I am happy to repeat what I have said previously—that we will be leaving the European Union on 29 March. I want us to leave the European Union on 29 March with the good deal that is on the table.

Q15. My constituents Sarah and Chris Cookson lost their little boy Charlie in 2013. Since then, they have devoted their lives to helping other families and children with life-limiting conditions via their charity, the Charlie Cookson Foundation. On Boxing Day, Sarah gave birth to Carter John Cookson. He had three cardiac arrests in one day. After an unsuccessful operation, he is now fighting for his life, in need of a heart transplant. Carter has been given only a matter of weeks to live. Will the Prime Minister join me today in raising awareness to help us to find a heart for little baby Carter?

Let me first join the hon. Lady in commending the work that the Cooksons have done with the Charlie Cookson Foundation in raising funds for children and babies with life-threatening conditions. I am sure that the sympathies of the whole House are with the family at this very, very difficult time. The hon. Lady has outlined some of the specifics of the case, but I will ensure that the relevant Minister at the Department of Health and Social Care meets her to discuss the issue further.

We do want to change the culture on organ donation in order to save more lives. That is why we are planning to introduce a new opt-out system in England in 2020. The new law will be known as Max and Keira’s law, in honour of Max Johnson, who received a heart from Keira Ball, and Keira, who sadly lost her life in a car accident. However, the hon. Lady has outlined a tragic case, and I will ensure that a Minister from the Department speaks with her about it.

My hon. Friend is absolutely right to say that we need to ensure that we are protecting the economy for the future, and that is what this deal does. Those young people at University Centre Somerset would want to see not just a Government but an Opposition putting their interests and the national interest first, rather than the Opposition putting their party interests first.

The past few weeks have shown that this deal is going nowhere, and today’s statement does not change that. Does the Prime Minister now regret not working cross-party to build a consensus in this House? Why will she not accept that there is a way out of this hopeless situation by extending article 50 and working together, without the political posturing, for a deal that works for everyone?

Baroness May of Maidenhead Portrait The Prime Minister
- Hansard - - - Excerpts

We have negotiated a deal that works for everyone. I say to the hon. Lady simply this: in June 2016, a vote was held and people voted to leave the European Union. On 29 March 2019, the date set for us to leave the EU, it will be nearly three years since that vote. I think people want us to get on with leaving the EU, and that is what we will do.

We now have the highest cancer survival rates ever, as I mentioned earlier. The latest figures show that an estimated 7,000 or more people are surviving cancer after successful NHS cancer treatment compared with three years ago, but there is still more to be done. My hon. Friend is absolutely right that early diagnosis is an important element of that. We are looking at how the development of smart technologies, which allow us to analyse great quantities of data quickly and with a higher degree of accuracy than we have through the intervention of human beings, can be used to ensure that we get that earlier diagnosis. By 2033, we want to see at least 50,000 more people each year being diagnosed at an early stage of prostate, ovarian, lung or bowel cancer.

Q6. Despite a groundswell of opposition from public, staff and clinicians, this Government are actively supporting the removal of vital services from South Tyneside Hospital. Will the Prime Minister tell the 149,000 people who rely on our hospital why?

Baroness May of Maidenhead Portrait The Prime Minister
- Hansard - - - Excerpts

As the hon. Lady will know, it is for the local NHS to make decisions about the future of local health services; these matters are not determined in Whitehall. I understand that the Sunderland and the South Tyneside hospital trusts have formed an alliance to improve the sustainability, quality and performance of hospital services. Local commissioners did consult the public and they agreed a number of service changes in February, which will improve services for patients.

My hon. Friend is absolutely right. Most people in this country want to see the Government doing what we are doing, which is getting on with the job of delivering the best deal for Britain from Brexit. There was a certain amount of noise from the Opposition when I said earlier that the Leader of the Opposition let workers down by failing to protect their rights on Monday, but that is exactly one of the issues in the Bill. It is about bringing workers’ rights that are contained in EU legislation into the UK, and he voted against it.

Q9. As the Prime Minister was visiting survivors of the Manchester terror attack, families who were heartbroken to have lost their children were also in the vicinity, but the Prime Minister did not visit them. Chloe Rutherford and Liam Curry from South Shields tragically lost their lives, and their parents feel ignored by the Prime Minister. I wrote to her seven weeks ago with their concerns, but she has failed to respond. When will she properly acknowledge their loss?

Baroness May of Maidenhead Portrait The Prime Minister
- Hansard - - - Excerpts

The hon. Lady raises an important issue. I am not aware of her letter, so I will of course look today to see why she has not received a response. I can only apologise to her for the fact that she has not yet received a response.

I acknowledged at the time, and I continue to acknowledge, that the attack in Manchester damaged lives in many ways. There are those who were injured and are living with the consequences of their injuries, those who lost loved ones—relatives or friends—and are affected by that, and those whose lives were sadly cut short at all too young an age. We must all ensure that we are providing support for the victims and that our authorities—police authorities and agencies—have the power to prevent attacks in the future. I will look into the issue of the letter because, as I said, the hon. Lady should have had a response already. I am sorry that seven weeks have gone by without her receiving one.

A group of counter forces has come together in coalition in a whole variety of ways in respect of these matters, including carrying out work to counter the narrative given by Daesh. Our Foreign and Commonwealth Office is playing its part in the coalition of states with that single aim of ensuring that we can defeat Daesh.

Michael O’Connor from South Shields lay on top of his girlfriend in the Bataclan; as shots fired around him and bodies fell, he lay there still, pretending to be dead. Michael’s actions saved both of their lives, and I am sure that the Home Secretary will join me in commending his brave actions. I welcome what she said about the support that the Government are offering to British citizens caught up in the aftermath of the attacks. I would like some confirmation that such support will be extended to those who are temporarily resident in Paris, such as my constituent Michael.

Baroness May of Maidenhead Portrait Mrs May
- Hansard - - - Excerpts

I join the hon. Lady in commending her constituent Michael O’Connor for the action that he took. It is unimaginable to have been in that situation, with the shots all around and so many people being killed; the presence of mind that he showed was considerable. As the hon. Lady said, it saved two lives.

I can confirm that the support available to British nationals who have been caught up in this extends to those who are temporarily resident in France.

6. What assessment she has made of the potential effect of reductions in local authority funding on police forces.

Baroness May of Maidenhead Portrait The Secretary of State for the Home Department (Mrs Theresa May)
- Hansard - - - Excerpts

Funding for local authorities is a matter for the Communities Secretary. The Police Reform and Social Responsibility Act 2011 puts in place two related, reciprocal duties for police and crime commissioners to co-operate with partners. These duties ensure that local leaders work together to achieve the most effective outcomes for their areas. PCCs are already working with local partners to ensure that they provide the services the public needs, and we encourage them to continue do so.

I thank the Secretary of State for her response, but the fact remains that people across Northumbria are being unfairly hit with savage reductions in local authority budgets and a loss of nearly 400 front- line police officers, which has resulted in an increase in violent crime. With this toxic combination stretching the fabric of partnership working and community policing to breaking point, what steps is the right hon. Lady taking to stem the rise in violent crime and reassure our communities and my constituents across Northumbria?

Baroness May of Maidenhead Portrait Mrs May
- Hansard - - - Excerpts

I am pleased to say that crime survey figures show overall across the country that violent crime is down by some 13%, but I refer the hon. Lady to the answer that I gave earlier to her hon. Friend the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) about Northumbria. The PCC and the chief constable in Northumbria are looking to use technology to work more effectively and looking at ensuring that they collaborate with local partners so that they continue to provide the effective police service that her constituents and the PCC’s constituents want in Northumbria.
