I am keen that GBR adapts to the changes we have seen since the pandemic, but we are seeing this across the whole industry and in the discussions the train operating companies want to have with Government. We will certainly use any time we have to ensure that our proposals make a difference and have the most positive impact for customers and communities.
My constituents were recently informed by Southeastern of huge timetable changes, with the result that they will have to make significant amendments to their commutes. Southeastern did that with no public consultation, despite being a publicly owned franchise. Will the Minister ensure that Southeastern goes back to consult, so that rail users have their voices heard before such significant changes are made?
I am aware that Southeastern is taking feedback on its proposals. It is important that it engages with communities and, in particular, with their representatives in this House. Given the number of changes that have had to be made in the past couple of years, there is more flexibility for operators, including those that are publicly owned, to react to emerging patterns of demand. However, I understand that Southeastern will be listening and looking at the feedback it gets on its proposed changes.

Commons ChamberI should point out again that P&O Cruises is not in any way, shape or form related to what has happened here. It is the people at P&O Ferries who are very much in the dock. With the ferries, we will ensure that that policing takes place through HMRC and the work of the ports themselves.
Awards for compensation in employment tribunals are notoriously low, with average awards for unfair dismissal at just £10,800. The Secretary of State has announced an uplift of 25%, but an extra £2,700 will not deter unscrupulous employers such as P&O. My hon. Friend the Member for Sheffield, Heeley (Louise Haigh), the shadow Transport Secretary, has called for unlimited punitive damages in circumstances such as these. Will he back those calls?
The simple answer, in this case, is that we want to stop it ever getting that far and we will do that by forcing such employers to pay the minimum wage in the first place. I should clarify that we are not against the idea that sometimes, unfortunately, redundancies occur. We know that and we saw it in the pandemic. We are pleased that, after the pandemic, unemployment is as low or lower than before. We understand that business has to change, but it is unacceptable to deliberately set out to break the law when it comes to consultations, and that is what we are focusing on. These nine measures will ensure that we do not get there in the first place and that more punitive measures are in place.

This country absolutely is a major seafaring nation and has taken the lead already; for example during the pandemic when we were the first country to declare seafarers as key workers and took the issue of their rights to the International Maritime Organization. I am very keen that we continue to take the lead. The right hon. Gentleman puts his finger on a number of really pertinent issues.
Before I entered Parliament, I was an employment rights lawyer for more than a decade, and in all that time I do not think I ever saw such blatant disregard for the law or contempt for workers’ rights. This Government say that that is wrong, but the reality is that it has been allowed to happen under their watch. They have failed to ban fire and rehire; they have failed to extend the national minimum wage to seafarers; and if it was not for the legal challenge from Unison, we would still have fees for the employment tribunal. It is no wonder that employers think they can get away with it. When are this Government finally going to stand up for workers’ rights?
Unfortunately, the hon. Lady is just wrong on a number of points. For example, in regulations from 2020 the national minimum wage was extended to the vast majority of seafarers working on the UK continental shelf, so she is just wrong about that. There is an issue here that we are seeking to address, and we are addressing it.

Commons ChamberMy right hon. Friend makes a powerful case. HS2 Ltd can and must treat those affected by HS2 with consideration and respect. To that end, I am pleased to say that the root-and-branch review of land and property cases that I commissioned is now starting to bear fruit. I hold HS2 Ltd to direct account in a fortnightly review of the most complex cases, and I pay tribute to my right hon. Friend for drawing my attention to several pressing constituency cases in her area.
Alongside the phase-out dates, we have pledged a £2.8 billion package of measures to support the industry and consumers to make the switch to cleaner vehicles. Discussions with my colleagues are ongoing.
The 2030 ban on the sale of new petrol and diesel vehicles is a necessary step to reach our net zero targets, but to enable mass adoption of electric vehicles, we need to fix the issues around charging points. Currently, many in service do not work—or they charge inefficiently—and they are under-provided and excessively priced in some areas. Because they are run by independent providers, there is no joined-up national infrastructure. Given that we need to roll out widespread charging points across the UK and tackle these issues, does the Secretary of State agree that the Government need to invest much more and properly regulate the sector so that it is better joined-up, more reliable and more accessible?
As a driver of an electric vehicle, I have experienced the exact issues that the hon. Lady talks about. There are too many different membership cards, and people have to use too many different forms of payment and sign up to too many sites before they can even pay for the miles that they charge. We have a plan in place, which has included taking secondary legislation action that will require all chargers providing rapid charge to allow contactless payment, which I know the hon. Lady will appreciate.
