I think that many people working across the NHS will be listening to the hon. Gentleman and realising that he has no idea about the pressures that covid has created for everyone working there, especially those on the frontline.

Excuse me for raising this issue, but I want to draw attention to the fact that there has been news released that the Secretary of State’s Government have declined to introduce mandatory reporting of complications resulting from mesh. In the context of problems with waiting lists, and wider issues, if we do not introduce a mandatory reporting scheme to identify problems with a medical product, more people will end up requiring medical intervention and medical treatment, so I urge the Government to look again at their declining to introduce mandatory reporting.

The hon. Lady raises an important issue. That is why the Government commissioned an independent report. We have responded to that report. We are still listening to what hon. Members such as herself and others are saying on this important issue, and then we will do a follow-up of the report within a year, so that will be later this year. I know that she will take an interest in that.

I am very sorry to hear about what happened to my hon. Friend’s constituent. It cannot be right that people are unable to visit their loved ones while they are in hospital. It should not require the intervention of a Member of Parliament to do so. Allowing such visits should be an absolute priority in every trust, and I have recently raised this issue with the chief executive of the NHS. She has assured me that this message will be sent loud and clear to all NHS trusts.

Too many women with endometriosis are being forced to go to A&E or seek hospital admissions for their treatment. This is partly because they wait on average seven and a half years for a diagnosis. What can the Secretary of State do to improve the knowledge and awareness of endometriosis right across all aspects of the NHS?

The hon. Lady is absolutely right to raise the importance of endometriosis. She will know, I hope, that in the women’s health strategy there will be an important focus on it. Within that strategy, we have set out how we can work together to do much more.

My hon. Friend will understand that there is often good reason to change the criteria. They might be changed, for example, on the latest advice from the Joint Committee on Vaccination and Immunisation; the Government must of course consider that advice and take it seriously. As was mentioned earlier, we are extending the booster jab to 40 to 49-year-olds. NHS England has issued guidance to CCGs on the covid-19 vaccination programme, which includes guidance on eligibility for booster vaccines and how to manage those appointments. We encourage everyone to visit the NHS website on gov.uk for the very latest information on the programme.

A disabled member of my community needs the booster and is very keen to have it. However, he is housebound and unable to go the 1.2 miles to where the booster is being offered. What can the Secretary of State do to ensure that people who are housebound and unable to leave their homes can get the booster that they desperately need?

The hon. Lady makes a very important point. Hundreds of thousands of people have received their booster jabs directly from primary care—from their GPs—in most of the type of cases that she describes. If anyone is housebound or, for example, in a care home, they will receive a visit from their GP. That has happened up and down the country. If the hon. Lady is aware of any individual that has not received such contact, I ask her please to contact me, and I will do everything I can to assist.

My hon. Friend is right to raise that. The booster jabs will be hugely important in maintaining protection. The GP networks and the NHS vaccination centres have all been part of our planning for this. Given that these are booster jabs, I think we can move much more quickly than we did with the original doses.

Parents will quite rightly have questions and concerns, but can the Secretary of State confirm that those questions and concerns should not be directed to school staff or headteachers, even if the vaccination happens to take place in a school building, and that all questions related to the vaccine should instead be directed to the appropriate medical team?

I am very sympathetic to what my hon. Friend has said. I think that is exactly the kind of change we should be looking at. It is not the policy of the current Cabinet, but, as he knows, there will be a change in the Cabinet very soon. We do not know who will lead that change, but it might well be someone he is quite close to, so he might want to lobby them too. However, I am very sympathetic, and I will happily work with my hon. Friend.

TransPennine Express recently locked a gate that is a major access point to the Hull Paragon station, and prominent disability campaigners have been protesting about that. It has locked the gate because it believes that that is the best way to deal with the rising problem of antisocial behaviour. Does the Minister agree that the company should be letting the police tackle the problem of antisocial behaviour and not discriminating against disabled people? Will Ministers join me in sending a clear message to TransPennine Express to open the gate?

The hon. Gentleman makes an important point about making sure the White Paper works for all parts of the UK, which is why in preparing it my right hon. Friend the Immigration Minister held roundtables with business, for example, and had other forms of engagement in every part of the UK, including Scotland. I have had extensive engagement with Scottish Conservative Members, who have taken a deep interest in this. [Interruption.] I am happy to listen to the hon. Gentleman and others, and together we can make sure that, as we finalise them, the plans set out in the White Paper work for all parts of the UK.

I am sure the Home Secretary is fully aware of the recruitment crisis and the huge number of shortages in many of our schools. I am sure he is also fully aware that the starting salary for teachers is only £23,000, so will he look at lowering the £30,000 threshold to ensure that our children have the expert teachers they desperately need?

The White Paper makes it clear that we have committed to ensuring that, when it is set, the threshold is right for the needs of all parts of the country, whether it is our schools or otherwise. It is also important we make sure we have an immigration system that also incentivises domestic employers to invest in the skills of local people. Immigration should never be thought of as a substitute for investment in local people.

The Home Office asylum guidance for Afghan Sikhs is in desperate need of updating. I genuinely fear for the life of Afghan Sikhs sent back to Afghanistan because of the dangerous situation facing the Sikh community there. I am sure that the Minister is aware of the murder of 12 Sikh leaders only this July. Will she please meet me and Afghan Sikh representatives to discuss updating the Home Office guidance?

Member for Hackney North and Stoke Newington (Ms Abbott) was asked just this morning, in a number of interviews she gave, what would be the policy of the Labour party, and she had no answer.

Further to the question asked by my hon. Friend the Member for Heywood and Middleton (Liz McInnes), it says on the Government’s own website that the Windrush citizens have two weeks to “regularise their immigration status”. Will the Secretary of State look urgently at removing that statement from the website—it says that they have only two weeks—and give them a lot more time to deal with this situation?

Local Government Funding

I apologise to my hon. Friend for not listing that particular fund; there are just so many places where we are taking action to make sure that this country deals with the housing crisis—the housing crisis that was left behind, as he knows, by the previous Labour Government.

Let me turn now to social care. I am under no illusions about the pressures that councils face in addressing this issue. It is one of the biggest social issues that we face in our country, which is why we have put billions of pounds of extra funding into the sector over the past 12 months. We have also announced a further £150 million for the adult social care support grant in 2018-19. That will be allocated according to relative needs, and will help councils build on the work that they do to support sustainable local care. It comes on top of an additional £2 billion that was announced in the spring Budget for adult social care over the next three years. With the freedom to raise more money more quickly for the use of the social care precept that I announced this time last year, we have given councils access to some £9.4 billion of dedicated funding for adult social care over the next three years. However, we know that there is still much more to do and that that funding alone will not fix this issue, as it is a long-term challenge that requires long-term systemic change. The publication of a Green Paper this summer on future challenges within adult social care will set us on a path to securing that change.

I thank the Secretary of State for giving way. I am sure that everyone welcomes the extra money for adult social care. Will his Department also look into giving extra money for children’s services?

Another important issue is, of course, children’s social care. Although some £250 million of funding has been dedicated to that sector since 2014 to help with innovation and to deliver better quality services, the recent local government financial settlement, which will lead to a real-terms increase over the next two years, will also help. None the less, I do recognise that there are longer-term challenges, and that is something that my right hon. Friend the Education Secretary is taking very seriously.

Undoubtedly, these have been very challenging times for local government, but we know what Labour’s response to that would be: it would be throwing more money at the challenge without a second thought. Never mind the working people who actually foot the bill for raising that extra money through more and more taxes. Instead, we ask councils to raise their game as we strive to rebuild the economy after the disaster that we inherited in 2010, and we back those councils not just with funding, but with greater freedom, flexibility and certainty so that they can harness their invaluable local knowledge and transform services. Many have done just this—driving efficiencies and innovating while continuing to provide a world-class service, and delivering lower taxes in real terms since 2010. Services have not just been protected; in many cases they are improving. Communities are being empowered through billions of pounds of local growth funding and devolution deals. These councils are doing an excellent job, and the people they serve deserve no less.

First, let me thank my hon. Friend for the role that he played on the Bill Committee in getting that legislation on to the statute book. It will help to prevent homelessness in Poole and elsewhere. I agree that there is a lot that individuals can do to help to end the homelessness cycle, including by getting involved with voluntary groups such as Routes to Roots in his constituency, and to make a real difference for vulnerable people.

On Boxing day, a group called Activists for Love created a squat to shelter homeless people in Hull. I went to meet the residents on Saturday. The landlord, MRC lettings, has been very accommodating and is actually going to find everyone living there a home. However, I am concerned that the funding cuts to Hull City Council mean that it does not have the money for much-needed aftercare support to prevent these people from becoming homeless again. Will the Government please commit to providing more money for an aftercare homelessness service for Hull West and Hessle?

I can tell that the hon. Lady shares our desire, and that of all Members, to fight homelessness and rough sleeping. That is why I am sure that she will welcome the £1 billion that the Government have allocated to 2020 to fight homelessness, including £315 million for core funding for local authorities.

My hon. Friend will not be surprised to learn that the Opposition do not know what they would do. They have no idea, other than borrowing billions of pounds more and trying to bankrupt this country once again.

What Labour has never understood is that getting more homes built requires action on many fronts. It is the easiest thing in the world to say, “We’ll build more homes”, but it is meaningless unless we address where we are going to build them, what we are going to build and how, who is going to do the building and who is going to pay for it all.

The right hon. Gentleman makes the point about where we build homes and the need to get the people to build them. Does he recognise that providing money to create maths teachers will not help with the skills shortage that we have in the building industry so that we can create the builders we need to build properties?

First, I would have thought the hon. Lady would welcome the extra investment in maths. If she had been listening to the Budget, she would have also welcomed the partnership that we are beginning with the TUC and the CBI to invest in the skills of the future, and the additional funding to get more skills into the construction industry.

Our housing White Paper promised action on many fronts, and that is what the Budget delivers, with more than £15 billion of new financial support to help make it happen. Over the next five years we will commit to a total of at least £44 billion of capital funding, loans and guarantees to support our housing market, to boost the supply of skills, resources and land for building, and to create financial incentives to deliver an average of 300,000 net additional homes a year—or to put it another way, almost three times as many as the shadow Housing Minister managed when he was Housing Minister.
