Commons ChamberMy hon. Friend is absolutely right that it is a balance. We live in an open and free democracy. We want members of the public to have access to their representatives and to this place, and for Members of this place to have easy access to it. That is part of how we operate. It is important, as we look ahead and ask whether anything more needs to be done, to recognise that we should not in any way destroy the values that underpin our democracy, because if we do that, as he says, the terrorists will have won.
For the first time in this House, I want to agree with everything that has been said by every Member who has spoken so far. May I add thanks to two more groups of people who have not yet been mentioned: the staff at Westminster Abbey who received people who left this House; and the firearms officer who acted in a way that he had been trained to, but probably never expected to? We owe him our thanks.
The Prime Minister knows better than any of us that this sort of attack—it looks like a lone-wolf kind of attack—is the hardest for our security services to prevent. Its prevention, as her remarks have made clear, is best achieved by our celebrating our values—the values that meant that among the victims, there were people of 11 different nationalities—our openness and our democracy. What can she do to help to ensure that everybody in Britain—every child and everyone of every religion—is given the opportunity to learn about those values and celebrate them, because I think that is the best way to keep us safe in future?
I join the right hon. Lady in commending the staff of Westminster Abbey, who played a role in supporting people from Parliament yesterday, and the firearms officer, who had to make a split-second decision about what to do. It is not an easy job; it is difficult. Officers are trained to do it, but when the point comes, it is a difficult decision to take. We are grateful that he did that, with the consequences that we know about.
It is important that we celebrate our values. An important element in countering the extremists is to ensure that the values that we share are championed and resolutely put forward. The right hon. Lady asked what I would do, but it is for everybody in this House, as we go about our business as Members of Parliament, to encourage that celebration of the values that we share.

Commons ChamberObviously, my hon. Friend and I have a profound disagreement about this issue. I very much respect his views because he has held them in good faith for many years, and I have held my view that we need reform, but reform within the EU, for many years. I am sure that we can respect each other in the months of debate ahead.
I do want to take issue a little with my hon. Friend on manifesto delivery. I will not run through the whole thing, but we said that we would legislate for a referendum —we’ve delivered it. We said that we will protect our economy from further integration of the eurozone—that is covered in the settlement. We said that we want powers to flow away from Brussels—that is covered in the settlement. We want national Parliaments to be able to work together to block unwanted European legislation —covered in the settlement. We want an end to our commitment to ever closer union—covered in the settlement. We will ensure that defence policy and national security remain firmly under British national control—covered in the new settlement. We will insist that EU migrants who want to claim tax credits must live here and contribute to our country for four years—covered in the settlement. It is there time and again.
We all stood under this manifesto, and I am proud of it and of the team who put it together and are implementing it. While I say, “Yes, let’s have this vigorous argument”, let us not pretend that we have not delivered the manifesto on which we stood in front of the British people.
You will be aware, Mr Speaker, that in Slough I am proud to represent an area that has more international headquarters of multinational companies that are investing in Britain than any other place of a similar size. Those companies say to me that they have come here because of the English language, our good transport links, and because we are a gateway to the European market. The bosses of those companies are not saying that very publicly, and during this referendum campaign I invite the Prime Minister to encourage them to talk to those people whose jobs depend on that investment, and to say what would happen if we left Europe, because they tell me that they would leave Britain.
I am certainly having that conversation. My message to businesses is: if you have a view, make sure you tell people. Talk to your customers and your suppliers, and above all talk to your employees, your staff and your colleagues, because this issue is so important.
In truth, the business voice, large and small, is very much in favour of Britain staying. Many of them have said quite generous things about this renegotiation because they recognise the dangers, particularly in the area of safeguarding ourselves against discrimination because we are not in the euro. Given that, I hope that business and enterprise will speak clearly in the next four months.

Commons ChamberI certainly join my hon. Friend in congratulating Prestatyn. I do not know whether Prestatyn is in the same category for this prize as my home town of Chipping Norton, which has also been nominated, so I might have some conflicts of interest. Obviously, in Wales, business rates are a devolved issue, but it is open to the Welsh Government, should they choose, to take the approach that we are taking of devolving that business rate income directly to local councils, so that local councils have a better connection between the money that they raise and the decisions that they take to attract business, investment and industry to their area.
Q2. I went to Cheltenham Ladies’ College and the Prime Minister went to Eton. Both schools invest heavily in excellent teaching and facilities for music, dance, arts and drama, and yet while he has been Prime Minister, the schools that educate 93% of our pupils have cut the number of teachers in those subjects. Will his legacy be that Britain stops being a world leader in creative and cultural industries and becomes an also-ran?
I do not accept that. If Members look at what has happened with school funding, they will find that it has been protected under this Government, and we want to continue protecting school funding. What I make no apology for is the very clear focus that we have on getting the basics right in our schools. It is essential that we get more children learning the basic subjects and getting the basic qualifications. It is then more possible to put in place the arts, the dance and the drama that I want my children to enjoy when they go to their schools.

Commons ChamberYes, I can give my hon. Friend that assurance. The custodial institutions he refers to are on the boundary between his constituency and mine—I know them well—and like me he represents people who work in the prison system. They are entitled to protection; in particular, they can make a victim impact statement, as can other victims of crime. In addition, it is possible—and I would encourage the use of these—for a prison community impact statement to be made. Prisons are unique communities and can be affected substantially by criminal offences, so it is important that sentencers take that into account when sentencing.
We know that with the shortage of prison officers the number of assaults on individual officers has increased. Has the number of prosecutions for those assaults also increased?
The hon. Lady will understand that I cannot comment on particular prosecution decisions, but she will know that in my last job and this one I have made my views plain: I think it is important that where there is evidence Crown prosecutors prosecute in cases where prison officers are assaulted. Such assaults should never happen, of course, but we have tightened the protocols to make it clear that where they do so and evidence is present Crown prosecutors should proceed against those who assault prison officers, because those who work in our prison system are entitled to the full support of the law in what they do.

Commons ChamberThe reason I can be sure is that the Committee subsequently went through, in great detail, the content of the communications that were not being monitored, and found that nothing in them would have given information about an attack. However, the hon. Gentleman is absolutely right to say that there should not have been a delay in putting the intrusive measures in place. They should have been put in place more quickly, because that might have made a difference in another case. Nevertheless, it is very important to read those pages carefully.
As a new member of the Intelligence and Security Committee, I was not able to hear all the evidence that led to the conclusions in the report, but I have observed the extensive leaks about its conclusions. Those leaks concern me deeply, because I think that they undermine the impact of the report, and they seem to have been designed to lead people to a particular conclusion. How will the Prime Minister use his office to prevent such leaks from happening from within Government in future?
The hon. Lady has made an important point, and I shall be happy to discuss with the Chairman of the Committee whether he wants to take further action to try and find out how those leaks happened.
I really care about this, because I think that too often, when something terrible has happened, we in the House immediately reach for the judicial inquiry, or the inquiry that will take place outside the House. In this case, an institution of the House has proved what a good job it can do in garnering all the information, doing a huge amount of hard work, and coming up with very sensible but tough recommendations. I do not want that way of doing things to be undermined by leaks.

Commons ChamberA first step for the hon. Gentleman might be to join the Territorial Army and, in a year’s time, volunteer to serve in the region. Arab countries should be at the forefront of the fight, and we should think about how to help Iraqi and Syrian Sunnis gain security and a fairer deal, so that they eject ISIS themselves.
By not yet diving in completely, the western capitals have shown that they have learned something from the absolute disasters of Iraq and the NATO deployment to Afghanistan, and from our chaotic and inconsistent response to the Arab spring. However, we must ask ourselves what we are doing when the US Secretary of State seems to be chairing the effort.
I share the hon. Gentleman’s feeling that bombing can work only if there is a plan for what comes next, but I am not hearing from him what that should be. I am probably not the only Member in the Chamber who is not certain about how they will vote because they are not hearing enough about what happens next. I would like him to tell us what he thinks should happen.
That is a fair observation. There is no simple solution to any of this, but the answer will not come from something military that is led by the west. It will come from something political that is led by people within the region.
There is a huge amount that we can do, but it should mostly involve encouraging and enabling other people. It should not be a rerun of Iraq in 1991, when, although there was a grand coalition of Arab states, it was still led by the United States, or of 2003. If we are to win, the lead should come from within the region and should include a long-term political vision. Otherwise, step by small step, we will enter a much darker age of war and radicalisation.

Commons ChamberMy right hon. Friend is right to talk about the threats to minority communities in the area, including Christian communities. We should be standing up for them. He is also right to draw attention to the role of religious leaders and religious communities. It has been heartening to see how many Muslim and Islamic leaders have come out to condemn ISIL and to say that those people are not in any way acting in their name. They have even gone viral burning the ISIL flag. It is thoroughly worth while for people right across different religious communities to condemn ISIL.
In response to the right hon. Member for Mid Sussex (Sir Nicholas Soames) and the hon. Member for New Forest East (Dr Lewis), the Prime Minister confirmed that the response to ISIL must involve regional Governments more effectively. In view of the fact that the British military has trained many people in those regional Governments, and certainly in the militaries of those countries, what is our Army doing to ensure that its counterparts are on board?
The hon. Lady makes a spot-on point. We have good relations with, for instance, the Saudi military, the Qataris, the Emirates and the Jordanians, partly because many have trained here alongside our armed forces. We should maximise those relationships and that defence engagement. That should be part of the comprehensive plan that has been put in place—we should work with them to squeeze ISIL. One thing we decided at NATO was that we need to do even more to build the capability of those militaries because, increasingly in our dangerous world, we are confronting problems, whether in Syria, Mali or Somalia, where it would be good if the regional players had the military capabilities better to deal with the problems—with our assistance and help, but not always with our direct interaction.

Commons ChamberThe steps that need to be taken are to stop supporting the separatists in eastern Ukraine with men and materiel, and also to release hostages and get out of the border posts that are part of Ukraine’s sovereign territory. Those steps, I think, would signal a change of heart from Russia and would result in an easing rather than a growing of the pressure. I do not accept that what has been done so far has not been noticed, but we have to show resolve in permanently turning up the dial if Russia continues in the wrong direction.
The Prime Minister knows—indeed, he has acknowledged in response to my hon. Friends—that young Muslims at risk of radicalisation are more likely to listen to peers and people in their own community than they are to police officers or representatives of the Government who they believe has failed to protect the people of Gaza. Why, then, has he cut £15 million from the Prevent communities budget and will he take the opportunity today to say that he will put that money back into that sort of voluntary community-based action that will persuade these young people away from radicalisation?
We do work through Muslim and other organisations, and we should do so. We did make changes to Prevent, not least because, when we reviewed it, we believed that some of the funded organisations were not confronting the problems of extremism. That needed to change.

Commons ChamberWe have made very considerable reductions. No leases can be signed anywhere in Government, nor any break point passed, without my agreement. That has enabled us to reduce significantly the amount of property occupied by central Government. We also have a big programme that is making significant progress in co-locating all parts of the public sector in one place in more and more towns around the country.
T2. As the Minister responsible for propriety in Government communications, was the Cabinet Secretary consulted on the Prime Minister’s recent letter to 2 million people, which used language borrowed directly from the Conservative party’s website? How much did that cost?
It is perfectly proper for Government Ministers to use the same language in Government communications as they use in their political communications. Ministers do not suddenly not become politicians when they speak as Ministers. It is just possible that I may have used today some of the same language as I would use in a purely political environment.
I will allow some injury time, because there has been so much noise.

Thank you very much, Mr Speaker. Has the Prime Minister seen the survey showing that two thirds of local councils are either dimming or cutting their streetlights at night? Does he think that women are feeling safe in their local communities at night under his Government?
I have, like all hon. Members who take part in election campaigns, been lobbied on this issue on both sides of the argument. It is an issue for local determination. I want to see good street lighting, but we should also listen to the arguments from the police and others about the effect that this has.

Commons ChamberI pay tribute to my hon. Friend for her work on homicide as a subject, and I agree with her. The Crown Prosecution Services needs to take and will take a challenging attitude in three areas. The first is unwarranted attacks on the deceased’s character. The second is the need to emphasise the context of domestic violence, which is an aggregating feature, and to bring out evidence about the true dynamics of the relationship, so that such cases are treated as cases of domestic violence. The third is that the CPS should be aware that the existence of a recognised mental condition does not necessarily mean that it amounts to an abnormality of mental functioning sufficient for grounds of diminished responsibility.
The “Domestic Homicide Reviews” lessons learned paper published last year stated that the CPS was “looking to strengthen guidance” for prosecutors about bail applications. Has that happened, because people on bail too often go on to reoffend?
The guidance on that area is being worked on at present, but I will certainly ensure that the hon. Lady’s concern is reflected back.
