I thank the Minister for giving way, as I had hoped to speak in this debate. There was a meeting of Cheshire farmers yesterday, at which I am told frustration reigned. The main question they asked me to put to the Minister was this: what can the Government do to reassure dairy farmers that they have a viable future and so should invest in the future of their businesses?
My hon. Friend makes an important point, which I will address in a moment.
Volatility is, of course, a feature of global markets. The National Farmers Union is showing strong leadership in developing futures markets and other market mechanisms alongside industry partners. Every six months I chair a meeting of the dairy supply chain forum. The next meeting was due just before Christmas, and given the challenges that the industry is facing, I have brought that meeting forward to a little under two weeks’ time. One of the key issues I want to address in that meeting is whether we can do more to support the NFU to develop the mechanisms that help farmers to manage volatility.
Despite the current challenges, as many hon. Members have said, the long-term picture for our dairy industry is very positive. British farmers and dairy producers are producing a range of fantastic products. Over the next decade, global demand for dairy is expected to increase by around 2.5% a year. Earlier this summer, I attended the launch of the industry’s “Leading the Way” growth plan, which sets out some of the opportunities for the industry. We are supporting and encouraging dairy farmers and processors to develop their businesses on the back of growing demand, and over the past year exports of milk powder have grown by 65% to £152 million, and cheese exports are up by 12%.
As the hon. Member for North Antrim (Ian Paisley) said, there has been a particular problem in China, where demand has fallen, which has contributed to some of our difficulties with price. The Secretary of State for Environment, Food and Rural Affairs will be visiting China in December, and I am sure this will be one of the issues on her list. Substantial investments are being made in the UK dairy processing industry, which is testament to its long-term potential, including Arla’s new plant at Aylesbury and plans for the Davidstow creamery in Cornwall.
On the idea of encouraging producer organisations, we have given dairy farmers the opportunity to unite in producer organisations so that they have greater clout in the marketplace. In the past two years the Government have spent £5 million supporting that work. My hon. Friend the Member for Montgomeryshire (Glyn Davies) spoke about quotas, and at virtually every Agricultural Council since January I have resisted calls from Germany, Austria and others to loosen the quota regime ahead of time. Earlier, they were concerned about the risk to them of the super-levy fine, and we have resisted those calls because we did not want to create additional pressure on the market. Many hon. Members have highlighted the dairy code, and Alex Fergusson has now concluded his review. He concluded that the code is working well and has made a positive difference, and 85% of production is currently covered by the code.
A number of people have talked about transparency in the contracting system, which is provided for in the code. Farmers essentially have an opportunity to walk away from a contract with three months’ notice, or if there is to be a clear and transparent basis on which the price is calculated, sometimes linked to production costs, it has to be clearly stated in the contract.
A number of Members asked whether the code should be put on a statutory footing. As the hon. Member for Somerton and Frome pointed out, there are drawbacks to that, because we probably would not be able to include a farmer’s right to walk away after three months. We would end up with a statutory code that is far weaker than the voluntary code.
Co-operatives have also been mentioned. One of the points that Alex Fergusson made in his report is that, although members tend to be very happy in co-operatives and tend to support that approach, he thinks that in some cases they could do more to leverage their power within a co-operative to ensure that they are getting a fair deal, which the farming industry might want to consider.
Many hon. Members, including my hon. Friend the Member for Thirsk and Malton (Miss McIntosh), have mentioned the groceries code adjudicator. It is important to recognise that the Department for Business, Innovation and Skills has committed to reviewing the groceries code adjudicator in 2016, but the dairy code is currently voluntary, and the latest report by Alex Fergusson concluded that it is working well. Farmers are not telling us that the code itself is a problem. The other thing we have to recognise is that the dairy code is most valuable to farmers when markets are tight and prices are rising; it is of less use to them at the moment when, frankly, we have an oversupply, with milk production up by about 10%. Finally, the other issues raised today concern whether retailers should be covered by the code, which the industry is considering because it was recommended by Alex Fergusson. The long-term future is bright for the industry, and we are doing all we can to address the immediate challenges.

The Church of England is taking a significant role in tackling extremism by supporting the work of the Government and by working through its own networks of local communities and the wider international Anglican communion.
Will my right hon. Friend join me in condemning the sentence of death by hanging announced last week on Asia Bibi, a Christian mother of five young children who has already spent four years in jail in Pakistan under that country’s unacceptable blasphemy laws? Will my right hon. Friend join me and others in the House in sending out a clear message to the Government of Pakistan that they must review this case?
I fully agree with my hon. Friend. This is a terrible, grim and desperate case. I fear that it is a stain on the reputation of Pakistan that this young woman should have been in prison for such a long time.
Far too often around the world, cases of apostasy and the way in which blasphemy laws are used in some cases, as in Pakistan, are a complete offence against the principles of the United Nations charter on freedom of religion. We all need to take every opportunity to express to the Pakistani high commissioner in London and the Government of Pakistan how desperate and sad the world is to see that Pakistan has not managed to resolve that case more swiftly.

Commons ChamberI agree with my hon. Friend. It is very good news that Truro has received money to repair the cathedral turrets, which were damaged during recent storms. I think we all agree that cathedrals, apart from being very important centres of religious worship, are centres for regeneration, civic pride and tourism potential. The maintenance and repair of our cathedrals is of course a national imperative.
6. What steps the Church is taking to tackle human trafficking.
The Church of England has been at the forefront of the parliamentary campaign to abolish slavery, and wants to ensure that everything possible can be done to banish slavery from the world.
Archbishop Welby is garnering increasing respect and admiration in many ways, not least for his international travels to meet and strengthen relationships across the Anglican family worldwide. What is the Church of England doing internationally to develop a more co-ordinated Anglican response to the appalling global phenomenon of human trafficking?
My hon. Friend raises a very important issue. Of course, the Church of England was at the forefront of the original campaign, with Wilberforce, to abolish slavery in this country, and we are determined to do everything we can to abolish slavery around the world. The Church of England, together with the Roman Catholic Church and other faiths groups in this country, works through the Global Freedom Network, and in our work around the world, we are determined to do everything we can to eradicate modern-day slavery and human trafficking by 2020.

Commons ChamberI am grateful for my hon. Friend’s broad support for the policy and for sticking up for his constituents. We are absolutely clear that the panel report shows that 68 out of 69 badgers died almost instantly, but a number did not. The report makes some clear, practical recommendations on how we can improve humaneness. We emphatically want to do that, which is why we are not rolling things out further for the moment. We are holding to the existing two pilots to see whether we can perfect the techniques to make sure that they are humane, effective and safe.
I thank the Secretary of State for his determination to tackle bovine TB and, in particular, to stop its movement and create buffer zones. The shadow Minister spoke of inept handling, but when Labour was in power it was well known that bovine TB was moving towards Cheshire at a rate of 4 miles a year—tragically, it arrived. Does the Secretary of State agree that the inept handling of the former Labour Government in not tackling that movement put so many Cheshire farmers in the distressed position they are in today?
My hon. Friend is absolutely right to point out the 13 wasted years that let this disease rip. Her local farmers are very close to mine, and they are getting desperate, as this disease costs such a lot. It is not just about the cattle; we must consider the human cost of farmers being devastated and of lifetimes’ of work being destroyed, while they know perfectly well that in Australia, New Zealand and the Republic of Ireland, where the disease is addressed in cattle and in wildlife, the disease can be got rid of.

Commons Chamber8. What reports he has received on the recent visits to South Sudan, Rwanda, Democratic Republic of the Congo and Kenya by the Archbishops of Canterbury and York.
The Archbishops of Canterbury and York have both been overseas in the past month. The Archbishop of Canterbury’s recent visit to South Sudan, Burundi, Rwanda and the Democratic Republic of the Congo were part of his programme of visits to all parts of the Anglican communion. He saw at first hand the devastating impact of conflict and the huge difficulties that are faced by the Church and the wider population in areas of conflict and instability, as well as the key role that is played by the Church and the urgent need for far-reaching efforts towards reconciliation.
The persecution of Christians and those of other faiths is increasing in the regions that have been visited by both archbishops. What work is the Church of England doing with churches on the ground to promote peace and stability in those areas?
It is difficult, in the time that is allowed, to encapsulate the seriousness of this issue. The churches are keen to help rebuild their countries by strengthening communities through reconciliation, healing and the overcoming of fear. As the Archbishop of Canterbury said, reconciliation requires people to face reality and to tell the truth about the suffering that has been experienced and the harm that has been done. He said:
“When there is enough confidence to meet each other, then honest talking is possible.”
He also stressed the importance of caring for those who have suffered. In each of those war-torn and conflict-stricken countries, one hopes and intends that the Church will be present, helping to bring reconciliation.

Commons Chamber10. What recent assessment the Commissioners have made of difficulties faced by Christians in celebrating Christmas in certain parts of the world.
The House will, I am sure, have noticed that the Archbishop of Canterbury used his first Christmas day sermon to condemn the treatment of Christian communities in the middle east. Archbishop Justin said that the persecution of Christian minorities represented injustice and observed that Christians
“are driven into exile from a region in which their presence has always been essential”.
Sadly, Christians are attacked and massacred, and we have seen terrible news from South Sudan, the Central African Republic and elsewhere, where political ambitions have led to ethnic conflict.
I thank my right hon. Friend for that reply. In the light of the escalation in religious persecution in many countries across the world, will he kindly arrange a meeting with the appropriate Minister and bishop responsible for foreign affairs and international development to highlight the need for the Department for International Development to form a policy to address such issues and that of freedom of religion as a fundamental human right?
I should be happy to do so, but taking human rights violations into account when aid decisions are made does not necessarily mean refusing to give aid to countries in which such violations take place. It may be in precisely these difficult contexts that we need to be engaging with aid, as religious persecution is often linked to problems in education, economic development and conflicts over natural resources where aid can and does make a huge difference. My hon. Friend makes an extremely good point that is worth pursuing with ministerial colleagues in DFID.

Commons ChamberMy hon. Friend makes a good point. It is worth recording that this one single parish church has had to spend tens of thousands of pounds so far just to get to this position. We have to improve the whole situation in relation to bats in churches. It is not a joking matter. Churches are not field barns; they are places of worship, and it cannot be right that bats can be excluded from reopened railway tunnels and the living spaces of domestic homes, but it is so difficult for active community buildings such as churches to resolve such an issue.
6. What progress the Church Commissioners have made on plans for a credit union.
The Church of England is developing a three-pronged strategy in its work with credit unions. The first is to link parish churches to local credit unions to offer support where any is available. The second is to set up an archbishops taskforce to work with the credit union movement and the local banking sector to produce credible alternatives which offer financially responsible products and services. The third is the plan to found the Church’s credit union, primarily for clergy and Church employees.
I welcome the work the Church is doing to promote the good work of credit unions. Will my hon. Friend also update the House on the involvement of the Church Commissioners in the proposed new bank, Williams & Glyn’s, which I understand is to lend to local small and medium-sized enterprises in particular?

Commons ChamberI have sufficient difficulties sorting out the problems of the Church of England. I do not have responsibility for how other denominations open or close their churches. That will be, if anything, a matter for the local planning authority.
4. What assessment he has made of the financial performance of the Church Commissioners in 2012; and if he will make a statement.
For the financial year 2011-12, the commissioners achieved a total return of 9.7%. Over the last 20 years the commissioners have returned an average of 9.9%, which outstrips our personal aim of meeting the challenging target of retail prices index inflation plus 5%.
Can my hon. Friend update the House on the current ethical investment policies of the Church Commissioners?
The Church of England has very tough ethical investment policies, and we can demonstrate that the Church Commissioners have significantly outperformed the market while investing ethically, and that it is possible to invest ethically and get a genuinely good return on those investments.

Commons Chamber3. What assessment the Church Commissioners have made of ways in which religious education teaching could be improved and ensuring that teachers have an understanding of basic Christianity.
The Church of England’s board of education and diocesan education team share the concerns expressed by my hon. Friend about the quality of RE teaching. The Church is working with the Religious Education Council and other national bodies to ensure that the profile of religious education remains high. I welcome this opportunity to pay tribute to the work of my hon. Friend and that of the all-party parliamentary group on religious education, which does so much to highlight those issues.
Does my hon. Friend agree that RE is important because it has a crucial role in the spiritual, moral, social and cultural development of children; a pastoral role in creating space in classrooms where they can safely explore ideas about some of life’s most profound challenges and values; and a role in promoting mutual tolerance and understanding? However, does he also agree that, for that to happen, we need good quality RE teacher training and support?
I fully agree with everything my hon. Friend says. That is why we are concerned about the removal of postgraduate certificate in education places for religious education and the minimal amount of time primary teachers receive to address religious education in their training. However, rather more encouraging is the fact that student take-up of religious education at GCSE has been at substantial levels for many years. The number of people sitting RE exams demonstrates that young people are indeed curious about faith and religion.

Commons ChamberI rise to oppose the motion. Farming is an industry vital to the economy of Cheshire. It is an industry that has had difficult times over recent years. In 2001, it was ravaged by foot and mouth disease. More recently, we have seen dairy farmers struggling to sell milk at a price that covers the cost of production, let alone one that provides them with a modest profit.
A few short years ago, farmers told me of their concerns about bovine TB travelling towards Cheshire. Now, it is very much there, and it is causing massive problems across Cheshire East, impacting on dairy and beef farmers and infecting our wildlife. Let me quote some statistics. The National Farmers Union says that in 2006 there were 108 TB reactors slaughtered in Cheshire; in 2011, there were 641. Just last week, on 19 October, the whole of Cheshire was classified as an annual testing region, reflecting the increased incidence of the disease. All cattle must also be pre-movement tested.
As if to highlight the level of concern about this problem in Cheshire, a motion was passed last week by Cheshire East full council. It states:
“That Cheshire East endorses measures to halt the current high incidence of Bovine TB with the ultimate aim of both healthy wildlife and cattle population, never mind vital protection of the economic, social, wealth, health and wellbeing of our rural community. In so doing Cheshire East supports early liaison with both EU and DEFRA to ensure infected areas within the Borough are tackled speedily.”
A proposer of the motion, while not promoting a cull locally—it is not one of the areas for which a cull has been proposed—made things very clear when she said:
“We cannot sit back and do nothing. This insidious disease is causing massive problems for the farming community.”
She also said:
“All options need to be reviewed.”
In my view, one of those options must be the targeted pilot culls proposed by the Government.
What are local farmers saying? Although I live in the farming community, I am not an expert, but those farmers certainly are. Councillor Rhoda Bailey, the wife of a Cheshire farmer, writes:
“the cull should be allowed…in order for it to provide…evidence of its effectiveness”.
Councillor Steve Wilkinson, one of the proposers of the motion, writes:
“It is a public health issue…Cheshire is on the edge of the disease spread as it progresses northwards and whilst any cull may assist with problems in the southwest, we need to take action here in Cheshire to halt the relentless movement further north.”
Another farmer, Stuart Yarwood, writes:
“Culling diseased badgers is the only option.”
In his view,
“If we dither, our livestock industry will disappear…Society has to accept that the only predator to badgers is man and disease and since government protected the species, disease is now doing its best to control its population and polluting the countryside in the process.”
The Cheshire county chairman of the National Farmers Union, Rob Ford, wrote to me this week saying:
“TB is spreading across the county… wildlife infection has been cited…as contributing to the spread of the disease in…Nantwich and Macclesfield…which is illustrated by infection being detected in herds where no cattle have been brought in…Cheshire and Greater Manchester are key to stopping the spread of TB as they are in the periphery of the area of infection…The Science is clear that a well-managed cull will reduce the levels of Bovine TB.”
He says that if the problem is not addressed, we will continue to see
“levels of the disease in the county grow and Cheshire will end up in the same situation”
as other parts of the country.
A vet and farmer writes that misleading information must be corrected. According to him,
“no country in the world has ever successfully controlled TB in cattle without culling infected wildlife.”
He says that the suffering caused to badgers by TB will be prevented by culling, and that the public need to know that compensation for the animals that are slaughtered is far less than the replacement cost and the full losses of farmers.
Another farmer says that the “misery of TB” cannot be calculated, but
“However unpalatable it may be, there really seems no other option to culling.”
He says that
“from a wildlife point of view”
other species will benefit.
“Badger numbers have increased dramatically in recent years, often at the expense of…hedgehogs and bumble bees.”
My hon. Friend the Member for Stafford (Jeremy Lefroy) shares my concern for the welfare of farmers in our area, and my concern about the distress that the disease is causing to our farming community. I could give many other examples, but shortage of time prohibits me from doing so.
The scientists gave a range of between 12% and 16% if the cull was carried out under exactly the same conditions as Labour’s RBCT. The cull that the right hon. Gentleman proposed differed significantly, as it would have taken place over six weeks rather than two and would have involved free shooting rather than cage-trapping and shooting. As any GCSE science student knows, as soon as we depart from the methodology, we immediately increase the range of the differentials in the results. That is why the scientists were concerned.
The lack of rigour in the methodology was shown in Tuesday’s announcement. A cull that depends on killing at least 70% of the animals was about to begin with no reliable estimate of how many needed to be shot. On 19 July 2011, I asked a question in Parliament on that exact point, because it had occurred to me, a mere humble member of Her Majesty’s Opposition. I received the answer
“there is no precise knowledge of the size of the badger population”.—[Official Report, 19 July 2011; Vol. 531, c. 815.]
That prompts the question of why Ministers did not ask that. Why did they not start the count then so that farmers could plan properly? Instead, they allowed the farmers to submit their own estimates of the numbers, thought, “Mm, that looks a bit low,” and left it until September to go out into the field and conduct the analysis that should have been done a year ago. I want Ministers to tell us whether those numbers were calibrated to test their accuracy. It seems clear to me that they were not.
I will not give way, because I want to hear some answers from the Minister.
We also warned that the cull would be bad for taxpayers. What are the taxpayer costs so far? A freedom of information request to the Badger Trust reveals the cost of the big society badger cull. To date, licensing activities by Natural England have cost £300,000. The sett monitoring that only took place right at the very end of the process in September has cost £750,000. The independent expert panel that is meeting to oversee the two pilots has cost £17,000. Since April 2012, there have been 6.5 full-time equivalent staff working on the cull. This cull, which I confidently predict will not take place, has already cost taxpayers well over £1 million. We can add on £500,000 per cull area per year for policing. Let us not forget that all leave has been cancelled for the police in Gloucestershire until Christmas. Although I am sure they will be relieved to have their leave uncancelled, how much has that cost the police? Again, the Secretary of State said on Tuesday that he would write to let us know
What about the future costs? Humaneness monitoring will cost £700,000. Badger post-mortems will cost £248,000. My parliamentary question to Ministers, however, about the net reduction in compensation and testing were the badger cull to go ahead received the answer that it would save just £2.9 million over 10 years in each cull area. That is just not good enough. It will carry on costing taxpayers until Ministers cancel it definitively.
The writing is on the wall for this badger cull. The costs to farmers and taxpayers will continue to stack up if Ministers continue to pretend that the cull will go ahead. We need to ensure that any solution works closely with farmers and I hope for their sake that the Minister will drop this charade that the cull will go ahead. Any solution will also require the consent of taxpayers and we must ensure that we get the best value for them, too.
