The 1994 Budapest memorandum is very clear. It was done on the basis of Ukraine giving up its nuclear weapons and ensuring that it maintained its territorial integrity and sovereignty. That is a very important principle that will absolutely be upheld in the negotiations and discussions taking place next week.

I welcome the Foreign Secretary’s statement and strong approach. What seems like a lifetime ago, I saw at first hand a breakdown in the Balkans when I served in Bosnia and Kosovo. Even though it seems like a lifetime ago, I never want anyone to witness that again. However unlikely it may seem, can we ensure that the best statecraft and diplomacy are used to allow Russia, if it should so choose, to de-escalate and follow a route out of where this could be heading?

I thank my hon. Friend for his service in the Balkans. He is so right that that peace and security was very hard earned, and we are determined not to allow it to slide away from us. That is why we have appointed Sir Stuart Peach, and it is why we are working on closer economic and security ties with the Balkan states so that they have an alternative to working with Russia.

I believe that the best way to challenge Russia is from a position of strength. We have to be clear that there would be severe consequences if there were to be an incursion into Ukraine, and we have to reduce European strategic dependency on Russia. That is how we will succeed. There cannot be any sense in which Russian aggression is rewarded, because that would, of course, have further consequences in terms of Russia’s behaviour, but it would also encourage other aggressors around the world and damage peace and democracy globally.

As the hon. Member points out, we have brought forward and enacted the leading Domestic Abuse Act 2021. The Minister for Safeguarding is on the Front Bench; she has done a fantastic job on that. We will shortly be bringing forward the response on sexual harassment. Moreover, I want to ensure that at this year’s G7 leaders across the world are held to account for their record in protecting women and girls.

The UK is using our presidency of the G7 this year to champion women’s and girls’ rights at home and around the world with an independent Gender Equality Advisory Council to bring fresh ideas and new voices to the heart of G7 discussions. The council met for the second time last week, and I look forward to hearing its recommendations to G7 leaders in June. It is important that women and girls are at the heart of our plans to build back better.

In the recent Queen’s Speech there were many opportunities to level up across the country, including in my great constituency of Wolverhampton South West. What is my right hon. Friend doing to see that we can unleash the potential of some of our more deprived areas to build back better after covid?

We are determined to tackle the scourge of geographical inequality. That is why we have taken on responsibility for the Social Mobility Commission, which is going to focus on the three Es—employment, education and enterprise—and we are currently recruiting a chair to spearhead that agenda.

10. What steps her Department is taking to promote global free trade.

As we leave the European Union, we have a huge opportunity to be a liberalising force for trade in the world. We aim to secure agreements with countries accounting for 80% of UK trade within three years of leaving the EU, and as we take up our independent seat at the World Trade Organisation we will be a champion of global free trade.

We remain absolutely committed to upholding our high environmental, food safety and animal welfare standards post Brexit. As my hon. Friend points out, there are huge opportunities for farmers for trade—for example, getting lamb into the US market. The US is the second biggest importer of lamb by value in the world. Currently, UK lamb cannot get into the US market, and that is a huge opportunity for our farmers.
