The hon. Gentleman is right to raise the value of community initiatives such as parkrun in keeping people fit and motivated, with a bit of social company. It is a fantastic thing to do, and I congratulate his constituents on their work.

My 16-year-old constituent, Jackson Shepherd, has severe special needs, including learning disabilities, very limited communication and an inability to attend to daily needs such as washing and clothing himself. He is a student at the fantastic Riverbrae School for those with additional and complex support needs. However, his dad has been told that Jackson cannot claim universal credit because he cannot undergo a work capability assessment, as he is a student and therefore cannot work. Can we have a debate on this Government’s policies on supporting young adults with additional and complex needs, to ensure that people like Jackson do not fall through the net?

The hon. Gentleman raises an important constituency issue, as he often does. I encourage him to raise it directly with Ministers, and if he wants to write to me after business questions, I can take it up on his behalf. He will be aware that the Government are determined to ensure that people with disabilities—in particular, young people—are able to lead fulfilling lives and achieve as much as possible. To that end, we are spending £55 billion a year on benefits to support disabled people and people with health conditions, which is up by more than £10 billion in real terms since 2010.

I am extremely sympathetic to the hon. Gentleman’s request. He might find traces of my hobnail boots on their way over to No. 10 over the past week or so. That prospect was not lost on me either. I was so sorry to see the terrible fire at Notre Dame. It was an absolute tragedy for the world. He is of course absolutely right that we have to ensure that we do everything possible to bring forward our own restoration and renewal Bill as soon as possible. Watch this space.

The only 24-hour ATM in Ferguslie Park in my constituency charges 95 pence per withdrawal. The ATM is outside LINK’s financial inclusion subsidy criteria, despite Ferguslie Park being the most deprived area in Scotland. May we have a debate on ATM charges and fair access to cash?

The hon. Gentleman raises a very concerning issue. I must admit that I had understood that most ATMs in deprived areas were now required not to charge for services. I recommend that he raises his particular question at Business, Energy and Industrial Strategy questions on Tuesday 30 April directly with Ministers.

The hon. Lady will be aware that the Home Secretary made a statement to the House about the Windrush compensation scheme only a few days ago, so I hope that she had the opportunity to raise her concerns with him then. I understand that she has particular concerns. If she wants to raise those with Home Office Ministers, I am sure that they will be delighted to meet her to discuss them.

The ongoing show trial of 18 Catalan political prisoners in Madrid, including the former Speaker of the Catalan Parliament, Carme Forcadell, has been an utter sham, with evidence that would have exposed the charges for the nonsense they are being disallowed by the Spanish court. May we have a debate on the importance of the independence of the courts and of this Government’s double standards in promoting that across the globe while ignoring the situation in Madrid?

I am sorry if I missed this, but, following the question from the hon. Member for Eltham (Clive Efford), will the Leader of the House clarify whether the four SIs on the Order Paper tomorrow—on exiting the EU and food, the protection of trading interests, animals and constitutional law—will remain as Chamber business? I ask because I have a rather excellent Adjournment debate that I do not want Members to miss out on.

My constituent invested her £60,000 life savings in London Capital & Finance and had put £20,000 in a similar company called Blackmoor, which markets individual savings accounts with 7% interest, using a third party that took 25% commission, but the small print said they were not ISAs but investment bonds. LCF went into administration earlier this year after the Financial Conduct Authority ordered the sale of the bonds to stop, but investors’ money was lent to people with a connection to LCF, including its founder. Can we have a debate on this scandalous and fraudulent issue?

I had heard of this appalling collapse, and the hon. Gentleman is right to raise it. There will be people who have really suffered financially as a result of this. I suggest that he seeks an Adjournment debate so he can raise it directly with Ministers.

I am delighted to join my hon. Friend in congratulating Score Group on its brilliant efforts to encourage more people to take up apprenticeships. He is absolutely right to highlight the fact that, particularly when it comes to the STEM subjects—science, technology, engineering and maths—and the gaining of technical skills, apprenticeships are often a good choice for young people. As he will know, there have been more than 1.6 million apprenticeship starts since May 2015, and we can all be proud of that, because they are giving more and more young people a good start in life. Apprenticeships are devolved in Scotland, but I welcome my hon. Friend’s request for a debate, and thank him for expressing his desire to see more young people enter the engineering and technical industries.

My constituent Connor MacLeod, who is 23, has Asperger’s and type 1 diabetes. He cannot monitor his own blood sugar levels, and has issues with understanding written and oral questions and requests. He cannot prepare or cook a meal or plan a journey without supervision, and is heavily dependent on his parents. Ewan Lamont, who is 47, suffered brain damage at the age of three weeks as a result of meningitis, and now lives in supported accommodation. He has issues with comprehension, reading, writing and planning journeys, and relies on his elderly mother. Both were awarded zero points in their assessments for the personal independence payment. The changes announced this week are welcome, but they are not good enough. May we have a debate on the wide-ranging issues relating to PIP, as a matter of urgency?

Well, with 84 years of experience, I am sure Charlie would know. I am not sure it would be my first choice of flavour, but I guess it would have to be tasted to be believed. I understand that Sheila attracts customers from far and wide, and I am sure the ice cream parlour is a fantastic tourist attraction. On top of that, I believe she is a tireless fundraiser in the local community. Our thriving food and drink sector contributes almost £30 billion to our economy, and we have people like Sheila to thank for that. Congratulations to her for her extraordinary new invention, and I hope to try her creations for myself one day.

I am sure we all have many cases involving Child Maintenance Service maladministration. The issues are legion, but one example involves the CMS being informed of an ex-partner being in work in September 2016 and the CMS taking until December 2017 to confirm the employment, but by May 2018—after nearly two years—still no payment had been made. Can we have a debate on this important issue so that Ministers can hear just how badly this organisation is run?

First, I thoroughly congratulate all in Coventry on the fantastic start to their year as city of sport. We all wish them well. It is a brilliant role model for all of us who want to see more activity in schools. In our own lives, we should all get out there and do sporting activities when we can. I congratulate the hon. Lady on raising that in the Chamber, and I will certainly look at whether we can facilitate Government time for such a debate.

The Bridge of Weir village post office in my constituency is run by the community for the community, but it is not recognised as a community post office. It is therefore unable to access the funds set aside to secure the future of village post offices, due to rules set by the Government on distance to retailers and other post offices. However, no other retailer is interested in taking on the franchise, and there is very limited public transport to the next village post office. May we have a debate on the importance of community post offices and the rules surrounding them, particularly in the light of many bank branches closing and people relying on post offices?

I am grateful to the hon. Gentleman for raising the issue of community post offices. They do a fantastic job, and they are often the only retail outlet as well as the only financial services outlet. As he knows, the post office network has agreed to provide basic banking services for communities, which is absolutely vital. I encourage him to seek an Adjournment debate, so that he can raise his thoughts directly with a Minister.

As I have said to a number of right hon. and hon. Members, the meaningful vote will be brought back by 21 January at the latest. Members will know that the Government are under a statutory obligation under section 13(1)(b) of the European Union (Withdrawal) Act 2018 to have the deal approved by a motion in the House, and we will do so just as soon as possible.

A large number of Scottish sports governing bodies have brought to my attention their growing concern regarding sports governance arrangements across the UK. Scottish sports and athletics are being undermined by the decisions and actions of UK bodies—the recent autocratic actions of UK Athletics are a case in point. The all-party parliamentary group on Scottish sport will be having a look at this soon. May we have a debate on the Floor of the House to enable Ministers to hear what Members have to say on this?

Scotland’s Bravest Manufacturing Company, located on the site of Erskine Hospital in my constituency, is a social enterprise that proudly provides employment opportunities for veterans. The Scottish Government’s veterans fund has provided substantial financial backing, allowing it to recruit more former servicemen and women. Can we have a debate on employment opportunities open to ex-service personnel and on the struggles many face in attempting to secure employment?

The hon. Gentleman raises an important point. We all know that life can often be quite difficult for veterans of our armed forces, and we know homelessness and a lot of other problems can ensue. I commend his constituency’s social mission to try to improve the work prospects for veterans. I recommend that he seeks an Adjournment debate to raise directly with Ministers what more can be done to provide for our armed forces personnel as they leave the services.

I think there will be a great deal of sympathy on both sides of the House for the hon. Gentleman’s view. What I can tell him is that approval has been obtained from the Administration Committee for a “refresh of hardware”—it says here—for returning MPs, to start in October. That could be exciting news, but we must wait with bated breath.

Yesterday the indefatigable Effie McGachie, the president of Renfrew Community Council—of which I am a former member—announced her retirement after 36 years’ service, 32 of them as chair. Will the Leader of the House join me in thanking Effie for her service to the town and wishing her well in her retirement, and will she schedule a debate on community councils so that we can reflect their importance in constituencies throughout the United Kingdom?

Tomorrow, I will be attending the Scottish Women in Sport conference, where I am sure we will pay tribute to the longest-serving sports chief executive officer in the UK, Badminton Scotland’s Anne Smillie, who, after driving her sport for 38 years—28 as CEO—is retiring. Will the Leader of the House join me in thanking her? To mark her service, may we have a debate on the importance of women in sports leadership roles?

I was appalled the other day to hear that no woman makes it into the top-100 wealthiest sports people, which is pretty shocking. I have a constituent with dual UK and Venezuelan citizenship who has been unable to acquire a UK passport because of the UK Government’s one-name policy. She has tried to change the name on her Venezuelan passport to her married name, but because of insurmountable problems, including corruption and complete estrangement from her ex-husband, she has been unable to do so. May we have a debate on the UK Government’s rules on the issuing of passports, which are preventing my constituent from receiving the passport that is rightfully hers?

I am sure we are all looking forward to supporting Team Scotland at the Gold Coast Commonwealth games and, beyond that, at Birmingham 2022. Given that the Government are funding Birmingham to the tune of £560 million, after giving Glasgow 2014 not a single penny, may we have a statement from the Secretary of State for Digital, Culture, Media and Sport confirming that the Scottish Government and the other devolved Administrations will receive the appropriate Barnett consequentials that should flow from this funding?

The deregulation of buses has been disastrous for many of our towns and villages. It has been confirmed that services 8 and 19, operated by Mc Gill’s, will cease in 11 days’ time, and as a result there will no longer be a direct bus route to Paisley from villages such as Bridge of Weir, Houston and Brookfield. I look forward to the Scottish Government’s transport Bill, which I hope will deal with many of these issues, but may we have a debate on the impact on communities throughout the United Kingdom of the erosion of lifeline bus services since deregulation?

That is clearly an important point. Bus services are vital to many rural communities, enabling people to travel to work and to education centres, or simply to go and do the weekly shop. I am a huge fan of the bus sector, and I appreciate the importance of maintaining services. However, the hon. Gentleman has raised what I believe is an entirely devolved matter, so it would not be appropriate for me to comment further on the specifics.

My hon. Friend is a strong voice for her constituency, and I commend her for raising this matter in the Chamber. Local commissioners are currently reviewing the national guidance issued on urgent care centres, prior to commissioning a revised model for the Alexandra Hospital. I understand that they expect to implement the new service in the next 12 months as planned, and she might like to seek an opportunity to raise the matter directly with Health Ministers.

The “beast from the east” brought red danger weather warnings to life for the first time last week. I welcome the fact that organisations such as Renfrewshire Council, the local McDonald’s franchisee Peter O’Keefe, and, as of one hour ago, Swissport at Glasgow airport are paying their employees who were unable to travel to work. May we have a debate on employers’ responsibilities for the safety of their staff and in ensuring that no worker is left out of pocket during severe weather warnings?

I join the hon. Gentleman in congratulating all those who put in extra effort to keep people safe and transport open. All key transport operators, including airports, local authorities, train operating companies, Highways England and Network Rail, have winter contingency plans, as I am sure do their equivalents in Scotland. We pay tribute to all those who put in extra work. It is for their employers to ensure that they take the right decisions in securing the right balance between keeping services open and protecting their employees at all times.

The hon. Gentleman is quite right to raise the upcoming anniversary of those awful events on 22 March. There will be commemorations in this place and House staff are looking into the detail of that at the moment. Announcements will be made as soon as possible. As for his specific point about renaming Carriage Gates, he might like to write to me or possibly to you, Mr Speaker, to look into this further.

I welcome the Leader of the House’s comments on the Calcutta cup. I thoroughly enjoyed my day and I would like to draw the House’s attention to early-day motion 978, which celebrates Scotland’s historic success in that event.

[That this House congratulates the Scotland Rugby team on an historic 25-13 Calcutta Cup victory over England that was full of flair, fight and finesse; recognises the fantastic work done by Gregor Townsend and his entire coaching staff; commends captain John Barclay and his entire pack for the huge effort in dominating the breakdown and a solid set piece performance, with special mention to Johnny Gray for his 20 tackles; applauds Finn Russell as he stood up to his recent critics with a magnificent man of the match performance, including the pass of this, or any other, six Nations Championship, further commends Huw Jones for his two try display, his ninth and tenth in only 14 caps; notes that this victory was celebrated right across Scotland and beyond; and wishes Gregor, John and the boys all the very best for the rest of the Championship.]

Yesterday was rare diseases day, which highlighted the importance of research to find a cure for rare diseases, of which there are up to 7,000. I have been working with the Scottish Huntington’s Association on the difficulties of obtaining insurance, and with my constituent, Michael Conway, who was diagnosed with adrenoleukodystrophy in 2016. May we have a debate to mark rare diseases day and the importance of sustaining research collaboration, particularly after Brexit?

The hon. Gentleman is absolutely right to raise the importance of continued investment in research into rare diseases. I am sure that part of the frustration felt by those who suffer from them is due to the lack of funding, precisely because the diseases are rare. I encourage him to seek an Adjournment or Back-Bench debate on this subject. I would also like to say that, while I congratulate Scotland on winning the Calcutta cup, I do so through gritted teeth.

My constituents in Bridge of Weir have told me that universal credit claimants there are instructed to attend initial appointments in Greenock—nearly 12 miles away—despite the jobcentre in Johnstone being only 3 miles away. I have heard of claimants walking to and from Greenock, as the return bus fare of nearly £8 represents up to 14% of their benefit payment. Can we have a debate on how claimants from rural and semi-rural areas are affected by universal credit roll-out?

The hon. Gentleman raises a very important point. He will be aware that the Government are fully committed to the roll-out of universal credit as a good way to help more people back into work and have the security of a job and a pay packet. With regard to the specific points he raises about access to jobcentres to sign up for universal credit, if he wants to write to me, I can take them up directly with the Department on his behalf.

I congratulate the hon. Gentleman on his tenacity and his hon. Friend the hon. Member for Hackney South and Shoreditch (Meg Hillier), the Chair of the Public Accounts Committee, on succeeding in her amendment yesterday. I am delighted that the House voted to take action. As he rightly points out, there are huge opportunities, and in some cases those are already being fulfilled. For example, as he will know, the repairs to the cast-iron roofs are being carried out in the UK. There will be lots of opportunities for new apprenticeships, however, and I can absolutely assure him that as Leader of the House I will be taking every opportunity to create jobs for young people in the UK.

Can we have a statement on the unfair distribution of the tampon tax fund? With £15 million available in year 1, Scottish organisations were given just two weeks’ notice before the fund closed. In addition, Sport Relief invited 45 organisations to a funding meeting, but only three of those organisations delivered services in Scotland. With the year 3 criteria making it virtually impossible for Scottish organisations to apply, is it not time for this fund, while it exists, to be devolved?

The publicly owned Royal Bank of Scotland is closing more than one third of its branches in Scotland, including the very busy one in Renfrew in my constituency. May we have a statement on this Government’s abdication of their responsibility to the taxpayers of Scotland in leaving 13 towns with zero bank branches?

As I said earlier, there is a new protocol under which banks must undertake to properly consult. As the hon. Gentleman will be aware, the footfall in bank branches has reduced significantly as people move to mobile banking. However, as we all recognise, in many of our communities there are older people who are perhaps not so mobile phone-savvy and will prefer to use paper banking. Post offices now offer basic banking services for all high street banks, and in many cases that means better opening hours and a better service for constituents. However, the hon. Gentleman is right to raise the point, and I encourage him to seek an Adjournment debate in which he can talk about the specifics in his constituency.

As we have heard, we will find out later today the winner of the competition to be UK city of culture 2021. Despite starting the process as an outsider, Paisley, after running a great campaign, is now one of the favourites—I am sure that we will do it. May we have a statement on this competition to raise awareness of the winner and our campaign?

We have made a commitment to meet our NATO pledge to spend 2% of GDP on defence every year until 2022. The hon. Gentleman will be aware of a cross-Whitehall review of all of our defence spend to ensure that it is absolutely appropriate to meet the needs of the 21st century. I encourage him to raise his specific points at Defence questions because the Ministry of Defence is looking into all the issues that he has quite rightly raised. I cannot answer his specific questions, but I can assure him that this cross-Whitehall review will take into account a balance of spending, which is going up every year in line with our NATO commitment, and the need to have a 21st century-appropriate response to all matters of defence.

To celebrate Paisley winning the competition to be UK City of Culture in 2021, as I have no doubt that it will, the Royal National Mòd, the fantastic festival of Scottish Gaelic culture, will again be held in the town in 2021 after we successfully held the event in 2014. May I encourage the Leader of the House to visit the Mòd and the town in 2021, and to schedule a debate on the important cultural and economic role that the Mòd plays in Scotland?

I agree with much of what has been said today, but I find it hard to believe that other Members were unaware of allegations such as those that have been made in recent days. The fact that incidents of this kind have not been reported until now indicates not only the macho image and atmosphere of this place, but the unwillingness of far too many men to report such behaviour. Does the Leader of the House agree that, in some cases, the men who remain silent are just as culpable as the perpetrators, and that men in this place and elsewhere must come forward to challenge and report abuse if we are to stamp it out once and for all?

I urge those who feel uncomfortable, and feel that they have been abused, bullied, intimidated or harassed, to come forward. However, I do not think the hon. Gentleman is right to suggest that the victims are somehow themselves guilty of anything in failing to come forward.

Dr Maria Sapouna from University of the West of Scotland has been awarded £250,000 from the Erasmus+ programme. Universities across Europe will be collaborating to support learning around prejudiced-based bullying by using gaming technology. As we approach Anti-Bullying Week on 13 November, may we have a debate for Members to discuss how innovative approaches such as this one can stop bullying behaviour?

Bullying affects children and young people in particular right across our society. We are fully committed to stamping it out in every way that we can. I commend the hon. I know we all go to great lengths to support our local pubs—not just by our physical presence, but in this place as well. The Spanish Prime Minister, Mariano Rajoy, recently spoke about the serious threat facing Spanish democracy. However, the real threat to democracy is the brutal and thuggish approach to the Catalan people as they took part in a peaceful democratic vote. In that, he is acting more like a dictator than a democratic leader. May we have a debate on the right of democratic self-determination to enable hon. Members to discuss the brutality of the Spanish state?

I certainly join the hon. Gentleman in being extremely disturbed by the violence against innocent citizens. However, he will appreciate that each case of self-determination needs to be addressed according to its specific circumstances, and the Spanish courts have ruled that the vote was not held within the Spanish legal and constitutional framework.

The hon. Lady is conflating two separate issues. Let me be very clear with her on yesterday’s debate that she says, had the Opposition won, would have revoked the tuition fees rise. The 40-day annulment period is set out in the Statutory Instruments Act 1946, not in Standing Orders, so it is an entirely separate point. [Interruption.] Yes, it is an entirely separate point.

On the hon. Lady’s question about scrutinising secondary legislation under Brexit legislation during the course of this Parliament, Ministers are listening very carefully. As my right hon. Friend the Justice Secretary said on Monday night in response to questions from this House, we are looking very carefully at what more can be done to reassure Members that secondary legislation that has a more significant impact than merely to change little bits of wording here and there can be properly scrutinised by all Members. We are looking very carefully at what we can do.

During the summer, I met Renfrewshire charity No Strings Attached, which supports young asthma sufferers to self-manage their condition by improving their knowledge of asthma and by teaching them a wind instrument. May we have a debate on how we better support organisations such as No Strings Attached?

I congratulate the hon. Gentleman on raising such an important issue. Asthma is often taken very lightly by people, but it is a very serious condition with very serious implications if it is not properly taken care of, so anything that can be done to highlight its importance is welcome. I myself have a son who has suffered from asthma, and it something that we worry about quite considerably. I urge the hon. Gentleman to use the opportunities that he has for an Adjournment debate or a proposal to the Backbench Business Committee to raise this important issue.

During the recess I met with I Am Me Scotland, an inspiring group working to tackle disability hate crime in Renfrewshire and beyond. With 62,000 hate crimes being committed against disabled people each year in the UK, may we have a debate on this most heinous of crimes?

The hon. Gentleman knows far better than I do about the Standing Orders of this House, so he will be aware that they set out the number of private Members’ Bills. I congratulate him on drawing the No. 1 slot and look forward to working with him on that. As I said in my opening reply to the shadow Leader of the House, this Government have a very full programme not just on Brexit, but on social reform, economic progress and prevention of extremism. There is a lot of work to do. This Government will remain focused on that, but we are absolutely sympathetic to the requests of colleagues for further time to be given for private Members’ Bills.

Saturday marks Paisley’s annual Sma’ Shot Day, which is a celebration of the town’s radical past, particularly of the political battles between its weavers and their employers. The first ever Weave festival has been organised around Sma’ Shot Day, celebrating Paisley’s distinct cultural and political identity. May we have a debate on the UK City of Culture 2021 competition, so we can learn more about why Paisley’s bid should and will win?
