David Dein is inspirational on this matter, and on many others, as I know from hearing from him directly on this important subject. He also has the great merit of being an Arsenal fan and a former vice-chairman of the club, as the hon. Gentleman is aware.

Last year’s review of sport in prisons shows that reoffending rates were markedly lower among those who had participated in sports-based resettlement programmes than among those who had not, but the report noted a distinct lack of engagement in physical activity among women in prison. What steps will the Minister take to implement Professor Meek’s recommendation of a specific physical activity strategy for women, and what incentives will the Government provide to sports clubs to get involved with rehabilitation schemes?

Worryingly, among young offenders, those aged 10 to 14 have the highest reoffending rate—a rate of 42.7%. Overall reoffending rates among the youth prison population are up between three and four percentage points since 2005. What steps is the Minister going to take to reduce reoffending among young offenders?

T3. Recent statistics published by the Department show that 54,000 households in London are living in temporary accommodation and, as my hon. Friend the Member for Stretford and Urmston (Kate Green) said, 120,000 children are living in temporary accommodation this winter. Often, the standards are some of the worst, and the accommodation houses some of the most vulnerable. What steps will the Department now take to end the temporary accommodation crisis both in London and in the rest of the country?

T9. Last week, I visited Medway secure training centre for 12 to 17-year-olds which, in 2016, was the subject of a “Panorama” report that exposed widespread abuse while it was run by G4S. The centre is now run by Her Majesty’s Prison and Probation Service and things are improving. Young people talk positively about rehabilitation and staff are motivated. Many STCs and secure children’s homes remain in private hands. Given the lessons of Medway STC, will the Government now commit to reversing the privatisation of the youth justice system?
