Commons ChamberAs our discussion today reminds us, the importance of that contribution is understood across all parties in the House. Sikhs in Britain make an enormous contribution to this country, as is widely recognised in our national life, and it is something we want to continue and see flourish in the future. In our minds in this House, none of these controversies detracts from the importance of that contribution, and nor should they ever.
There is real concern, distress and grief among the Sikh community in my constituency over the horrific events in June 1984. The correspondence released last month indicated that the then Foreign Secretary, Lord Howe, agreed to advise the Indian Government, and the Foreign Secretary has confirmed that today. While my Sikh constituents were shocked that that advice was given, they are also seeking further clarity about the contact between the British and Indian Governments at the time. With that in mind, will the Foreign Secretary commit to disclose the full transcript of the Cabinet Secretary’s interview with Lord Howe?
The Cabinet Secretary decided what to disclose in his report, and that included additional documents that would not normally be disclosed and which gave additional details confirming the picture set out in his report and my statement. While preparing the report, he and his officials had discussions with officials and senior Ministers, and it was for him to set out to the Prime Minister, as he did in his report, what he recommended for publication. I think that that provides a full, transparent picture, and that he made the right judgment in what he said.

Commons ChamberMy hon. Friend makes a valid point. If talks take place with Spain in the way that the Chief Minister of Gibraltar and I have set out, we will concentrate on the localised issues but, of course, people cannot help making exactly the observation that my hon. Friend has just made.
It is of deep concern to Members on both sides of this House that the border crisis seems to be escalating, with recent reports that a Spanish demonstration would attempt to cross the border into Gibraltar. Will the Foreign Secretary reassure the House that he is working closely with the European Union to ensure that Spain is forced to respect its EU treaty obligations?
We are working closely with the European Union. The Prime Minister spoke directly to the President of the European Commission, Mr Barroso, about the issue. We have asked the Commission to send a fact-finding mission to the border to investigate the delays and we welcome Mr Barroso’s confirmation that such a mission will soon be deployed. It is very good that it will come and look at the facts and we look to it to help us uphold the law.

Friend has made his point well, but I do not think that anyone is contemplating leaving the EU before 14 June—if, indeed, ever—when key decisions will be made at the Trade Council in the EU. If that process is successful, it will allow negotiations to be launched during the President’s visit to Europe for the G8 summit a few days later. We are getting on with all these matters now.
I apologise on behalf of the shadow Foreign Secretary, my right hon. Friend the Member for Paisley and Renfrewshire South (Mr Alexander), who regrets that he is unable to be here today. I also thank the Foreign Secretary and you, Mr. Speaker, for acknowledging notification of his absence earlier.
An EU-US free trade agreement will be worth an average of £466 a year to every family in the country. Does the Foreign Secretary agree that if his Back Benchers and some of his ministerial colleagues achieve their dream of leaving the EU, there will be little chance of our securing a similar bilateral UK-US free trade agreement?
I am not going to speculate about that. We are going to make a success of negotiations between all the members of the EU, including the United Kingdom and the United States. That is our objective. As several Members have observed, this would be a transformational trade agreement, and I hope that there is a strong commitment to it in all parts of the House.

Commons ChamberTo put it in a slightly more balanced way, I have pointed out for many years that one of the disadvantages of the euro is the loss of national sovereign decision making to the countries concerned. However, there is one flaw in my hon. Friend’s argument, which is that it is very clear that not only the representatives but, at the moment, the people of Greece choose to try to stay in the euro. That is the democratic choice that they are making, and we should support them in it if that is their choice.
The European Union is our biggest trading partner, and a resolution to the eurozone crisis is clearly in our national interest. Given that our bilateral relationship with France is central to that, why is it being reported that the Prime Minister has refused to meet one of the leading presidential candidates, François Hollande, when he visits London tomorrow?
Yes, the bilateral relationship with France is of great importance, and it is true that our co-operation, particularly on foreign and security policy, is the closest that it has been at any time since the second world war. Relations with France are very good and very close. Of course, the Prime Minister sometimes meets opposition leaders and sometimes does not, but I am not aware of governmental leaders across Europe taking a different approach from his.

Commons ChamberThere is no doubt that Iran has been involved in trying to prop up the Syrian regime. Iran is a country that has supported popular revolution in other parts of the middle east but then has been happy to collude in trying to repress such revolution in Syria—its ally. It has helped with technical equipment, expertise and advice on how to help the regime to deal with the situation, and it shows a hypocritical approach to events in the middle east.
Turkey is a vital ally of the United Kingdom and, indeed, the European Union. What discussions did the Prime Minister have with the Turkish President last week on what further specific measures Turkey can take to exert additional pressure on the Syrian Government?
We discussed this at some length—the Prime Minister with the President—and I discussed it with the Turkish Foreign Minister in the margins of the state visit. We are all working closely—Turkey and the European Union nations—with the Arab League. Turkey is considering a range of measures that it could take on Syria, but, as the hon. Lady knows, the Arab League has led the way at the moment in announcing sanctions. I would not be surprised if further measures now follow from Turkey, on the basis of the discussions that we had last week.

Commons ChamberNorth Korea makes many claims about its nuclear capabilities including, recently, about enrichment facilities. We are deeply concerned by reports that it is building a new nuclear facility, in violation, as my hon. Friend says, of two Security Council resolutions. We urge it to resume co-operation with the International Atomic Energy Agency to ensure that all its nuclear activity adheres to IAEA safeguards agreements. Until North Korea makes verifiable progress on that, we urge the international community robustly to implement the existing United Nations sanctions.
The Opposition welcome the Foreign Secretary’s condemnation of North Korea’s recent unprovoked attacks on South Korea and I should like to associate myself with the comments he made a moment ago. I want to press him further on his response to China’s offer to host the emergency six-party talks. Does he regard that as the best way forward?
I am grateful for the Opposition’s support. It always makes a difference in these diplomatic matters if the House of Commons stands united. It will be noticed in the world that the House of Commons is absolutely united in condemning the recent actions of North Korea. I do not think that an immediate return to the six-party talks is the way forward as that would be, in a sense, a reward for North Korea’s behaviour. Other discussions and other ways forward will have to be found.

Commons ChamberI have not, but I will be visiting my Italian counterpart on Monday in Rome. While I am having an otherwise enjoyable meeting with him, I will drop that point in. Indeed, I will now be able to say that the matter has been brought up in the House of Commons. It is a valid point, so I will certainly pursue the matter.
The Commission will present a communication on the EU’s ambitions for a 30% carbon emissions reduction target, including an analysis of the costs and benefits to the EU economy, and of the impact on energy security, exports and job creation. The Government want the EU to show leadership in tackling international climate change and will support an increase in the EU’s emissions reduction target once that has been addressed with proper thoroughness.
Looking ahead, we recognise that there is a serious problem with the lack of proper democratic control in this country over the way in which the EU develops—I have already been asked about our position on the referendum. Beyond this Council meeting, the new Government will introduce a Bill to amend the European Communities Act 1972. We are agreed that there is a profound disconnection between the British people and what has been done in their name by British Governments in the European Union. In the past 13 years under the Labour Government, the percentage of the British public who believe that our membership of the EU is a good thing has, according to surveys, fallen to 31%. That is the previous Government’s legacy on Europe: public disenchantment after years of arrogance from Ministers, who did not listen to the people. That lesson should be borne in mind by the shadow Foreign Secretary as he seeks to learn lessons about his party’s election defeat.
Both parties that form the coalition are determined to make the Government more accountable to the British people for how the EU develops, so that Bill will be introduced later this year. It will enlarge democratic and parliamentary scrutiny, accountability and control over the decisions that we make in the EU. As the House will know, it will include a referendum lock, so that no future treaty may pass areas of power or competences from the UK to the EU without the British people’s consent in a referendum. The Government have already agreed that there will be no further transfer of sovereignty or powers in this Parliament in any case. The lock will also cover any proposal for Britain to join the euro. We regard that measure as essential in ensuring that the EU develops in a way that has the British people’s consent.
We are also clear that the referendum lock will apply only to any proposed future treaty transfers of power or competences from Britain to the EU. It will not apply to treaties that do not do that, such as treaties that make technical changes or accession treaties. We are now working on that legislation.
I note the Foreign Secretary’s renewed enthusiasm for referendums. The Maastricht treaty is second only to the Single European Act in terms of the amount of power transferred to the EU. Will he explain why he voted against a referendum on that?
There is nothing “renewed” about my enthusiasm for referendums—I am simply setting out exactly what I said in the last Parliament and in the general election campaign. There is great merit in a Minister doing what he said he was going to do before the general election. I voted against a referendum at the time of the Maastricht treaty because I was a member of the Government—[Hon. Members: “Ah!”] The Government had the absolutely correct policy on that. We secured the opt-outs on the euro, for instance, of which we spoke earlier, and built in the commitment to a referendum on the euro if ever there was a proposal to join it, which is exactly the policy that will be encapsulated and legislated for in the Bill that we will introduce.
