Commons ChamberWe very much hope that Jeddah 3 will be the next significant opportunity to negotiate. What we require is a ceasefire, with the troops returning to barracks, and a political track. When I was in Adré on the Chad-Sudan border a few weeks ago, I saw for myself the difficulties of supporting Darfur, including with food. The hon. Lady, and indeed the House, may rest assured that Sudan is not forgotten and that Britain, as the pen holder at the United Nations, is doing everything it can to help.

Commons ChamberI thank my hon. Friend for her question. I was recently in Ethiopia, and was able to visit Tigray and the edge of the most food-insecure area, where—as the House will know—starvation and food shortage is rising alarmingly. The situation is as if a football was being kicked at a plate glass window; we have the power to alter its trajectory, but if we do not, it will smash that window. That is why Britain is setting up a pledging conference—working closely with the United Nations—and a contact group on Ethiopia. In the next financial year, we are increasing our bilateral funding very significantly.

Gentleman will know that it is not just the Government but many different organisations that are seeking to identify what is happening on the ground, and the extent to which international humanitarian law is being abided with. Any such evidence will undoubtedly be put before the relevant authority—the courts that he mentioned, specifically—if such evidence is available.
The White Paper includes 217 commitments to be delivered through to 2030. I have asked officials in the Foreign Office to work with colleagues across Government to implement the commitments and determine the order of priority.
I thank the Minister for that reply and for his leadership on the excellent White Paper, particularly because, in the run-up to its publication, he clearly listened to calls for more targeted support and humanitarian relief for those who are left behind on account of their religion or belief. The challenge now is to turn those innovative commitments into reality, which will require a revised approach to development programming. Will he meet me and others at a roundtable to discuss that?
It is always a pleasure to meet my hon. Friend, who has an office next to mine in the Foreign Office. May I thank her for her comments about the publication of the White Paper? The way in which it has been received around the world demonstrates renewed energy and vigour. I hope that it shows Britain’s reinvigorated leadership on those important matters, and, of course, value for money for our taxpayers.

Commons ChamberI think the D is a good deal less silent than it was. I thank the hon. Lady for what she has said. On the immediate return of the money, she is right; that is the stated policy of the Government and, I think, of the official Opposition. On restoring the Department, I draw her attention to what the hon. Member for Wigan (Lisa Nandy) and the shadow Foreign Secretary, the right hon. Member for Tottenham (Mr Lammy), have said, which is that they have an open mind on this, and they are trying to see where we get to by the time there is a general election, were they to come into government. If we can produce something that is better than the two separate Departments and delivers global public goods in the 2030s, that might well be seen by everyone as a step forward.
The hon. Member for Oxford West and Abingdon (Layla Moran) is right about the cultural point. To make a merger work—there is no such thing as a merger; one side wins and one side loses, as I learned many years ago in the City of London—the culture is very important. If development practitioners and experts are respected by the traditional British Foreign Office and they work together, as they have done on putting this White Paper together, that is a very great strength indeed.
One reason the SDGs are off track is that they have not to date recognised that leaving someone behind, whether out of education, a job, healthcare or otherwise, simply on account of their religion or beliefs means they will be poorer. Discrimination and persecution are drivers of poverty, affecting millions globally. I warmly congratulate the Minister on listening and including clear recognition of this in several places in the White Paper, but words need to be turned into action. What action is planned to ensure that religious minorities are taken into account in the design of development assistance programmes and in the forthcoming review of the SDGs?
I am very glad that my hon. Friend—who is, after all, the Government’s envoy on these matters—has already read the White Paper so assiduously. She will, as she said, have noted that there is a clear commitment to do what she sets out, and I have every confidence that working with her, the Government will be able to advance that important agenda.

I thank the hon. Gentleman for reinforcing the wise words of Carl Bildt. The specific issue he raised is very much at the top of the Quint’s agenda.
Kosovo is a much valued and very active member of the International Religious Freedom or Belief Alliance, which I chair. It is my privilege to work with its representative in the alliance on a regular basis. Other countries in the region are also members of the alliance. Will the Minister indicate how other means can be used to strengthen diplomatic relationships between countries in the region, and so de-escalate tensions?
I thank my hon. Friend for all her work in this area, which the House has acknowledged on many occasions. On the last part of what she said, the work of Lord Peach is particularly helpful in trying to achieve that. The whole House will want to thank Lord Peach for his work.

Commons ChamberI had a meeting with chairperson Mr Moussa Faki on Saturday morning and I can assure the hon. Member that everyone is focused on precisely the problem she has set out.
Good progress has been made on the Truro review, which this Government have given a commitment to implement. Of the remaining work, crucial is recommendation 6 to ensure the freedom of religion or belief special envoy role is permanently constituted—and, Mr Speaker, if I should declare an interest at this moment, I do, although I am speaking of course of the role itself. A short Bill would effect this. Time is now of the essence. Would the Foreign Secretary kindly meet me quickly to progress that?
The whole Government are deeply conscious of the brilliant work my hon. Friend does as an envoy; indeed, she occupies the office next door to mine inside the Foreign Office. We will answer her question as speedily as possible—I hope later today.

Commons ChamberThe principal way in which we help, particularly in respect of refugees from Eritrea, is through the United Nations and its agencies. The hon. Gentleman may rest assured that we are fully engaged in that. Britain—the British taxpayer—is an enormous funder of those agencies, and their work on the ground is absolutely vital.
Over the past decade, Sudan had achieved real progress on freedom of religion or belief. The international freedom of religion or belief leadership network is very concerned about the breakdown in security, which we hope will not set back such progress. As Sudan is a Foreign, Commonwealth and Development Office human rights priority country, will the Government press all sides in Sudan to respect international humanitarian and human rights laws and to recognise the serious human rights concerns, including on freedom of religion or belief?

Commons ChamberWe welcome the independent review by the Bishop of Truro and ensure that it is central to our human rights work.
Almost a year after the expert independent review, which highlighted that there is still much work to be done to fully implement the Truro review, can the Minister point out what progress the FCDO has made in better advocating for those who are persecuted for their religion or belief? Not least, will he confirm that, as our manifesto promised and in accordance with recommendation 6 of the Truro review, the role of Prime Minister’s special envoy for freedom of religion or belief will now be established in law?
I want to thank my hon. Friend for all her work and commitment in this vital area. Who can doubt that she, like my hon. Friend the Member for Gillingham and Rainham (Rehman Chishti) before her, is the very personification and essence of how this role should be performed? Last July we had an international ministerial conference to advance FORB and we always regularly raise cases of concern. On recommendation 6, she makes an extremely good point and the Government are considering it.

Assisted dying is an immensely sensitive and emotive issue of conscience over which each of us individually, as Members of this place, must wrestle, and which this House will have to address collectively before much longer. In my role as co-chair of the all-party parliamentary group for choice at the end of life—I have the pleasure of co-chairing it with the hon. Member for Bristol South (Karin Smyth) in this House—I have had discussions with many colleagues, including the Prime Minister, and I know how seriously this issue is taken. I know that many colleagues are yet to come to a firm conclusion on it. I respect that position. I respect it not least because I have completely changed my mind on this issue since I arrived in the House of Commons. After listening to many constituents in my office in Sutton Coldfield, often with tears of solidarity in my eyes, as with inordinate sadness they have told me of the painful and undignified death of someone they loved, I have concluded that I want the law changed to benefit my constituents, to benefit those who I love, and possibly, indeed, to benefit myself.
Our constituents are, according to every single opinion poll over the past three decades, in strong support of this change in the law. I remind the House that the Bill introduced by the noble Lady Meacher in the other place, which has recently commanded their lordships’ support and builds on the consensus so painstakingly and skilfully assembled over many years by Lord Falconer, sets out that those who are within six months of the end of their life and who, in the opinion of two doctors and a High Court judge, have reached the decision independently and in sound mind that they wish to end their life to avoid the often undignified and extraordinary suffering that would otherwise assail them, should be able to do so.
Is it not extremely difficult to assess when a life will end? Is that not one of the challenges that we have with regard to this proposal of a timed end to a life?
My hon. Friend is right, but I used to be a junior social security Minister, and I know that social security law means that the Government—society—already have a way of determining a period six months before the end of someone’s life. We can of course reflect on this, and on whether there is a better way of doing it, but that facility in fact already exists.

Commons ChamberI thank my hon. Friend for making that visit with Save the Children. I know she has both great interest and great expertise in that area. She asks about the results, and last year Britain secured provision so that some 1.7 million children are getting into school. We have also conducted a very successful pilot programme to help eradicate early marriage. Over the next four years, Britain will help to ensure that some 2 million children are able to go to school in Ethiopia.

Gentleman will know, the nature of development is to try to move countries off welfare development on to pro-poor, private sector investment, as that is something that helps poor people to lift themselves out of poverty. The decisions on the Indian programme were made in close consultation with the Indian Government, and take account of our priorities and theirs as well.

Reducing the number of people in developing countries without access to basic sanitation is a key priority of the coalition Government. The review of our aid programme will determine how we scale up our efforts and results in this area.
I thank the Secretary of State for his reply. As Friday is world toilet day, what is his Department doing to raise the international agenda’s priority to improve sanitation, particularly as 1.5 million children under five die every year from poor water hygiene and sanitation, which is more than die from malaria, AIDS and measles combined?
My hon. Friend is right to raise this issue in those terms. Diarrhoea is the biggest killer of children in Africa. This is a core subject for the coalition Government, and we are looking at it in our bilateral aid review. Although I do not wish to pre-empt that review, I can tell the House that I am confident that we will be able to ensure that, over the next four years, tens of millions of people will be able to gain access to clean water and sanitation who are currently unable to do so.
