An overwhelming proportion of people in Northern Ireland—78%—agreed that the protocol needed to change in polling conducted in December 2021. It is simply not true to say that a majority of people in Northern Ireland support the protocol. As the hon. Gentleman knows, the Belfast/Good Friday agreement is based on power sharing and esteem for all communities, and we want—ideally with the EU—to find a solution that works for all communities in Northern Ireland.

Last Thursday, the UK-EU Parliamentary Partnership Assembly met for the first time in Brussels, where we had a lively encounter between the Paymaster General and Commissioner Šefčovič. Members were able to ask about the sorts of points discussed today, and it was clear that Commissioner Šefčovič believed that there was a landing place for an agreement on these difficult matters. May I therefore urge my right hon. Friend to go the extra mile and see if we can get an agreement? If we could, that would open up opportunities for co-operation in energy, science and so many other things.

I assure my right hon. and learned Friend that that is absolutely what I want to do. I spoke to Commissioner Šefčovič last night, and I want to see a meeting of the Joint Committee immediately to discuss this issue. But, to fix the very real issues and change the situation on the ground in Northern Ireland, particularly on areas such as customs and tax where points are baked into the protocol, we need changes to the protocol. I have had numerous discussions with Maroš Šefčovič about that, but, as yet, there is not agreement for his mandate for change to include changes to the protocol. That is the fundamental issue that we are facing, but I am very, very willing to have those discussions. I will see the Irish Foreign Minister, Simon Coveney, later this week for further discussions. We are very open to resolving the issues between the UK and the EU, but we do need real acknowledgment of what is happening on the ground in Northern Ireland and of the fact that the protocol needs to change.

Does my right hon. Friend agree with me that part of the ONS thinking is based on the fact that the amount someone has to earn before they start to repay has been increased very substantially under this Government, saving hundreds of thousands of students £300 or £400 a year? The effect of that, however, is that less of the money is repaid quickly or, indeed, at all.

My right hon. and learned Friend is right to point out that people do not pay back on their student loan until they are earning £25,000.

The hon. Lady is not acknowledging the fact that more than half of those people on Agenda for Change are receiving average incremental pay of 3.3%.

My right hon. Friend will be aware that the NHS has attracted workers from across the EU, particularly in nursing. When she looks at how we set public sector pay, will she look at international comparisons across the EU to ensure that pay is set in such a way as to continue to attract those very much needed staff to Britain? Does she have data on that that she can consider?

I thank my right hon. and learned Friend for his question. The pay review bodies are responsible for gathering the data on how we ensure that we retain and recruit the high-quality staff that we need in our NHS. I know they have looked at that in their reports this year, as I am sure they will do in future.

We are doing a lot to improve broadband across the country. The online system is not mandatory; the paper process will be available. I have been looking recently at virtual hearings that are taking place across the country. In some areas, such as the south-west of England, there is very high take-up of these hearings, because being able to use broadband helps people in rural areas, who have long distances to travel to get to court.

The west country is leading the way at the moment, and we are looking at how we can encourage courts across the country to do the same thing.

I am very pleased to say that civil justice is at the forefront of our reforms. I was proud to announce the new business and property courts last week with the Lord Chief Justice and the Chancellor of the High Court. These courts are the vanguard of our world-class civil justice system, making sure that global Britain leads the world in law. They will be based in London, Leeds, Bristol, Manchester and Cardiff, and they represent the fact that our courts and commercial courts serve not only the City of London, which is of course important, but significant regional centres across the country.

My hon. Friend makes a good point. That is exactly why, in December, I reappointed Dieter Helm as chair of the Natural Capital Committee. I did so precisely so that he could look at that issue and ensure that we are spending money holistically across catchments. That is working hand in hand with our 25-year environment plan. Shortly, we will announce the framework for that. That will require a lot of work. There are a lot of people involved: the water companies, the Environment Agency, local communities, farmers and landowners. We can get better value for money. That is why we are moving in that direction and carrying out that work. However, there is a famous Chinese proverb: the best time to plant a tree is 25 years ago and the next best time is today. We do need to plan for the long term but it takes time to ensure that we get everything in order.

My right hon. Friend will be aware that chapter 5 of the Paris agreement is about the need to protect forests and to have more trees in the world if we are to tackle some of the problems related to carbon. Does that not also have a relevance for flooding? Does she agree that, as part of the work that she has described, it is important to look at whether we need more tree planting in this country? The House has taken initiatives such as the Westminster wood and the National forest to try to encourage tree planting but perhaps we need more.
