union Referendum Act 2015 was passed by a massive majority. In the referendum itself, there was a clear majority for leave. The European Union (Notification of Withdrawal) Act 2017 passed in this House by 498 to 114 Members. At the general election, 85% of all constituencies voted for Members of Parliament to deliver the referendum result. We will soon debate the repeal Bill—I think it is somewhat based on a Bill I put forward a few months ago—which is the consequence of our leaving the treaties, as laid down in the 2017 Act. We will not now be governed by other member states, or by any cohort dominated by one in particular: Germany, which we increasingly find is the EU in all but name. We will regain our sovereignty, law-making powers, borders and money, and we will run our own affairs, as we did for century after century before 1972.

The economic, political and constitutional nature of our leaving provides us with a historic economic and political opportunity. As the Chancellor rightly said in his Mansion House speech—as well as on “The Andrew Marr Show” last week—during the general election campaign insufficient attention was paid to our success on the economy. Despite the commentariat’s recent reports on his speech stating that there would necessarily be a loss of sovereignty, I can find no explicit reference to that in his speech. He was completely right to emphasise the great economic progress we have made since 2009: we grew faster than any other major advanced economy bar Germany; business has created 3.4 million more private sector jobs; and the deficit is down by three quarters. At the same time, we have lowered income tax for 31 million people and taken 4 million people out of income tax altogether.

I do not think the Chancellor mentioned our foreign direct investment, which soared to £197 billion in 2016—up from £33 billion in 2015, according to the OECD. That is an incredible record, and we are now the primary foreign direct investment destination in Europe on the back of our successful economic policies. At 4.5%, unemployment is at its lowest since 1975. Compare that with unemployment in other member states and, in the context of those who voted Labour in the general election, with the massive 40% youth unemployment in so many other member states.

My hon. Friend referred to our stunning economic success in Europe. How much of that inward investment does he think can be attributed to the fact that we are a gateway to the European market?

That is a terrific question to which I shall return emphatically in a few minutes. The basis of my hon. Friend’s argument is completely wrong, as I shall explain in a moment.

The reckless spending alternative—the false alchemy of the Labour manifesto—would, in contrast with the Government’s economic success, simply bankrupt us and wipe out our success, as the Institute for Fiscal Studies made clear the other day. The Chancellor was right to say that stronger growth is the means by which reasonable taxation can be raised to deliver better public services and better living standards. We need sound money to go with that growth.

The Chancellor mentioned the European Investment Bank, in which we have a massive 16% shareholding, worth more than €10.2 billion. He and others should bear in mind very carefully indeed the fact that the EIB was set up under articles 307 and 308 of the European Union treaty, along with article 28 of protocol 5 on the statute of the EIB. That demonstrates that, as far as I can judge, the EIB is within the jurisdiction of the European Court. I am convinced that that is the case. We should find an answer to the question without surrendering our commitment to insisting on our own Westminster jurisdiction and not that of the European Court. We are going to have to think through this matter very carefully.

The Chancellor discussed the importance of free trade and how the Prime Minister’s Lancaster House speech made clear we would seek a comprehensive free trade agreement. He also confirmed—I repeat: confirmed —that we were leaving the customs union, for which there is a good and fundamental reason. I shall now address the point raised by my hon. Friend the Member for Mid Norfolk (George Freeman). When we leave the EU, our independent trade policy will be made by our Government, elected at Westminster, not by the unelected European Commission and by majority vote, which, as with all decisions taken under the European Communities Act 1972—as the European Scrutiny Committee made clear in its report in May last year—is made by consensus behind closed doors, with nobody knowing how the decision is arrived at. There is no public record, as we have in Westminster. It is all far removed from the democratic, transparent accountability of our procedures, our Hansard and our parliamentary system, in which people know who is deciding what. Furthermore, most EU business is done through the aegis of covert decision making in unsmoke-filled rooms. The EU is intrinsically undemocratic, as the recent Malta declaration of the 27 clearly indicated. I note that the Chancellor stated that as regards our trading policy he believes that we must negotiate

“mutually beneficial transitional arrangements to avoid unnecessary disruption and dangerous cliff edges.”

This mirrors, I think, what has been said by the CBI, the Society of Motor Manufacturers and Traders, the manufacturers’ group EEF and a number of other trade bodies, some apparently and some actually seeking to keep us in the single market and the customs union for up to five years, as my right hon. and learned Friend the Member for Rushcliffe indicated and with which I disagree.

The Chancellor also emphasised that we need an implementation period and frictionless customs arrangements, albeit, he said, outside the customs union. That poses a serious problem. Against this background, we need to understand where we are with the customs union and the single market and why it is important we leave both on leaving the EU, on which the Labour party is completely confused.

I want to draw attention to our trading within the single market, and ask our friends who are still at heart remainers to please take note of what I am saying. The Office for National Statistics and the House of Commons Library tell us that last year we ran a trade deficit with the 27 member states of £71.8 billion, up £9 billion in that year alone. In the same year, Germany ran a trade surplus with EU countries of £98.9 billion, up £16 billion in that year. Yet we enjoy a trade surplus with the rest of the world of £34.4 billion, which is accelerating rapidly. Yes, 44% of our trade is with the EU, and our trade with it will continue if we leave the single market and the customs union, but our global trade is where our successful economic future lies as soon as we leave the European Union and we have to get real about that.

Furthermore, although many describe leaving the customs union as a cliff edge, if done wisely it will be a launch pad for new and greater opportunities for growth and prosperity, providing trade deals with other countries, improving our regulatory environment, achieving a free trade agreement with the EU with zero-for-zero tariff deals, dealing with rules of origin, mutual recognition of goods, including agricultural products, and allowing expedited customs arrangements based on new technologies.

Since the House prorogued, the nation has experienced some deeply shocking events: the appalling terrorist atrocities in London and Manchester, and the terrible tragedy at Grenfell Tower. I want to take this opportunity to send my condolences to all who were affected and to salute the extraordinary bravery and courage of our emergency services.

As we gather around the anniversary of the brutal murder of Jo Cox, her inspiring message that we have—and must celebrate the fact that we have—“more in common” has never seemed more relevant. As we seek to tackle the extremism in our society, the fact that this Parliament is the most diverse ever—with more women, more ethnic minorities and more Members with disabilities than ever before—is a good thing. We are, indeed, a House that has “more in common” with the people we serve, and that can only strengthen our ability to speak for them.

I think it is an understatement to say that this election result was inconvenient for all of us who wanted to be given a clear, loud and unambiguous mandate to get on and do all the things that we wanted to do. The truth is that the mandate is now in this House. It is in Parliament. We should not be afraid of that, and we should not seek to hide from it. The Prime Minister is absolutely right to have set about forming a Government, given that she leads the party that has the largest number of seats and that won an enormous 42% of the vote, which would in any normal election have been an overwhelming result.

It is also clear to me that we must listen to the grievances so brilliantly and, if I may say so, mischievously harnessed by Comrade Corbyn in his campaign. Above all, we have to listen to this message: the British people want us, as my hon. Friend the Member for Berwick-upon-Tweed (Mrs Trevelyan) pointed out, to get on with it, but also to listen and to lead. There is no appetite in this country for another referendum, another election or, dare I say it, a change of leadership. Nobody will thank us for indulging in partisan politics or parlour politics when the country is calling out for leadership. I strongly support the Prime Minister in seeking to provide it in very difficult times.

I welcome the signals that the Prime Minister has given that she is listening, and I thank her for them. She is taking personal responsibility for the events of this nation, as we all should in public office. She has shown humility and contrition—not easy for the leader of a nation—and she has shown phenomenal personal resilience and duty to nation. Those are qualities that will stand her and us in good stead in the negotiations ahead. I welcome strongly her appointment of a First Secretary of State and a parliamentary chief of staff.

I welcome the fact that in the Queen’s Speech the Prime Minister revisited—oh, if only we had stayed on message during the election campaign!—the inspiring message of one nation compassionate conservatism that so electrified the electorate last summer, not even 11 months ago. I welcome that message loud and clear today. I particularly welcome the measures in the Queen’s Speech concerning industrial strategy—investing in the jobs, businesses and companies of tomorrow, and in skills and education—which will spread opportunity to those who have felt, hitherto, as though we were building an economy that did not work for them.

It is clear to me that we need to do more to tackle the grievances that were so loudly aired during the election campaign and harnessed by the Opposition. There are three that we need to address. The first is that the youth of this country, who were awoken from their political stupor by the EU referendum, are confronted by personal debts and an intergenerational debt transfer—they have inherited from us £1.7 trillion of debt—and they are struggling to buy houses. That has become almost the sole model in this country for building up equity and wealth, and they are largely excluded from it. They were casually assumed not to vote. Well, they did vote, and they are demanding that we listen to them. This party and this Parliament must do so.

Secondly, we heard a very loud message about an exhaustion with a particular model of public service austerity. I bow to nobody in my support for the conviction we showed in tackling the horrendous public finances we inherited from the Labour party, and I will never stop reminding people that Labour thought it was funny. Its Chief Secretary to the Treasury left a note saying, “There is no money. Ha, ha! Good luck.” Well, it was not funny; it was a moral outrage and I am proud that we tackled it.

However, it is clear that after seven years of a particular model of austerity, we have heard a loud roar from public service professionals—the doctors, the teachers, the consultants—that they have tightened their belts and they need a different model. I think that we need to set one out and that it needs to be based more on supporting innovation, on leadership, on rewarding public sector leaders who deliver more for less, instead of punishing them, and on unleashing public sector growth. The public sector could do a lot more to support inward investment and jobs. We must ensure that we skill and train our public sector leaders to take part in a 21st-century economy.

Thirdly, in an election that explicitly sought a mandate for Brexit, there was a clear and strong message from many, including from the young and from business, that they reject the shrill and divisive tone in which Brexit has been presented—the sort of “come on if you think you’re hard enough” approach to Europe. They reject the suggestion from some, particularly those on the extreme of the Brexit debate, that there is some magic trade deal tree, in the same way that some on the Labour Benches suggest there is a magic money tree. I think that the people of this country are reconciled to Brexit. Like me, many people in this country who voted for remain want us to get on with it, but they want us to be hard-headed, hard-nosed and soft-tongued. I think that we need to focus more on the life chances and prosperity of the people we serve.

What do we need to do? On the youth, I think that we need to look at a new deal for the next generation. It is clear to me that we need to look at tuition fees, the rate of interest and the structure of the loan book. We need to look at speeding up their access to rented housing. We need to look at a new model of saving for a generation who will not benefit from the post-war model of national insurance. We cannot duck the deep issues; we need to address them on a cross-party basis in this Parliament.

On public services, we need to embrace a new model to replace austerity 1.0 with innovation and efficiency 2.0. We need to embrace a whole series of reforms to drive the innovation we need in our public sector.

On Brexit, we need to be more business-like. I am delighted to hear the Chancellor say that the electorate did not vote to be poorer. We need to stop treating those who voted for remain as though that is some badge of shame. We need to respect the concerns they have aired. We need to engage this Parliament. Far from hiding the issue from Parliament, I would immerse this Parliament in the detail of Brexit—every Select Committee, every Committee, every Member should be immersed in it. The Government do not need to be bound by everything this House asks for—they seldom are—but it would help to make sure that every Member of this House is fully aware of the issues we are dealing with. In the end, it will come down to three Ms: money, markets and movement.

As a former Minister for life science, a former entrepreneur and somebody who has been proud to work with great entrepreneurs in this country, creating businesses, jobs and prosperity, it is that constituency and the prosperity of my constituents in the relatively poor, rural backwater of Mid Norfolk that I am focused on through this process.

If we are to make this work as MPs, as a Parliament and as a Government, we need to approach it not in the spirit of ideological, partisan or nostalgic, backward-looking yearning for some ideal form of sovereignty, but by being quite hard-nosed about this country. In the best traditions of our foreign policy, we must put British interests first. I am reconciled to that. I think that a Brexit driven in the best interests of this country internationally could be a proud and wonderful moment. Is this the moment we turn in on ourselves, turn our backs on Europe, turn our backs on our allies and our great trading partners, or is it a moment when we respect their project and negotiate a new relationship as their best friend, their nearest neighbour and their biggest trading partner, while allowing ourselves to go off and access the emerging markets? Get it right and we will be thanked by the generations to come, but get it wrong and this party, this House and this Parliament will pay the price. If this becomes a narrow cultural cul-de-sac that appears to a younger generation to have shut off their access to the opportunities of the world, of globalisation and of the new economy, we will not be thanked.

In the end, it is up to this party, this Government and this House to unify this nation, and we can only unify a nation if we are unified ourselves. I hope that you will allow me, Mr Speaker, the indulgence of reminding the House that Abraham Lincoln’s family came from my constituency. He famously said:

“A house divided against itself cannot stand.”

The same is true of a Government and a party.

I say to the right hon. Gentleman that I am well aware that Scotland is a constituent nation of the United Kingdom. The point is a very simple one and it was made from the Bench behind him earlier: different parts of the United Kingdom voted in different ways. Different constituencies voted in different ways. Scotland, Wales and Northern Ireland voted in different ways—Wales voted to leave; Scotland and Northern Ireland voted to remain—but the overall response of the United Kingdom was a vote to leave the European Union, and that is what we are putting into place. I say to the right hon. Gentleman that we are looking at the arrangements that need to be put in place, whatever the impact—whatever the decision that is taken at the end. But crucially, what I am very clear about—I was clear in my letter to President Tusk—is that we should work to get that comprehensive free trade agreement, so that we are not in the position of having no deal but we have a deal that is to the benefit of everybody in the UK, including the people of Scotland.

May I congratulate the Prime Minister on the cool, constructive clarity and conviction that she has brought to this momentous period in British politics, and on her commitment today to negotiate on behalf of everyone in this country—the 48% as well as the 52%? Does she agree that we must also redouble our commitment to domestic reform—that compassionate Conservative programme—which is so key to industry and to skills and infrastructure, both for our post-Brexit economic prosperity and for the unity we will need to succeed? She wrote in her excellent letter to Mr Tusk:

“The task before us is momentous but it should not be beyond us.”

Does she agree that that applies to Members of this House as well, and that we should reject the shrill voices of Scottish and English nationalism so that we pull together, not pull apart?

My hon. Friend is absolutely right. The question people responded to in the referendum was about leaving the European Union, but I believe the vote to leave was also a vote for wider change in this country. That is why it is so important that we put forward and deliver our plan for Britain, for a stronger, fairer society for all—a country that really does work for everyone. It is important that right now we pull together and recognise that the task ahead is to ensure we get the right result for the whole of the United Kingdom.
