To ask the Secretary of State for Energy Security and Net Zero, what steps his Department is taking to increase the use of UK-manufactured (a) technologies and (b) components in (i) hydrogen and (ii) fuel cell projects; and what steps his Department is taking to ensure that British firms can capitalise on (A) growth and (B) export opportunities in the hydrogen economy.

The Clean Energy Industries Sector Plan sets out a clear plan to support the growth of the UK’s manufacturing base for hydrogen technologies including deployment certainty and timelines for future Hydrogen Allocation Rounds; the launch of the first transport and storage allocation round and hydrogen to power business model; establishing the UK’s first regional hydrogen network from 2031; working with projects to deliver events connecting developers and suppliers; and a comprehensive public financial institution offer including the £1bn Great British Energy supply chain fund.

UK companies are at the forefront of hydrogen technology advancement and are already exporting their innovative technologies across the globe. We are working hard to ensure UK hydrogen and fuel cell companies continue to capitalise on the opportunities of the clean energy transition and access high value opportunities in international markets. This includes working to remove trade barriers and championing our world-leading hydrogen companies overseas.

To ask the Secretary of State for Energy Security and Net Zero, whether her Department has made support available to people whose air source heat pump, installed by someone certified by the microgeneration certification scheme through the Domestic Renewable Heat Incentive, breaks down and the installer is no-longer certified.

The Microgeneration Certification Scheme (MCS), which is the leading standards and quality assurance organisation for microgeneration technologies in the UK, is the certification scheme for the Domestic Renewable Heat Incentive (RHI). All installers that participate in the RHI are required to be a member of MCS.

Consumers in this situation should contact MCS. It has a procedure that enables another MCS certified installer to take over responsibility for the consumer’s installation, so the consumer should not suffer any detriment or require support.

The Microgeneration Certification Scheme (MCS), which is the leading standards and quality assurance organisation for microgeneration technologies in the UK, is the certification scheme for the Domestic Renewable Heat Incentive (RHI). All installers that participate in the RHI are required to be a member of MCS.

MCS conducted a public consultation on its operating model in 2023, and is currently implementing a programme of reform to strengthen its support for consumers. The department continues to work with MCS and its stakeholders to monitor the impact of these reforms.

The Government recognises that many small businesses across the UK are keen to tackle climate change but find it difficult to know how to start. The first step these businesses can take is to visit the UK Business Climate Hub. The Government has recently relaunched the content on the site, providing more up to date, practical and tailored advice on how to reduce emissions as well as signposting to additional resources.

More widely, Government support for local authorities in delivering net zero is outlined in the Net Zero Strategy and Net Zero Growth Plan.

The new £10m Community Energy Fund will enable rural and urban communities across England to access grant funding to develop local renewable energy projects, supporting local growth and enabling places to benefit directly from clean, locally owned energy. The Government will launch applications to the Fund as soon as possible and Community Energy Groups in London, including in the London Borough of Enfield and the Enfield North constituency, will be able to apply through the Greater South East Local Net Zero Hub.

The Department for Energy Security and Net Zero do not hold the data for the number and proportion of care recipients that are in fuel poverty in the Enfield North Constituency, the London Borough of Enfield or London. The latest sub regional fuel poverty statistics show that we consider 12.8% (5,471) of households to be in fuel poverty in the constituency of Enfield North, 13.8% (17,591) in the London Borough of Enfield and 11.9% (431,366) in London.
