Since the announcement that Immingham and the Humber ports have been designated as a freeport and that their application scored high in every category, businesses from around my constituency have been contacting me to welcome the announcement. They see it as part of the Government’s global Britain policies. What plans does the Department have to ensure that they can benefit from the freeport and explore new markets?

I congratulate my right hon. Friend on achieving this agreement. Free trade, of course, is the key to prosperity for all our constituencies, and it is particularly important and valuable for mine, with the largest port in the country at Immingham. I particularly welcome the mention of the trans-Pacific agreement. Will she outline how she will continue with that agreement and move forward with agreements with countries such as Australia?

We are the first potential accession country that has had a meeting with all 11 chief negotiators. We will now go into separate discussions with those countries to prepare our accession plans. I hope to be able to formally apply early next year so that we can make progress and accede to this high-standards agreement, which will give British exporters access to the fast-growing Pacific market.

My friend is absolutely right. We have seen the growth of sparkling wine exports, which now, I think, total more than £100 million a year. I see huge opportunities in removing those tariffs and getting more of our excellent sparkling wine into the United States.

North-east Lincolnshire is a major centre for the renewable energy sector, and a number of US delegations have already visited to look at opportunities. Would the Secretary of State give an assurance that her Department will support the small and medium-sized companies that want to get into the supply chain in this sector?

One of our key asks from the US trade deal is a dedicated chapter to make it easier for small and medium-sized enterprises by removing some of the customs red tape, being able to do more things online, and being able to get better information. I will certainly look at my hon. Friend’s specific businesses in Cleethorpes in that regard.

Returning to the issue of freeports, the Secretary of State visited Immingham in my constituency last year and saw for herself the great opportunities that exist to improve the local economy. Will she continue working with me to ensure that the Humber ports do indeed receive freeport status?

I was pleased to welcome the Chief Secretary to the Treasury to my constituency a couple of weeks ago. Does she agree that the enthusiasm that we heard from local businessmen for free ports and free zones could be the way ahead for economic growth in Immingham and the surrounding area?

I was hugely impressed by the enthusiasm in Grimsby, Cleethorpes and Immingham for more development and more opportunities for free zones—and also by the fantastic fish and chips we had on Cleethorpes pier.

The hon. Gentleman is absolutely right. This Government have cut red tape and taxes. We have cut basic rate tax by £1,000 for working people, which has encouraged more people to get jobs and more companies to take people on. That is why we are seeing economic success.

Transport for the North has today published its strategic plan, which forecasts 850,000 new jobs if the plan is delivered. Although the document is disappointing for Cleethorpes and northern Lincolnshire, broadly speaking more investment in transport in the north will provide those jobs. Will the Minister give an assurance that resources will be made available to deliver the plan?

I am pleased to say that we are investing a record amount in economic infrastructure, and the Institute for Fiscal Studies said that such investment would be at a 40-year high by the end of this Parliament. We are giving money to improve transport in towns and cities, allocating £1.7 billion for that purpose at the Budget.

I thank my hon. Friend for her question, and I would be happy to assist any constituents who have outstanding issues. We have paid more than 90% of farmers, and the payment window ends at the end of June, so all full payments will have been made by then. The data are now on the system, so next year will be much more straightforward. I add that both Wales and Scotland have made fewer full payments than England, and that we are on track to do what needs to be done by the end of June.

As my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips) will know, the farming community of Lincolnshire will be gathering together on 22 and 23 June for the Lincolnshire show. If my right hon. Friend is not doing anything on those particular days and can find time to come to Lincolnshire, I could introduce her to a group of farmers who oppose our membership of the EU. Can she find time in her diary for that?

I thank my hon. Friend for his question, and I could not possibly imagine what anyone might be doing on 23 June. What I would say, on behalf of all farmers, is that the EU and the single market have brought about massive benefits for food and farming. For example, 97% of lamb exports and 92% of beef exports go to the European Union. There would be a real risk to the future livelihood of those industries if we were to leave and were not able to export our fine products to those European countries any more.

As the hon. Lady said, we published plans just before Christmas to ensure that we comply with those air pollution levels. The level of roadside nitrogen dioxide has fallen over the past five years. We have invested £2 billion in that already, but we do need to do more, which is why we issued the plans just before Christmas.

Seafood is nutritional and healthy and many thousands of people in the Cleethorpes and Grimsby areas work in the industry. What initiatives is her Department planning to promote the seafood industry?

I thank my hon. Friend for his point. The Great British Food Unit has not just outposts around the world, but regional teams to help local businesses, whether they are in Cleethorpes or elsewhere in the country, to promote their food both in the UK and overseas. Certainly, seafood is a huge part of that.

The A591 is a national priority. Highways England is working on that to restore it as soon as possible. That is extremely important. The Transport Secretary is here today, so I am sure he has taken that on board. Similarly, we will be looking at the funding of other infrastructure. The wider solutions are a priority for the Government, and the Natural Capital Committee is looking specifically at that. We are now developing our plans for the environment on a river basin and catchment basis. That is the way we look at the environment. We are not looking at it in silos of flooding, biodiversity or farming; we are looking at it altogether, as a single plan.

Fortunately, my constituency was not affected on this occasion, but my right hon. Friend will recall the tidal surge that caused major problems to residents and businesses, particularly in the strategically important port of Immingham. She mentioned allocations for the Humber. Will she give an absolute assurance that that will not slip? When does she think she will be in a position to give more detail on it?

7. How many flood defence schemes are planned to be built under the Government's flood defence programme.

Our six-year flood defence programme, announced in December, includes more than 1,400 projects across the country. This £2.3 billion investment is a real-terms increase in capital spending and will mean that 300,000 homes are better protected.

I thank my right hon. Friend for that. She will be aware of local authorities’ proposals to strengthen defences around the Humber estuary, and the autumn statement allocated £80 million for initial expenditure. Will she update us on when her officials will have made a full assessment of the proposals and when she will be able to make an announcement?

I was delighted that in December we could announce £80 million for schemes on the Humber estuary, which will improve protection for more than 50,000 households. We are examining the ambitious proposals put forward by my hon. Friend, his colleagues and local authorities in the area, and we will publish the results in July.

With permission, I will answer questions 8 and 11 together.

We will be investing £2.3 billion in more than 1,400 defence schemes over the next six years, protecting at least 300,000 homes and reducing overall flood risk by 5% by 2021.

My right hon. Friend will be aware of the proposals within the Humber flood risk management strategy for protecting 110,000 dwellings and 20,000 businesses. The £80 million announced in the autumn statement last week was extremely welcome, but when will decisions be taken on how to spend the £80 million, and will there be an early decision on future proposals?
