I understand the right hon. Gentleman’s concerns about these matters and the way that announcements are made. I will take away his point, and I will do my very best to make sure that the announcement is made in the appropriate way.

This month, 141 student loan staff, 120 of whom are based in Scotland, were told that their jobs will transfer to Capgemini, the same company that, incidentally, helped design the Student Loans Company target operating model. The transfer will come into effect from 1 March—one month before the Government’s public interest test will start compelling Departments and non-departmental bodies like the Student Loans Company to evidence the long-term cost of outsourcing decisions. Will the Leader of the House encourage the Cabinet Office to provide a statement on how it can prevent outsourcing decisions from being accelerated before the public interest test comes into effect?

As ever, my hon. Friend raises an issue of great importance to his constituents, and I pay tribute to him for doing so. I understand that he has a meeting with the Parliamentary Secretary for the Cabinet Office in his diary, and I hope that meeting will address his concerns. If it does not, I am sure that my hon. Friend, who is a doughty fighter for his constituents, will raise it once again on the Floor of the House, and we will have to see what else is necessary to move this forward.
