We are doing a comprehensive plan, and there has been over £3 billion over the past year. We recognise that there continues to be more to do. That is why we are doing a review of how the school day can be best used as we work up to the comprehensive spending review. Every undertaking that we have made as part of this has been based on the evidence and what we believe is going to deliver the best results for pupils.

What measures will the Secretary of State take to ensure that the tutoring is indeed of high quality and the teaching great?

My right hon. Friend knows a lot about tutoring having done much of it himself. I look forward to seeing in the Register of Members’ Financial Interests, maybe in a year’s time, payments that he has received for all the tutoring he has done for state school children up and down the land, bringing a quality, an eloquence and a panache that has been missing from education as a result of his not being involved in it over the past few years.

My right hon. Friend is right that we need to ensure that there is high quality in everything we do on tutoring. That is why, as we have rolled out the national tutoring programme, we have always emphasised the need for quality tutors who are able to deliver, because that is what will bring the biggest benefits to these children.

It will probably not surprise the hon. Gentleman that we will continue to fully fund schools, and that those people who are working in schools will continue to get paid.

How will large numbers of young people released from school be persuaded to stay at home and avoid social contact?

My right hon. Friend poses a challenge, and as the father of two teenage daughters I am acutely aware of youngsters’ desire to socialise, but what we are facing in this country is not normal. It is not something any of us have seen in our childhood, and it is not a situation any of us would like to see or be in, and we need to accept that everyone has to exhibit a different set of behaviours to be able to stem this virus. That comes with challenges, but we are only taking the steps we are taking because we believe they will go towards ensuring that this virus does not spread as widely as it could.

May I say how delighted I am to see so many new faces among us? They could not have arrived at a more exciting time. This Government have a historic mandate to push through an ambitious and challenging agenda, to make changes that will transform the lives and prospects of a generation. We are poised to shape a new Britain. We are primed for a new era. This Government are ready to ensure that Britain can seize the opportunities that lie ahead of us after we leave the European Union—a Britain where the young people of today are prepared for the world of tomorrow.

Education is a mirror to the kind of society that we want to see—an open, flexible, tolerant and supportive society where everyone, wherever they are from and whatever their talents, has the chance to achieve their dreams and ambitions. Since becoming Education Secretary, I have been committed to making those ambitions a reality. As Her Majesty the Queen set out in her Gracious Speech on 19 December, we are about to embark on a full programme to ensure that everyone feels the benefit of these changes.

The Secretary of State has sent me a most welcome spreadsheet telling me what schools in my constituency can expect from the settlement he has reached. I am glad to say that all my secondary schools are set to receive more than £5,000 per pupil, but how will he ensure that they get it and that local authorities will not increase their slice or use their own formula to redistribute it?

I thank my right hon. Friend for making such an important intervention, and for his compliment on the spreadsheet, which is a compliment I have not received before. He makes an important point about making sure that money that has been allocated to schools is going to be properly passported through. It will be the Government’s intention to move a statutory instrument to ensure that the minimum funding of £5,000 for every secondary school and £3,750 for every primary school is passported through to schools in the next financial year. For primary schools, that will obviously be increased to £4,000.

As a Department, we have consistently worked closely with the Home Office to ensure that any issues brought to our attention have been resolved. We made a change in our policy just a few weeks ago that we hope will be of further assistance to more of those people who helped and supported the British armed forces. We will continue to review that and provide what help we can.

When I chided President Ghani over his lack of co-operation on the return of failed asylum seekers, he told me that as a war president his priority was the young men and women taking the fight to the Taliban, rather than those who had run away. It was a fair point, was it not?

We recognise the enormous contribution that so many people made—not just those working with British forces, but the Afghan security forces, who are taking the fight to the insurgents every single day. I am talking about not just the Taliban, but Daesh and other states that seek to extend their influence into Afghanistan.

As the hon. Gentleman knows, the Government do not comment on the activity of special forces, but we are absolutely committed to keeping this House regularly updated on our operations in Iraq and Syria. He talks about the recovery in the region and touches on what the Iraqi Government were looking for with regard to support. The international community has come forward with $30 billion-worth of support. It is vital that the British Government do all they can to encourage that support to come forward swiftly, so that the Iraqi people get the benefit of it. We are starting to see some very positive signs in the Iraqi economy, with a recovery and increased private sector investment, and that is the true driver to Iraq’s future. We should not underestimate the amount of oil wealth in Iraq in ensuring that we do all we can to help the Iraqi Government to benefit from that wealth and, more importantly, that the people of Iraq benefit from that wealth, too.

What estimate has the Secretary of State made of the number of Daesh fighters who have got away, got back and are at large in the United Kingdom?

Gavin Williamson Portrait Gavin Williamson

The Government continue to keep a close eye on all those people who are travelling from the region through other third countries with the intention of returning to the United Kingdom. I am sure that my right hon. Friend will also appreciate that the Government keep a very close eye as to the activity and the movements of such people.

There are many right hon. and hon. Opposition Members who care incredibly passionately about our armed forces and will do all they can to support them: I know that the hon. Lady is very much one of them. But when we talk about the risks and threats that are posed to our armed forces, I sometimes think that we should be worried about the Leader of the Opposition a little more than anything else.

In the modernising defence programme we are looking at all our capabilities and how we ensure that we are able to adapt to the increasing challenges and threats, but I will not prejudge that programme. We will look at the evidence and the information that comes from the public and the wider defence community.
