I do not agree with the hon. Gentleman. We have found specific errors, for which I have apologised and taken immediate action to address, but overall, as the Court of Appeal itself points out, we have a robust and rigorous process.

May I make a declaration? I have just returned from a two-day visit to Abqaiq in Saudi Arabia, facilitated by the kingdom, and in the coming days I will include that in the Register of Members’ Financial Interests.

As Chair of the Committees on Arms Export Controls, I would like to thank the Secretary of State for writing to me immediately on this issue and making it very transparent what the problems were. The Kingdom of Saudi Arabia is fighting vile terrorists in Yemen who are using human shields. Does she agree that we are approaching the point where our current arms export regulations are not sufficient to deal with the issue of the rebels—the terrorists—using human shields and that the number of civilian casualties is a result of that?

I thank the hon. Gentleman for his comments. In this particular case, we have already identified a problem in sharing internal information within government which led to these exports licences being issued. Of course we are doing further investigation into that, but that is the specific issue around the breach of the Court of Appeal judgment. That is where I am putting my focus as Secretary of State.

It is a bit rich of the right hon. Gentleman to suggest that we should not bring politics into this when that is precisely what he is doing. We are making sure that local councils have the flexibility to raise council tax to fund these vital public services. Labour has to acknowledge that this is not just about the money we spend but the way we spend it. The reality is that if the entire focus is on the level of spending rather than what we are doing, we end up with the situation that occurred in 2010—vast increases in spending and services actually getting worse.

Flooding

The River Calder runs through the very north of my constituency. I went into the Ribble valley to see the devastation caused in Whalley. It truly was a tragedy. In the south of my constituency, the River Irwell burst its banks dramatically, having burst its banks in 2012, and nothing has been done about it. I went to Irwell village on the periphery of my constituency, where nearly all 100 houses have been flooded under five or six feet of water. In there, as the hon. Member for Ribble Valley (Mr Evans) has said, are people who cannot get insurance—it is £3,000 to £6,000 for insurance, and the excess on the insurance is £20,000 to £30,000. What will the Government do to ensure that those people can access help? What are they going to do about Irwell village, which has been so devastated by this? It has now been devastated twice. What will the Secretary of State do about it?

First, we are making funds available to the local council so that residents can apply for up to £5,000 to put their house back in order. We are also working with the insurance industry to ensure that it is treating these cases sympathetically.

I completely agree with my hon. Friend that a lot of red tape is being passed down to us from Brussels. That is why I am determined to negotiate strongly at a European level as well as making sure that agriculture is part of our overall discussions on the EU.

T7. My constituents and people around the United Kingdom are facing a cost of living crisis. This Government are not doing enough on water affordability. With fewer than 25,000 people eligible to benefit from social tariffs offered by just three water companies, does the Minister believe that the Government’s voluntary approach is insufficient in helping those struggling to pay their water bills?
