Commons ChamberMy right hon. Friend the Secretary of State for Energy and Climate Change is doing an excellent job in achieving affordability for consumers at the same time as hitting the carbon budget targets. She also helped to negotiate a fantastic deal in Paris.
There has been a rather tedious backwards and forwards about the money. The fundamentals are that this Government are spending more on flood defence. Once we get over that attempt at point scoring, which sadly comes relentlessly from the Labour party, we can move on to the more important question, which is how the money is spent. Dieter Helm suggests that the thinking behind the spending has not been sufficiently aligned with economic reality. Regardless of who is in power, how do we ensure that we spend the limited money we have on the most effective defence for the maximum number of people and corporate interests, rather than perhaps as now spending it on areas where it cannot be justified?
My hon. Friend makes a good point. That is exactly why, in December, I reappointed Dieter Helm as chair of the Natural Capital Committee. I did so precisely so that he could look at that issue and ensure that we are spending money holistically across catchments. That is working hand in hand with our 25-year environment plan. Shortly, we will announce the framework for that. That will require a lot of work. There are a lot of people involved: the water companies, the Environment Agency, local communities, farmers and landowners. We can get better value for money. That is why we are moving in that direction and carrying out that work. However, there is a famous Chinese proverb: the best time to plant a tree is 25 years ago and the next best time is today. We do need to plan for the long term but it takes time to ensure that we get everything in order.

Commons ChamberThe hon. Gentleman is absolutely right. The A591 is a critical artery for tourism and for local residents to get about. It is now passable in a 4x4 vehicle, but we are working on getting it fully up and running as soon as possible, and the Department for Transport is working closely with the Cobra team to ensure that that happens, because it is a priority. I am pleased to say that the west coast main line was up and running as quickly as possible. Nearly all the 169,000 households and businesses whose power was cut off have been reconnected, although a small group of fewer than 50 need extra work at flooded properties. The Environment Agency has been assessing what more can be done, and has been moving in heavy equipment to clear rivers.
Our priority must continue to be public safety. Although 84 flood warnings have been removed in the last day or so, further flooding could occur as a result of rain falling on saturated ground. I urge people to keep up to date with the latest situation through the Environment Agency’s website and other news sources.
I know that this is of no comfort to those who have suffered, but the flood defences in Carlisle and Kendal successfully defended more than 100,000 households and businesses and prevented them from losing their power supplies. It is important for us now to consider how we can further improve resilience in our country.
The Secretary of State for Energy and Climate Change is working to ensure that we have long-term energy security, and that we tackle dangerous emissions. I think that she has shown massive leadership over the past week. Hers was an historic achievement in Paris, and I think that Opposition Members should applaud her for showing such leadership at an international level. I see that some of them are acknowledging her leadership; that acknowledgement is particularly welcome from the former Climate Change Secretary, the right hon. Member for Doncaster North (Edward Miliband).
I apologise to my right hon. Friend for returning to the subject of flooding when she has—rightly—just moved on to the subject of climate change, but does she agree that it is now time for a radical change in the way in which we fund our flood infrastructure and maintenance? The hon. Member for Bristol East (Kerry McCarthy) pointed out that when floods occur, there is investment, there are promises, but the investment then fades. That happened under the Labour Government, and it tends to happen under all Governments. Should we not hand responsibility for a regulated standard to, for instance, the water companies?
We have already made a major change. Rather than allowing a stop-start in flood defence spending, we have, for the first time, laid out a fully funded six-year programme to give communities the certainty they need. I shall say more about that later, but I was in the middle of praising my right hon. Friend the Secretary of State for Energy and Climate Change. She has done a fantastic job, and I think that that needs to be acknowledged. She has achieved an international climate change deal that will bring about a level playing field—it is very important for countries across the world to contribute—but she is also making sure that we deal with customers’ bills at home. It is right for us to improve our economy, achieve economic growth and reduce carbon, and my right hon. Friend is showing how that can be done.
I have already given way to the right hon. Lady once and I want to make progress, in order to give the many constituency MPs who are part of the debate an opportunity to speak.
I want to respond to the Opposition’s point about local farmers, some of whom I met yesterday. We are helping them to get their land sorted out, as much of it is covered with rubble. We are putting in place a special scheme to help farmers, which will be open from this Friday, and we are also seeing what we can do to prioritise basic farm payments for the worst affected farmers.
I have talked about our £2.3 billion programme—this is the first time ever that a Government have laid out their future flood defence spending. The private sector partnership money that the hon. Member for Stockton North (Alex Cunningham) has been talking about is in addition to the real-terms increase—extra money so that even more flood defence schemes can go ahead. We have already secured £250 million of that money and we have a further £350 million earmarked. We are only six months into the scheme. Let us remember what happened between 2005 and 2010: only £13 million was raised. We raised £134 million in the last Parliament—10 times that raised under the previous Government.
The money we are putting in represents real flood defences across the country. It means that in Boston we are building a new £90 million barrier; in Rossall, Lancashire, we are investing £63 million for a new 2 km sea wall; in Exeter, we are investing £30 million in new flood defences; and on the Thames we are investing £220 million in a 17 km flood relief channel. I am pleased to say that in the constituency of the hon. Member for Bristol East we will invest £1 million in a scheme for Brislington, and that in Stockton North we are investing £8 million in a scheme at Port Clarence and Greatham South. What this money—this real-terms increase in spending—means is real protection for real families and real businesses across the country, in addition to protection for 420,000 acres of farmland.
My right hon. Friend knows that local MPs supported a proposal to the Department seeking about £1 billion to help the Humber area, which faces the second greatest strategic risk in the country, after London. What plans does the Department have to work on coming up with a viable programme for our area?
I thank my hon. Friend for his question. We are investing £80 million in flood defences for that area, but I am happy to meet him and his colleagues to talk about what more we can do to increase resilience there.
It is very important to note that we are not complacent about our flood defences. We will look at what has happened in recent weeks to make sure we learn lessons and act upon the new evidence that has come to light. We have committed ourselves to two reviews: first, the Cumbria flooding partnership, led by the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Penrith and The Border (Rory Stewart), who has responsibility for flooding, will look at how we can improve downstream defences, do more to look at the overall catchment and slow the flow upstream, and more fully involve the community. I saw a fantastic project last week at Stockdalewath, where upstream mitigation is being used to reduce the peaks in river flow. This is already happening, but I want to see more of it, which is why we are launching this new workstream. Secondly, we are putting in place a national resilience review to look at how we model and plan for extreme weather, how we protect our critical assets and how we make future investment decisions—my hon. Friend the Member for Beverley and Holderness (Graham Stuart) asked about that. With the £2.3 billion programme that we have laid out, we want communities to have certainty that their projects are going ahead, so this review will look at future flooding investment to make sure that the formula is adapted to what we now know.
Let me be clear with Opposition Members that we already have some of the most sophisticated flood modelling in the world. For the first time in Cumbria, during this flooding we used ResilienceDirect, which meant that all the emergency services could communicate with each other in real time and with the Environment Agency, which was very effective at getting early action. We are working to make sure that we keep up to date with the latest trends in climate and in extreme weather, which the hon. Member for Bristol East was talking about.
The Government are completely committed to doing whatever it takes to make sure Cumbria and the other flood affected areas are up and running and more resilient for the future. But the reality is that without a strong economy, under a Conservative Government, we would not have money for these crucial schemes. It is our party that is investing in new power stations and making sure we have energy supplies, while reducing carbon emissions. It is our party that is investing to make this country more resilient and adapt to climate change and extreme weather. The Labour party has no plan, having shirked these decisions when it was in office and wasted our money. Let us all remember what the then Chief Secretary to the Treasury said:
“I’m afraid there is no money”.
That was the Labour Government’s legacy. The fact is that it is the Conservative party that is protecting our economy, and safeguarding our security and our future.

Commons ChamberMany of my constituents work in egg production and poultry. Earlier today I was contacted by Elliott Eggs of Bewholme just outside the exclusion zone, which is already struggling to meet the supply demands of its supermarket customers. How will my right hon. Friend strike the balance between effective eradication of the problem and continued production, particularly in this festive season?
As my hon. Friend points out, the poultry and egg industry is a vital part of our food and farming sector, which contributes £100 billion to the economy. My answer to him is that the best way for us to do that is to deal with this as swiftly as possible and make sure that we eradicate the disease. That is why we have taken swift action. As I mentioned, the disease was notified to us on Friday. On that day Government vets visited the farm and an immediate restriction was placed on the farm. As soon as the analysis came back from the tests, the chief veterinary officer placed a restriction on a 10 km zone, so we are taking swift action to deal with the problem as soon as possible. All the previous disease outbreaks have shown that rapid, concerted, robust action needs to be taken.

I congratulate my hon. Friend the Member for Worcester (Mr Walker) and the F40 group for the amazing progress that has been made on this campaign. As hon. Members have said, this long-standing issue is finally starting to be dealt with. It is down to the dedication of all right hon. and hon. Members who have attended this debate and made such eloquent contributions that we are finally making progress on this issue.
Many hon. Members have highlighted the idiosyncrasies and unfairness of the current system. I do not think that there is any disagreement about that. Our spending on education is the fifth highest in the OECD. We have protected the education budget during this Parliament, because we believe that education spending is vital for the future of our children and our nation. Nevertheless, this spending is not fairly distributed at the moment; it is unfair and inefficient. Unfortunately, this unfairness has been baked in over the years, so even when education budgets were rising significantly, it was not dealt with. We are playing catch-up at the moment, as was mentioned by a number of hon. Members, my hon. Friend the Member for Redditch (Karen Lumley) in particular.
My hon. Friend the Member for Worcester made the good point that the link between funding and attainment is not always clear, but that there is greater clarity in respect of those from the most deprived backgrounds. Of course, one of our main priorities as a Government is closing the gap between those on the lowest and highest incomes. We have a long tail of under-achievement in this country that has a profound impact on social mobility and our economy, and that is something that we are keen to address.
My hon. Friend the Member for Stroud (Neil Carmichael) referenced the report, “Unseen Children”, which highlighted the issues for children in rural and coastal areas in general. That is a major problem, and we need to deal with it.
My hon. Friend the Member for Thirsk and Malton (Miss McIntosh) talked about the issues faced in her constituency. I associate myself with her comments about the terrible tragedy of the dedicated teacher, Ann Maguire, in Leeds. I went to school in Leeds. My thoughts are with her friends and her family.
I am pleased that hon. Members have recognised that the Government have provided £350 million of funding. I cannot provide the hon. Member for Cardiff West (Kevin Brennan) with additional information about his parliamentary question, but it is significant that the Government have found this additional money. We recognise that this is a priority. We are vigorously pursuing a route towards a national funding formula, which is the right way forward, and we are pressing that case. This funding represents a step towards it.
The consultation on how the £350 million is allocated closes tomorrow. It is difficult to comment once indicative allocations have been given, but is it a genuine consultation? Will the Minister consider points that have been made and, despite the political difficulties, ensure that that funding is distributed in the fairest way possible?
It is a genuine consultation. We will listen to representations, not just from today’s debate, but from discussions that we have had as a team with the F40 group. It is a difficult process, obviously. A lot of hon. Members mentioned the problems in moving towards a fair national funding formula.
A number of hon. Members mentioned that the longest journey begins with a single step. We have made that step. There are always issues with the way that a formula for minimum funding is decided; all sorts of aspects have to be considered in a formula, including sparsity, rurality, deprivation and attainment. There is no perfect formula. There will always be some local authorities that gain more and some that gain less, and even when we get to the holy grail of the national funding formula, that will be so. There has to be a formula. However, where the Government have had an opportunity to allocate new money, as with the two-year-old offer, we have allocated it completely fairly throughout the country, and done so on a per-child basis with an area cost adjustment. Where this Government have had an opportunity to allocate new money, we have done it fairly.
I am committed, as my colleagues are, to a national funding formula. It is incredibly important for equity, social mobility and for our long-term economic plan, as hon. Members have said.
I recognise the issues raised about the high-needs block and the perceived unfairness of looking at the schools block. There would be issues in looking at the entire block, as well. Because the whole situation is so complicated, with the schools block, the high-needs block and the early years block, we have taken it step by step, starting with the schools block. That matter has come through in the consultation and we will look at that.
I note the specific issues in Staffordshire, the East Riding, Leicestershire and Warrington. I agree with my hon. Friend the Member for Warrington South (David Mowat); I have seen excellent attainment in Warrington, at the Evelyn Street primary school, which I visited with him. It is a such an outstanding school that we are using it as a national case study of how to integrate early years into schools. Fantastic work is going on in Warrington, but that does not mean that Warrington should be underfunded.
I have also taken the point about the area cost adjustment, particularly about how that has benefited London authorities in particular. We have to reflect the cost of teacher salaries in different areas, but how that is reflected in the overall allocations will be under consideration in the consultation.
We have recognised sparsity, although a number of my colleagues do not think that we have recognised it enough. But it is recognised in a minimum funding level, with a grant being given per school.
I acknowledge points made about the rising costs faced by schools, whether teacher salaries or pension and energy costs. However, in difficult economic times, we have protected education spending in real terms, because we consider it a priority. The question about what we will do on education spending and the national funding formula is important for our respective parties, going forward into a future Parliament. I cannot fully announce our position on that today; we are still working on the plans.
My hon. Friend the Member for Hexham (Guy Opperman) said that he is pleased that we are going in the right direction. It is important to acknowledge that. This has been a long time coming. We have taken steps with the £350 million, although people may not think it has been allocated in an absolutely ideal fashion. There have been detailed discussions about the modelling used for the formula. This is probably a precursor to discussions that will go on about what a fair national funding formula will look like.
I also acknowledge the points made by my hon. Friend the Member for Cambridge (Dr Huppert) about the positive changes that we have made in Cambridgeshire, particularly with respect to the capital budgets there.
To summarise, we have made the largest step that we can in a single year by securing the additional £350 million funding, without creating major turbulence in the system, which is a danger of moving too fast in funding reform. There is not a perfect formula. The arguments will continue about what factors are most important and what really drives the costs in schools. The Department is working on better analysis of schools’ costs, so that we can ensure that a future national funding formula properly reflects the costs, such as attracting and retaining high-quality staff in rural areas. I commit to listening to representations.

I will come to that point later in my comments, but in essence, the governing body in both cases can be replaced with an interim executive board.
Many hon. Members commented on retaining and recruiting high-quality governors. It is clearly critical that governors have the right skills to do the job. We set out clearly in the governors’ handbook the important strategic nature of the governors’ role and, as I commented, we have cut back on rules and regulations that tie governors up in red tape They now have much more flexibility in the way they operate. The best governing bodies identify explicitly the skills and competencies they need and audit regularly the skills of their current members.
There was some debate this afternoon about the size of a governing body. The Government’s view is that the size of a governing body should be no greater than it needs to be to get the necessary skills, but the No. 1 thing is that it gets the right skills. Size is secondary to ensuring that the skills are in place to do the job. My hon. Friend the Member for Calder Valley (Craig Whittaker) pointed out what can be done locally to recruit governors. I commend him for his activities in Calder Valley to promote the role of governors with employers. He lays out a lesson for many MPs about what they should do to promote the roles of governors in their local communities. We absolutely need to get the message across that the role is valuable and will help individuals in whatever career they decide to pursue.
We have given governing bodies the power to reconstitute themselves under a more flexible framework and to become smaller and more skills focused. We agree with the Committee that not enough governing bodies are using the flexibilities at the moment. We plan to consult on whether a move to reconstitution should be mandatory by September 2015, because we do not think that enough governing bodies are doing it at the moment. It will be interesting to see the results from that consultation.
The hon. Member for Stockton North (Alex Cunningham) spoke extensively about training. I think we all agree that we want well trained governing bodies that are capable of exercising their role. We are keen for schools to use their budgets effectively. Ensuring that governors get the quality training they need is an effective way to do so. There might be a debate about how we achieve those objectives, but our view is that the outcomes of the Ofsted inspection process are the best way to make an assessment, rather than insisting on mandatory training, which can sometimes become a tick-box exercise. We want high-quality training and we want to know that, following that training, governors have the skills they need to do the job.
Developments in the level of training are needed, so in addition to expanding its training for chairs and aspiring chairs to offer 6,700 places by March 2015, early next year, the National College of Teaching and Leadership is launching specific training workshops for governors on understanding RAISEonline data, which my hon. Friend the Member for Suffolk Coastal mentioned, driving financial efficiency in schools, and performance-related pay. Where we identify a gap in the training available, the NCTL is helping to provide it. We are continuing to expand the NCTL national leaders of governance programme, to mobilise outstanding chairs of governors to provide free peer-mentoring support for other chairs.
My hon. Friend the Member for Stroud (Neil Carmichael) talked passionately about the need for the involvement of business in governing bodies, and I could not agree more. The Government are working with the Confederation of British Industry on a campaign to promote the role of employers in freeing up employees to get more involved in governing bodies, but the issue is broader than that and about more than governance. We need more business leaders in our classrooms working with children on specific subjects. That helps children to form high aspirations about the types of role they can go into. The new national curriculum is much more flexible and will enable more business involvement. We have seen some very good developments, for example, organisations such as Mykindacrowd facilitating the new computer curriculum that is coming in.
I also agree about the role of the professional clerk. NCTL is developing and will deliver a training programme for clerks. By 2015, it will have provided training for 2,000 highly skilled professional clerks, who have a vital role on the governing body.[Official Report, 6 January 2014, Vol. 573, c. 1MC.]
Does the Minister feel that there needs to be regulatory change? We heard tales during our inquiry of the clerk of the governing body, whose role is to hold the head to account, being someone who works in the office of a headmaster. We felt that that was not the right situation. If changing it requires regulatory change, will she consider that?
As yet, we do not feel that that requires regulatory change, but if my hon. Friend has evidence of specific issues that have arisen, I will be interested to hear about them.
A number of points were raised about accountability. As the programme for international student assessment outcomes has shown this week, autonomy and accountability are two of the key drivers in any successful education system. Lord Nash told the Select Committee that he thought the Ofsted inspection framework was the sharpest tool in the box for improving the quality of governance. I certainly think that is true. Any school failure is a failure of governance. Interim executive boards can be an effective solution in certain schools to secure a step change in the schools’ performance, through a complete change in the school’s leadership and management. IEBs are not always necessary; sometimes the governing body can self-improve—ultimately, it is up to the local authority or the Secretary of State if the school is in an Ofsted category. Where individual governors are not pulling their weight, it is a matter for the chair of governors. We would like all chairs to have annual conversations to take stock with every member of the governing body. Ultimately, it is the chair’s responsibility to ensure that members of the governing body have the skills they need to do the job.

Commons ChamberI completely agree that we have very high child care costs and I will do everything I can, where we can secure cross-Government agreement, to address that. I want to outline some of our proposals.
I think there is merit in the work my hon. Friend has done and I pay tribute to her for the effort and energy she has put into it. I am disappointed that it has been brought to a halt. Will she confirm that the Deputy Prime Minister agreed to the proposals initially, only to renege on that agreement later?
I thank my hon. Friend for his point. It is true that the reason we are not proceeding with the proposals is that we have failed to secure cross-Government agreement.
As I have said, the current child care system is not working for parents and the costs are very high.
May I confirm my understanding that the Deputy Prime Minister signed up to this but later, for political or other reasons—who knows?—withdrew his support? That is shameful and it could lead to less flexibility in a child care system that lacks quality and is too expensive.

Commons ChamberWe are ensuring that physical education is a core part of the curriculum for children aged up to 16, and we have introduced new topics to the subject.
I am worried about the curriculum for children who are currently being flexi-schooled. The Government recently announced—without consultation and without notice—the abolition of flexi-schooling, which has existed for decades and which meets the needs of many children. How will the Minister ensure that the needs of those children are met in the immediate future?
We will ensure that our attendance procedures are absolutely correct, so that we know whether students are at school or not. If they are being home-schooled, that is a decision for their parents; if they are at school, they must be properly at school, and their attendance records must be properly monitored.

Commons ChamberIt is absolutely no surprise that the Labour party opposes any change to our system: they are the educational reactionaries; we are looking to the future. We are looking to compete in the modern world, which is why we have leading universities, such as Cambridge and Imperial, helping us to develop the new curriculum. The Opposition oppose any change; they want students to be on an exam treadmill at age 16, 17 and 18. We want students to have the opportunity to think, to learn, and to study subjects in depth; they just want constant exams.
We have discussed these changes with the Russell Group, which is bringing forward proposals and leading these reforms. I have also been in conversation with Universities UK and the 1994 Group, as they want to be involved too. I suggest that the Opposition get with the programme, otherwise they will be left behind even further. Let us not forget what happened under Labour Governments. Let us not forget Curriculum 2000, which saw a drastic reduction in the number of students doing maths A-level—down 20% in two years. We are now the country with the lowest number of students who are studying that important subject in the entire OECD.
My feeling has always been that our children are over-examined, and I had a certain prejudice against AS-level as we go from GCSE to AS-level to A-level, but I was struck, talking to schools in my area and elsewhere, by head teachers saying that the confidence the AS-level brought to some pupils was a benefit. We should, therefore, be careful about any reforms and make sure that we can carry everyone forward. We should encourage as many pupils as we can to think deeply, but make sure that we keep everyone on board. Will the Minister tell us what assessment she has made of those risks?
I thank my hon. Friend for his question. One thing I would point out to him is that 75% of universities offer places based on predicted grades at A-level, rather than on AS-level results. The big increase in participation at A-level took place in the 1990s, before Curriculum 2000 was introduced. That was when we saw a massive increase in the number of students going to universities, particularly from low-income backgrounds.

Commons ChamberI thank the hon. Gentleman for his question. As I have said, ensuring that more students are taking core subjects means that they will have better career opportunities later in life, and extending the opportunity to study maths and English beyond GCSE level for those who have not got a grade C means that they will get those important points. We have developed the National Careers Service, and the helpline has had 62,000 contacts with 13 to 18-year-olds, giving people these opportunities. We also ask schools to offer face-to-face advice. The key is that students get a good education; that is what will help them to compete in the world.
Tens of billions of pounds are spent on post-14 education alone, and the choices made by young people are crucial to their future and to that of the nation. The Education Committee’s report on careers advice and guidance will come out on Wednesday. Does the Minister agree that we must ensure that the right advice and guidance is in place, not only to help those most disadvantaged in our society but to ensure the most effective use of public funds?
Of course I will be extremely interested to see what the Select Committee report says on the subject. We do need good careers guidance, but we also need a system where students have an incentive to take subjects that will prove of value to them later in life. That is the whole point of the English baccalaureate.

Commons ChamberI welcome proposals to continue the teaching of maths to age 18, both for those who get a grade C GCSE and for those who do not. Are any practical changes required in the timetable of those who go into employment at the age of 16 if they are to be able to continue to do maths and possibly literacy up to the age of 18?
The Government have already committed to a funding condition for students who do not achieve a C at GCSE to continue to study maths until 18 either in or not in employment. I am also concerned about the cohort who achieve a GCSE grade C in maths but who do not want to go on and study A level. We need to make it clear that there are qualifications for them, too.
