Public Bill CommitteesJust a small point on the statistics that the Minister cited. In the last year, there has been a 90% drop in the number of nurses coming from the EU to work in the UK.
That gives me a marvellous opportunity—I might have to look at my hand to check the statistics—to say that the net migration statistics came out this morning; very hot off the press. Net migration of EU citizens to this country is still positive. The hon. Gentleman makes the point that there has been a drop-off, but we have seen—this gave me significant reassurance—that among the EU citizens who have been living and working here and exercising their right to free movement over the past year or so, the level of emigration is absolutely static. That gave me at least one statistic to cite, which is that 57,000 more EU citizens have come here over the past 12 months than have left.

Commons ChamberInterestingly, one of my first meetings after becoming Immigration Minister was with the Polish ambassador. We recognise that many Polish citizens live in this country, and working through the embassy and with the diaspora community is one of the best ways of reaching out to them. I would be delighted to take up my hon. Friend’s invitation and shall very much look forward to it.
Statistics from the British Medical Association suggest that nearly four in 10 NHS doctors from the EU are blissfully unaware of the Government’s settled status scheme. Does the Department not need drastically to up its game in raising awareness and ensuring that as many of those who need to apply do apply?
We are already piloting the settled status scheme, and we have established a significant database of EU nationals with whom we correspond regularly via email through Home Office communications channels. Employers also have an enormous role to play. The hon. Gentleman highlights people working in the NHS, so I am delighted to inform him that NHS trusts are reaching out to their employees and working hand in hand with us through the second phase of piloting the settled status scheme.

Commons ChamberAs I have said, it is important that we assess each application on its own merits and on the information provided by individual applicants. It is important that we enable academics to come here, but it is also important that applications be completed in a timely manner and with all the information that we have requested.
The hon. Member for Glasgow North mentioned the future for visitors from the European Union and the reciprocal arrangements for UK travellers going to the EU. On 13 November, the European Commission published a proposal to grant UK citizens visa-free travel to the EU after the UK’s withdrawal. This is conditional on the UK also granting reciprocal and non-discriminatory visa-free travel for all EU member states. We welcome the Commission’s proposal, which reflects the future relationship that we want to have with the rest of the EU. In our proposals, we have made it clear that we want to ensure reciprocal measures with the EU on visa-free travel for tourists and short-term business visitors.

In conclusion, let me reassure hon. Members that the Government are absolutely committed to ensuring that we have a visa system that balances protecting our borders and national security with ensuring that people are welcome and are able to visit, to study and to work in areas where we need their skills. As we leave the EU, we will remain an open and tolerant country that recognises the valuable contribution migrants make to our society and that welcomes those with the skills and expertise to make our nation better still. We will control immigration so that we continue to attract the most talented to work or study in Britain while managing the process properly so that our immigration system serves the national interest. We are carefully considering a range of options for the future immigration system and will set out proposals very shortly. We will want to ensure that any decisions on our long-term arrangements are based on evidence and on engagement.

Commons ChamberMy constituency has already said no to a part of the UK Government’s immoral immigration policy—a short-term holding facility near Glasgow airport. One of the main reasons cited for that refusal was the UK’s indefinite detention policy. The UK is the only country in the EU that has indefinite detention. Is the Minister proud of that policy?
There is an automatic review of detention after a month and at every recurring month. Individuals may apply for bail at any time. It is important to reflect on the fact that only 5% of the immigration offender population will be found in detention at any one time. We seek to manage them in the community wherever we possibly can. They will be held in detention only when there is a real risk of absconding or of public harm, or where we are seeking to move somebody to removal as soon as possible.

Of course, what we are seeking to do is to have evidence-led policy making.
This unnecessary and unwelcome delay in the publication of a White Paper that was originally promised last summer should perhaps not surprise us, given the Government’s chaotic and aimless approach to Brexit. Even the transition arrangements are in chaos, with the Prime Minister saying that she will push back on residency rights for EU nationals during the transition, thereby making it harder to attract key EU nationals. All that while we are already rejecting doctors and crucial staff from outside the EU because the ridiculous tier 2 cap has been breached for two months in a row.
Scottish Government economic modelling shows that, on average, every EU citizen working in Scotland contributes £34,000 in GDP. The leak of the Whitehall EU exit analysis means we now know that the UK Government are sitting on analysis that comes to precisely the same conclusions as the Scottish Government’s. That highlights yet again the positive contribution that EU citizens make to Scotland’s economy and communities. Free movement has been vital to support healthy population growth in Scotland. I urge the Minister to continue dialogue with the Scottish Government to ensure that immigration rules after exit do not undo that welcome progress.
I thank the hon. Gentleman for that question. He is of course right to point out that EU citizens who have made their lives in the UK have made a huge contribution to our country. That is precisely why we want to see their rights preserved and, indeed, why the Government are legislating that they should be through the withdrawal agreement. I absolutely take on board his comment about the Scottish Government. I reassure him that we will of course continue to work with our colleagues in the Scottish Government to make sure that we get the best results for the whole United Kingdom.

Commons ChamberI would, of course, like to add my condolences to those already expressed by colleagues to the families of the victims of yesterday’s attack, and especially to the family of Keith Palmer.
I can assure the House that the Equality Act 2010 and the public sector equality duty, which incorporates a number of EU directives on equalities, will continue to apply once the UK has left the EU. Additionally, we continue to be signatories to the UN convention on the rights of persons with disabilities, which is binding in international law.
The hon. Gentleman mentions my colleagues, but I remind him that the Conservative party has a proud history of protecting disability rights. It was under a Conservative Government that we passed the Disability Discrimination Act 1995, which made it unlawful to discriminate against people in respect of their disabilities. The UK is a world leader in support for disabled people, and we are proud of the work that we do to support people with disabilities and health conditions, both in this country and abroad.
There is already a lot of fear and anxiety as this Tory Government have substantially reduced disability support with the powers they already have. How then can we trust this Government’s word? Will the Minister set out exactly which of these rights will be safeguarded following Brexit?
Our reforms to welfare are about making sure that we give more to those who need it most while encouraging those who can do so to get into work. That is why people with the most severe disabilities have had their payments increased and protected from the benefit cap and the benefits freeze.

Commons ChamberThe Government are committed to complying with our public sector equality duty, and we will take account of feedback from our public consultations. We will undertake an equality analysis as part of the detailed planning for service reconfiguration, which will include feedback from public consultations in those locations where this applies.
Last week, the UK Government announced the closure of 15 jobcentre sites in Scotland, including the Lonend site in Paisley. This follows a proposal to close eight jobcentres in Glasgow, which was announced in December. Does the Minister agree that it is a dereliction of duty and an insult to those affected not to conduct an equality impact assessment in advance of these plans, given the hardship that they will cause to thousands of the most disadvantaged people?
The views and opinions from the consultations we are carrying out with claimants who use the services across the country, not simply in Scotland, will be fed into our equality analysis.

The new state pension will mean 350,000 women born between 1951 and 1953 retire on the old system, just before the new proposals come into force, whereas a man born on the same day will retire slightly later but receive a pension under the new arrangements. Does she agree that a pensions commission must urgently be established to end such inequalities?

Some £1.1 billion was committed at the time of the Pensions Act 2011 to reduce the maximum delay that anyone would experience in claiming their state pension. As a result of the Government’s triple lock, since April 2011 the basic state pension has risen by £570 a year. The Government’s position on this policy is very clear.
I thank the hon. Lady for her welcome. I very much enjoyed our time together on the Select Committee. She is absolutely right that we will publish a Green Paper to engage with disability groups and disabled individuals in order to build a strategy that works for them. It is critical that we get more disabled people into work. I spent some time before the general election as Parliamentary Private Secretary to the then Minister for Disabled People, and I know how hard he worked to promote the Disability Confident campaign and to ensure good examples of companies we could champion for showing that employing disabled people was good not only for disabled people but for the economy and individual companies.
