Commons ChamberI think that they, as all victims do, deserve a really tough, independent regulatory system that can really hold the press to account, that can fine those editors, that can call them to account, that can insist on proper apologies and that can take up complainants’ cases and deal with them properly. That is the absolute key. Of course there is a debate to be had about statutory underpinning, yes or no. But the real debate is: is this regulatory body going to be powerful enough to get to the truth and do what needs to be done?
The Defamation Bill is currently going through Parliament with the support of all parties and even of the press. Does the Prime Minister agree that this is a good example of successful statute being introduced by this House—perhaps the idea is not quite as revolutionary as he said? Does he think it is wrong for newspapers to support statutes which are in their interests but oppose statutes which might protect civil society? Just as he has an open mind to a regulatory model without statute, does he agree that editors should keep an open mind to using some statute?
I hope everyone will have an open mind as they read this report and the conclusions about some of the terrible things that have happened in the press, but above all what I want editors to do is engage properly with what Leveson has said needs to happen to the regulatory system. As I say, there is no need to wait for long conversations about that. He sets out what is wrong with Hunt-Black and what needs to be put in place. That work should start straight away.

Commons ChamberI am always happy to meet my hon. Friend, who I know has strong views on this issue. He favours an in/out referendum and voting out, which is where he and I do not agree. I am happy to have that conversation with him, but I think it makes much more sense to look at the new settlement we would like to achieve within the EU before seeking consent for it. I do not think that legislating in advance is the right way forward, but I am happy to discuss it with him.
I welcome the statement. The Prime Minister has been absolutely consistent on this issue for two years. Rather than walking away from our allies, as some urged him, he stuck with them and expanded the alliance for a real-terms freeze. Does he agree that if we were to limit the scope of structural funds and reduce the deadweight costs of recycling between richer countries, we could not only reduce the EU budget, but allow countries such as Britain to have more money to spend on their own independent regional policy?
My hon. Friend makes an extremely important point. If we can encourage the better-off countries in Europe to take that approach, we can do exactly as he says and restrict the EU budget, but ensure that those countries that joined the EU with an expectation that they would get structural and cohesion funds to update their infrastructure can get those funds. That is important.

Commons ChamberWhat I have done before these budget negotiations is work together with other European leaders to set out what I think is acceptable. In the letter that we published on 18 December 2010, we said that
“payment appropriations should increase, at most, by no more than inflation over the next financial perspectives.”
In these negotiations we are dealing with taxpayers’ money and we are already a massive net contributor to the European Union. It is right to set out your position and stick to it, knowing that you have a veto if you need to use it.
May I commend the Prime Minister’s decision to stick to his guns and show consistency over the budget by insisting on a real-terms freeze? Does he agree that we will never drive reform in the EU if we continue to give it a blank cheque and allow it to spend whatever it likes?
My hon. Friend is absolutely right. Even if there is tough control over the European budget, as I say there should be, there is plenty of room to ensure that the cohesion countries receive the support that they need as their economies develop, to crack down on the administrative central costs, and to continue to reform the common agricultural policy and reduce the agriculture budget, which still makes up about a third of EU spending. There is plenty that can be done to get more money out of what is already spent and to use it more wisely.

Commons ChamberI would not put it like that. I cannot tell the Greek people what to do. My view is that the right answer for Britain is to be outside the single currency and not to be involved in this integration. People can go back to my election address in 1997, when I said that I opposed Britain’s joining the single currency. The reason why I opposed it was that I did not think it right to give up that sovereignty and level of democracy. That is a choice that those countries and those people must make; it is not for us to make it for them.
I agree with the Prime Minister that the priority for this country should be to negotiate the return of powers from the EU and that any referendum should come at the end of that process, not the beginning. However, does he agree that we should reject the defeatism of the Leader of the Opposition and start to articulate the case for an alternative vision for the future of Europe?
My hon. Friend makes a very important point. There has been a defeatism from the Labour party, including when it was in government. When confronted with difficult choices about the rebate, it gave it up; and when confronted with the issue of the European constitution, it promised a referendum and did not deliver it. In the end, it always went along with absolutely everything. The Labour party has not yet told us whether it would sign the treaty that I refused to sign back in December. When it comes to this, it is the status quo party.

Commons ChamberFirst, I pay tribute to the hon. Gentleman. He is absolutely right to say that these girls have been brave to come forward and tell their stories, with all the difficulties that that involved. He has talked about people who have come to his constituency surgeries. Of course this is a problem across communities, but there are particular problems in particular communities and he has been brave to say that, because we need to face up to these problems if we are to deal with them. He asks about a review. I will have a look at that. As I said, the Office of the Children’s Commissioner will—hopefully—come up with recommendations within a month, and I understand that Rochdale borough safeguarding children board has conducted a review of child sex exploitation which will be published, but I am prepared to look at the issue of a serious case review as well.
Q11. Next year Camborne Science and International academy will become the first ever British school to host the international student science fair, welcoming schools from around the world. Does the Prime Minister agree that if Britain is to prosper in the future we need to lead the world in science and technology, and that we should support the efforts of schools such as Camborne, which are leading the way?
My hon. Friend is absolutely right to highlight the issue and to highlight the school in his constituency that is clearly doing a good job. If we want to compete in a very competitive global market, we need more science teaching, we need more science graduates, and we need also to encourage those science graduates back into the classroom to train up the next generation of scientists and engineers. The good news is that there has been an 80% increase in the number of students taking science GCSEs since 2010, and my right hon. Friend the Secretary of State for Education has put in place some generous bursary schemes to encourage some of our top maths and science graduates back into the classroom, to make sure that they are teaching the next generation.

I agree with the first half of what the hon. Gentleman said, which is that it is important that we establish the full facts of the case. My right hon. Friend the Secretary of State has been absolutely clear, and so has the special adviser. The difference between this case and other cases where Ministers are involved in these sorts of accusations is that this is going to be examined by a judge in a court.
As long ago as 2006, the Information Commissioner revealed that newspapers were driving an
“illegal market in personal information”,
and yet there was no judicial inquiry and the former Prime Minister, Tony Blair, did not dare criticise what he called the “feral beast” of the media until days before he left office. Now that we have the Leveson inquiry, does the Prime Minister agree that Ministers in the last Government should be given the opportunity to explain why they did so little in response to that report?
My hon. Friend makes a very important point. Frankly, it is, yes, a point for the last Government, but it is also a point for the last Opposition. These were powerful reports by the Information Commissioner, but the problem is that our political system did not react properly to them. That is one of the reasons it is so important to have the Leveson inquiry and to try to get to a situation where we have an appropriate regulatory system, so that when problems are thrown up, as they were by Richard Thomas in those reports, they are properly dealt with.

Commons ChamberThis was a European Council devoted to discussion of the economy and foreign affairs, so there was no discussion of the European arrest warrant.
I welcome the consistency with which the Prime Minister has argued for the development of the single market. Does he agree that a successful single market does not require harmonised employment laws? Can anything be done at this late stage to mitigate some of the damaging effects of the agency workers directive in particular?
On the agency workers directive, it is difficult, because it has already effectively been implemented. However, as I and other countries said, it is no good pursuing a growth agenda in the EU if, at the same time, the Commission is still coming forward with directives that cost business and industry a huge amount of money. I mentioned the new ergonomics directive—believe it or not—which will cost business many hundreds of millions of pounds. As I said, however, with the new Prime Ministers in Italy and Spain, there is now southern support for the northern agenda of deregulation. We need to ride that horse as fast as we can.

Commons ChamberIn Europe, we have a plan for jobs and growth, which is called completing the single market. The question that the hon. Gentleman and his leader have to answer is about the new treaty being proposed, which 25 countries are going to sign and Britain is not. [Interruption.] I do not care how bad the lasagne is, at some stage the shadow Chancellor and the Leader of the Opposition are going to have to make up their minds. Are they for it, are they against it, or are they weak and indecisive and cannot make up their minds?
Like many others, I welcome the commitment to cut the burden of regulation, but does the Prime Minister agree that there could be potential to revisit the way in which directives were transcribed into UK law by the previous Labour Government, with a view to removing some of the gold-plating that businesses complain about so much?
My hon. Friend makes a very good point. There have been occasions on which EU directives have been added to by Government Departments and implemented with more vigour than in other parts of the European Union. We have tried to put a stop to that under this Government.

Commons ChamberEvery increase in youth unemployment is unacceptable—[Interruption.] I will tell the House exactly what is happening. The number of 16 to 18-year-old young people not in employment, education or training is actually going down, but the problem, as the hon. Gentleman rightly says, is that 18 to 24-year-olds are finding the job market extremely difficult. [Hon. Members: “Why?”] The reason why unemployment is going up is that we are losing jobs in the public sector and not growing them fast enough in the private sector, so we need to do everything we can to get our economy moving. The absolute key to that is keeping our interest rates low. We now have interest rates down to 2%. If we followed his party’s policy of extra spending, extra borrowing and extra debt, interest rates would go up, more businesses would go under and we would not get our economy moving.
Q12. Many Members will have encountered examples of banks using the threat of receivership to extract new charges and higher interest rates from their business customers. Does the Prime Minister agree that it is wrong for banks to use what is effectively an extortionate bargaining position in this way, and will he agree to meet me to discuss some of the proposals I have outlined to limit the power of receivers and require banks to obtain a possession order before selling up small businesses?
I am very happy to meet my hon. Friend about this issue. It is vital that we not only get our banks lending properly, and lending to small businesses, but ensure that they behave in an ethical and proper way as they do so. We are addressing the first issue—the quantity of lending—through the national loan guarantee scheme and the other credit-easing measures that the Chancellor set out in the autumn statement, but we also need to ensure that the practices that the banks follow are fair, and seen to be fair. They have an interest in making sure that small businesses are in good health, and they need to follow those sorts of procedures to ensure that that happens.

Commons ChamberThe hon. Lady makes a very good and sensitive point. It is not just for the PCC but for newspapers themselves to understand the trauma that is being caused and the need to be more sensitive.
Does the Prime Minister agree that one of the key weaknesses of the PCC is that the public interest defence in the code has, frankly, been used and abused over the years? That is why it is so important to have independent regulation going forward and why those who continue to cling to the idea of self-regulation are wrong.
My hon. Friend did an excellent job as my press secretary for many years before taking the sensible view that he belonged on these Benches. There is a problem, which the inquiry will have to look at: we want the press to take action in the national interests, but we have to have a system in which they are not breaking the law. That has to be resolved.

Commons ChamberFurther to the Prime Minister’s answer to my hon. Friend the Member for Skipton and Ripon (Julian Smith), I congratulate my right hon. Friend on getting the European Commission to identify regulations from which small businesses should be exempt. What does he expect to be the time scale in which that task is completed? Will he give an assurance that he will follow this matter through ruthlessly to ensure that the Commission delivers on the promise?
My hon. Friend makes the good point that getting these things to appear once in a set of European Council conclusions is a good start, but that we have to ensure that the European Commission follows through on that. That is why I am trying to build an alliance in Europe on this issue. The fact that several consecutive Council conclusions have mentioned it means that a programme will have to be put in place to get it done.

The Prime Minister will be aware that the former Labour Secretary of State, Lord Hutton, has described current proposals on pension reform as the best chance we have to deliver a sustainable system that is fair both to scheme payers and to the taxpayer. Does my right hon. Friend agree that when it comes to these major, long-term issues, we should build the broadest possible consensus; and will he seek the support of Members on both sides of the House for his proposals?
I thank my hon. Friend for his question and for the way he puts it. The Hutton report is a good report. This is not about attacking or downgrading public sector pensions; it is about a way of making really good public sector pensions affordable into the long term and respecting all the accrued rights that people have. We need to win this argument on the basis of fairness. It is right for the taxpayer to put money into public sector pensions, but we need to know that they are affordable for the long term. The steps that Lord Hutton puts forward are therefore absolutely right. I hope that the Labour party will take a responsible view and recognise that we need to make this change for the long-term good of our country.

Commons ChamberI seem to remember that the right hon. Gentleman was a Minister in the last Government, who commissioned the Browne review. [Interruption.] Yes: the Government who went into the election committed to cuts of 25% in the budget of the Department for Business, Innovation and Skills. If they were committed to that, what were Opposition Members going to do? Were they going to cut the number of people in universities, or were they going to cut the money going to universities? We have had absolutely no answer. The people who are actually behaving in a way that I think drags politics through the mud are people who introduced tuition fees, introduced top-up fees and commissioned the Browne review, and who then, as soon as they are in opposition, behave irresponsibly and run away from it.
Q11. There are currently plans to regenerate Camborne and Redruth, which would create 6,000 new jobs and allow the building of a modern, state-of-the art mine in Redruth. However, the work depends on transport infrastructure improvements which are currently being reviewed by the Department for Transport. Does my right hon. Friend agree that in difficult times when capital is scarce we should prioritise projects that create jobs and deliver growth, and that the Department for Transport should review its assessment criteria?
My hon. Friend speaks very well for his constituency and fights very hard for the economy in Redruth and Camborne, and he is absolutely right that of course we should give priority to transport projects that have the greatest economic return. That is what the Department for Transport does; it also has to look at environmental and other factors, but decisions should be based on where we can show economic benefits from transport—and remember that we are putting more money into transport capital infrastructure than the previous Government planned to do.
