Our immediate priorities remain our current operations in Afghanistan and against ISIL and Ebola as well as the commitments reached at the NATO summit and the delivery of Future Force 2020. I want to build up our reserve forces and invest in the equipment that our armed forces need to keep Britain safe.

Will my right hon. Friend tell me whether there will be opportunities for reserve units, such as 4th Battalion The Duke of Lancaster’s Regiment, to serve as units in operations and major exercises?

Reserve service offers exciting opportunities to serve overseas in formed units. For example, a platoon from 3 Princess of Wales’s Royal Regiment will be supporting 1 Royal Anglian in Kabul from February onwards, and 4 Mercian, based in Wolverhampton, recently deployed two platoons to Cyprus. This is exactly what Future Force 2020 was intended to do—making the most of reservists’ skills by integrating them with our regulars.

3. What recent assessment he has made of the performance of the regional growth fund.

The regional growth fund is a success. Last week, I published our first annual monitoring report, which shows that job creation in rounds 1 and 2 is on track. With our accelerated timetable, we have now completed the contracting process with all but a handful of beneficiaries in rounds 1, 2 and 3. Last week, I also announced that in round 4, 102 selected bidders will have access to over £500 million. Overall, this Government have committed over £2.6 billion to areas that most need private sector-led growth and employment.

We have now had four rounds of the regional growth fund, and the north-west has done very well out of it, for which I am grateful to the Minister. Will he confirm that the Government will continue to use this as a mechanism to narrow that north-south divide, which of course grew so much wider under the previous Government?

I thank my hon. Friend for his important report on the north, and I congratulate him on his appointment as a small business ambassador. The spending review last month confirmed that there will be further rounds of the regional growth fund in 2015-16 and in 2016-17, totalling over £300 million in each case.

UKTI is UK-wide and, of course, does everything it can to support exports from every part of the United Kingdom. As I have said, there is an increased focus on helping small and medium-sized firms to export, which is why we are providing a new facility from April to extend credit totalling £1.5 billion for small firms that need it for longer term financing—three to five years—for contracts overseas.

18. The improvements the Minister mentions with regard to UKTI are being recognised in Lancashire, with much more outreach work with local chambers of commerce and Members of Parliament. How will he build on that, particularly with smaller businesses that, as other Members have mentioned, often lack the personnel to attend conferences during the day?

Let me reassure my hon. Friend that UKTI will continue its outreach activity in Lancashire and the rest of the country to encourage and support as many businesses as possible. Exporting is vital for our economy and exports are now increasing again, which is why UKTI was given such a boost in the autumn statement. That means UKTI is increasing its number of international trade advisers, and we are also placing officials from UK Export Finance in the regional offices so that more businesses, particularly small businesses, can benefit from their advice.
