Commons ChamberI have regular discussions with the Home Secretary and across Government on this issue. It is vital that everything is done to address this. I know that this is something that is felt on both sides of the House. We will continue to put in all the resources and all the effort required to tackle this vital issue.

Commons ChamberWe are investing heavily in teacher quality, so it is very doubtful that the hon. Lady would ever get the opportunity to be a teacher.
Some of the students who have missed out most because of the pandemic have been those doing technical and vocational courses. Will my right hon. Friend join me in congratulating staff and students at Buckinghamshire University Technical College on all they have achieved, despite the challenges of coronavirus? Will he confirm that the Government support he has announced will help them to gain the skills that employers are looking for?
From conversations I have had with my hon. Friend I know about the importance of Buckinghamshire UTC to his constituency, and the many youngsters who go there and get such a quality education. I reassure him that the interventions we have announced, and the additional funding, will benefit Buckinghamshire UTC and those youngsters who wish to pursue a brilliant technical education that opens doors to so many opportunities and incredibly high earnings—often much higher earnings than from pursuing a graduate route. Those youngsters will benefit from that, as will all schools across my hon. Friend’s constituency.

Commons ChamberThe best place for vulnerable children and those with special educational needs is at school. That is why we kept schools open throughout the pandemic. The high needs budget has grown by £1.5 billion in two years, and £42 million has been made available for specialist organisations to support children with special educational needs.
I join my hon. Friend in recognising the important role of this new free school, led by the Prosper Learning Trust. It will make a real impact on so many children in his constituency, and I look forward to working closely with him and with the new school to ensure that we deliver the very best special educational needs education in his constituency.
The all-party parliamentary group for special educational needs and disabilities heard some very moving and sometimes concerning personal experiences from young people about the impact of the pandemic on them. I know that schools and local authorities, including in Buckinghamshire, worked incredibly hard to provide the best services they could, but could my right hon. Friend reassure the House that help and funding will be made available specifically to support the mental health of young people with SEND as part of the recovery from the pandemic?
My hon. Friend is absolutely right to highlight some of the challenges that young people suffer, especially in the area of mental health. That is why, just a short while ago, we announced extra provision and extra money and resources to support children in schools and make sure they have the very best mental health, and we are supporting schools in doing that.

Commons ChamberWhile we are not in a position to be able to provide independent schools with funding to roll out testing, we are providing them with facilities, testing equipment and all the other additional equipment that is required for the full testing regime. That is being provided to all schools and all settings that are teaching and providing education facilities for children in years 7 and above.
My right hon. Friend has been consistent throughout the crisis in insisting that we balance the need to keep people safe with the vital need for children to continue their education. In the light of that, can he reassure parents of primary school children in tier 4 areas such as Aylesbury that he has fully considered the safety of pupils and staff in reaching his decision that those primary schools can reopen next week and continue their very valuable education?
As my hon. Friend will recognise, at every stage the safety of pupils and those who work in schools is at the very heart of every decision we make. We all recognise the impact of not being in school on children’s life chances. It is always important to balance the need to get children in with ensuring that they are in a safe environment. The measures we are taking on testing go so far to ensure that children not only get the benefit of that brilliant education but have the surety and confidence of knowing that they are going into a safe and secure environment.

Commons ChamberThe hon. Lady raises a really important point on which there is a lot of shared concern on both sides of the House. This was one reason that we particularly weighted the covid catch-up fund to deliver extra money for those schools supporting children with special educational needs. We recognise there are some acute and difficult challenges, and certainly I know that the Minister for School Standards would be happy to sit down with the hon. Lady, along with the children’s Minister, my hon. Friend the Member for Chelmsford (Vicky Ford), to discuss any extra support or intervention she thinks would be of use and benefit.
May I congratulate my right hon. Friend on achieving a compromise that enables students in Aylesbury to sit exams that they have long worked towards and actually want to take, while ensuring that they have the best possible chance of receiving a fair result? Can he assure me that this strategy will be able to withstand any future shocks that might arise due to covid-19, so that teachers and pupils in Buckinghamshire can plan the next two terms with certainty?
This is why we have taken the decision to make the announcement at this stage. I think the four nations in the United Kingdom believe this is the most comprehensive and detailed plan for how we are going to proceed with assessment, examinations and the awarding of grades. I hope this gives every school leader and every teacher, but most importantly children, a clear sense of what they are going to be assessed against, so that they can achieve the very best grade that they are capable of getting.

Friend and colleagues from South Gloucestershire Council to understand some of the work that has been undertaken and what we can use from that to roll out in different parts of the country.

Commons ChamberThe national tutoring fund and the covid catch-up premium will be implemented for this coming academic year, so children get the benefit of it immediately.
I pay tribute to the staff across the Aylesbury constituency for all the work they have done preparing for children to get back to class safely this week. Will my right hon. Friend set out what his Department is doing specifically to help support children with special educational needs and disabilities, particularly those who are in mainstream schools?
My hon. Friend raises an important point. I join him in paying tribute to all those who work in the schools, nurseries and colleges across the Aylesbury constituency for the work they have been doing over the summer to welcome children back. We recognise that there are some unique challenges for children with special educational needs not just in the mainstream sector, but in special schools. This is why we have consistently provided targeted advice on how to support them, recognising that some of their needs are going to be extra for them and that schools are in the best position to be able to support them on their return.

Commons ChamberYes, we have looked into what we need to do. The key point, which I made in response to the question from the hon. Member for Luton South (Rachel Hopkins), is that if universities are in financial distress they will need to highlight that at the earliest possible stage. so that we can establish how we can best deal with it. As for the issue of international students, we recognise our obligation to ensure that they have continued accommodation here if they are unable to return to their home countries. The university sector has been excellent in responding and ensuring that accommodation is available, but there will be some students who cannot return home, and we will continue to support them.
My right hon. Friend said that he expected schools and nurseries to remain open during the Easter holidays for vulnerable children and the children of key workers. What sort of service does he expect them to provide, and what additional help will they be given?
We realise that while we cannot ask schools and education settings to provide a normal school curriculum, it is important to provide activities that engage and encourage young people to attend. We will work across the board, but there are no better people than teachers to really understand what engages children and keeps them motivated.
