I thank my hon. Friend for his question, because it affords me the opportunity to pay tribute to him. I had the benefit of his wisdom for only a few weeks, but he was of huge service to former Leaders of the House. The work that he did over the summer, on behalf of Members of this House, with every single Department to identify why they are not delivering what we need was invaluable, and it will not be wasted. We will be bringing that forward and he will get full credit for it, because it is not something that I have done. I once again thank him for everything that he has helped to make happen, particularly during the very sad events of our loss of Her late Majesty the Queen.

It was pleasing to hear the Prime Minister commit to ending section 21 notices, but when can we expect that to come fully into action? One of my constituents emailed me this morning. She has just been served with a section 21, meaning that her young family will go through the pain of being evicted from their property two weeks before Christmas, and she has a four-month-old baby. The family wanted a two-year lease so they could have security and raise their family. Will the Leader of the House urgently find time for us to discuss the issue and make sure the Bill is brought forward in this parliamentary session?

I am sorry to hear about the hon. Lady’s constituency case, and I hope that in raising it on the Floor of the House, she will help to galvanise local services and support for that young family. I will raise with the relevant Department the issues she mentions, and I am sure that the Prime Minister will want these measures to be brought forward swiftly.

The Leader of the House may be aware that there have been almost 3,600 cases of monkeypox in the UK, one of the highest numbers in Europe. Experts, including the British Association for Sexual Health and HIV, the Terrence Higgins Trust, the National AIDS Trust and PrEPster, have said that, without urgent action, monkeypox could become endemic in the UK. The Government’s public health response has been far too slow. Can we have an urgent statement so that we can get a grip on the situation and ensure that no one is left behind?

I shall certainly make sure that the Secretary of State for Health hears what the hon. Lady has said. The Government have clearly done some things on this matter, in particular to try to raise awareness and give health advice, but I shall raise it with the relevant Department and ask the new Secretary of State to get in touch with the hon. Lady.

On 25 August, my constituent Victoria Bowman and her husband were arrested in Myanmar for alleged visa offences as they returned to the city from Shan state. Ms Bowman served as the UK’s ambassador to Myanmar, and the Myanmar Centre for Responsible Business said that she has

“dedicated many years…to strengthen social and economic development in Myanmar.”

She is an upstanding citizen who has served our country with distinction, and the charges appear to be politically motivated. Will the Leader of the House please discuss this with the Foreign Secretary and look at how we can urgently help my constituent and her husband?

I thank the hon. Lady for raising the issue. I shall pass her concerns on to the Foreign Office, and I encourage her to make contact with the new Foreign Secretary to discuss the matter directly.

I thank my hon. Friend and join him in paying tribute to the 7/7 victims. I may have inadvertently said that today was the 15th anniversary, but I think he is right that it is the 17th anniversary.

I am sure that the whole House sends its best wishes to Precious. I can assure my hon. Friend that the MHRA is taking this matter very seriously. I understand that he has written to the chief executive of the MHRA, which will be providing a full written response in due course.

I associate myself with the remarks of the Leader of the House on the 17th anniversary of the 7/7 bombings, and remember the 52 victims who died. It serves as a reminder that London will never be cowed by terrorism.

At a time when we need stability across the Government, we have seen that the Minister for Crime and Policing has been appointed to another role. The fact that the Met police, along with six other police forces, are in special measures does not give my constituents in Vauxhall the confidence that this Government are stable. Can the Leader of the House please outline when there will be a reappointment to that important post?

I thank the hon. Lady for her question and her comments about 7/7 and recognise the cross-party support on matters of national security. I can assure her that a reshuffle is taking place. It is my understanding that that is a very important role and will be filled very soon. I am sure that she will be able to question the new Minister in due course.

Wow! Howard has clearly been a huge servant to the NHS, and thousands and thousands of people will have benefited from his donations. I join my right hon. Friend in paying tribute to him. Giving blood saves lives and donations are vital to our NHS. It would be a suitable topic for a Westminster Hall debate, and I encourage him to seek such a debate so that he can once again pay tribute to Howard.

Earlier this month, I met Magic Breakfast, a fantastic charity that supports young people with a nutritious, healthy breakfast. It supports five schools across my constituency. But the cost of living crisis is hitting families so hard, with 33% of London parents saying that they have skipped a meal to save money so that their children can eat, and this is only going to get worse as we see the cost of living increasing into the autumn and winter. Children will be going to school hungry. Will the Leader of the House find time to have an urgent debate on how we can all work together to make sure that no child is going to school hungry?

I pay tribute to the work that Magic Breakfast is doing, but the Government do understand this challenge. That is why we are bringing forward £37 billion in support this year alone. We are providing new one-off cost of living payments of £650 to more than 8 million low-income households, separate one-off payments of £300 to 8 million pensioner households, and £150 to individuals receiving disability benefits. That is a huge amount of cash that is going to go to those people who are the most vulnerable in society, and it is a recognition of the challenge we face and the level of support we want to offer them.

As my hon. Friend recognises, he could make some of those points at this afternoon’s debate, but I understand that he will want more time to scrutinise the details he mentioned. The issue is worthy of further debate, and perhaps the right route would be to apply for a Westminster Hall debate, because I know the topic would command a lot of support throughout the House.

There were 37 disabled residents living in Grenfell Tower before that awful fire nearly five years ago; 15 of them died that night. The Grenfell public inquiry made the sensible recommendation that all disabled tenants should be given a personal evacuation plan in the event of a fire. Ministers have constantly said in this House that they will accept the inquiry’s recommendations in full, but yesterday the Government dropped their commitment to evacuation plans for disabled people, leaving my constituents and many others terrified. Will the Leader of the House please ask his colleagues in the Home Office to come here to explain why disabled residents do not have the right to be evacuated from a burning building?

As we approach the anniversary of the Grenfell disaster, it is worth taking a moment to reflect on what a terrible disaster that was and on the people who lost their lives in that disaster. We should do all we can to make sure that it is not repeated, which is why the Government brought in the Building Safety Act 2022 to try to reduce the chances of such a disaster happening again. I know that the hon. Lady will continue to hold the Government to account and to feed in her suggestions. The Government take this very seriously, and we should do all we can to make sure that such a disaster never happens again.

I thank my hon. Friend for her question. I am personally committed to showcasing how we can support and sample the many superb food and drink producers across the United Kingdom, but especially those in Nottinghamshire. I had the pleasure of meeting Rory and Cheryl from the Ruddy Fine gin company last night. I can highly recommend the gin, and I pay tribute to them and my hon. Friend for promoting UK food. There is a great opportunity for the UK around the world, and the Ruddy Fine gin company is a great part of that.

The Leader of the House may be aware that tomorrow marks the fourth annual Stephen Lawrence Day, following the tragic racist killing of Stephen Lawrence in 1993. The day was established by the former Prime Minister, the right hon. Member for Maidenhead (Mrs May). The Independent Office for Police Conduct recently released a report stating that stop and search was causing trauma and damaging confidence in policing, despite the police’s promise of reform. Correct stop and search works—it helps—but a number of black people still do not have confidence in stop and search and the powers that the police are using. Can we please have an urgent debate on the police’s use of stop and search?

The hon. Lady is right to once again draw the attention of the House to this important matter. The Metropolitan police clearly work as hard as they can to protect all communities across London, but I recognise the concerns of some of those communities about these measures, and that is something that is worthy of debate. I encourage her to apply for a Westminster Hall debate.

The hon. Gentleman is right to highlight the benefit of markets up and down the country; they benefit communities and are a rich resource for those communities to be able to access. I join him in praising James Horada for the work he has done over 16 years—that is a huge innings, and he should be praised for that. I wish him well in his retirement and hope that Peter Wheeler will continue the great work and that that market will remain as a community asset for many people in the hon. Gentleman’s constituency.

On 29 March 2021, I joined the Covid-19 Bereaved Families for Justice outside St Thomas’ Hospital in my constituency, where it started its campaign to paint hearts on the walls. I met Fran Hall, whose husband Steve Mead sadly died in October 2020, just three weeks after they were married. This Tuesday marked the first anniversary of that wall, and I want to pay tribute, as I hope the Leader of the House will also do, to the many families and volunteers who have continued to maintain it over the year, taking time to repaint those hearts, which mean so much to people and are a remembrance of the family members they have lost. Those hearts represent constituents from all over the country and the family we have lost. Will the Leader of the House guarantee Government time for us to debate how we can make this wall permanent?

The hon. Lady raises a very important issue. No one could be unmoved by seeing the tributes just across the river at the wall of hearts, and this is worthy of further consideration. In my constituency, I was able to attend the unveiling of a small memorial at Gedling crematorium to the people of Gedling and Nottingham who had lost their lives to covid. As a society, we should not forget the huge losses that we have experienced, and she is right to draw the House’s attention to this. I will make sure I write to the relevant Ministers and pass on her comments.

It is important that we protect our nation’s cultural heritage for everyone to enjoy. Certainly those in Derbyshire, like the rest of the 33 designated world heritage sites across the UK, are some of the finest examples and are recognised at a global level by UNESCO. Derwent valley mills, like many other sites, has faced challenges in striking a balance and reconciling heritage and conservation with economic development. I strongly encourage all those responsible for conservation of the site to work in partnership and take their obligations under world heritage conservation seriously.

Last night, I attended a town hall meeting at St Anselm’s church in Kennington in my constituency to speak about the aftermath of and the momentum built around COP26. With the relentless news cycle at the moment demanding our attention in so many areas, it is vital that we stay focused on this important issue. Will the Leader of the House please relay that to his colleagues in government and ensure that there is regular and sufficient time to consider the climate emergency?

The hon. Lady is right to highlight our commitment to dealing with the environment and progressing with our COP commitments. COP questions will be next Thursday, and I am sure she will be present in the Chamber to ask about that. However, I compliment her on ensuring that her constituents are engaged in this process and informed at the same time.

I think it unlikely that I am going to say no. My hon. Friend is a huge champion for Leicestershire and for the east midlands, and I shall be delighted to work with him to highlight the importance of the east midlands, to get more investment into the region, and to create more jobs and more opportunities for the next generation.

In his opening statement, the new Leader of the House mentioned the £9.1 billion energy bill rebate that the Government have announced to help constituents up and down the country. Yesterday I visited small business owners in Kennington Road, in my constituency, and they told me that their energy bills were going through the roof. Some are having to take measures such as not turning on their electricity during the day when there are no customers. These are hard-working people who want their businesses to succeed. At a time when we are seeing Shell and BP make profits of £14 billion and £9 billion respectively, will the Leader of the House please consider providing Government time for us to discuss how we can help our constituents who are suffering pain now, given that this rebate will make no difference to their pockets?

I want those businesses to succeed as well. Everyone on the Government side of the House wants to see them succeed. I want to see them create jobs for the hon. Lady’s constituents and for mine, and I want to see them make a good profit and pay their contributions in tax. The energy companies that the hon. Lady mentioned, on which she wants to see a windfall tax, are already paying a huge rate of tax to the Exchequer, and many of our constituents depend on the share values of those companies for their pensions. We have to get the balance right. We need to ensure that those companies are efficient enough to deliver the lowest level of energy costs that they can manage, but the Exchequer has provided mechanisms to support those businesses and our constituents. I think the Government are striking the right balance, and that the proposals of the hon. Lady’s party would take us in the wrong direction.
